Abstract

This research explores an empiricist approach in the context of border defense in the North Natuna Sea, an area rich in strategic natural resources that requires intensive protection to maintain Indonesia's national and economic security. The research method used is a descriptive qualitative approach, with a focus on the analysis of literature studies that include scientific publications, government reports, and policy documents related to the use of field data in the context of defense. The results of this study show that an empirical approach is the main foundation in the formation of Indonesian policies related to the North Natuna Sea, supported by learning from previous conflict experiences such as the cases of Sipadan and Ligitan Islands. By leveraging strong field evidence, Indonesia ensures that every step taken is based on accurate and verified data. This approach not only enhances Indonesia's legal legitimacy in safeguarding its territorial sovereignty, but also provides a solid foundation for maintaining regional stability and national security in strategic areas such as North Natuna.

Abstract

Historically, the Djuanda Declaration has been a significant achievement in Indonesia's maritime diplomacy, securing the territorial waters and sovereignty of the Unitary State of the Republic of Indonesia. The Geneva Conventions and participation in the International Maritime Organization require a country to ensure safety and security within its waters, a task assigned to the Indonesian Maritime Security Agency (Bakamla RI), which evolved from the Indonesian Maritime Security Coordination Agency (Bakorkamla) as Indonesia's Coast Guard. The complex security threats and the vast maritime territory of Indonesia present significant challenges. A maritime security strategy is expected to minimize and address these issues. This research employs a qualitative descriptive method. The results indicate that many cases occurred in 2023 based on official reports from the Indonesian Maritime Security Agency. According to the strategy theory of means, ways, and ends, two conclusions can be drawn regarding internal institutional strengthening: First, improving the understanding and application of Indonesia's maritime geopolitics. Second, reorganizing maritime security and law enforcement agencies based on Pancasila values. Furthermore, collaboration among cooperating parties can yield three levels of communication. For external institutional strengthening, maritime diplomacy can be pursued to maintain cooperative relationships and training with international Coast Guards.

Abstract

Originating from the redefinition of the Human Security approach as an alternative in mapping threats from individuals to social systems, such as climate change, a consciousness has emerged regarding the importance of climate balance for survival. This has also made it a global priority to focus attention on these issues. The objective of this research is to examine the dynamics of establishing China's Clean Development Mechanism (CDM) Policy as an implementation of the Paris Agreement commitment and the continuation of the Kyoto Protocol. The Two-Level Games theory introduced by Robert Putnam serves as the primary theoretical framework for this study. The research findings indicate that to achieve a win-set for CDM at the international level, strengthening diplomatic relations with the European Union is crucial, as a replacement for the leadership vacuum in the environmental regime following the United States' withdrawal. At the domestic level, the CDM win-set emphasizes the importance of support from coalitions and state institutions to provide a foundation for success. Ultimately, it becomes imperative to maximize the diplomatic process not only at the international level but also encompassing the domestic level, thereby enabling the comprehensive realization of "China's 2060 Net-Zero Goal".

Abstract

The author focuses on the problem of tropical cyclone Seroja which is known to have hit Rote Ndao Regency for the first time and how to deal with it if the disaster occurs again, so good management is needed. The purpose of this research is to find out how BPBD manages activities in dealing with the Seroja tropical cyclone disaster if it occurs again. This research uses qualitative methods with data collection techniques used through observation, interviews and documentation. In accordance with the type of research above, the authors used an interactive model from Miles, Huberman and Saldana (2019) to analyze the research data with 3 steps, namely data reduction, data presentation and conclusion drawing/verification.The findings obtained by the author in this study are that the management by BPBD in the Seroja tropical cyclone disaster is quite good, however, it still has constraints on funding and manpower which are still lacking. Disaster management in dealing with the Seroja tropical cyclone in Rote Ndao Regency is classified as good, this is because there is good coordination between BPBD and related regional apparatus in overcoming disasters in pre-disaster activities. in order to improve disaster resilient areas, it is advisable to optimize the use of local communities to be ready and alert in the face of disasters.

Abstract

Managing diversity based on local democracy is a preventive step to prevent prolonged conflicts toward social reintegration. Religious segmentation is used as a way to unravel the political conflicts that previously echoed in this area. Efforts to carry out the representation of religious identity (Islamic-Christian) in each Regional Election event are used as a new political format to minimize the tension of identity politics that can erode the spirit of community togetherness. Representation politics is then manifested in the form of pairs of candidates to occupy the position of regional head until the last twenty years have been institutions that have the ability to maintain unity and unity. This research uses a qualitative approach. For data collection techniques, researchers conduct interviews, observation, and documentation procedures. The theories and concepts used in this study include strategy theory, peace theory, conflict theory, conflict prevention concept, Conflict early Warning and Early Response System (CEWERS) concept, and state defense concept. Based on the results of the study, it can be understood that overall, conflict management carried out by the government, both the central government and local governments, is very poor. Efforts to resolve conflicts only occur at the elite level and do not include people who suffer more and lose more due to conflict. An elitist resolution will only meet the interests and demands of the elite. The demands of the masses that should also be accommodated are ignored.  As a form of strategic steps of the local government of Mamasa Regency in preventing conflicts in the administration of government and its relationship with the roots of religious conflicts in Mamasa Regency, some of the descriptions of the steps taken include the Education and Socialization Approach, Increasing the Role of the Religious Harmony Forum (FKUB), Strengthening the Economy and Social Welfare, Fair and Transparent Law Enforcement, and Inclusive Infrastructure and Public Facilities Development.

Abstract

This research examines the strategic role of social entrepreneurship in the resolution of communal conflicts in Indonesia, focusing on its use as a tool for mediation and community recovery. Utilizing qualitative methodologies and documentary studies, this study collects and analyzes data on how social entrepreneurship initiatives contribute to peacebuilding and social integration. The findings indicate that social entrepreneurship not only plays a role in generating economic profits but also promotes social coherence and improves the quality of life in communities affected by conflicts. This study also evaluates the challenges in the implementation of social entrepreneurship and provides practical recommendations for the development of policies and practices that support social integration and national stability. Consequently, this study offers valuable insights into the potential of social entrepreneurship as an effective tool in resolving communal conflicts in Indonesia

Abstract

The problem of High Social Gap in Papua is an indication of the causes of marginalization and discrimination against the Papuan people. The difference in perceptions of some Indonesian people at home and abroad regarding the armed separatist conflict is a push factor to corner the Indonesian government. Apart from that, the issue of the internationalization of the 1969 referendum mechanism, violations of Human Rights (HAM), and the management of Natural Resources (SDA) by multinational companies which did not have an impact on improving the welfare of the Papuan people also complement the opinion of the government's failure. Based on the background of the problem, this research uses qualitative research methods and a descriptive approach. The research results show that conflict resolution in Papua can be implemented through (three) things, namely the first, the gradual development of an Integrated Food Estate (IFE) according to traditional areas in Papua, which will indirectly support the realization of Territorial Resilience and the Universal Defense System (Sishanta). Furthermore, to ensure that all these processes are carried out well and continuously, it is necessary to form an Integrated Solution Center (ISC). To eliminate the issue of internationalization of Papua, it is necessary to implement International Defense Diplomacy (IDD) carried out by Indonesian government agents abroad to socialize International Laws which are the juridical basis that Papua is part of the Unitary State of the Republic of Indonesia (NKRI). By implementing all these recommendations, it is hoped that a peaceful and prosperous Papuan society will soon be realized.

Abstract

Indonesia, as the world’s largest archipelagic state, faces complex maritime security threats, including piracy, illegal fishing, smuggling, and South China Sea tensions. These threats impact both national sovereignty and the economic and social welfare of coastal communities. Recognized as an archipelagic state under UNCLOS 1982, Indonesia has a strong legal foundation to claim inter-island waters under full sovereign jurisdiction. Using a qualitative approach and literature analysis, this study examines the role of the archipelagic state concept in designing adaptive maritime security policies. Findings indicate that this concept supports enhanced surveillance and law enforcement, although challenges in technology and coordination remain. Recommendations include strengthening technological capacity, inter-agency coordination, and international cooperation to bolster Indonesia’s maritime stability in the Indo-Pacific

Abstract

Disasters caused by human activities are among the factors that can cause social conflict in Indonesia. At this moment, intelligence plays a role in dealing with these artificial disasters so that they can de-escalate the conflict. This research is in the form of a descriptive qualitative literature study. Data sources were obtained from scientific articles, books, and relevant news articles. The research results show several types of social conflict in Indonesia, including ethnicity, race, religion and class, and political conflict. Intelligence plays a role in gathering sharp information. This information must be processed behind closed doors, interpreted by the intelligence team, and then submitted to the leadership to determine the appropriate steps

Abstract

Abstrak Jurnal ini bertujuan menganalisis Peran Badan Kesatuan Bangsa dan Politik (Bakesbangpol) Provinsi Riau dalam Penanganan Potensi Konflik di Provinsi Riau. Bakesbangpol Provinsi Riau adalah Lembaga Pemerintah di tingkat daerah Provinsi atau biasa disebut Organisasi Perangkat Daerah memiliki peran strategis dalam menangani konflik di Provinsi Riau, khususnya dalam bidang Kewaspadaan Nasional yang berisikan program-program kegiatan Kerjasama Intelijen dan Penanganan Konflik. Hasil penelitian ini menunjukan bahwa Bakesbangpol Provinsi Riau telah melaksanakan Penanganan Potensi Konflik di Provinsi Riau sesuai Tugas Pokok dan Fungsinya, berbasis Koordinasi, Sosialisasi dan edukasi. Fungsi Fasilitasi dan Fungsi koordinasi dilaksanakan dengan baik melalui terlibatnya berbagai sektor dalam penanganan konflik antara lain terbentuknya Tim Penanggulangan Konflik Sosial di tiap Kabupaten/Kota di Provinsi Riau yang melibatkan Forkopimda, OPD, dan Kominda. selain itu Bakesbangpol Provinsi Riau juga meilbatkan masyarakat dengan terbentuknya Forum Komunikasi Umat Beragama. Forum Kewaspadaan Dini Masyarakat dan Forum Kebangsaan, dengan adanya berbagai macam wadah tersebut memudahkan Bakesbangpol Provinsi Riau dalam memfasilitasi Resolusi Konflik di Provinsi Riau. Kata Kunci: Peran, Konflik, Potensi Konflik, Manajemen Konflik Abstract This journal aims to analyze the role of the National Unity and Political Agency (Bakesbangpol) of Riau Province in Handling Potential Conflicts in Riau Province. Bakesbangpol Riau Province is a Government Institution at the provincial level or commonly called Regional Apparatus Organizations that have a strategic role in dealing with conflicts in Riau Province, especially in the field of National Vigilance which contains programs for Intelligence Cooperation and Conflict Handling. The results of this study indicate that the Bakesbangpol of Riau Province has implemented the Handling of Potential Conflicts in Riau Province according to its Main Duties and Functions, based on coordination, outreach and education. The facilitation function and coordination function are carried out well through the involvement of various sectors in conflict management, including the formation of a Social Conflict Management Team in each Regency/City in Riau Province involving Forkopimda, OPD, and Kominda. In addition, the Riau Province Bakesbangpol also involved the community with the formation of the Religious Communication Forum. The Community Early Awareness Forum and Nationality Forum, with the existence of these various forums, facilitate the Riau Province Bakesbangpol in facilitating Conflict Resolution in Riau Province.
