One of the TNI's bhakti operations that directly touched the community's life needs was the TNI Manunggal Membangun Desa (TMMD), by involving the local government as a work partner. The TNI Manunggal Membangunan Desa (TMMD) program took part in helping the Semarang City Government to help the community to be empowered, thereby improving the welfare of the community through physical and non-physical development. In this study using the theory of Edwards III to consider four factors in implementing public policy: Communication, Resources, Acting Attitudes, Bureaucratic Structure. Factors that are considered as supporting factors in the implementation of the TNI Manunggal Bangunan Desa (TMMD) program activities in Semarang City are the implementing communication and disposition. The factor that is considered as an inhibiting factor in the implementation of the TNI Manunggal Pembangunan Desa (TMMD) program activities in Semarang City is the resources and bureaucratic structure. The need to increase the quantity of human resources. Indonesia is ranked 4th in the world as the largest population after China, India and the United States with a population growth rate of 3 million to 4 million people per year. One of the cities that have high population growth is Semarang with the population growth rate of 1.65% in which it is also claimed as the highest rate of population growth in Central Java province. Besides, Semarang has a number of productive ages reaching 74%. To manage the rate of population growth in order to get closer to the family planning program, it is established a family planning program called KB village in RW IV Dadapsari. Dadapsari village has a population growth rate of 1% with 66% population of productive age. The purpose of this study is to determine the implementation of the Dadapsari KB village program based on the Central Java Governor Regulation Numb. 77 of 2017 which is about the establishment and coaching. This research is a descriptive qualitative research. The result of the study shows that Dadapsari KB Village has been established in accordance with several criteria called main criteria, regional criteria and specific criteria. The main criteria include families with low rate of family planning participation which are 52% population of early age marriages. The regional criteria include families who live in slums, densely populated, near the railroad and river banks. The specific criteria involve the population with low income and low level of education. Population activities such as BKB, BKL, BKR and cadre coaching have not been carried out optimally. Activities planning should involve the community and refers to community needs. Evaluation activities are not routinely carried out and lastly conducted in 2017. Moreover, community participation in the program is still lack. Some suggestions that can be done are giving rewards for the cadres, creating activity innovation in the Dadapsari Family Planning village and providing more socialization from the Population and Family Planning Control Agency (DPPKB) to the community.

Modern market such as minimarket and modern shop are now growing fast in Tembalang regency, Semarang. This condition would probably give negative effects so evaluation of retail policy is needed in that area. The purpose of this research are to examine the impact of modern retail policy and to know the possible effort the can be conducted to reduce the modern retail effect in Tembalang regency. Qualitative methodology is used to describe the phenomena as the focus of the research. The source persons of this research are Semarang government officials, traditional merchants, and the society surround Tembalang regency. The result of the research shows the development of modern market namely minimarket and modern shop in Tembalang regency is growing rapidly year by year. According to Trade and Industry Department of Semarang, in 2012 there were 39 modern shops in Tembalang regency. That data was considered incomplete considering to the fact since numbers of modern shops in several spots beside the street was not included within the list. The appearance of modern shop creates positive and negative effects. The positive effect, it can increase the PAD of Semarang as a city and ease the consumer. The negative effects are it can also depress traditional merchants profit and create resistance as well as social gap. The suggestion of this research is hopefully, the government of Semarang would improve traditional market as new public service paradigm which upholds public importance along with the conduct of supervision in order to reduce the effect of the policy.

The problem that occur in Kutowinangun, Kebumen related with Third Water Supply And Sanitation For Low-Income Communities Project (WSLIC-3 or PAMSIMAS) is many people in these location is difficult to get clean water. Beside of that, the people also don’t understand how to a good sanitation is, because there are still many people who do not reflect the behavior of a healthy lifestyle, such as defecation, so that rates of diarrhea is still quite high. The purpose of this study is to identify and analyze the social impacts and factors affecting WSLIC-3 or PAMSIMAS Program. Data is collected with interviews and observations technique, and processed and analyzed qualitatively. The result showed that social impact perceived by the people after WSLIC-3 or PAMSIMAS program applied is more the people feel more convenient and easier to access clean water and sanitation, improve self-awareness of children from an early age to have a clean and healthy behaviors supported by sanitation facilities in schools, as well as an improvement of hygienic and healthy behavior, although the impact has not been fully felt by the entire people yet. This is due to several factors affecting the mindset of the people who still rely on government assistance, economic constraints, and the negligence of the operator. The suggestion of this research is the need for intensive guidance to the people to apply a clean and healthy lifestyle, as well as regular monitoring of physical facilities.

Nowadays, Tembalang Region that have many universities there become very crowded, gives impact to the flow of traffic fluency, especially for public roadside parking that dispatch some of highroad area. Unfortunately, this condition isn’t complemeted with the revenue from public roadside levy. This reasearch is used qualitative methode and the problems on public roadside parking levy are explained descriptively with phenomenology approach. The target from Local Own Revenue (PAD) that is appointed by Semarang government never fulfilled. Parking Division of Dishubkominfo Semarang had did some efforts to decrease the revenue leakage of roadside parking levy. The large number of illegal parking spot gives much effects for the revenue target achievement. Through this Local Regulation No.2/2012 about Public Service Levies, Semarang government applies the new tariff of parking levy to fulfilled this revenue target. In this research, it can be known that Parking Division had made routine patrol to control the implementation of public roadside parking levy withdrawal. This control is conducted to againts either the illegal parking spot or illegal parking attendants. However, this illegal parking still found. In terms of completeness facilities cannot found in Tembalang Region. Meanwhile, the implementation of public roadside levy policy should be complement with equal facilities either for implementor, such parking sign facilities.

With the new city branding of Magelang as “A City of Million Flowersâ€, the Local Goverment of Magelang tries to beautify the landscape and appearance of the city through the arrangement of the parks in Magelang City. The long term purpose of the city branding program is increasing the ratio of Open Green Space to make Magelang a beautiful ecocity. Another purpose of the park arrangement program is to fulfill the mandate in Law Number 26 Year 2007 about Spatial Planning that open green space area minimum has to be 30%. Magelang Municipal Goverment formed Local Regulation Number 1 Year 2014 about Open Green Space Planning to support the open green space arrangement of park in Magelang City. The purpose of this study is to analyse and describe the implementation of open green space arrangement in Magelang city park according to Local Regulatin Number 1 Year 2014 about Open Green Space Planning. This reseach is qualitative – descriptive. The result of this reasearch shows that the implementation of Open Green Space Planning of the park in Magelang City consist of planning, utilizing and controling. There are factors that hamper the implementation, the factors are the limited space of Magelang City, the lack of support and participation from the society shown from many action of thief, park destruction, and vandalism. Proposed recommendation to the Magelang Municipal Goverment is to increase the society participation by providing place in which the society can express their aspiration from discussion forum, mass media, or Website that could be accessed by society, as well as forming an exclusive group that supports of city branding program of “A City of Million Flowers†.

Pengembangan permukiman perkotan di Indonesia terhambat oleh permasalahan permukiman kumuh. Kota Semarang menjadi salah satu wilayah di Indonesia yang berada di peringkat 8 kota terbesar dengan 43 Desa/Kelurahan dengan permukiman kumuh. Program Kotaku merupakan program pencegahan dan peningkatan kualitas permukiman kumuh di Kota Semarang, penelitian ini nantinya bertujuan untuk menganalisis Implementasi Program Kotaku dalam Revitalisasi Daerah Kumuh di Kelurahan Rejomulyo Kota Semarang. Metode penelitian yang digunakan adalah deskriptif kualitatif. Data primer dikumpulkan melalui wawancara dengan pejabat pemerintah yang berwenang dan masyarakat setempat serta observasi lapangan, sedangkan, data sekunder dikumpulkan melalui literatur. Implementasi Program Kotaku telah diatur dalam Surat Edaran Menteri PU Nomor 40 tahun 2016 tentang Pedoman Umum Program Kotaku yang di dalamnya terdapat langkah-langkah yang dapat dilakukan oleh aktor pelaksana dan masyarakat. Hasil penelitian menunjukkan bahwa pelaksanaan program Kotaku di Kelurahan Rejomulyo sudah berjalan dengan baik namun belum ada konsistensi dalam menjalankan tahap keberlanjutannya. Direkomendasikan bahwa hasil penelitian ini dapat menjadi dorongan untuk implementasi Program Kotaku yang lebih baik lagi, sehingga dapat terus mendukung pemberantasan daerah kumuh di Indonesia, khususnya di Kota Semarang.

Desa Bedono merupakan salah satu desa di Kecamatn Sayung, Kabupaten Demak yang mengalami banjir rob yang sangat parah sampai saat ini sehingga perlu diteliti bagaimana adapatasi masyarakat di Desa Bedono tersebut. Tujuan dari penelitian ini adalah untuk menganalisis bagaimana dampak banjir rob terhadap, ekonomi masyarakat, sosial masyarakat, dan fisik..Penentuan informan dengan mengunakan teknik purposive. Adaptasi di Desa Bedono meliputi tiga komponen yaitu, adaptasi fisik, adaptasi ekonomi, adaptasi sosial dan untuk menganalisis dampak banji rob di Desa Bedono. Metode yang digunakan dalam penelitian ini adalah penelitian deskriptif kualitatif. Teknik pengumpulan data menggunakan teknik wawancara,observasi dan dokumentasi Hasil penelitian menunjukkan bahwa adptasi yang dilakukan adalah adaptasi fisik dengan meninggikan pondasi lantai rumah, membuat rumah panggung, membuat tanggul,adaptasi ekonomi yang dilakukan adalah dengan beralih mata pencaharian, wisata, budidaya kerang, dan adaptasi yang dilakukan terhadap sosial adalah dengan tetap menjalankan kegiatan-kegiatan sosial dengan waktu yang sudah ditentukan.

Ancaman kematian maternal masih menjadi permasalahan kesehatan di dunia. Kabupaten Brebes menempati urutan pertama angka kematian ibu di Jawa Tengah. Puskesmas sitanggal memiliki kasus kematian tertinggi di Kabupaten Brebes meskipun cakupan K4 nya (96,72%) sedangkan di Puskesmas Bandungsari cakupan K4 (88,82%) namun selama kurun waktu tiga tahun berturut-turun tidak ada kasus kematian ibu. Penelitian bertujuan untuk menganalisis kualitas dan mengetahui faktor yang terkait standar pelayanan minimal kesehatan ibu hamil di Kabupaten Brebes. Meliputi aspek input, proses dan output. Penelitian menggunakan metode kualitatif menggunakan observasi dan wawancara mendalam. Informan utama adalah 18 (delapan belas) bidan. Informan triangulasi adalah ibu hamil. Teknik pengolahan dan analisis data menggunakan analisis isi. Hasil menunjukkan aspek input pada pelayanan kesehatan ibu hamil yaitu sarana dan prasarana perlu dilengkapi. Proses pelayanan pemeriksaan kesehatan ibu hamil sesuai standar 10T masih belum sesuai standar yaitu pada pemeriksaan LILA dan temu wicara untuk pemeriksaan berat badan dan DJJ masih perlu dioptimalkan. Output dari pelayanan kesehatan ibu hamil belum memenuhi target. Kesimpulan penelitian yaitu kualitas standar pelayanan ibu hamil belum optimal sehingga perlu dilakukan monitoring dan evaluasi terhadap standar pelayanan. Abstract The threat of maternal death has become a global health problem. Brebes Regency has ranked first in the maternal mortality rate in Central Java. Sitanggal Puskesmas has the highest maternal mortality with K4 coverage of 96.72% while Bandungsari Puskesmas has no cases of maternal death with K4 coverage of 88.82%. The study aimed to analyze aspects of input, process and output quality and minimum service standard factors in pregnant women in Brebes Regency. Research has used qualitative method with observation and in-depth interviews. Research informants are midwives and pregnant women. Data analysis has used content analysis. The results have shown the facilities and infrastructure of services need to be equipped. The process of examining pregnant women is in accordance with the 10T standard MUAC and counseling not yet conform to standar. Service output has not met the target. The conclusion of the study of the quality of service standards for pregnant women is not optimal, it needs monitoring and evaluation of service standards.
