Abstract

Balkondes merupakan program dari Kementerian BUMN yang konsepnya berasal dari rancangan para Kades di Kecamatan Borobudur pada tahun 2013 dengan konsep Gerai Ekonomi Desa. Tujuan penelitian ini adalah mendeskripsikan dan menganalisisi strategi pemberdayaan masyarakat dalam sektor pariwisata melalui Balkondes Giritengah. Metode yang digunakan adalah penelitian kualitatif. Indikator yang digunakan memiliki enam tahapan yaitu yaitu tahap persiapan, pengkajian, perencanaan alternatif, performalisasi rencana, pelaksana kegiatan, dan evaluasi. Hasil penelitian menunjukkan bahwa tahap persiapan belum optimal karena konsep Balkondes diinisiasi oleh para kades di Borobudur namun dibuat secara top down. Tahap pengkajian belum optimal karena pengkajian tidak dilakukan menyeluruh. Tahap perencanaan alternatif kegiatan belum optimal karena potensi yang ditampilkan di etalase Balkondes harus mendapat izin dari Kades. Tahap pemformalisasi kegiatan sudah optimal karena dana terpenuhi. Tahap pelaksana belum optimal akibat konflik vertikal antara BUMN dan Pemerintah Kabupaten Magelang. Tahap evaluasi menjelaskan tidak sinergisitasnya BUMN dan Pemkab Magelang sehingga berdampak terhadap masyarakat.

Abstract

In 2018, Central Java could only absorb 26.22% of KUR distribution in the production sector. The Non-Performing Loan (NPL), released by the Financial Services Authority, presented a lower production sector NPL than the trade sector. The agricultural sector was 1.85%, the manufacturing sector was 3.19%, and the trade sector was 4.45%. In 2017, NPL of KUR Micro and Retail KUR of the agricultural sector amounted to 0.76%, while the trade sector amounted to 1.44%. The problem raised research questions: 1) Did the banks which distributed KUR and the Guarantor Institution experience a conflict of interest - between the public interest (the duty of the state to extend credit to MSMEs) and the interests of corporate entities (the task of seeking profits and avoiding risk), 2) Why was the lending of KUR in the production sector lower than the lending of KUR in the trade sector, and 3) How effective was KUR on economic growth and social welfare. To answer the research questions, researchers used a descriptive qualitative approach. Purposive sampling technique was used in this study. The finding showed dumping pricing policy tended to be misused by the banks which distributed KUR, and there was a conflict of interest and risk transfer in giving KUR. However, Small and Medium-sized Enterprises (UMKM) entrepreneurs who received KUR admitted that their profit was increased which also meant the improvement of social welfare.

Abstract

This study aims to analyze the collaboration process between stakeholders in landslide disaster management in Gajahmungkur District, Semarang City. Collaboration between stakeholders aims to build commitment, understanding, and responsibility in increasing the effectiveness of disaster management which is analyzed through the concept of collaborative governance by Ansell & Gash (2007). Based on a descriptive qualitative research approach, this research was conducted in the city of Semarang, precisely in the district of Gajahmungkur Kecamatan. Data collection was carried out by interview and documentation techniques. Data analysis is based on four indicators of collaborative governance including: initial conditions, institutional design, facilitative leadership, to the collaborative process. The results of this study indicate that there are three stakeholders involved in the collaboration, namely local government, community groups, and also the private sector, however, in the process the coordination carried out by the three stakeholders is not effective enough, thus hindering disaster management activities. As a result of this lack of coordination, the landslide disaster in Semarang City has not been handled properly. Based on the results of the study, it can be concluded that the collaborative process carried out in landslide disaster management in Semarang City has not run optimally due to lack of coordination and lack of participation from other stakeholders outside the government sector, causing landslides to still occur frequently.

Abstract

Society is an entity where every human individual tries to adapt and blend with his environment so as to form a mutually reinforcing social bond. Social ties in society create a culture that is manifested in everyday life in the form of norm, customs and traditions. Cultural traditions have a dynamic value that evolves in tandem with the evolution of the era. Cultural traditions are no longer just symbols to be understood symbolically, they also contain values that indicate ecological values (on a local spectrum), as well as prospective commercial values. Nyadran Gebyog tradition in Pungangan Village is an affirmation of the people's identity, as it is a reflection of the community's appreciation of the natural environment for the sufficiency provided by nature over the years for the community's basic needs, as well as a capital for economic development through the concept of ecotourism. Ecotourism development that is in accordance with the socio-cultural pulse of the community will produce a good synergy between the elements of the natural and socio-cultural environments, resulting in a higher level of public acceptance of the ecotourism idea.Keywords: Ecotourism, socio-culture, Nyadran Gebyog, Pungangan Village.

Abstract

The purpose of this research is to find out the implementation of the blue economy concept and the role of stakeholders in it in the maritime area of Semarang City. In this study using a descriptive qualitative approach. Data collection techniques through library research in the form of research documents, journal publications, and government website data. The results of the study concluded that the strategy for implementing the blue economy in the city of Semarang is by utilizing technology to maximize aquaculture and trade in the coastal areas of Semarang city. Furthermore, the role of inter-stakeholders needs to be maintained in synergy to achieve maximum results later.

Abstract

Glagah Beach is one of the tourist attractions in Kulon Progo Regency which has the highest number of touristsHowever, there are still several problems in developing the tourism potential of Glagah Beach, namely the lack of adequate facilities, the lack of sports tourism on Glagah Beach, and the maintenance of tourism on Glagah Beach is still not optimal. The purpose of this research is to identify the tourism potential of Glagah Beach as a leading tourist spot in Kulon Progo Regency. In this study using a descriptive qualitative approach. Data collection techniques through library research in the form of research documents, journal publications, and website government. The results of the study concluded that the potential of Glagah Beach is not only natural resources, but also social, economic and cultural potential. Supporting factors in the development of tourism potential at Glagah Beach consist of culinary tourism and cultural tourism. While the inhibiting factors in the development of tourism potential at Glagah Beach are the lack of public awareness, the creation of slum beaches due to unmaintained facilities, and the provision of inadequate facilities. Therefore, the strong commitment from various parties through good collaboration from the government, private sector, NGOs, and the community are important to increase the potential of Glagah Beach.

Abstract

Tourism is one of the industries with positive growth and the most dynamic that can make tourism a key sector to encourage economic growth, especially in providing jobs, increasing regional incomes and people's living standards, as well as encouraging the development of other sectors economically. Pulau Penyengat, which is the center of Malay civilization both in language and culture, with a million potentials, as well as characteristics and historical values that support local wisdom and have an important influence on regional economic, social and cultural growth, requires integrated, comprehensive and sustainable effort to become a leading sustainable urban tourism destination. This study aims to explore the role of social capital in supporting the realization of sustainable urban tourism in Pulau Penyengat. The important findings in this research are (1) bounding social capital is a type of social capital that forms and develops in sustainable tourism destinations on Pulau Penyengat; (2) strong ties in the community system are based on values, culture, customs, and kinship relationships; (3) the community is convinced that social capital is the key to success in developing sustainable tourism, although objectively there is a tendency for social capital to fade due to internal and external factors.

Abstract

Currently, the spread of HIV-AIDS has reached housewives and infants who aren’t part of the key population. More than 90% of cases of children infected with HIV are transmitted through HIV mothers. During breastfeeding, the risk of HIV transmission to children is 20%. The government's efforts to deal with the transmission of HIV from mother to child are through the procedure of feeding infants or children in the Prevention of Mother to Child Transmission program (PMTCT). East Bogor sub-district is one of the areas that has a high number of HIV-AIDS cases, including the number of HIV cases among housewives. This research aims to analyze the procedure for feeding infants or children in the PMTCT program at the East Bogor Public Health Center, East Bogor SubDistrict, Bogor City. This research used a qualitative descriptive method with data collection techniques used interviews, observation, and documentation. It came out with the result that these implementing officers at the East Bogor Public Health Center gave directions to mothers with HIV to provide food to their babies in accordance with Minister of Health Regulation Number 51 of 2013 concerning Prevention of HIV Transmission from Mother to Child Guidelines in the form of formula milk without mixed feeding. Then, there are several aspects that hinder the implementation of the procedure of feeding infants or children at the East Bogor Public Health Center, namely: not providing CIE materials or brochures that may be taken home, midwives are less involved in the program, low knowledge regarding HIV-AIDS, a lack of support from family members, and there’s still stigma and discrimination experienced by mothers with HIV, especially in the neighborhood. Thus, it can be concluded that the procedure for feeding infants or children at the East Bogor Public Health Center is still not optimal. Recommendations that can be given from this research are: the need for socialization to abolish stigma and discrimination; the provision of CIE materials or brochures that may be taken home; further training for midwives to participate in the program; active involvement of the MCH clinic is required; and providing detailed education to married PWHA about HIV transmission to infants.

Abstract

This research is motivated by employment problems, namely the high level of young people who are working or not working who lack competence, the occurrence ofskill gap, low productivity which results in losing competitiveness with foreign workers. The government's efforts to overcome these employment problems are by issuing a Pre-Employment Card program policy. The program was carried out when the Covid-19 pandemic caused the program to have other objectives, namely associal safety net. This caused the budget for the program to double. During its implementation, the Pre-Employment Card program drew a lot of criticism from the public, politicians and observers and even the program participants themselves who stated that the program was not on target and was not effective in helping the community during a pandemic, especially in increasing competency. Several program participants who live in East Jakarta City expressed the same thing. The purpose of this research is to find out the performance of the implementation of the Pre-Employment Card program in the midst of the Covid-19 pandemic in the City of East Jakarta which has not been maximized; as well as knowing the obstacles to the non-maximum implementation of the PreEmployment Card program in East Jakarta City seen from the background of the social and economic conditions of the program participants. This study uses a descriptive qualitative method with an approachpurposive sampling and Netnography as the data collection method. The results of the study showed that the standards and objectives of the Pre-Employment Card program were in accordance with the recipients of the Pre-Employment Card program which were right on target but found defects in the process of using the program by participants who were also influenced by the program, but indeed the program objectives had not been achieved properly, apart from that financial resources had been fulfilled but there are indications of inaccuracy target. Factors from the social, economic and occupational background of the participants during the pandemic also contributed to the program's ineffectiveness towards the participants. Obstacles found related to increasing participant competence were influenced by the high price of training, the quality of the training material content, and the need for internet quota. The recommendations given are that the government is reviewing the program regarding dual roles, immediately implementing job training on a regular basisoffline coordinating with DKI Jakarta Manpower Office, East Jakarta City Sudinasker and BLK in East Jakarta City as well as evaluating partnerships with training providers.

Abstract

One of the global challenges is the increasing amount of waste generation.  In Indonesia, there is an average increase in waste of around 7.02% after a year.  Efforts to reduce waste generation are a very important issue. The impact of waste generation can reduce environmental quality and even have a bad impact on health. The Tabalong Regency Government is one of the districts that seek to overcome the waste problem, changing the paradigm of waste management by issuing local regulations regarding waste management is a step that is trying to be implemented. The research was conducted in Tabalong Regency, South Kalimantan Province, using a descriptive qualitative approach and to analyze the phenomena that occurred then analyze them using an interactive model to find an analysis of community-based waste management in Tabalong Regency. The research was conducted by interviewing the Head of the Tabalong Environmental Service with a dissertation of supporting documents accessed through the National Waste Management System page. Based on the results of the study, it was found that the Tabalong Regency government has committed to waste management to support national waste management policies to reduce waste generation. The commitment of the Tabalong Regency Government is contained in Regional Regulation Number 14 of 2017 concerning Waste Management with an emphasis on community participation as an effort to reduce waste from the source. The Waste Bank and TPS 3R programs involve community participation in waste management.
