Abstract

Pasarbanggi Rembang memiliki ekosistem mangrove yang relative stabil sebagai hasil penghijauan yang telah dilakukan sejak 50 tahun lalu. Fungsi utama mangrove sebagai penahan abrasi dan penahan gelomang laut telah berkembang dengan baik sehingga Desa Pasarbanggi terlindung dari gerusan air laut.Tingginya kesadaran masyarakat dalam konservasi mangrove mememrlukan landasan ilmiah dan pengetahuan yang praktis agar mudah dalam implementasinya. Salah satu tujuan kegiatan pengabdian kepada masyarakat ini adalah pendampingan dan pembinaan terhadap kelompok tani Sido Dadi Maju Pasarbanggi Rembang dalam budidaya mangrove. Budidaya di ekosistem mangrove memerlukan pemahaman karakteristik abiotik, biotik dan kultur (kebiasaan). Kegiatan dilakukan dengan survey lapang, interview dan FGD. Masyarakat Pasarbanggi Rembang memerlukan pengkayaan pemahaman dan informasi agar budidaya tanaman mangrove yang selama ini telah dilakukan dapat lebih optimal dengan hasil lebih produktif. Dalam era pandemic Covid-19, perlu diversifikasi budidaya yang semula pengembangan pembibitan mangrove, ditambah dengan budidaya mangrove dalam pot sebagai tanaman hias. Selain sebagai upaya konservasi, juga meningkatkan kesejahteraan masyarakat

Abstract

Tourism is one of the highest factors to encourage economic growth. Tourism development in Indonesia is mostly carried out through the development of tourist villages. Tourism must be designed in order to create a positive impact on society, especially related to economic improvement. One of the Tourism Villages in Central Java is Lerep Village located in West Ungaran district, Semarang Regency which has various agrotourism potentials. This study aims to analyze: "How is the tourism development of Lerep Tourism Village?". This study used a qualitative approach with data collection methods through literature, participatory observation and interviews. In this study review based on 3P+4A, i.e. Price, Place, Promotion and Attraction, Access, Amenity, and Ancillary. Reviewed from 3P+4A, the tourism development of Lerep Village has been very good with regarding to environmental conditions and local wisdom as a superior base for its Tourism package. In terms of the price of the tour package, it is quite affordable and in accordance with the facilities provided. The promotion aspect is an aspect that is still not optimal, thus, it is necessary to optimize tourism promotion through social media. The tourist attractions provided are abundantly varied, but to maintain the sustainability of tourism and so that tourism is not monotonous Access to the Lerep Tourism Village is an aspect that needs special attention for policy makers considering that access to the Lerep Tourism Village, such as roads and the availability of public transportation, is very limited.tourism

Abstract

This study aims to analyze (1) the implementation of Community Forest Program (HKm) by Wana Lestari Group in Dara Kunci Village, East Lombok NTB; (2) the supporting and inhibiting factors of program implementation. The research method is descriptive qualitative with reference to suitability between the implementation process of HKm Program with Regional Regulation of Province of NTB Number 6, 2004 concerning Guideline of Community Forest Implementation. To analyze the supporting and inhibiting factors refers to the theory of Conformity Model David C. Korten. The reason to choose Dara Kunci Village is because of several considerations that is Dara Kunci Village is one of three locations of HKm area in Lombok Island of West Nusa Tenggara Province, but the area in Dara Desa Village is often hit by flood disaster during rainy season and drought during dry season. Data collection techniques with in-depth interviews, literature study and observation. The result of the research shows that there is inconsistency with Regional Regulation of Province of NTB Number 6, 2004, because (1) motivation of beneficiary community to manage HKm area; (2) There has been no program evaluation by the government; (3) Seeds that are imported are not seasonally appropriate; (4) The technical implementation unit is not supported by adequate financial resources; (5) Area of ​​HKm area and number of groups resulted in less maximal assistance; (6) Community empowerment programs that are not properly targeted; (7) Development of community potential is not optimal.

Abstract

The content of a policy is one of the factors that determine success in the policy implementation process. This study aims to analyze how the content of Regional Regulation (Perda) No. 3 of 2016 as a policy for reducing infant mortality in Kupang regency, using one of the elements of the implementation model by Najam (1995), namely content. The method used is qualitative with data collection techniques in the form of observation, interviews and literature studies. The results of the study show that the content of Regional Regulation (Perda) No. 3 of 2016 clearly contain the objectives to be achieved, and how to achieve these objectives. The way to achieve the stated goals is also in accordance with the causes of infant mortality problems in Kupang Regency

Abstract

This paper elaborates about how the role of stakeholders viewed from the perspective of good governance, namely government, community and private sector in Bungo Regency, in preventing the conversion of agricultural land to other uses. This study uses qualitative methods and descriptive analysis. The results showed that importance of stakeholders in terms of a good governance perspectiveincluding : 1) The role of the Bungo Regency government in the principles of good governance, namely (1) legal certainty, including having prepared regulations to limit community activities in the use of agricultural land to other uses by assigning a regional regulation on land determination of sustainable agriculture (Perda Bungo Regency No. 7/2014), then every community or agency proven to have intentionally carried out the activity of converting productive agricultural land to get dis-incentives in the form of administrative sanctions and penalties from the Bungo Regency government. Furthermore, from the principles of good governance, namely (2) Accountability:Bungo Regency government has tried to maintain and protect active agricultural land in rural areas by making special restrictions on active horticultural agricultural land. The Bungo Regency Agriculture Service also continues to convey the progress of activities to the government in an effort to maintain agricultural land in villages close to urban areas. Next is the principle of good governance as seen from indicators (3) Transparency: including continuing to carry out FGD (Focuss Group Discussion) activities with agricultural stakeholders consisting of GAPOKTAN, farmers, Agricultural Counsellor Officers, and community in order to remind each other and coordinate not to use agricultural land for other uses. However, prevention efforts carried out by implementers in the field have not consistently enforced existing rules. Furthermore, the commitment of officers is still low so that the practice of land conversion is still often carried out by the community in the context of development and for plantation land. The Bungo Regency Agriculture Office is also overwhelmed by the people who own the land, who are difficult to work with. The role of the community (farmer groups, farmers, researchers, and agricultural observers) is only to help the government carry out early socialization of the positive values ​​of farming to the community, provide input and conduct supervision on other forms of agricultural land use activities to sub-district field officers. Meanwhile, the role of the private sector includes carrying out social responsibility and lobbying for cooperation with the Bungo Regency government.

Abstract

Perkembangan teknologi memunculkan adaptasi cashless society di Indonesia yang didukung oleh program yang dikeluarkan oleh Bank Indonesia pada tahun 2014, yakni Gerakan Nasional Non Tunai (GNNT). Adanya Gerakan Nasional Non Tunai memunculkan inovasi yang bernama elektronifikasi transportasi. Salah satunya diimplementasikan pada BRT Trans Semarang yang nampak pada sistem pembayaran non tunainya. Tujuan penelitian ini adalah untuk menganalisis pengaruh sistem pembayaran non tunai (cashless) terhadap kualitas pelayanan dan kepuasan pengguna layanan BRT Trans Semarang. Metode yang digunakan adalah kuantitatif dengan pengumpulan data menggunakan kuesioner serta sampel penelitian sebanyak 100. Teknik analisis yang digunakan adalah analisis regresi linear sederhana. Hasil penelitian menunjukkan bahwa terjadi pengaruh yang positif dan signifikan pada sistem pembayaran non tunai terhadap kualitas pelayanan serta terjadi pengaruh yang positif dan signifikan pada sistem pembayaran non tunai terhadap kepuasan pengguna jasa BRT Trans Semarang. Saran yang diberikan adalah melakukan inovasi dan perbaikan terhadap seluruh instrumen cashless pada BRT Trans Semarang guna meningkatkan kualitas pelayanan dan kepuasan pengguna layanannya.

Abstract

Putri Cempo Landfill is the only final waste processing site in Surakarta City. The current open dumping management system will not solve the increasing waste problem. The Public Private Partnership (PPP) can facilitate sustainable waste management by combining the resources and expertise of both the public and private sectors. This study aims to analyze the implementation of the PPP in the Waste-to-Energy (PSEL) Program at the Putri Cempo Landfill, Jebres District, Surakarta City. The PPP process has taken more than 10 years, resulting in repeated delays in the operational target of PSEL Putri Cempo from the original plan. This study uses a descriptive qualitative method, collecting data through interviews, observations, and documentation. The results are analyzed using Matos & Gonçalves' (2020) theory, focusing on contract provisions, regulations and legislative aspects, organizational factors, stakeholder participation, transparency and accountability, budget affordability, and monitoring systems. Supporting factors in this program align with Xiong et al.'s (2019) theory, which emphasizes cooperation, trust, and good communication between the government, private sector, and community. Matos & Gonçalves' (2020) theory was also used to analyze inhibiting factors, such as early project analysis that did not fully align with field conditions. Additionally, an unbalanced risk allocation between the Government and private sector posed a significant challenge, leading to delays in the PSEL's operation. This study recommends that the Surakarta City Government strengthen its understanding of PPP, establish a clear risk management plan with the private sector, and increase public education on waste sorting and the 3R movement (Reduce, Reuse, Recycle). The private sector is also encouraged to engage in Corporate Social Responsibility (CSR) activities by involving the surrounding community in empowerment programs.

Abstract

The success of Semarang City in reducing the stunting prevalence rate by 10.4% in 2022 cannot be separated from the involvement of stakeholders who played a role. This achievement was better than the national target (14%) and was the lowest stunting prevalence rate in Central Java. The aim of this research is to identify stakeholders who are involved and analyze their role in reducing the prevalence of stunting in Semarang City. The method used in this research is descriptive qualitative with data collection techniques through interviews, observation and literature study. This research uses Maryono et.al's theory to identify stakeholder and Bryson's theory for analyzing roles stakeholders which are involved. The results of this research show that stakeholders Those involved in successfully reducing stunting prevalence rates in Semarang City were identified into three categories, namely (1) primary stakeholder (target communities, posyandu and puskesmas); (2) secondary stakeholder consisting of private parties; and (3) key stakeholder (Bappeda, Dinas Kesehatan, Dinas Pengendalian Penduduk dan Keluarga Berencana, and Dinas Ketahanan Pangan Kota Semarang). Meanwhile, the role of stakeholders is divided into four types, namely key players, context setters, subjects, and crowd. The recommendations given in this research are (1) the Semarang City Government needs to apply the concept of community empowerment in handling stunting in order to increase community independence; and (2) the cross-sector program innovations owned by the Semarang City Government can be applied to other regional governments as a pilot project in reducing stunting prevalence rates.

Abstract

Penyediaan air bersih di Indonesia dijamin oleh pemerintah berdasarkan UndangUndang Republik Indonesia Nomor 36 Tahun 2009 tentang Kesehatan yang menyatakan bahwa hak air merupakan hak asasi manusia. Salah satu langkah Pemerintah Indonesia untuk menangani permasalahan air bersih adalah dengan menyediakan layanan air bersih melalui (PDAM). Kota Semarang menjadi salah satu kota dengan penurunan Indeks Kualitas Air (IKA) selama 2 tahun terakhir yaitu 2021 dan 2022. Salah satu cara meningkatkan IKA yaitu perlu kinerja dan produktivitas pegawai PDAM Kota Semarang yang baik untuk menghasilkan air bersih yang baik. Penelitian ini bertujuan untuk mengetahui pengaruh produktivitas pegawai terhadap kinerja pegawai PDAM Kota Semarang Cabang Selatan untuk Meningkatkan Air Bersih di Kecamatan Tembalang. Penelitian ini berjenis mix method. Teknik pengambilan sampel yang digunakan adalah sampling jenuh. Sumber data dari penelitian ini yaitu data primer berupa kuesioner dan wawancara serta data sekunder berupa data dari lembaga pemerintahan, website dan perpusatakaan. Data dianalisis menggunakan uji validitas, uji reliabilitas, dan ujikorelasi spearman. Berdasarkan hasil uji, terdapat pengaruh Produktivitas Pegawai (X) terhadap Kinerja Pegawai (Y) untuk Meningkatkan Air Bersih di Kecamatan Tembalang. Oleh karena itu, diperlukan produktivitas pegawai PDAM Kota Semarang Cabang Selatan yang baik agar kinerja pegawai juga baik sehingga air bersih di Kecamatan Tembalang dapat meningkat.

Abstract

Berbagai kebijakan yang telah dicanangkan oleh Pemerintah Indonesia dalam rangka menanggulangi kemiskinan salah satunya, yaitu Program Keluarga Harapan (PKH). Kebijakan PKH telah dilaksanakan di Indonesia sejak tahun 2007 dengan payung hukum Peraturan Menteri Sosial Nomor 1 Tahun 2018 Tentang Program Keluarga Harapan. PKH merupakan suatu program kebijakan penanggulangan kemiskinan yang memberikan akses di bidang pendidikan, kesehatan dan kesejahteraan sosial termasuk di Kelurahan Rejosari sebagai salah satu wilayah yang dipilih oleh Pemerintah Kota Semarang sebagai wilayah prioritas penanggulangan kemiskinan. Penelitian ini bertujuan mengevaluasi pelaksanaan PKH serta mengidentifikasi hambatan yang terjadi pada saat pelaksanaan PKH di Kelurahan Rejosari. Menggunakan metode kualitatif deskriptif dengan pengumpulan data menggunakan wawancara dan studi kepustakaan. Hasil penelitian menunjukkan bahwa evaluasi pelaksanaan PKH di Kelurahan Rejosari berdasarkan kriteria indikator evaluasi Bridgman & Davis, yaitu input dalam pelaksanaannya sudah baik dari segi SDM maupun sarana prasarana. Kedua, process pelaksanaan sudah sesuai dengan pedoman pelaksanaan PKH mulai dari perencanaan hingga pendampingan tetapi terdapat kendala pada saat kegiatan validasi data. Ketiga, output sudah memberikan hasil yang diharapkan sesuai dengan tujuan program. Keempat, outcome yang dihasilkan belum maksimal. Rekomendasi yang dihasilkan dalam penelitian ini adalah peningkatan spesifikasi server pada aplikasi e-PKH, pelaksanaan kegiatan jemput bola guna membantu masyarakat lansia dalam mendapatkan dokumen kependudukan, Dinas Sosial Kota Semarang dapat menjalin kerjasama dengan LPMK guna menciptakan suatu inovasi dalam bentuk pemberdayaan kepada KPM PKH dan Pendamping Sosial PKH dapat berkoordinasi dengan tokoh masyarakat untuk melakukan sosialisasi secara masif terkait dengan bantuan PKH
