Abstract

This article describes the impact of achieving the goals of bureaucratic reform through the following aspects: transparency, reducing administrative corruption, improving services, and empowerment by using the Quick Information Service Assistant application at the Class II District Court Office, Tanah Grogot Regency. The problem is focused on the impact of using the ALICE application. To approach this problem, a theoretical reference is used (Indrayani, 2020) that e-Government applications have shown an impact on the goals of public sector reform through information disclosure for the public, service transparency, increasing community participation. have an impact on reducing corruption, increasing accessibility and empowering the public. The implementation of the ALICE application is still at the emerging stage in terms of e-Government implementation, while the level of innovation is in the first stage, namely e-information. The data were collected through interview techniques, observations, and literature studies and analyzed through interactive model data analysis techniques (Miles et al., 2014). This article concludes that the Quick Information Service Assistant Application has provided essential information for the public regarding requests for ticket fines, requests for certificates, information on the trial agenda, information on fees and remaining down payments, court fees, and information on the Supreme Court e-court. The positive impact felt by the presence of the Rapid Information Service Assistant, namely increasing service transparency and encouraging active community participation. Then the impact in reducing the occurrence of administrative corruption occurs because there is no meeting between the public and officers. In contrast, in the aspect of improving the quality of service, the public does not need to spend transportation costs to get information. Aspects of empowerment, namely the existence of feedback from the public in services, will be able to improve the quality of information and good collaboration and reduce the practice of brokering. the public does not need to spend transportation costs to get information. Abstract

The purpose of this study is to describe and analyze how resource management is to increase the capability of the Government Internal Supervisory Apparatus (APIP) in the Mahakam Ulu District Government. This study used a qualitative descriptive approach, using primary data, and secondary data, which were analyzed through an interactive model.  This study concludes that the management of human resources in increasing the capability of the Government Internal Supervisory Apparatus (APIP) in the Mahakam Ulu Regency Government, in general, has been carried out well but not optimal, it can be seen that competence development has been carried out through Training, Bimtek, Seminars, Webinars and supported by adequate funding. Likewise, the provision of incentives is carried out through TPP, as stated in Perbub No. Perbub 23 of 2021 with varying amounts according to the level of position. Then a conducive work environment and leadership elements have developed a strategy by building teamwork, starting with good coordination before carrying out supervision in the field. Furthermore, the human resource procurement process has been carried out through the 2019 CPNS procurement and inpassing process. However, this number has yet to reach the ideal number under the existing workload and inadequate work support facilities and tools.

Abstract

This research was conducted to maintain the existence of MSME players amid the development of digitalization and the Covid-19 pandemic by implementing public sector innovation in empowering MSMEs. The aim is to describe and analyze the innovation of implementing a practical Bebaya application by the Samarinda City Communication and Informatics Office and identify the factors that hinder this innovation. This research uses a descriptive qualitative approach with data collection techniques through observation, interviews, and documentation. The results showed that the innovation of the Bebaya application was to the characteristics of innovation. However, there were inhibiting factors such as lack of coordination and communication in innovation development, lack of knowledge and community participation, inaccurate socialization and promotion, decreased transactions due to uneven distribution of innovative products, and not covering all levels of society. This research implies the need for increased coordination and communication, increased community knowledge and participation, more appropriate socialization and promotion, and consistent distribution of innovative products to support MSME empowerment. By overcoming these inhibiting factors, the innovation of the Bebaya application can be more effective in maintaining the existence of MSME players in the era of digitalization and the Covid-19 pandemic.

Abstract

This study aims to explore the effectiveness of collaborative governance in implementing mangrove ecotourism policy on the Bintan Island coastal approach of penta helix. The research objectives are to identify the key stakeholders involved in the mangrove ecotourism policy formulation and implementation process, assess their roles and relationships, and analyze how collaborative governance can enhance their collaboration and coordination. Research method uses descriptive qualitative and uses NVivo-20 software analysis which is analyzed in depth. The results show that the penta-helix element in Collaborative Governance has gaps that do not involve all stakeholder actors, both from local government, academia, the private sector, community groups and the media. but in terms of policy or implementation of a Mangrove ecotourism program, scientific studies are needed to support Mangrove ecotourism in coastal areas in Islands Regions have strategic potential to be managed properly by strong stakeholders. The importance of active involvement of the local community as wide as possible with stakeholders such as central, regional and business actors in planning, implementing and making decisions in the formation and management of a Destination Management Organization (DMO). The findings also the need for further research to investigate can be integrated into the policy-making process and contexts.

Abstract

Kota Bontang termasuk salah satu kota yang rawan kebakaran dan masuk dalam kategori tinggi. Tujuan penelitian ini adalah untuk mendeskripsikan upaya mitigasi bencana kebakaran yang dilakukan oleh Dinas Pemadam Kebakaran dan Penyelamatan Kota Bontang. Penelitian ini menggunakan pendekatan kualitatif, dengan metode deskriptif. Key informan dalam penelitian ini adalah Kepala Dinas Pemadam Kebakaran dan Penyelamatan Kota Bontang. Informannya adalah Kepala Bidang Fasilitasi dan Pencegahan, Kepala Sekdi Pencegahan dan Pemberdayaan Masyarakat. Teknik pengumpulan data dilakukan dengan: (a) wawancara mendalam (indepth interview); (b) observasi; dan (c) dokumentasi. Teknik analisis data yang digunakan adalah Teknik analisis model interaktif menurut Miles, Huberman dan Saldana, yang terdiri dari pengumpulan data, kondensasi data, penyajian data dan penarikan kesimpulan.  Hasil penelitian ini menyimpulkan bahwa upaya mitigasi bencana kebakaran yang dilakukan oleh Dinas Pemadam Kebakaran dan Penyelamatan di Kota Bontang telah dilakukan dengan baik namun belum optimal. Hal ini dapat diketahui bahwa pengenalan dan pemantauan risiko bencana yang dilakukan telah berjalan dengan baik. Perencanaan partisipatif dalam penanggulangan bencana yang dilakukan adalah dengan melakukan kerjasama dengan semua stakeholder yang ada di Bontang. Pengembangan budaya sadar bencana dilakukan melalui pendidikan dan pelatihan yang dimulai dari usia dini. Upaya pengawasan dalam mitigasi bencana yang dilakukan dengan melakukan monitoring dan evaluasi secara berkala. Faktor penghambat yaitu terbatasnya tenaga penyuluh lapangan, terbatasnya tenaga inspektur kebakaran, kurangnya pengawasan dan evaluasi dari atasan, tidak adanya Rencana Induk Proteksi Kebakaran yang memuat peta rawan kebakaran dan data wilayah manajemen kebakaran, tidak adanya standar operating system mitigasi kebakaran serta tempat penyuluhan yang tidak memadai. Implikasi dari penelitian ini adalah semakin menurunnya tingkat kerawanan kebakaran pemukiman di Kota Bontang.

Abstract

This study describes the Indonesian government's policy options in dealing with COVID-19. To explain research policy options using a scientific and adaptive approach in making policies for handling COVID-19. The Indonesian government's response to the handling of COVID-19 is considered slow due to the policy choices taken. In three years, the handling of COVID-19 has faced different policy choices and policy focuses. This study uses a qualitative approach to review government policies through a narrative policy framework analysis by selecting policies at the macro level to find out the government's steps in handling COVID-19. The findings of this study indicate that the approach used by the Government of Indonesia in handling COVID-19 tends to be adaptive. The adaptive policy is seen from the policy goals that are quite a lot that causes the handling of COVID-19 to be slow. This approach option is different from the scientific approach, which tends to have consistent goals and chooses to look at the conditions of the crisis that occurred. The use of this adaptive approach ignores the political process, which is slow and hinders the policymaking process.

Abstract

This study aims to obtain an overview and analyze public perceptions in implementing technology-based health insurance service innovations in the Mobile National Health Insurance (JKN) application conducted by the Indonesian Health Social Security Administration Agency (BPJS). This study used descriptive qualitative method. This research data is generated from the comments column of the JKN mobile application in the AppStore and Play Store. Data collection is done by data mining and data extraction. The data analysis used in this research is Qualitative Data Analytics (QDA). The analytical tool used in this study is Qualitative Data Software Analysis (QDSA) Nvivo 12 Plus. The results of the study show several things, namely the first is related to the features available in the Mobile JKN application. The second is related to the number of downloaders and the number of active users of the Mobile JKN application, and the third is related to the perception generated by users while using the Mobile JKN application. Where it was found that overall public perception of the application of technology-based health insurance service innovations through the JKN mobile application by the Indonesian BPJS Health obtained a perception that tended to be negative. This is shown by the five indicators that mostly get a bad perception from the public, and only two indicators that fully capture good or positive perceptions. Apart from that, other findings also show the dominant sentiment generated while this application is used by the public in obtaining health services.

Abstract

The internet revolution has brought significant transformation to the government in providing services to the public. Since the 1990s, governments worldwide have launched projects to simplify the service delivery process through electronic means. These channels are known as E-government or electronic government. One form of E-Government transformation provided by the City Government of Samarinda is by presenting the SANTER application. SANTER stands for One Integrated Application, an embodiment of E-Government in supporting applications for the City of Samarinda. The SANTER application, which is still being developed, needs to improve its features according to the needs of public services. One way to get a complete picture of how this application has been running is to research the various features provided and interpret the results to give an in-depth description of the utilization of the services offered. The method used in this research is qualitative. Data was collected through the trial process of the SANTER application, which was carried out jointly by 51 students of the Information Systems & E-Government course at the Faculty of Social and Political Sciences, Widya Gama Mahakam University, Samarinda. The research findings show an overview of the application, the available features, and the advantages and disadvantages of the SANTER application. Based on the processed results of this research data, it can be concluded that the SANTER application is still not maximal in providing the services the community wants.

Abstract

Tujuan penelitian ini untuk mendeskripsikan dan menganalisis implementasi kebijakan sistem zonasi PPDB SMA Negeri di Kota Samarinda. Penelitian ini berjenis penelitian deskriptif dengan pendekatan kualitatif, dengan menggunakan data primer dan skunder kemudian analisis dengan model analisis model interaktif. Hasil Penelitian menunjukan bahwa implementasi PPDB SMA Negeri di Kota Samarinda telah dilaksanakan dengan cukup baik hal ini tergambar dari aspek komunikasi telah dilaksanakan melalui sosialisasi secara luring maupun daring serta menggunakan media publikasi berupa baleho, media digital seperti website dan media sosial Instagram. Pada aspek sumberdaya manusia telah didukung oleh staf, sumberdaya peralatan didukung oleh sarana dan prasarana yang memadai. Pada aspek disposisi unsur panitia pelaksana, penanggung jawab pelaksana, serta peran dari pengawas dari Dinas Pendidikan, LSM, dan masyarakat berjalan dengan baik.  Kemudian pada aspek struktur organisasi juga terdapat struktur organisasi panitia pelaksana serta memiliki Juknis yang dikeluarkan oleh Dinas Pendidikan Provinsi Kalimantan Timur.

Abstract

The purpose of this study is to describe the quality of population and civil registration services in Mahakam Ulu Regency and to identify and analyze what are the supporting and hindering factors. The approach in this research is descriptive qualitative to get a clearer picture of the phenomena that occur in relation to the problem under study. The data analysis technique used is interactive model analysis. The results showed that the quality of service at the Department of Population and Civil Registration of Mahakam Ulu Regency was good, it could be seen in the Tangibles dimension (direct evidence) which was quite adequate, in addition to the Reliability dimension, it was also good because of the ability of officers to provide services. Already well. Then the Responsiveness dimension has also been carried out swiftly in providing services. Meanwhile, the Assurance dimension is carried out by providing assurance that all service products can be completed properly. Finally, the Empathy dimension is carried out by preparing a complaint service to help the community with something they do not know.
