Abstract

Despite the large number of border management agencies at  both local and national level, there is no guarantee that borders of  Riau Islands   Province are well protected. Most  illegal fishing, mining and human trafficking are attributable to  the lack of  collaboration among various   border management agencies. It also indicates failure to implement effectively collaborative culture, leadership, team process, structure, and  strategic vision.   This study aims to evaluate the implementation of Collaborative Governance Model in the management of Riau Islands Province borders. The  study used a descriptive verification method,  and collected data using an interview technique, while  partial least squares method was used in analyzing the  data. Results swhowed that the  collaborative team process (CTP), turned out to be the dependent variable, while the other   five principles, , inter alia,  structural, cultural, leadership and strategic vision variables were established as the indepdendentindependent variables that influence CTP.

Abstract

This study aims to see the implementation, opportunities, and challenges of the Spice Route program in Aceh Province as a world cultural heritage with several indicators, namely Bureaucratic Structure, Resources, Disposition, Communication, Program Content, and Context. A qualitative method with a case study approach and NVivo 12 Plus as a supporter of the analysis. The findings of this study indicate that the implementation of the Spice Route program in Aceh Province has not been fully running well, there are many weaknesses in terms of the bureaucratic structure and budgetary resources as well as human resources, commitments are still minimal, and do not meet standards. Furthermore, in terms of activities, it was found that there were still many activities that were ceremonial in nature and did not lead to physical activities, such as the construction of a spice botanical garden as a center for agro-tourism and agro-industry of Aceh spices. In terms of opportunities, it has excellent potential to be used as a world cultural heritage with historical evidence of its herbs and its location as a gateway to the Straits of Malacca and the Indian Ocean for international trade routes. In terms of challenges, there is no good cooperation between agencies, both vertical agencies and the Aceh government and the Aceh government and Regency / City Government.

Abstract

The threshold Limits for presidential and vice presidential candidates have been a prominent topic since the introduction of direct presidential elections. Initially, the presidential threshold aimed to determine the candidates competing in the presidential election. However, over time, it has become a subject of prolonged debate, as it was perceived to undermine the rights of individuals in government and impede the principle of equality in democracy. This study utilizes qualitative research methods to gauge public sentiment regarding implementing the presidential threshold in Indonesia's presidential election system after the 2019 election. The research collected data through the Nvivo 12 Plus, utilizing sources such as Twitter (with the hashtag #presidentialthreshold) and online news media outlets, including Kompas, Detik, Tempo, Republika, and TribunNews. The study findings indicate that the percentage requirement is the most frequently discussed topic regarding the presidential threshold. Tempo is the online news media outlet that prominently highlights the issue. The analysis reveals that negative sentiment prevails in public opinion, comprising 63% of responses, while positive sentiment constitutes 37%. Tempo primarily represents positive sentiment, while Republika reflects negative sentiment. Positive public sentiment focuses on parliamentary support, while negative sentiment centers around candidates' opportunities.

Abstract

Penulisan hasil pengabdian mengenai Penguatan Usaha Pepes Ikan Nila di Desa Kluweh melalui media online bertujuan untuk membangkitkan kembali peran UMKM sebagai alternative dalam mengurangi tingkat pengangguran dan pengentasan kemiskinan. UMKM menjadi tindakan solutif dalam penyerapan tenaga kerja dengan inovasi keterampilan yang disalurkan untuk mencapai perolehan pendapatan. Akan tetapi kehadiran Covid-19 memberikan keterpurukan stabilitas ekonomi UMKM. Untuk itu terdapat upaya pelaksanaan pengabdian yang dilakukan dengan mengadakan perencanaan, pelaksanaan, dan evaluasi yang diawali dengan identifikasi masalah kelompok sasaran untuk menyelaraskan pelaksanaan pengabdian. Adapun pelaksanaan pengabdian yang menjadi upaya penangan solutif yakni 1) Sosialisasi pentingnya pemahaman system pemasaran online. 2) Pelatihan mengoperasionalkan Sosial Media. 3) Pendampingan pengemasan produk. Tujuan dari pelaksanaan pengabdian ini  sebagai pembaharuan strategi pemasaran UMKM dalam menghadapi gelombang Covid-19, oleh karenanya, program pengabdian ini menjadi penting dilaksanakan karena memberikan skema dalam pemulihan ekonomi UMKM. The writing of the results of the service regarding the Strengthening of Tilapia Pepes Business in Kluweh Village through online media aims to revive the role of MSMEs as an alternative in reducing unemployment and poverty alleviation. MSMEs are a solution for absorbing labor with skill innovations that are channeled to achieve income generation. However, the presence of Covid-19 has caused a slump in the economic stability of MSMEs. For this reason, there are efforts to implement service which are carried out by planning, implementing, and evaluating which begins with identifying the problem of the target group to harmonize the implementation of service. As for the implementation of service which is an effort to handle solutions, namely 1) Socialization of the importance of understanding the online marketing system. 2) Training to operate Social Media. 3) Assistance in product packaging. The purpose of the implementation of this service is to renew the the marketing strategy of MSMEs in the face of the Covid-19 wave, therefore, this service program is important to implement because it provides a scheme for the economic recovery of MSMEs.

Abstract

In the government sector, E-Government has become part of innovation. The use of E-Government is necessary to maintain government transparency. In Banda Aceh City, Aceh Province, Indonesia, this study tries to capture the phenomenon of the factors that influence trust and use of E-Government. The purpose of this research is to learn about the elements that influence trust and adoption of E-Government in the Banda Aceh region through quantitative research. This research is included in the category of survey research. This study found that two variables have positive and significant implications for other variables, namely the benefit variable has significant implications for trust in e-government, and the trust variable in e-government has significant implications for the use of e-government. Meanwhile, three other variables that have no significant implications are organizational factors, technological factors, and risk factors for public trust in the use of E-Government by the government. This study also has limitations, such as considering the positive impact on the use of e-government in the Banda Aceh Region, rather than the problem of only using e-government in the Banda Aceh Region of Aceh Province. The time limit associated with data collection is another weakness of this study.

Abstract

Community participation in village meetings is essential because it spearheads village development. While the importance of village meetings is widely recognized, the main challenge faced is the low level of participation. Many villages need help attracting the interest and involvement of residents. This study aims to analyze the factors influencing community participation in village deliberation using quantitative methods with the Smart PLS4 analysis tool. This research presents the results of an empirical survey of the people of Sijuk Village, Belitung Regency, Indonesia, as it is considered a typical representation and reflects the general characteristics of villages in the region. The internal and external factors to be tested include education, awareness, information, involvement in community organizations, and village social and institutional structures. The results state that education, awareness, and information variables significantly positively affect community participation. Meanwhile, the variables of involvement in community organizations and the social and institutional structure of the village have no effect. The government and related parties can design policies and programs to increase education, community awareness of village problems, and access to information to motivate active participation in village meetings. This study concludes that this research provides a considerable theoretical contribution, especially in understanding the factors influencing community participation in village meetings.

Abstract

This study aims to examine the factors that influence the intention of students to use e-government. The study used a survey method with 102 students as respondents from various study departments at Universitas Sebelas Maret, Indonesia, in 2021. The analysis was carried out using the Partial Least Squares-Structural Equation Modeling (PLS-SEM) with the test R-square, path coefficients, outer loading, cross-loading, average variance extracted (AVE), Cronbach's alpha, and composite reliability. The results showed that students' desire to use or access e-government was positively and significantly influenced by students' trust in the government. Students trust to government is influenced by factors perceived usefulness, perceived ease of use, and security risk. The limitation of this research is that there is no analysis of the mediation test and moderation test.

Abstract

Purpose: This research examines the factors influencing public acceptance of e-government services, particularly the Sikesal system in Jambi City. The urgency of this research lies in its potential to improve the quality of public services, increase community engagement, and support digital transformation goals in Jambi City. This study contributes to understanding how local communities perceive and utilize e-government services, providing insights to improve service design and Using the Unified Theory of Acceptance and Use of Technology (UTAUT) model, we evaluated variables including Performance Expectancy, Effort Expectancy, Social Influence, and Facilitating Conditions. The study utilized a quantitative approach, collecting data through questionnaires distributed to 100 respondents, selected using the Slovin formula. Result: Results indicate that Effort Expectancy significantly impacts the use of e-government services (T value of 18.339, P value of 0.000), highlighting the importance of user-friendliness. However, performance expectancy, social influence, and facilitating conditions did not significantly impact. Novelty: The novelty of this study lies in its localized examination of e-government acceptance, providing insights for targeted improvements in service design and implementation.

Abstract

This research aims to determine the level of readiness or maturity of Employment Data Interoperability in supporting One Employment Data at the Ministry and Regional Government Level. Analyzing the maturity level of E-government interoperability across organizations in the Central Government and Regional Government in the Management of One Employment Data, namely: Preparedness, Understanding, Command Style and Ethos. This type of research is a type of mix method between critical discourse analysis. The research results show that the Preparedness indicator with a percentage of NVivo 12 Plus analysis results is 20.00% with the implementation of strengthening the implementation of one employment data policy by coordinating between central and regional employment agencies which aims to unify perceptions between the Ministry of Manpower and the Department in charge of employment regarding data standards, metadata, and employment data reference codes. Understanding with a percentage of 27.00% is well implemented and can provide implementation references and guidelines for central and regional agencies in order to realize the availability of quality, easily accessible and shared Employment Data between central and regional agencies. Command style (24.00%) is committed to building coordination and consolidation in order to achieve data interoperability. Ethos (27.00%) by carrying out the revitalization of One Employment Data's network and data security devices and hashtags in the data interoperability process which indicates that information related to work, training and the labor market can be better integrated for analysis and decision making purposes which is more effective.

Abstract

The Aceh Government's SIGAP website can also be measured by looking at service quality. The influence of service quality on the Aceh Government's SIGAP website as a form of E-Governance application in collecting data and information about Villages. The aim of this research is to analyze the influence of Involvement, Responsiveness, Reliability, and Security on Service Quality of the SIGAP website and to analyze the influence of Service Quality on E-Government. The research method uses probability sampling techniques with stratified random sampling. Research questionnaires were distributed to 6 districts/cities in Aceh Province with a research sample of 128 respondents. Data analysis in this study used Partial Least Squares with the SmartPLS.3.0 application. The research results show that involvement has a positive and significant effect on service quality. The influence of Responsiveness, Reliability, and Security on service quality has a positive but not significant effect. Meanwhile, the influence of service quality on E-Government has a very positive and significant influence.
