Abstract

This article aims to evaluate the policy of protecting sustainable food agriculture in Kaliwungu District, Kendal Regency. Kaliwungu Subdistrict was chosen as the research location, because the rate of conversion of agricultural land to non-agricultural functions was the highest. The research method used is descriptive qualitative. The data analysis technique used is the results of the GIS (Geographic Information System) analysis to view the land use map from 2011-2017, which will then be analyzed and evaluated the policy of protecting sustainable agricultural land for food, with observational data and documentation. The results showed that there was a change in land use in Kaliwungu District from 2011-2017 amounting to 166.06 Ha. Evaluation of policies for the protection of sustainable food agriculture land in Kaliwungu District, shows that there is a difference in the distribution of the designation of sustainable food agriculture between the Kendal Regency Regional Regulation Number 13 of 2013 and the Kendal Regency Regional Regulation Number 20 of 2011, while the development, research, utilization, guidance, control, transfer of functions, information systems, protection and empowerment of farmers, financing, community participation and supervision in the framework of protecting sustainable agricultural food land have not been implemented. Researchers recommend that the socialization, cooperation between agencies and the implementation of activities to protect sustainable agricultural land should be carried out quickly, carefully and precisely in order to achieve food security in Kaliwungu District in particular and Indonesia in general.

Abstract

The meaning and understanding of democracy along the histories of Indonesian government give specific meaning for the development of democracy in Indonesia. There are a lot of democracy paradox or democracy irony that happened in the orde lama era, orde baru era and reformasi era. The process and the development of democracy, finally face to face with the interest of power in the contexts of political trap that is true undemocratic. General election 2004 and Directly Regional Head Election 2005 are being momentum in the implementation of democratic governance, also challenge for political actors and community to raise cultural and structural democracy. By the way, Indonesian democracy still left some questions, that is, whether we prepare and capable to develop democracy without any irony or paradox.Kata kunci : paradox demokrasi, pilkada, membangun demokrasi

Abstract

Policy implementation is a complex process because there are many conditions affect in the process. One of them is the institutional context, as a corridor which policy must travel. Maternal and child health is an important policy in Indonesia, this is related to the high rate of infant mortality in Indonesia. One of the highst infrant Mortality rate in Indonesia is Kupang Regency, therefore the regencyal government made a Regional Regulation (Perda) No 3 of 2016 for reduce mother and infrant mortality. The purpose of this study is to analyze the institutional context in implementing of Perda No. 3 Tahun 2016 for reduce infant mortality in Kupang Regency by Najam (1995). This study use qualitative descriptive. The results show the problem of institutional context in policy implementation for reduce infrant moratlity in Kupang Regency are: the subdistrict head and headman are less active in carrying out their duties, lack of society participation. Another problem in institutional context in this policy is conditions of environmental in Kupang Regency, such as geographical conditions, Poor Education, poor sanitation, and also the traditional festival Se'i by the Local Community. Keywords: Policy Implementation, Institutional Context, Infant Mortality Abstrak Implementasi kebijakan merupakan suatu proses yang kompleks, karena ada berbagai kondisi yang turut berpengaruh dalam prosesnya, salah satunya adalah konteks lembaga, sebagai prosedur operasi yang harus dilalui sebuah kebijakan dalam proses implementasinya. Kebijakan kesehatan ibu dan anak merupakan sebuah kebijakan yang penting di Indonesia, hal ini berkenaan dengan tingginya Angka KematianBayi (AKB) Indonesia. Salah satu daerah di Indonesia yang memiliki AKB yang tinggi ialah Kabupaten Kupang, oleh karena itu pemerintah Kabupaten Kupang membuat sebuah kebijakan berupa Perda No. 3 Tahun 2016 tentang KIBBLA untuk mengurangi kematian ibu dan khususnya kematian bayi. Tujuan penelitian ini ialah untuk menganalisis konteks dalam implementasi kebijakan Perda No. 3 tahun 2016, dengan mengacu pada teori model implementasi Najam (1995). Metode penelitian adalah deskriptif kualitatif. Hasil penelitian menunjukkan permasalahan yang muncul pada konteks lembaga dalam implementasi kebijaka pengurangan kematian bayi ialah kurangnya peran aktif dari Lurah dan Kepala desa dalam melaksanakan apa yang menjadi tanggung jawab mereka dalam implementasi kebijakan, serta kurangnya partisipasi aktif dari masyarakat. Realitas lingkungan Kabupaten Kupang, berupa kondisi geografis, tingkat pendidikan, buruknya sanitasi, dan juga tradisi Se’i oleh masyarakat setempat juga menjadi hambatan dalam implementasi kebijakan. Abstract

Pelaksanaan program Sanitasi Total Berbasis Masyarakat di Kabupaten Demak Khususnya pilar pertama yaitu Stop Buang Air Besar Sembarangan masih rendah, masih banyak masyarakat yang melakukan buang air besar sembarangan, penelitian ini bertujuan untuk mengetahui gambaran pelaksanaan program STBM khususnya Pilar pertama di tingkat puskesmas dengan menggunakan teori Lawrance Green sebagai pedoman pelaksanaan program tingkat puskesmas, yang terdiri dari factor predisposisi, factor penguat serta factor pemungkin. Jenis penelitian ini adalah penelitian kualitatif dengan menggunakan rumusan masalah deskriptif. pengumpulan data dilakukan dengan wawancara mendalam terhadap 6 informanan utama petugas pelaksana program STBM tingkat puskesmas, serta 5 informan triangulasi terdiri dari kader, bidan desa, dan Fasilitator STBM Dinas Kesehatan. Hasil penelitian menunjukkan bahwa program STBM Pilar pertama telah dilakukan dengan baik sesuai prosedur yang ditetapkan, namun belum dapat memenuhi target yang telah ditentukan oleh Perarturan Bupati no.50 tahun 2017 tentang Rencana aksi daerah percepatan Demak bebas buang air besar sembarangan. pengetahuan petugas terkait program sudah baik, mereka telah mendapatkan pelatihan untuk menunjang keterampilan dalam pelaksanaan program, sarana dan prasarana belum menunjang dan seluruh petugas telah mengetahui regulasi yang digunakan sebagai pedoman dalam pelaksanaan program. petugas Dinas kesehatan telah melaksanakan monitoring dan evaluasi dengan cara ferivikasi terhadap pelaksanaan program dan kepemilikan akses jamban sehat bagi masyarakat. Kata Kunci :    Pelaksanaan program, Sanitasi Total Berbasis Masyarakat, Pilar Pertama STBM

Abstract

Utilization of coral reefs by destructive and not environmentally friendly as well as water pollution , making it be in a worrying condition .condition of coral reefs in 2012 on the Biawak Island, 45.4% were in good condition and the remaining 27.3% were in fairly good condition and 27.4% are in poor condition with the risk index of 2.96 to 3.84 (southern part of the Biawak island). Establishment of MPA is one alternative policies management and protection of coral reefs and marine life that live in it, so hope to protect coral reefs and marine environment from adverse impacts.This study aims to assess the effectiveness of the management of coral reefs in MPA Biawak island and it was conducted in November-December 2013. The effectiveness of the management of coral reefs in Biawak island using a scorecard (Coremap-II) which includes the biophysical aspects of coral reef habitat conditions, social-economic and governance.The results showed that the effectiveness of the management of coral reefs in the MPA Biawak island and obtained scores around 139 with a percentage rating of 73.52%, it means less effective management. Keywords : Effectiveness, Management, Coral Reef, MPA Biawak Island

Abstract

Along with the increasing public awareness of environmental issues, health, and food safety and quality and make awareness of the importance of organic farming in several countries around the world, including in Indonesia is increasing rapidly. This study aims to analyze the program and implementation of organic rice farming system in the District of Semarang. The research was conducted in the District of Semarang District Susukan starting from April 2013 until August 2013. Secondary data used for the analysis and evaluation of organic rice farming program from the data of 5 (five) years. Secondary data were obtained from farmer groups and related agencies such as the Department of Agriculture, Plantation and Forestry, Bappeda, as well as the Agricultural Extension Center. Primary data obtained from direct observations in the field using the questionnaire in the sample set. Primary data from observational observations made in the current year at the sites. Variable / fenomea observed include compatibility between the implementation of organic rice farming in the community with the criteria of organic farming. The results showed that farmers have carried out SPPO with a percentage of 83.3 percent and 16.7 percent SPK. Basically, organic rice cultivation activities in Semarang district actually can not be said to be fully as organic rice farming, or more accurately described as semi-organic farming systems.

Abstract

The Republic of Indonesia Government through the Ministry of Agriculture has launched a program of “Go to Organic 2010” in order to accelerate the development of organic agriculture in some regions of Indonesia. This research aims to study the implementation of organic rice farming systems in District of Susukan, Semarang Regency. Specifically, the objectives of this study were (1) to analyze the program implementation of organic rice farming in the district of Susukan Semarang Regency, and (2) to evaluate the implementation of organic rice farming systems in terms of organic farming standards. The experiment was conducted in the Susukan District of Semarang Regency ranging from April to August 2013. Primary data were obtained from direct observations in the field using a questionnaire at predetermined sample area. Variables observed include correspondence between the implementation of organic rice farming in the community with organic farming criteria. The results showed that the farmers have implemented Organic Rice Farming Systems (ORFS) with a percentage of 83.3 percent and Conventional Farming Systems (CFS) 16.7 percent. The government has had a policy of organic rice farming, among others in the form of socialization in the development of organic rice farming and technical guidance in the development of organic rice farming. In general, community in the Susukan District of Semarang Regency has known environmentally farming of organic rice farming. In the rice farming community has grown organically and still need to be developed. Basically organic paddy cultivation in the district of Susukan District of Semarang Regency actually can not be said to be fully as organic rice farming, or more accurately called as semi-organic farming systems.

Abstract

Biopore technology innovation is an easy and cheap technology that can be applied in any class of society. Biopore Absorption Hole (BAH) is a cylincric vertical hole with a relatively small diameter. Eventhough the diameter is not so big, it is still effective to absorb groundwater.The dimension of technology reflected how this BAH tecnology is applied to the Management of BAH within the society of Semarang City.In order to achieve maximum results, an evaluation toward the sustainability of the dimension of BAH Management technology in Semarang City needs to be performed.The objectives of this research are to:1) studying the status of technology dimension in maintaining BAH, 2) studying sensitive attributes having influence toward index value and the sustainability status of technology dimension in maintaining BAH, as well as 3) formulating the priorities for policies applicable to technology in maintaining BAH in Semarang.The research took place in three administrative villages (Srondol Wetan, Jatingaleh, and Bendan Ngisor) in the city of Semarang.Those three locations were chosen to represent upper, middle, and lower regions of Semarang as water absorption area.The analysis of status determining data and leveraging factor was conducted using RAP – biopore method, while the the making of policy priorities was performed by using Analitycal Hierarchy Process (AHP).Results suggest that the status of the sustainability of Semarang’s BAH Management technology dimension was on “less sustainable” status (25,01 – 50,00). The strategy of enhancing influential sensitive attributes to improve sustainability status was a great success in affecting the values and sustainability status. Keywords :Biopore, RAP-Fish Modification, Sensitive Attribute, AHP, BAH Management.

Abstract

Percepatan reformasi administrasi di daerah adalah mewujudkan tata kelola pemerintahan daerah yang baik (good localgovernance) yang terfokus pada peningkatan kualitas penyelenggaraan pelayanan publik. Didalam meningkatkan kualitas penyelenggaraan pelayanan publik diperlukan inovasi pelayanan publik. Pelayanan Administrasi Terpadu Kecamatan (PATEN) merupakan inovasi sederhana untuk melaksanakan reformasi Administrasi di tingkat daerah (local), khususnya di Kecamatan. Penelitian Reformasi Administrasi Pelayanan Publik (Studi Pelayanan Administrasi Terpadu Kecamatan di Jawa Tengah )  ini menggunakan metode penelitian kualitatif – diskriptifAnalisa  data dilakukan melalui tahap reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian Pelaksanaan Pelayanan Administrasi Terpadu Kecamatan (PATEN) di Jawa Tengah telah 0.Tengah. Dengan persyaratan PATEN yaitu syarat substantif, administratif dan teknis telah mendorong Bupati/Walikota di Jawa Tengah untuk melimpahakan kewenanganya kepada camat dan memperkuat peran dan fungsi Kecamatan. Tidak hanya sebagai Satuan Kerja Perangkat Daerah dan pelaksanana tugas pemerintahan umum, namun juga melaksanakan peran fungsi sebagai unit pelayanan terpadu di Kecamatan. Hal ini telah membuat kecamatan menjadi sangat strategis di tingkat Kabupaten/Kota, yaitu menjadi simpul pelayanan terpadu bagi Kantor/Badan Pelayanan Terpadu di Kabupaten.Dengan adanya PATEN di Jawa Tengah, membuat Kecamatan – Kecamatan di Jawa Tengah  memiliki visi, misi, maklumat pelayanan, Standart Operating Procedure (SOP) sehingga tingkat akuntabilitas dan budaya kerja di Kecamatan meningkat. Hal lain yang menonjol pada umumnya dengan pelaksanaan PATEN adalah peningkatan sarana prasarana pelayanan.

Abstract

Penelitian ini dimaksudkan untuk menganalisis Formulasi Kebijakan Perlindungan Lahan Pertanian Pangan Berkelanjutan Di Kabupaten Karawang. Adapun permasalahan di dalam penelitian ini adalah Bagaimanakah Proses Perumusan Kebijakan Perlindungan Lahan Pertanian Berkelanjutan sebagai upaya pengendalian alih fungsi lahan pertanian ke non pertanian. Untuk menjawab permasalahan tersebut maka ditunjang dengan berbagai macam teori dari para ahli yang mempunyai relevansi dengan variabel penelitian. Metode yang digunakan untuk mengumpulkan data yakni observasi dan wawancara dengan menggunakan teknik analisa data deskriptif kualitatif. Setelah peneliti menampilkan data empirik yang di temui di lokasi penelitian.Hasil penilitian di Kabupaten Karawang dalam perumusan Kebijakan Perlindungan Lahan Pertanian Pangan Berkelanjutan yakni: Proses Perumusan Kebijakan Perlindungan Lahan Pertanian Di Kabupaten Karawang diawali dengan perumusan masalah terkait dengan alih fungsi lahan dan tumbuh suburnya industri-industri di lahan 19 ribu Ha, dan pengurangan lahan pertanian di tahun 2015-2017 yakni 625 Ha. oleh sebab itu pemerintah kabupaten karawang menggunakan pendekatan kebutuhan lahan pertanian dan citra satelit untuk mengetahui luasan pertanian yang ada dan menjaga kabupaten karawang tetap eksis sebagai lumbung padi nasional. Dan Pemerintah Kabupaten Karawang memilih alternatif kebijakan terbaik kemudian dimasukan dalam Draf Naskah Akademik terkait Perlindungan Lahan Pertanian Pangan Berkelanjutan yang nantinya akan menjadi draf Peraturan Daerah No 1 Tahun 2018. Alternatif kebijakan perlidungan lahan pertanian pangan berkelanjutan ini juga mengatur tentang insentif bagi petani yaitu adanya subsidi untuk bibit, obat-obatan pertanian, dan alat-alat penunjang pertanian hal ini agar para petani tidak mengalih fungsi lahan pertanian, tetapi 87,5 ribu Ha yang sudah dikunci sebagai zona hijau dan dengan adanya mapping memudahakan bangsa ini dalam mengetahui secara pasti berapa luas lahan pertanian untuk ketahanan pangan.
