Abstract

Tourism is one of the industries with positive growth and the most dynamic that can make tourism a key sector to encourage economic growth, especially in providing jobs, increasing regional incomes and people's living standards, as well as encouraging the development of other sectors economically. Pulau Penyengat, which is the center of Malay civilization both in language and culture, with a million potentials, as well as characteristics and historical values that support local wisdom and have an important influence on regional economic, social and cultural growth, requires integrated, comprehensive and sustainable effort to become a leading sustainable urban tourism destination. This study aims to explore the role of social capital in supporting the realization of sustainable urban tourism in Pulau Penyengat. The important findings in this research are (1) bounding social capital is a type of social capital that forms and develops in sustainable tourism destinations on Pulau Penyengat; (2) strong ties in the community system are based on values, culture, customs, and kinship relationships; (3) the community is convinced that social capital is the key to success in developing sustainable tourism, although objectively there is a tendency for social capital to fade due to internal and external factors.

Abstract

Currently, the spread of HIV-AIDS has reached housewives and infants who aren’t part of the key population. More than 90% of cases of children infected with HIV are transmitted through HIV mothers. During breastfeeding, the risk of HIV transmission to children is 20%. The government's efforts to deal with the transmission of HIV from mother to child are through the procedure of feeding infants or children in the Prevention of Mother to Child Transmission program (PMTCT). East Bogor sub-district is one of the areas that has a high number of HIV-AIDS cases, including the number of HIV cases among housewives. This research aims to analyze the procedure for feeding infants or children in the PMTCT program at the East Bogor Public Health Center, East Bogor SubDistrict, Bogor City. This research used a qualitative descriptive method with data collection techniques used interviews, observation, and documentation. It came out with the result that these implementing officers at the East Bogor Public Health Center gave directions to mothers with HIV to provide food to their babies in accordance with Minister of Health Regulation Number 51 of 2013 concerning Prevention of HIV Transmission from Mother to Child Guidelines in the form of formula milk without mixed feeding. Then, there are several aspects that hinder the implementation of the procedure of feeding infants or children at the East Bogor Public Health Center, namely: not providing CIE materials or brochures that may be taken home, midwives are less involved in the program, low knowledge regarding HIV-AIDS, a lack of support from family members, and there’s still stigma and discrimination experienced by mothers with HIV, especially in the neighborhood. Thus, it can be concluded that the procedure for feeding infants or children at the East Bogor Public Health Center is still not optimal. Recommendations that can be given from this research are: the need for socialization to abolish stigma and discrimination; the provision of CIE materials or brochures that may be taken home; further training for midwives to participate in the program; active involvement of the MCH clinic is required; and providing detailed education to married PWHA about HIV transmission to infants.

Abstract

This research is motivated by employment problems, namely the high level of young people who are working or not working who lack competence, the occurrence ofskill gap, low productivity which results in losing competitiveness with foreign workers. The government's efforts to overcome these employment problems are by issuing a Pre-Employment Card program policy. The program was carried out when the Covid-19 pandemic caused the program to have other objectives, namely associal safety net. This caused the budget for the program to double. During its implementation, the Pre-Employment Card program drew a lot of criticism from the public, politicians and observers and even the program participants themselves who stated that the program was not on target and was not effective in helping the community during a pandemic, especially in increasing competency. Several program participants who live in East Jakarta City expressed the same thing. The purpose of this research is to find out the performance of the implementation of the Pre-Employment Card program in the midst of the Covid-19 pandemic in the City of East Jakarta which has not been maximized; as well as knowing the obstacles to the non-maximum implementation of the PreEmployment Card program in East Jakarta City seen from the background of the social and economic conditions of the program participants. This study uses a descriptive qualitative method with an approachpurposive sampling and Netnography as the data collection method. The results of the study showed that the standards and objectives of the Pre-Employment Card program were in accordance with the recipients of the Pre-Employment Card program which were right on target but found defects in the process of using the program by participants who were also influenced by the program, but indeed the program objectives had not been achieved properly, apart from that financial resources had been fulfilled but there are indications of inaccuracy target. Factors from the social, economic and occupational background of the participants during the pandemic also contributed to the program's ineffectiveness towards the participants. Obstacles found related to increasing participant competence were influenced by the high price of training, the quality of the training material content, and the need for internet quota. The recommendations given are that the government is reviewing the program regarding dual roles, immediately implementing job training on a regular basisoffline coordinating with DKI Jakarta Manpower Office, East Jakarta City Sudinasker and BLK in East Jakarta City as well as evaluating partnerships with training providers.

Abstract

One of the global challenges is the increasing amount of waste generation.  In Indonesia, there is an average increase in waste of around 7.02% after a year.  Efforts to reduce waste generation are a very important issue. The impact of waste generation can reduce environmental quality and even have a bad impact on health. The Tabalong Regency Government is one of the districts that seek to overcome the waste problem, changing the paradigm of waste management by issuing local regulations regarding waste management is a step that is trying to be implemented. The research was conducted in Tabalong Regency, South Kalimantan Province, using a descriptive qualitative approach and to analyze the phenomena that occurred then analyze them using an interactive model to find an analysis of community-based waste management in Tabalong Regency. The research was conducted by interviewing the Head of the Tabalong Environmental Service with a dissertation of supporting documents accessed through the National Waste Management System page. Based on the results of the study, it was found that the Tabalong Regency government has committed to waste management to support national waste management policies to reduce waste generation. The commitment of the Tabalong Regency Government is contained in Regional Regulation Number 14 of 2017 concerning Waste Management with an emphasis on community participation as an effort to reduce waste from the source. The Waste Bank and TPS 3R programs involve community participation in waste management.

Abstract

Abstract. Rawapening Lake is located in Semarang District, Central Java. The decreasing of Rawapening lake function due to its many problems caused by environmental degradation which has happened for almost three decades.  Buffer zone determination is a very important basic action to safe Rawapening Lake. This research is to determine Rawapening lake buffer zone and its management. Hydraulic, topographic analysis was conducted within the research along with identification of buffer zone condition. A clear buffer zone area act as boundary for Rawapening lake utilization to support the sustainability of its function in the future.

Abstract

It cannot be denied that as time goes by, technology is increasing and ultimately affecting progress in various fields, one of which is the health sector. Improving the quality of health has an impact on increasing the number of elderly people in Indonesia, one of which is in Semarang City, the city with the largest population in Central Java. Elderly Friendly Cities are a solution to provide a better life for the elderly to live their lives. The purpose of this study is to describe and analyze the development of Semarang City government policies in realizing an Elderly Friendly City. To answer the problems and objectives of this study, the four conditions for an Elderly Friendly City according to WHO are used, combined with William Dunn's theory in analyzing the factors that influence the establishment of an Elderly Friendly City using a qualitative descriptive research method. In collecting data through interviews, documentation, and literature related to the title taken. The selected informants included: Bappeda, Social Service, Health Office, Central Java BKKBN, Population Control and Family Planning Office, and the elderly in Semarang City. The results of the study show that the realization of an Elderly Friendly City in Semarang City is not fully optimal. It is suggested that there is a big commitment from each executor to support the realization of an Elderly Friendly City both in providing a budget, providing local regulations, to awareness to create an Elderly Friendly City. It takes good communication coordination to support success

Abstract

Penelitian ini bertujuan untuk memaparkan peran stakeholder dalam upaya menciptakan Kota Layak Anak di Kabupaten Demak. Hasil penelitian ini menunjukkkan bahwa terdapat 9 stakeholder yang terlibat dalam menciptakan Kota Layak Anak di Kabupaten Demak Yang pertama yaitu Dinas Sosial Perlindungan Perempuan dan Anak Kabupaten Demak, Dinas Kependudukan dan Catatan Sipil Kabupaten Demak, Dinas Kesehatan Kabupaten Demak, Dinas Pendidikan dan Kebudayaan Kabupaten Demak, Bappedalitbang Kabupaten Demak, Kemenag Kabupaten Demak, Polres Demak, Forum Anak Demak, dan Desa Tempel. Stakeholder dipetakan menjadi empat bagian, yaitu Players, dalam hal ini adalah Dinas Kesehatan, Dinas Kependudukan dan Catatan Sipil, Dinas Pendidikan dan Kebudayaan, Dinas Sosial P2PA, dan Bappedalitbang, dan Subject yaitu Kemenag, Forum Anak Demak, dan Desa Tempel, dan Unit PPA Polres Demak , untuk Contest Setter dan Crowd tidak ada dikarenakan tidak ada stakeholder yang masuk dalam kriteria tersebut. Untuk peran stakeholder dibagi menjadi lima macam yaitu Policy Creator, adalah Dinsos P2PA dan Bappedalitbang. Koordinator, adalah Bappedalitbang dan Dinsos P2PA. Implementer, adalah Dinsos P2PA, Dindukcapil, Dinas Kesehatan, Dinas Pendidikan dan Kebudayaan, Fasilitator, adalah Dinsos P2PA, Disdukcapil, Dinkes, Dinas Pendidikan dan Kebudayaan, dan yang terakhir yaitu Akselerator, adalah Kemenag, Unit PPA Polres Demak, Desa Tempe, Forum Anak Demak

Abstract

Collaborative governance merupakan konsep kerjasama antar pemangku kepentingan yang dapat meningkatkan efektivitas pengembangan pariwisata. Penelitian ini bertujuan untuk menganalisis pelaksanaan collaborative governance dan mengkaji kriteria keberhasilan collaborative governance dalam pengembangan pariwisata Pantai Dewa Ruci Jatimalang, Kecamatan Purwodadi, Kabupaten Purworejo. Teori yang digunakan dalam penelitian ini adalah model collaborative governance Ansell dan Gash serta teori Edward DeSeve. Penelitian ini menggunakan metode kualitatif deskriptif. Subjek penelitian ini adalah para pemangku kepentingan, yang informasi diambil dengan teknik purposive sampling dan snowball sampling. Pengumpulan data dilakukan melalui wawancara mendalam, observasi dan studi dokumentasi. Teknik analisis yang digunakan adalah reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa terdapat empat aktor dalam kolaborasi pengembangan pariwisata Pantai Dewa Ruci Jatimalang, yaitu Dinas Kepemudaan, Olahraga dan Pariwisata Kabupaten Purworejo, Pemerintah Desa Jatimalang, Kelompok Sadar Wisata Dewa Ruci dan swasta/pelaku usaha kuliner. Kondisi awal dan kepemimpinan dalam kolaborasi pengembangan pariwisata sudah berjalan dengan baik, tetapi masih terdapat banyak masalah terkait desain institusional dan dalam proses kolaboratif yang menunjukkan permasalahan pada komitmen yang kurang kuat dan pemahaman bersama para pemangku kepentingan yang masih lemah. Kriteria keberhasilan dalam kolaborasi pengembangan pariwisata, yakni network structure, trust to the among participants, distributive accountability, information sharing dan acces to ressources, sedangkan yang bukan kriteria keberhasilan, yaitu commitment to a common purpose, governance dan acces to authority.

Abstract

Sumber daya air di Indonesia sangat melimpah, namun masih perlu pebaikan dalam pengelolaanya sehingga dapat dimanfaatkan secara lebih optimal. Salah satu sumber daya air di Indonesia dengan jumlah besar adalah Danau. Konferensi Nasional Danau Indonesia I pada 13 – 15 Agustus 2009 telah menghasilkan Kesepakatan Bali 2009 antara 9 kementrian yang menetapkan 15 danau kritis yang perlu diprioritaskan agar segera ditangani serius oleh pemerintah untuk mengambalikan fungsinya. Salah satu danau kritis tersebut adalah Danau Rawapening yang berada di Kabupaten Semarang. Permasalahan paling serius yang dihadapi adalah tertutupnya permukaan Danau Rawapening oleh gulma air. Penelitian ini bertujuan untuk mendiskripsikan bagaimana peran BBWS Pemali Juana sebagai aktor utama dalam pengelolaan gulma air di Danau Rawapening. Penelitian ini menggunakan metode deskriptif kualitatif dengan pengumpulan data melalui wawancara, observasi, dan dokumentasi. BBWS Pemali Juana melaksanakan kegiatan pengelolaan gulma air di Danau Rawapening dengan cara pengentasan gulma ke daratan sejak tahun 2017 dengan cara teknis atau menggunakan alat dalam prosesnya. Dalam proses pengentasan gulma tersebut masih terdapat beberapa kendala, diantaranya adalah keterbatasan tempat disposal akhir, belum optimalnya bantuan dari aktor lain, konflik dengan beberapa pihak, serta pengaruh cuaca dalam pelaksanaannya. Perlu adanya kerjasama dengan aktor lain dari pemerintah, swasta dan masyarakat agar pengelolaan Danau Rawapening lebih optimal dan efektif untuk mengembalikan fungsinya

Abstract

This research ia focused on the implementation of complaint management implemented by the Tembalang District Government on complaints sent by the public through the "Sapa Mbak Ita" Online Complaint Channel. Being a region that gets a very significant increase in Community Satisfaction Index (IKM) scores every year, it is interesting study to analyze the performance of service officers in handling and responding to complaints sent by the public. The purpose of this research is to analyze the strategy and implementation of complaint management in Tembalang District and to analyze the factors that support and hinder the complaint service process in Tembalang District. The research method in this study is a qualitative method with a descriptive approach, namely exploring in depth the research phenomenon to get results from existing problems. Data collection techniques in this study used purposive sampling techniques, namely to gather information from individuals or groups who have understanding and ability to research problems which are deepened by interviews, observation, documentation and literature studies. The theory used in this study is Tjiptono's 10 theories of Management Complaint’s Effectiveness including: 1) simplicity, 2) speed, 3) record/feature, 4) confidential/confidential, 5) analytical skills, 6) human resources, 7) visible/socialization , 8) commitment, 9) facilities, and 10) fairness/fairness. These results indicate that Tembalang District is well committed to providing complaint services to the community, has good analytical skills with a briefing strategy to reduce communication errors, is very responsive and fast in taking action on complaints sent by the community. Inhibiting factors include the quantity of human resources that is not proportional to the number of services, socialization that has not been maximized, the completeness of features that still make it difficult for the community and facilities that have not been maximized
