Abstract

Tourism is one of the national industry which have not thoroughly developed in Indonesia yet. In the efforts to developing Indonesia’s tourism which also related with increasing nation foreign exchange, the government establishing a tourism developing programme based on community empowerment called Kelompok Sadar Wisata (Pokdarwis). One of the oldest Pokdarwis in Semarang is Pokdarwis Pandanaran located in Kelurahan Kandri, Kecamatan Gunungpati, Kota Semarang which also the only Pokdarwis that can survive since established in 1993, so it’s interesting to see about how is the development process of the programme implementation and what is the not only motivating but also limiting factors in this implementation process. The purpose of this study is to learn about the programme implementation especially in Kelurahan Kandri including the motivating and limiting factors so the result can help to improve not only Pokdarwis Pandanaran but also other Pokdarwis. This study used a qualitative descriptive research method by using observation and interview to get the data. The result of the study itself is there are a linkage between the position, role and potency of the Kelurahan Kandri community with the improved quality of the programme implementation. The community are not an object of the implementation, but a subject, in that way, the community will feel the urge to participate to the programme because its correspond with their life, their consideration. Furthermore, the phenomenon of implementation from Van Meter and Van Horn theory, which is statutory goals and objective, programme’s environment and programme’s resources is included in the motivating and limiting factors to the implementation of Pokdarwis.

Abstract

Development efforts in Indonesia has been going in line with technological and cultural development in the life of the Indonesians. However, it creates various environmental problems so as to degrade the environment. Therefore the government issued policy on Open Green Space in both private and public areas. This research was aimed at analyzing the implementation of Private Open Green Space in Magelang City. It used descriptive qualitative research type with data accumulated through document study and interview with informant from Public Works Office, Environment Office and the society. It came out with the result that this policy has been well implemented in terms of policy accuracy, implementation accuracy, target accuracy, environment accuracy and process accuracy. It is recommended that there should be enhancement in terms of policy accuracy, implementation accuracy, target accuracy, environment accuracy, process accuracy, resources, access of private relation, support and both local offices and society’s support. Not all policies made by the government can be implemented maximally. Many factors support the success of a policy when it is implemented. Based on the results of field findings that have been done by the research progresses then generated some recommendations of what has been concluded in the conclusion. Many things should be further developed because from the other side of Green Open Space problem in Magelang city especially Green Open Public Space is good but still lack of development of Private Green Open Space in Magelang City, from that it now become big job for all parties in order to become a good plan in the future.

Abstract

This study analyzes the factors that determine success in the Thematic Village Implementation Program in the Kampung Traditional Snacks and Ginger Village in Semarang City, using a combination of two implementation model theories namely George C. Edwards III and Merilee S. Grindle. This research is a qualitative descriptive study in Traditional Snack Village, Pudak Payung Village and Kampung Jahe, Pleburan Village, Semarang City. The informants used were the Head of the Social Planning Sub-Division of Semarang City Regional Development Planning Agency, Central Java Indonesian Architects Association (IAI), Staff of Pudak Payung Village, Pleburan Village Staff, Community Groups in Traditional Hawaiian Village Pudak Payung Village, and Chairperson of RW 02 Pleburan Village . Data types: primary and secondary data with data collection techniques: interviews, observation, and documentation studies. Data Analysis and Interpretation is done through Data Reduction, Data Display, and Decision Making and Verification. The technique of testing the validity of data is the triangulation technique. The results showed that the determinants of the implementation of this thematic village were: Communication factors went well, social and cultural economic changes in a better direction, encouraged the welfare of the community, and won from the role allocated by well-done resources. Suggestions that can be given: Communication must be maintained, the types of benefits must be harmonized, cooperation will be held again, and the stakeholders' responses and responsibilities that are already good are expected to be carried out.

Abstract

Abundant potential of oil and gas in Bojonegoro Regency East Java is expected to provide benefits to the Bojonegoro society, especially for the local labor. Bojonegoro district government through Bojonegoro district regulation No.23 of 2011 about the acceleration of region economic growth in the implementation of exploration exploitation and processing oil and gas provide liability to oil and gas companies that run mining activities in Bojonegoro to use local labor. This research aims to describe the implementation of local regulation, especially regarding use of local labor based on five indicators, namely policy accuracy, implementer, target, environment, and process. This research uses descriptive qualitative research methods. Based on the research results, these regulations have been implemented since 2012, but the implementation still not maximum. The main resistor factor this local regulation still not maximum implemented is qualification of local labor in Bojonegoro, nowadays most of the labor in Bojonegoro is un-skilled, semi skill to professional skills is very limited number and unable meet the need of the oil and gass company. To improve local labor qualifications do training funded by CSR of oil and gas companies. Thus, recomendation that can be given is to be implementation of more intensive training for local labor, reformulated clear indicator of the success of implementation of local regulations, and punishment for companies that do not run properly the Regulation must be completely executed, as long as this punihment have not been implemented by the firm.

Abstract

Advertisement tax is one of the Regencial / Municipal tax. to help in increasing enabel the goverment tax manage earning to execute development and enable the goverment tax manage its own area. However, in reality implementation of this policy implementation has not brought yet resulted well enaugh.The results of this research proved that There is a significant relationship between attitude and communication forward policy implementation as evidenced from the results Concordance Kendall Coefficient (W) which shows the rate of 0,893 W and 𝑋2 test of significance produce 𝑋2 value of 85.72. This then consulted with 𝑋2 tables with significance level of 5% = 55.75 indicates that the observation 𝑋2 = 85.72 > 𝑋2 = 55.75% Table 5 so that it can be concluded that the hypothesis can be accepted.

Abstract

Special education in this case School for the Disable (SLB) is one of the educational institutions whose management is transferred from the authority of Regency/City Government to the authority of Provincial Government since the enactment of Law Number 23 Year 2014 on Regional Government. Central Java Provincial Government took over the management of all the School for the Disable (SLB) in 33 Regency/Cities, one of which is the Special School of Ungaran. Several aspects of authority submitted to the Central Java Provincial Government are personnel, funding, facilities and infrastructure, as well as documents. The purpose of this research is to know the policy implementation of transfer authority of School for the Disable (SLB) of Ungaran from Government of Semarang Regency to Central Java Provincial Government. The approach used is descriptive qualitative with data collection technique through interview, observation, and documentation. To assess the policy implementation of transfer authority of School for the Disable (SLB) of Ungaran from the Semarang Regency Government to the Central Java Provincial Government, the Effectiveness of Policy Implementation is policy precision, accuracy of the implementer, target precision, environmental precision and process accuracy. The result of the research shows that the policy of transfer of authority School for the Disable (SLB) of Ungaran from Semarang Regency Government to Central Java Provincial Government can solve the problem of unclear management of special education although there is no regulation as technical guidance in implementing the policy, Semarang Regency Government has handed over the management School for the Disable (SLB) of Ungaran to the Provincial Government. It is recommended that the implementer immediately develop a regulation that can be used as a technical implementation guide.

Abstract

Availability of good rice is expected to maintain food security. However, riceavailability in Batang Regency decreases although the consumption of rice is always increases. When this occurs continuously, it is feared that there will be deficits that cause weak food security.Location of the research was in Badan Pelaksana Penyuluhan dan KetahananPangan Batang Regency. Selection of informants was done using a purposive sampling.To test the quality of the obtained data, technique of triangulation was employed. As the focus of study, implementation of the policy observed through results and process, based on the policy performance of observable indicators of effectiveness, efficiency, fairness, adequacy, responsiveness and accuracy. Based on theories of Edwards III, and Van Meter & Van Horn’s implementation model synthesis, acquired the factors that support and hinder the implementation of the policy, namely communications, disposition, bureaucratic structure and resources.Based on the results of this research, implementation of the policy on theavailability of rice on Batang has yet to pan out. There are still weakness in efficiency, fairness and effectiveness.The recommendations are (1) addition of equitable distribution and infrastructures; (2) equity of efforts increased production; (3) equitable socialization and counseling services; (4) monitoring during the production process; and (5) intensive socialization and counseling.

Abstract

Pertumbuhan kepemilikan kendaraan yang pesat dalam tahun-tahun terakhir ini memberikan tekanan yang cukup berat pada jaringan jalan dan alat pengatur lalu lintas. Peningkatan jumlah kendaraan bermotor mengakibatkan muncunyal beberapa dampak, salah satunya adalah peningkatan angka pelanggaran di jalan raya. Fenomena ini terjadi karena peningkatan jumlah sepeda motor tidak diiringi dengan peningkatan kesadaran dari masyarakat. Pelanggaran lalu lintas kian memprihatinkan, sehingga mengakibatkan peningkatan kecelakaan lalu lintas dengan korban meninggal ataupun luka-luka yang tidak sedikit. Oleh karena itu, pemerintah mengeluarkan Undang-Undang No. 22 tahun 2009 tentang Lalu Lintas dan Angkutan Jalan. Adapun tujuan dan sasarannya adalah untuk membina dan menyelenggarakan Lalu Lintas dan Angkutan Jalan yang aman, selamat, tertib, dan lancar.Penelitian ini bertujuan untuk mengetahui implementasi UU No. 22 tahun 2009 tentang Lalu Lintas dan Angkutan Jalan, khususnya pelaksanaan sosialisasi di kalangan siswa SMA Negeri 4 Magelang. Kemudian tujuan kedua adalah komunikasi dan sikap yang mempengaruhi implementasi UU ini. Metode yang digunakan adalah penelitian kuantitatif yang bersifat deskriptif dengan wawancara mendalam kepada narasumber, serta kuesioner sebagai pelengkap. Pemilihan sampel yang digunakan adalah teknik acak (random sampling).Berdasarkan hasil penelitia dapat ditarik kesimpulan bahwa keberhasilan implementasi UU No. 22 tahun 2009 tentang Lalu Lintas dan Angkutan Jalan, khususnya sosialisasi di kalangan siswa SMA Negeri 4 Magelang belum sesuai dengan ketentuan yang ditetapkan. Saran untuk meminimalisir penyimpangan adalah hendaknya pemahaman petugas terhadap isi UU No. 22 tahun 2009 dan aturan pelaksanaannya perlu ditingkatkan, sehingga petugas memiliki dasar yang kuat dalam mengambil suatu keputusan, dan masyarakat memperoleh informasi yang memadai.

Abstract

Traffic problems facing today is the high number of traffic accidents on the highway. Through the Light On to turn on the headlights for motorcycles during the day, is expected to reduce the number of traffic accidents, especially in the Semarang City. The purpose of the study to describe and analyze the implementation of the Light On program (turn on the headlights for motorcycles during the day) in the city of Semarang. In answer to the problem and the purpose of this study, used the theory of George C. Edwarsds III combined with the theory of Donald S. Van Metter and Carl E. Van Horn in analyzing the factors that affect the implementation of the Light On program by using descriptive qualitative research methods to describe the actual implementation. In data collection, use the way through interviews, documentation, and observations relating to the title taken. The informants were selected include : Kasatlantas Polrestabes Semarang, Kanit Laka Satlantas Polrestabes Semarang, Kanit Dikyasa Satlantas Polrestabes of Semarang City, and 28 students of Diponegoro University who use motorcycle in Semarang City. The results showed that the implementation of the Light On is not optimal. There are many findings that actual discrepancy is not in accordance with what the goals of the Light Programme. It is recommended that a large commitment of each implementer to support the implementation of Light On program in Semarang City both in the budget provision and awareness in the applicationof the Light On program on field. It takes good communication coordination in order to support the success of the Light On program.

Abstract

The number of issues related to violence against children in city of Semaranghad reached up to 1474 case, drawing attention to Semarang city government to immediately make effort of restraint cases of violence against children. To date, Semarang city government still experiencing difficulties in dealing withcases of violence against children in city of Semarang. Consequently, Policy of eligible children was formulated through Mayor’s regulation Number 20 Year 2010 and Mayor’s decree Number 124 Year 2011 regarding task force formation of worthy cities of children in city of Semarang. The purpose of this study is to understand and analyze influence and interests, commitment, participation of each stakeholders and relation between each stakeholder’s task force of Semarang’s worthy cities of children in policy formulation eligible children in Semarang. This study usedqualitative research methods approach. Data collected through interviews, observation and study of documentation. Furthermore, data analysis done through data reduction, data presentation and conclusion. Research showed that in the Child-Friendly City policy formulation process involving the Bappeda, Bapermasper, KB, Yayasan Setara and KADIN is not going well. This can be seen from Bappeda, Bapermasper, KB and KADIN’s not optimal commitment. Then Bappeda and Bapermasper and KB have a great influence and interests because they have planning and coordination functions. Yayasan Setara don’t have a great influence but have great interests. While KADIN’s don’t have a great influence and interests.
