Abstract

Social media platforms, such as Twitter, serve as vital channels for disseminating information and expressing opinions on various issues. This research focuses on analyzing the hashtag #PrayForKanjuruhan on Twitter, which emerged in response to the tragic riot at Kanjuruhan Stadium that resulted in numerous fatalities. The study aims to assess the intensity of the conversations associated with this hashtag and to examine the key issues and criticisms expressed within these discussions. Employing a qualitative methodology with the Qualitative Data Analysis (QDA) Miner approach and utilizing Nvivo 12 Plus software, this research conducts network, content, and cloud analyses to understand the discourse surrounding #PrayForKanjuruhan. The results reveal a high level of conversation intensity, reflecting diverse responses from various groups. The predominant focus in the hashtag discussions is on expressing concern for the victims of the tragedy, rather than criticizing the individuals or entities involved in the incident. The findings underscore Twitter’s effectiveness as a platform for users to voice their reactions and engage in discourse related to the Kanjuruhan Stadium disaster. By providing a space for both emotional support and critical discussion, Twitter plays a significant role in shaping public response to such crises.Keywords: Public response, social media, Kanjuruhan Stadium disaster ABSTRAKPlatform media sosial, seperti Twitter, berfungsi sebagai saluran penting untuk menyebarkan informasi dan mengekspresikan pendapat tentang berbagai isu. Penelitian ini berfokus pada analisis tagar #PrayForKanjuruhan di Twitter, yang muncul sebagai respons terhadap kerusuhan tragis di Stadion Kanjuruhan yang mengakibatkan banyak korban jiwa. Studi ini bertujuan untuk menilai intensitas percakapan yang terkait dengan tagar tersebut serta mengkaji isu-isu kunci dan kritik yang diungkapkan dalam diskusi tersebut. Dengan menggunakan metodologi kualitatif melalui pendekatan Qualitative Data Analysis (QDA) Miner dan memanfaatkan perangkat lunak Nvivo 12 Plus, penelitian ini melakukan analisis jaringan, konten, dan cloud untuk memahami wacana yang berkembang di sekitar #PrayForKanjuruhan. Hasil penelitian mengungkapkan tingginya intensitas percakapan, mencerminkan beragam respons dari berbagai kelompok. Fokus utama dalam diskusi tagar ini adalah menyampaikan kepedulian terhadap para korban tragedi, bukan mengkritik individu atau pihak yang terlibat dalam insiden tersebut. Temuan ini menegaskan efektivitas Twitter sebagai platform bagi pengguna untuk menyuarakan reaksi mereka dan terlibat dalam wacana terkait bencana di Stadion Kanjuruhan. Dengan menyediakan ruang untuk dukungan emosional dan diskusi kritis, Twitter memainkan peran penting dalam membentuk respons publik terhadap krisis semacam ini.Kata Kunci: Respon public, media social, bencana Stadion Kanjuruhan

Abstract

The aim of the research is to describe and analyze the factors inhibiting the implementation of Regional Regulation Number 16 of 2000 concerning Prohibition, Supervision, Controlling the Distribution and Sale of Alcoholic Drinks in the City of Balikpapan.  This research uses a qualitative approach to describe the problems and research focus. Based on the results of research related to the Evaluation of Balikpapan City Regional Regulation Number 16 of 2000 concerning Prohibition, Supervision, Control, Distribution and Sale of Alcoholic Drinks in Balikpapan City, it can be concluded that the effectiveness of implementation is still hampered by weak law enforcement and illegal practices that are still widespread, the efficiency of implementation requires a more adequate budget allocation and better cooperation between related parties, the scope of the regulations is still being debated by various parties, especially regarding the fundamental value of law and the relevance of the Regional Regulations, the fairness of the implementation of the Regional Regulations needs to be improved to avoid injustice towards business actors outside the area of star hotels in accordance with Rawls' principles of justice, responsiveness of government and society are important to ensure compliance with regulations, and the accuracy of regional regulations requires revision and evaluation through strong public participation to achieve the desired goals. Overall, collaboration between the government, police, business actors and the community is key in facing challenges and increasing the effectiveness of regulations regarding alcoholic drinks in Balikpapan City.

Abstract

This training activity aims to enhance students' abilities to utilize software for bibliometric mapping and research visualization as part of supporting data-driven academic writing. The implementation methods include a pre-test to measure students’ knowledge, user book guide preparation, and workshops followed by evaluations of students' understanding before and after the training. The results show a significant improvement in students' ability to identify, analyze, and visualize research data using the taught software. The conclusion of this activity is that the training positively impacts students' ability to use technology to support academic research and increases their understanding of the importance of data visualization in scientific publications.

Abstract

AbstractThis research aims to find out and analyze the implementation as well as identify the inhibiting and supporting factors in the implementation of the Minister of Tourism and Creative Economy No.4 of 2021 in Balikpapan City (Study on the Implementation of Low Medium Risk Business Activity Standards). This type of research uses descriptive qualitative research.  The types of data used are primary data and secondary data and the analysis used is interactive model analysis. The result of the study concludes that the implementation of the Regulation of the Minister of Tourism and Creative Economy Number 4 of 2021 on Activity Standards in the Implementation of Risk-Based Business Licensing in the Tourism Sector in Balikpapan City based on Grindle (1980) by the Department of Youth, Sports and Tourism of Balikpapan City has generally been implemented well but not maximally because of the level of implementability with the low number of verified standard certifications but in terms of economic growth in the tourism sector there is an increase every year with an increase in the amount of investment and the number of workers in the tourism sector. Therefore, it is necessary for the Balikpapan City Government to prepare human resources in accordance with the Workload Analysis (ABK) and Position Analysis of the Balikpapan City Tourism Sector and to make a Mayor's Regulation as a guideline for organizing and supervising tourism sector business activities.Keywords: Policy Implementation; Standard Certification; Minister of Tourism RegulationAbstrakPenelitian ini bertujuan untuk mengetahui dan menganalisis implementasi serta mengidentifikasi faktor penghambat dan pendukung dalam implementasi Menteri Pariwisata Dan Ekonomi Kreatif No.4 Tahun 2021 Di Kota Balikpapan (Studi Pada Penerapan Standar Kegiatan Usaha Resiko Menengah Rendah unutk mengetahui implementasi dari isi kebijakan dan lingkungan implementasi serta faktor penghambat berdasarkan teori Grindle Jenis penelitian ini menggunakan jenis penelitian kualitatif deskriptif.  Jenis data  yang digunakan adalah data primer dan data sekunder dan analisis yang digunakan adalah analisis model interaktif. Hasil penelitian menyimpulkan bahwa implementasi Peraturan Menteri Pariwisata dan Ekonomi Kreatif Nomor 4 Tahun 2021 Tentang Standar Kegiatan Pada Penyelenggaraan Perizinan Berusaha Berbasis Resiko Sektor Pariwisata Di Kota Balikpapan berdasarkan Grindle (1980) oleh Dinas Pemuda Olahraga dan Pariwisata Kota Balikpapan secara umum telah dilaksanakan dengan baik namun belum maksimal karena tingkat implementabily dengan rendah nya jumlah sertifikasi standar yang terverifikasi namun dari segi pertumbuhan ekonomi sektor pariwisata terjadi peningkatan setiap tahun dengan meningkatnya jumlah investasi dan jumlah tenaga kerja sektor pariwisata. Abstract

The training and mentoring program for data visualization of scientific papers by students from the Faculty of Social and Political Sciences at Universitas Mulawarman aims to enhance students' skills in processing and presenting research data effectively. This activity was motivated by the need to support reputable scientific publications, thereby strengthening study program accreditation and addressing the challenge of low scientific journal productivity in the academic environment. The training was conducted over five weeks, from October to November 2024, combining classical and non-classical face-to-face methods. The training materials covered software such as Microsoft Excel, Publish or Perish, and VOSviewer, with a focus on software installation, data processing, and research-based visualization. Evaluation was conducted through analysis of participant participation and responses. The training results demonstrated high participant enthusiasm, with 424 students participating. Most participants responded positively, noting the activities and their benefits in supporting their academic pursuits. The results of this community service demonstrate the training's success in improving student competency, supporting scientific publication productivity, and strengthening efforts to improve study program accreditation.

Abstract

This study investigates the influence of competence, work motivation, and the work environment on employee performance at the Bontang City Library and Archives Service. The research aims to analyze how these three internal factors interact to shape employee productivity, satisfaction, and commitment in a public sector setting. Employing a quantitative research approach with a causal-explanatory design, the study utilizes a structured questionnaire distributed to employees as respondents. Data were analyzed through statistical techniques, including correlation and regression analysis, to determine both partial and simultaneous effects of each variable on performance outcomes. The findings reveal that competence significantly enhances task effectiveness, motivation drives employee engagement and commitment, and a supportive work environment improves satisfaction and overall productivity. Collectively, these factors contribute to strengthening institutional performance and promoting good governance practices in local administration.

Abstract

This study explores the strategic initiatives of the Bontang City Library and Archives Department in promoting reading interest, the challenges faced during program implementation, and the evaluation of their effectiveness through the lens of New Public Service (NPS) values. Using a qualitative descriptive research method, data were collected through interviews, document analysis, and field observations to uncover the dynamics of public literacy programs. The findings reveal that the library’s innovative strategies—such as digital literacy initiatives, community reading campaigns, and partnerships with educational institutions—have contributed to improving public engagement with reading. However, these initiatives face constraints including limited funding, insufficient infrastructure, and cultural resistance to literacy practices. Evaluating the programs through NPS values emphasizes that effectiveness should not be judged merely by quantitative success but by the degree to which programs uphold inclusivity, participation, and accountability. The study concludes that sustainable literacy promotion depends on integrating strategic innovation with ethical public service values, fostering collaborative governance, and empowering citizens as active co-creators of a literate society.

Abstract

A healthy school environment is vital in promoting the well-being of students, teachers, and the school community. This study aimed to enhance teachers' knowledge and implementation of healthy school practices through a community service program. The initiative involved socialization and training sessions targeting elementary and junior high school teachers in Bontang. The program was structured into three phases: preparation, implementation, and evaluation. Educational materials covering healthy school concepts, balanced nutrition, mental health, and environmental assessments were developed, followed by training conducted at Puri Senyiur Hotel, Samarinda, East Kalimantan, from December 1-4, 2024. A total of 83 teachers participated, receiving instruction from health experts. Knowledge assessments were conducted before and after training, analysed using the Wilcoxon test due to non-normal data distribution. Results showed a significant median difference of 20 in knowledge scores (p = 0.0001), indicating substantial improvement post-training. Although the assessment measured short-term effects, the findings suggest a positive increase in awareness. Regular teacher training on healthy schools is essential for preventing malnutrition and fostering better health practices among students. This initiative aligns with governmental efforts to promote healthy eating behaviors in schools. Sustaining such programs requires collaboration between healthcare professionals, universities, and other institutions, along with integrating nutrition education into school curricula.

Abstract

This research investigates the implementation of the Smart City program policy through the application of Samagov within the digital sub-district initiative in Samarinda Seberang. The study aims to examine the extent to which the policy has been realized in practice, as well as to identify the supporting and inhibiting factors influencing its effectiveness. Employing a qualitative descriptive approach, the data were collected through in-depth interviews, document analysis, and field observations. The research framework is grounded in George C. Edward III’s policy implementation model, which emphasizes four core variables: communication, resources, disposition of implementers, and bureaucratic structure. The findings reveal that although the application represents a strategic effort in modernizing public service delivery, several significant obstacles remain. These include ineffective communication between stakeholders, lack of clarity in information dissemination, insufficient trained human resources, and a bureaucratic structure that is not yet adaptive to digital transformation. Additionally, the supporting Standard Operating Procedures (SOPs) are still under development, which has led to inconsistencies in service execution. On the other hand, some enabling factors were identified, such as leadership commitment, availability of digital infrastructure, and collaboration with technology providers. The study concludes that a more structured and inclusive implementation strategy is needed, particularly by improving inter-agency coordination, simplifying SOPs, providing regular technical training, and increasing community digital literacy. The establishment of digital service units at the sub-district level is also recommended to ensure service consistency and accessibility. Effective policy implementation in this context is expected to accelerate digital governance practices and contribute to more transparent, efficient, and inclusive public service delivery in line with the Smart City vision.

Abstract

This study addresses the problem of suboptimal implementation of Regional Regulation Number 19 of 2016 on the Tourism Development Master Plan in promoting sustainable ecotourism in Samboja and Muara Badak Districts. The objective of this research is to analyze the extent to which the regulation has been implemented and to identify the factors influencing its effectiveness in coastal tourism development. The study applies the Van Meter and Van Horn policy implementation model and Scott’s institutional theory, with emphasis on the regulatory, normative, and cognitive pillars. A qualitative descriptive method was employed. Data were collected through in-depth interviews with officials from the Tourism Office, sub-district governments, destination managers, and Tourism Awareness Groups (Pokdarwis), as well as non-participant observation and documentation review of relevant regulations and planning documents. Data were analyzed using data condensation, data display, and conclusion drawing techniques. The results indicate that the policy has clear objectives, including increasing tourist visits, promoting community empowerment through Pokdarwis, and ensuring environmental sustainability. However, implementation remains suboptimal due to the absence of derivative technical regulations, limited quantity and quality of human resources, fluctuating regional budgets, inadequate infrastructure, political dynamics, low environmental awareness, and geographical challenges such as coastal abrasion and land conflicts. From an institutional perspective, the regulatory, normative, and cognitive pillars are present but require strengthening, particularly to enhance community capacity and ensure policy consistency.
