Post-disaster recovery in Central Sulawesi Province covering Sigi District, Donggala District, Parigi Moutong District and Palu City which occurred in 2018 is a national priority program, because the impact is so great. The incident caused damage and losses to various important sectors in people's lives, such as housing, infrastructure, economy, social and cross-sector sectors. Rehabilitation and reconstruction efforts carried out by both central and regional governments and various related parties are certainly needed and have been running for the last 5 years. This study aims to evaluate the efforts that have been made in restoring all affected sectors. The methodology of this study is based on a literature study with the scope of a literature search study through secondary data obtained from where the researcher works, namely BNPB and other sources. The results show that there are 2 areas that have not fully recovered, namely Palu City and Parigi Moutong District. In both areas, there are still sectors that require further attention and action, namely the economic sector in Parigi Moutong District and all sectors in Palu City because they are below the pre-disaster baseline value. Therefore, a sustainable program involving all stakeholders is needed to improve the condition of these sectors.

Pemanfaatan teknologi kecerdasan informasi spasial atau dikenal dengan geospasial intelijen menjadi populer digunakan dalam mencari informasi komponen strategis salah satuya adalah informasi mengenai pangkalan militer. Penelitian ini memiliki tujuan mengetahui dan menganalisis dampak pengaruh pelatihan dan teknologi penginderaan jauh terhadap kualitas salah satu komponen intelijen geospasial (foto udara pangkalan militer). Populasi penelitian ini adalah seluruh personel khusus pemotretan udara di salah satu unit militer di Jakarta yang berjumlah 86 orang. Adapun teknik pengambilan sampel menggunakan teknik sensus, dengan mengambil 100% jumlah populasi yang ada di unit tersebut, yaitu sebanyak 86 responden. Pada pengumpulan data digunakan metode dengan melakukan studi dokumentasi literature dan kuisioner. Model analisis data yang digunakan adalah regresi linier berganda dengan menggunakan software Ms Excel dan SPSS 24. Kuesioner sebagai instrumen penelitian divalidasi dengan korelasi Pearson (Product Moment) sementara reliabilitas instrumen diukur dengan Cronbach Alpha. Hasil penelitian menunjukkan nilai koefisien determinasi (R) sebesar 83.70%, disimpulkan bahwa kemampuan variabel independen (pelatihan dan teknologi penginderaan jauh) menjelaskan pengaruhnya terhadap variabel dependen (kualitas foto udara pangkalan militer) sebesar 83.70%, sedangkan sisanya merupakan variabel yang tidak terungkap. Temuan penelitian adalah (1) pelatihan memiliki pengaruh positif terhadap hasil kualitas foto udara; (2) teknologi penginderaan jauh memiliki dampak pengaruh positif terhadap kualitas foto udara; (3) pelatihan dan penginderaan jauh memiliki dampak pengaruh positif terhadap hasil kualitas foto udara secara simultan. Kualitas foto udara lebih ditingkatkan oleh teknologi penginderaan jauh daripada pelatihan. Oleh karena itu, penggunaan sensor harus mengikuti kaidah fotogrametri dan tujuan pemetaan, sehingga dapat menghasilkan informasi foto udara yang lebih akurat dan presisi.

Konflik Maluku merupakan konflik horizontal yang terjadi penduduk yang beragama Islam dan Kristen. Konflik ini dipicu oleh banyak faktor, seperti ekonomi dan politik yang kemudian dibawa dalam ranah sentimen ras dan agama.. Berbagai upaya penyelesaian sudah dilakukan oleh banyak kalangan, Pemerintah, LSM, Lembaga Adat, dan gerakan akar rumput masyarakat lainya yang terbentuk karena keprihatinan akan konflik yang berkepanjangan. Dalam penulisan ini, penelitian kualitatif ialah bentuk penulisan yang digunakan dengan menggambarkan serta menjelaskan dengan jelas tentang dinamika dan resolusi konflik. Konflik di Maluku sering digambarkan sebagai permusuhan lama antara umat Muslim dan Kristen, walaupun keadaannya lebih kompleks. Konflik kekerasan di Maluku yang sebagian besar terkonsentrasi di Ambon. Berbagai upaya telah dilakukan agar konflik ini dapat berakhir, antara lain yang dipimpin oleh pemerintahan pusat dan daerah, petugas keamanan, masyarakat lokal dan kelompok perempuan serta LSM internasional dan lokal. Dua pendekatan utama dalam penanganan konflik di Maluku berasal dari upaya berikut yaitu pendekatan keamanan dan darurat; dan pendekatan pemulihan dan pembangunan. Pemerintah pusat memulai negosiasi damai antara komunitas Muslim dan Kristen yang akhirnya mencapai kesepakatan damai melalui Malino II pada bulan Februari 2002.

The border area of a country is a manifestation of its sovereignty. Security in border areas becomes a challenge for every country because the border area is generally a space for the development of asymmetric warfare threats, especially in its position as the National Capital. East Kalimantan is a manifestation of Indonesia's border area that has the potential to face complex asymmetric warfare threats. This research is a qualitative study aimed at analyzing the forms of asymmetric warfare threats to East Kalimantan as a border area and the National Capital. Based on the research, it is concluded that East Kalimantan is a strategic border area with complex security risks. This area is characterized by actual and potential asymmetric warfare threats ranging from local to transnational scales, such as local conflicts, transnational crimes, and terrorist threats. Threats to East Kalimantan at least have an impact on national security, both directly and indirectly. Therefore, the threats in East Kalimantan need to be a shared concern, given that security gaps in border areas are vulnerable to being exploited by asymmetric actors to present threats.

The change or evolution of land use in the DKI Jakarta area has caused various environmental problems in the city that have an impact on disasters that occur from time to time. The conversion of agricultural land that has a relatively high ability to absorb water into built-up land has reduced the water absorption capacity because the built-up area is increasingly impermeable which is at risk of causing flood disasters. This research focuses on a simple dynamic system modeling approach to understand the cause-and-effect relationship of the decline in agricultural land area in the DKI Jakarta area. The method used in this research is a qualitative-based dynamic system, dynamic system is a method that can be used to form structures and predict behavior and feedback. Dynamic system modeling using Powersim Studi 10 Express software uses time specifications ranging from 2020 to 2070. The results of the dynamic system model of agricultural land decline can be said to be valid, where the dominant structure formed is Negative Feedback (Balancing Loop) with Exponential Decay behavior and Average Means Error (AME) test results obtained a value of 29.6%

This research addressed the resolution of overcrowding as a form of implementing the Convention Against Torture to achieve security stability in prisons and detention centers in Indonesia. Errors in the calculation of prisoner numbers that did not align with the size of detention cells led to the phenomenon of overcrowding. In other words, such conditions could be deemed as torture against inmates. Despite Indonesia's ratification of the Convention Against Torture through Law Number 5 of 1998, torture in sentencing remained a major concern. The aim of this study was to examine the causes and impacts of overcrowding, analyze the phenomenon of overcrowding in Indonesian prisons and detention centers in accordance with the Convention Against Torture, and propose solutions to overcrowding as an implementation of the Convention Against Torture. The research employed a qualitative method with a normative legal approach to comprehend and interpret existing legal provisions and evaluate their implementation, thereby identifying the alignment between applicable law and its implementation. Primary data sources consisted of legislative regulations arranged according to the hierarchy of legal norms. Secondary legal materials included textbooks authored by eminent legal scholars, legal journals, academic opinions, legal cases, jurisprudence, and recent symposium outcomes relevant to the research topic. This study found that the Indonesian government endeavored to expand detention space to minimize torture and suffering that could occur in overcrowded cells, thereby facilitating the achievement of the goals of the Convention Against Torture.

This study discusses the implementation of mediation in handling territorial boundary conflicts between the Mee and Danoi tribes in Nabire Regency. Territorial boundary conflicts in Nabire have become a serious concern, leading to horizontal and social conflicts. Mediation is one of the best alternatives for conflict resolution. Therefore, this study aims to analyze the dynamics of the conflict and the mediation efforts carried out by the government and other stakeholders. The research method used is descriptive qualitative, with data collection from literature, the internet, and applicable legislation. The findings of this study indicate that this conflict is a social conflict affecting regional stability. However, the role of the government as a mediator is crucial in resolving land disputes. The mediator functions as a neutral party with experience, capability, and integrity in problem-solving. It is recommended that territorial boundaries be recognized as triggers for horizontal conflicts between communities. Therefore, it is suggested that local and regional governments coordinate to form a working team to issue a Regent or Regional Regulation on Village Boundary Determination in cooperation with local village and traditional authorities.

Civilian protection in peacekeeping missions is important in both war and peace situations. Civilian protection in peace missions faces various challenges in its implementation. Civilian protection efforts involve a variety of strategies designed to reduce risks and protect civilians from the dangers of armed conflict. These challenges include limited resources and personnel, security instability, and the complexity of relationships with various related parties. These factors pose significant obstacles to the effectiveness of peacekeepers in carrying out their duties. The research method used in this paper is a quantitative approach with a literature review design. By using a library review design, researchers can investigate the problems in the research. The findings of this research indicate that civilian protection in peacekeeping missions requires a comprehensive, holistic approach. This approach must involve synergy and collaboration between various related parties to achieve optimal results. Civilian protection is not only limited to physical security from threats of violence, but also includes social, humanitarian and political dimensions that are interrelated and very complex.

This research discusses the Indonesian government's response and foreign policy implications for the formation of AUKUS (Australia, United Kingdom, United States) using a qualitative descriptive approach and constructivism theory. This research using qualitative descriptive method. Through a literature review, this research identifies that the formation of AUKUS has raised concerns among the Indonesian government regarding the potential for conflict escalation and its impact on regional stability, especially in the context of geopolitical competition between AUKUS and China in the Indo-Pacific region. This analysis highlights how constructivist views influence Indonesia's perception of developing regional security dynamics, where large countries compete with each other in global power arrangements. The results of this research provide insight into how Indonesia formulates diplomatic strategies to face new challenges in the regional security sphere, including efforts to maintain the balance of power and strengthen multilateral cooperation in responding to increasingly complex foreign policy dynamics. In conclusion, this research not only describes the Indonesian government's response to AUKUS contextually, but also outlines the foreign policy values that underlie Indonesia's attitudes and policies in facing changing global security dynamics.

World history always has a dark side when it comes to the topic of terrorism, especially the use and research of biological weapons. Even though a number of prohibitions and international agreements have been issued regarding the prohibition of researching, storing and using biological weapons for all countries in the world, there are still many countries in the world that are suspected of secretly carrying out research, storing and using biological weapons for certain purposes in secret. hiding on the basis of accusations/evidence based on speculation, a series of interconnected phenomena, to the discovery of physical evidence related to acts of bioterrorism. So it is interesting to carry out research related to the clarity of understanding regarding the issue of bioterrorism in the modern era, especially from the perspective of social disaster intelligence. This research uses descriptive qualitative methods and a literature study approach. Research results based on the causes of the phenomenon of disease spread are based on conjectures, interpretations and hypotheses about the use of biological weapons as a form of bioterrorism and the lack of specificity in the definition of acts of terrorism itself, creating a confusing paradox between an epidemic disease being a natural phenomenon.
