Abstract

Abstract: In order to reduce the amount of poverty in Bojonegoro District, the government has implemented Program Keluarga Harapan (PKH) since 2008. PKH is a Conditional Cash Transfers (CCT) program, which is a conditional assistance program given to very poor households (RTSM) by giving obligations to PKH beneficiary families (KPM) to fulfill PKH commitments. This study aims to determine the implementation of PKH in Bojonegoro District. The method used is by conducting purposive sampling interviews with the implementers including the PKH Coordinator for the West and North Regions of Bojonegoro Regency, PKH Coordinator for the East and South Regions of Bojonegoro Regency, Coordinator of PKH Facilitator in Bojonegoro District, PKH Facilitator in Bojonegoro District, KPM PKH in Bojonegoro District and documentation. The research method is descriptive qualitative. The results of this study found the fact that the implementation of PKH in the context of alleviating poverty in Bojonegoro District had been carried out according to the provisions and regulations. However, in practice, there are various problems that affect the quality of PKH implementation, namely the lack of information related to the distribution of aid, the uneven distribution of complementary assistance, the non-fulfillment of the tasks of PKH facilitators to conduct home visits due to the lack of assistants, and the lack of KPM knowledge about the goals of PKH. There are many factors that influence the implementation of PKH in Bojonegoro District, including communication and coordination between PKH implementing officials, human resources, the character of PKH beneficiary families and also the bureaucracy. The recommendations that given are the Bojonegoro Regency PPKH Team needs to improve the coordination and communication with the channeling bank, improve performance to verify the distribution of complementary assistance to KPM, increase the number of PKH facilitators in Bojonegoro District and increase socialization about the goals of PKH to KPM.

Abstract

Stunting adalah masalah kesehatan gizi yang masih banyak dijumpai di berbagai daerah. Efek jangka panjang dari stunting dapat mengancam kualitas sumber daya manusia di masa depan. Di Kabupaten Kudus, stunting menjadi salah satu isu prioritas pembangunan kesehatan. Adapun salah satu daerah yang memiliki angka stunting cukup tinggi adalah Desa Medini di Kecamatan Undaan. Desa Medini adalah desa dengan angka stunting tertinggi di Kecamatan Undaan. Langkah yang diambil oleh pemerintah untuk menangani stunting adalah dengan mengoptimalkan peran posyandu. Salah satu peran yang dinilai dapat membantu menangani stunting di Desa Medini adalah peran posyandu dalam memberikan penyuluhan dan konseling kesehatan gizi yang tujuannya adalah meningkatkan kesadaran dan pengetahuan Ibu balita agar terjadi perubahan perilaku yang lebih baik. Tujuan penelitian ini adalah menganalisis peran posyandu untuk menangani stunting dan faktor-faktor yang mempengaruhinya. Metode yang digunakan adalah deskriptif kualitatif. Menggunakan data primer dari hasil wawancara pada Petugas Gizi UPT Puskesmas Undaan, Pembina Posyandu dan Ibu balita dan observasi. Data sekunder berupa jurnal penelitian, buku, dan dokumen terkait diperoleh dari studi kepustakaan. Ditemukan bahwa peran posyandu dalam memberikan penyuluhan dan konseling kesehatan gizi lebih bersifat preventif. Peran tersebut dinilai belum maksimal karena kualitas sumber daya yang masih kurang, tingkat pendidikan kader, kemampuan penyampaian materi penyuluhan oleh kader yang belum memadai, penyampaian informasi yang belum menyeluruh dan belum dipahami secara utuh oleh Ibu balita. Adapun beberapa hambatan lainnya adalah seperti anggaran posyandu untuk menangani stunting yang terbatas, masih terdapat sarana prasarana yang belum terpenuhi dan kualitas kader posyandu yang masih membutuhkan pembinaan yang lebih intens. Disarankan bahwa pembinaan kader posyandu harus dilakukan secara konsisten dan berkala dengan fokusnya adalah penyampaian materi penyuluhan dan konseling kesehatan gizi serta pemenuhan sarana prasarana dan anggaran penanganan stunting yang masih kurang

Abstract

Pandemics not only have health effects, but also social and economic ones. Zakat plays a significant role in poverty alleviation and in disaster mitigation, including the impacts caused by the current pandemic. Unit Pengumpul Zakator The Zakat Management Unit at Mosque (UPZ Masjid) is the smallest and closest zakat management to the community. This article tries to discover the opportunities and challenges faced by zakat management in mosques in overcoming the impact of the COVID-19 pandemic. Management of zakat in mosques with a localization system is in line with fiqh zakat guidelines and the provisions of Law No. 23 of 2011. Using mixed method studies, the research shows that localization of zakat management has a great opportunity in maximizing the role of UPZ in helping people deal with the pandemic-affected communities. The results of this study show that the role of UPZ only occurs during fasting month and besides, the use of zakat mal has not yet been optimized.There are reasons why UPZ does not operate optimally, including the lack of skill training from BAZNAS and the absence of reporting and activity monitoring.

Abstract

Ancaman kematian maternal masih menjadi permasalahan kesehatan di dunia. Kabupaten Brebes menempati urutan pertama angka kematian ibu di Jawa Tengah. Puskesmas sitanggal memiliki kasus kematian tertinggi di Kabupaten Brebes meskipun cakupan K4 nya (96,72%) sedangkan di Puskesmas Bandungsari cakupan K4 (88,82%) namun selama kurun waktu tiga tahun berturut-turun tidak ada kasus kematian ibu. Penelitian bertujuan untuk menganalisis kualitas dan mengetahui faktor yang terkait standar pelayanan minimal kesehatan ibu hamil di Kabupaten Brebes. Meliputi aspek input, proses dan output. Penelitian menggunakan metode kualitatif menggunakan observasi dan wawancara mendalam. Informan utama adalah 18 (delapan belas) bidan. Informan triangulasi adalah ibu hamil. Teknik pengolahan dan analisis data menggunakan analisis isi. Hasil menunjukkan aspek input pada pelayanan kesehatan ibu hamil yaitu sarana dan prasarana perlu dilengkapi. Proses pelayanan pemeriksaan kesehatan ibu hamil sesuai standar 10T masih belum sesuai standar yaitu pada pemeriksaan LILA dan temu wicara untuk pemeriksaan berat badan dan DJJ masih perlu dioptimalkan. Output dari pelayanan kesehatan ibu hamil belum memenuhi target. Kesimpulan penelitian yaitu kualitas standar pelayanan ibu hamil belum optimal sehingga perlu dilakukan monitoring dan evaluasi terhadap standar pelayanan. Abstract The threat of maternal death has become a global health problem. Brebes Regency has ranked first in the maternal mortality rate in Central Java. Sitanggal Puskesmas has the highest maternal mortality with K4 coverage of 96.72% while Bandungsari Puskesmas has no cases of maternal death with K4 coverage of 88.82%. The study aimed to analyze aspects of input, process and output quality and minimum service standard factors in pregnant women in Brebes Regency. Research has used qualitative method with observation and in-depth interviews. Research informants are midwives and pregnant women. Data analysis has used content analysis. The results have shown the facilities and infrastructure of services need to be equipped. The process of examining pregnant women is in accordance with the 10T standard MUAC and counseling not yet conform to standar. Service output has not met the target. The conclusion of the study of the quality of service standards for pregnant women is not optimal, it needs monitoring and evaluation of service standards.

Abstract

Studies of changes in land use is essential in the kemoning watershed Sampangregency of East Java Province, due to changes in land use have an impact on the physicalenvironment, social and economic, including its impact on flooding. The purpose of this studywas to analyze changes in land use, using satellite imagery, GIS and cross tabulation,analyzing changes in precipitation computed arithmatik method to obtain the average rainfallin 2004, 2009, and 2013. Analyzing the dynamics of the discharge in the kemoning watershed2004, 2009 and 2013 FJ. Mock method. Analyzing changes in land use and its impact on theriver regime coefficient kemoning watershed. The study states that the decline in land area forforest, mixed garden, open land, mangrove, wetland, scrub, and an increase in landsettlements, field / fields and ponds. The amount of rainfall and flow rates tend to increasefrom 2004 to 2013, as well as the highest rainfall. Coefficient of river regime generally showpoor state of the watershed from 2004 to 2013. Changes in land use of open land (forests,orchard or fields) into land for settlement leads to reduced surface water infiltration,increase runoff, and reduce groundwater recharge it is very influential on the river regimecoefficient. It is an indicator of the environmental damage has occurred to the hydrologicalfunctions, namely a decrease in soil water availability because of the rain water is wasted,and only partially infiltrated into the ground.

Abstract

Investment is one government affair that aims to increase economic development at the center and in the regions. The purpose of this research is to obtain a collaborative governance model on investment governance that focuses on investment actors in Special Economic Zones (SEZ). The research method used in this study is qualitative with a literature study approach through policy studies set by the central and regional governments. The result of this research is that the government can conduct collaborative Governance with investors and local governments to develop the regional economy through the theory of collaborative governance system context, drivers, and dynamics of collaborative Governance. In conclusion, the government can form stakeholders for regional economic development by cooperating with national and international private companies to carry out economic growth.

Abstract

AbstrakAkreditasi puskesmas merupakan pengakuan yang diterbitkan Lembaga indipenden penyelenggara akreditasi yang ditetapkan oleh Menteri Kesehatan setelah memenuhi standar. Tujuan dilakukannya akreditasi puskesmas adalah untuk pembinaan peningkatan mutu. Studi ini bertujuan untuk menganalisis Pengaruh Konteks organisasi, Komposisi dan Proses Terhadap Efektivitas Kelompok Kerja Puskesmas Kota Semarang Pasca Akreditasi. Metode penelitian kuantitatif dengan desain potong lintang. Data dikumpulkan pada semua kelompok Kerja Puskesmas Kota Semarang. Pengumpulan data melalui pengisian kuesioner dan wawancara. Hasil penelitian menunjukkan bahwa kelompok kerja Puskesmas 45,9 % tidak efektif, sedangkan 54,1 % efektif. Hasil uji chi-square utk variabel konteks organisasi menunjukkan nilai p-value = 0,001 dan Prevalence Ratio = 2,911, 95% CI = 3,7480-3,8758.  Uji chi-square terhadap variabel komposisi tim, uji menunjukkan nilai p-value = 0,001 dan Prevalence Ratio = 2,871, 95% CI = 3,8856 - 4,049. Analisis terhadap variabel proses menunjukkan hasil nilai p-value = 0,001 dan Prevalence Ratio = 4,636, 95% CI = 3,7008 – 3,8696. Hasil tersebut menunjukkan ada pengaruh yang bermakna faktor konteks organisasi , komposisi tim dan proses terhadap efektifitas kelompok kerja Puskesmas di Kota Semarang. Kesimpulannya untuk membangun kelompok kerja puskesmas yang efektif di Kota Semarang perlu memperhatikan hal hal yang terkait dengan konteks organisasi, komposisi tim serta proses di dalam kelompok kerja. Kata kunci: kelompok kerja, efektivitas tim, akreditasi AbstractPuskesmas accreditation is acknowledgment issued by independent institution organizes accreditation determined by the Minister of Health after meeting the standards. The purpose of conducting puskesmas accreditation is to foster quality improvement. This study aimed to analyze the effect of organizational context, composition and process on the effectiveness of puskesmas working group after Accreditation. This research is quantitative method with cross-sectional design. Data was collected in all the Puskesmas working groups in Semarang city. The result of the study shows that the Puskesmas working group were 45.9% ineffective, while 54.1% were effective. The chi-square test for organizational context variables show p-value = 0.001, PR = 2.911, 95% CI = 3.7480-3.8758. Chi-square test on the variable team composition shows the p-value = 0.001 and PR = 2.871, 95% CI = 3.8856 - 4.049. Analysis of process variables shows tAhat the p-value = 0.001 and PR = 4.636, 95% CI = 3.7008 - 3.8696. The results showed that there was a significant effect of organizational context, team composition and process on the effectiveness of Puskesmas working group. Abstract

Bantul was made Regulation No. 11 of 2015 to fulfill the rights of persons with disabilities. They are still didn’t get the justice while regional regulations come off. This study aims to obtain an overview the barrier factors of policies implementation related reproductive rights of health in youth with disabilities in Bantul Regency. This qualitative research was conducted  in Government Bantul of D.I Yogyakarta province in June-July 2019. Data collection techniques with in-depth interviews, observation and document study. The implementation regulation No.11 of 2015 in Bantul has not proceeded as expected, efforts to fulfill the rights of persons with disabilities, both promotive and preventive, have yet to be achieved. Various factors that inhibit include the communication, resources, disposition, coordination across organization, organizing and interpretation. The reproductive rights of adolescents with disabilities in Bantul district encountered various obstacles. It should be given main of purpose and fungtion from the contents of regulation No. 11 of 2015 in to the implementers, established a system of organizing and interpreting policy stakeholders and regional unit government, increasing socialization, communication, resources, relations between organizations and related stakeholders.

Abstract

            This paper describes and analyzes the process of implementing the Law No.39 of 2004 concerning the Placement and Protection of Indonesian Migrant Workers Abroad by BP3TKI, Central Java Province. Then identify the driving and inhibiting factors, and provide recommendations on obstacles. This research is a qualitative research with descriptive analysis. The technique of collecting data is done by interview, observation, literature study, and documentation. The problems that arise in the implementation of the policy of Placement and Protection of Indonesian Migrant Workers Abroad by BP3TKI Central Java emphasize more on the implementation process which will only be accurate with a qualitative approach. Theory analysis used in this study, namely the model of policy implementation by George C. Edwards III with indicators: communication, resources, disposition, and bureaucratic structure.              The results showed that there were several obstacles in the implementation of this policy, such as (1) BP3TKI knew that PPTKIS did not carry out psychological examinations, but there was no further action, (2) BP3TKI stated that PPTKIS sometimes did not report migrant workers, making it difficult for BP3TKI to carry out protection , (3) PPTKIS considers that human resources in the district / city offices of TKI originating services to prospective TKIs are less responsive.              Recommendations that can be given for this study include: (1) BP3TKI must provide evaluation and sanctions on the process of health and psychology examinations for prospective migrant workers who will depart because based on information from the PPTKIS the designated clinics have never conducted psychology examinations for prospective TKI; (2) Tightening the rules for reporting of residence changes to Indonesian migrant workers at the time of placement and imposing sanctions for those who violate; (3) Regular coordination is not enough between BP3TKI and the District / City Service, there must be changes regarding the service policy towards the management of prospective migrant workers so that the services of the District / City Service are not slow and there are no delays that drag on.

Abstract

Tujuan penelitian ini adalah untuk menganalisis kesesuaian kebijakan pengelolaan sampah yamg dilakukan di TPA (Tempat Pembuangan Akhir) Kalikondang Kabupaten Demak. Metode penelitian yang digunakan yaitu penelitian kualitatif deskriptif dengan teknik pengumpulan data diperoleh berdasarkan data primer melalui wawancara langsung, observasi, dan dokumentasi, serta data sekunder melalui jurnal dan studi kepustakaan. Hasil penelitian menunjukkan bahwa efektifitas pengelolaan sampah yang dilakukan masih belum optimal. Berdasarkan Pasal 44 Undang-Undang Nomor 18 Tahun 2008 tentang Pengelolaan Sampah mengamanatkan bahwa paling lambat pada tahun 2013 setiap pemerintah daerah/kota sudah memiliki TPA yang representatif dan memenuhi kaidah teknis maupun lingkungan (sanitary landfill). Namun, TPA Kalikondang masih menggunakan sistem open dumping. Efesiensi pengelolaan sampah belum maksimal, karena penimbunan sampah yang seharusnya dilakukan setiap hari ternyata dilakukan setiap 15 hari sekali, selain itu, kolam air lindi tidak berfungsi secara maksimal. Kecukupan dalam pengelolaan sampah dilihat dari ketepatan kebijakan yang dibuat, namun kebijakan tersebut tidak berjalan sebagaimana mestinya. Responsivitas yang dilakukan dalam menjawab keluhan dari masyarakat terkait pengelolaan sampah yang dilakukan di TPA Kalikondang dinilai tidak menyelesaikan persoalan yang ada, seperti membuat tanggul tanah sebagai pembatas kali TPA dan persawahan warga, yang tentunya tanggul tanah tersebut tetap dapat dilewati oleh air lindi. Ketepatan dalam mengolah tinja menjadi gas metan sudah sesuai, karena pengelolaan tersebut hanya diperuntukkan pegawai di TPA
