Abstract

Koto Tangah Sub-district is a sub-district where part of its area is located on the coast, making it prone to tsunami disasters. Despite the fact that the large number of exposures in the tsunami red zone predicted to happen in this District, there are only three tsunami shelters in the red zone of Koto Tangah District. The purpose of this study was to determine the distribution of official shelters in Koto Tangah District, the distribution of planned shelters, and the coverage of shelter service areas. The research method used is a quantitative descriptive method. In this study, what is discussed is the number and location of shelters, as well as the location of the planned tsunami shelters. Also, this present study sought to finding out the coverage area that can be served by the shelter with the help of GIS applications. The results of the data analysis are as follows: (1) There are nine villages (kel.) that are in the tsunami red zone of the Koto Tangah District and are not served by official shelters, namely: Kel. Padang Sarai, Kel. Batipuh Panjang, Kel. Lubuk Buaya, Kel. Pasia Nan Tigo, Kel. Batang Kabung Ganting, Kel. Koto Pulai, Kel. Koto Panjang Ikua Koto, Ex. Dadok Stumping Black, and parts of Ex. Parupuk Tabing. (2) The analyzed planned shelters and horizontal points examined that all of the Koto Tangah red zone areas can be served by shelters, and the planned shelters can be reached in the span of 34.5 minutes with a distance of 1554.57 m, meaning that people who are in the tsunami red zone can evacuate safely before the tsunami hits the city. (3) local government needs to add another 6 planned shelters in Kel. Padang Sarai, Kel. Lubuk Buaya, Kel. Pasie Nan Tigo, Kel. Batang Kabung Ganting, and Kel. Parupuk Tabing, with each shelter's planned height of 8.5 meters.

Abstract

Disasters may make people having to evacuate. When evacuating, evacuee may bring items required in evacuation place. The items must be ready previously in a bag, called a disaster preparedness bag. In case a disaster occurs, evacuee just grabs it and go for evacuation. Many bags used are not dedicated for disaster situation. Many types of items stored together and mixed causing of difficulty in retrieval. In addition, use of inappropriate bag will interfere with evacuee movement and slow down the evacuee while the evacuation time is too short. This research aims to design ergonomics disaster preparedness bag that can accommodate needs for 3x24 hours. Design process was started with planning phase to find out disaster preparedness bag development opportunity. The second phase is concept development. People who have evacuation experience are asked report their complaints regarding the bag used during previous evacuation and their needs for a disaster preparedness bag. Based on the needs, target specification is determined then concept alternatives are generated and selected. Then, main parts of the bag are identified. Continued with detailed design process, the dimensions of the proposed bag are determined using anthropometric data and dimension of required item in the first 72 hours of evacuation time. The design of proposed bag is such a backpack with multi compartments adjusted to item stored. The shoulder straps are designed like a vest then the load is not focused only on the shoulder but distributed to other part of body such as abdominal and chest muscle.

Abstract

In meeting the needs of spare parts in a supply chain, the warehouse is one of the most important parts. Warehouses have three main processes, namely receiving, storing, and distributing so, warehouse needs are certainly very important to help companies achieve their goals. This research uses an integrated Fuzzy Logic, House of Risk (HOR), and Supply Chain Operation Reference (SCOR) approach. Interviews, focus discussion groups, and questionnaires are the data collection methods used. From the results of data processing, 19 risk events and 27 risk agents were obtained. From the results of the pareto diagram, 14 risk agents were selected to focus on risk mitigation and have the ability to direct the reduction of risk. Furthermore, 14 risk agents were developed into 28 mitigation strategies and there were 10 prioritized risk mitigation strategies. Keywords: Risk Mitigation, Warehousing, SCOR, HOR, Fuzzy Logic, Pareto Diagram.

Abstract

Jalan Mayjen Sutoyo, Kelurahan Tanah Patah merupakan salah satu akses utama yang mewadahi aktifitas transportasi warga Kota Bengkulu. Ruas Jalan yang memiliki arus lalu lintas padat ini juga memiliki risiko terjadi likuifaksi. Berdasarkan pengalaman bencana gempa bumi tahun 2007 dengan kekuatan 7,9 SR banyak bangunan disekitar ruas jalan ini yang mengalami keruntuhan akibat likuifaksi, yang bukan tidak mungkin suatu saat akan meruntuhkan ruas jalan tersebut. Maka dalam penelitian ini dilakukan pemodelan lalu lintas untuk memprediksi kemampuan ruas jalan disekitar Jalan Mayjen Sutoyo dalam melayani lalu lintas termasuk untuk kepentingan logistik saat bencana. Penelitian ini dilakukan untuk mengetahui kerentanan jaringan jalan sekitar yang terdampak apabila ruas jalan Mayjen Sutoyo putus akibat bencana likuifaksi melalui pendekatan Indeks Kerentanan INVEF. Menggunakan data survei arus lalu lintas jam puncak ruas jalan wilayah studi selanjutnya dilakukan pemodelan lalu lintas pada kondisi harian dan saat ruas jalan Mayjen Sutoyo putus. Hasil pemodelan kondisi harian divalidasi dan didapatkan nilai R2 sebesar 0,87 atau 87%. Hasil analisis pemodelan jaringan jalan dengan skenario putusnya ruas jalan Mayjen Sutoyo menunjukkan terjadinya peningkatan volume lalu lintas pada beberapa ruas jalan. Hasil dari perhitungan Indeks Kerentanan menunjukkan bahwa ruas jalan yang mengalami kerentanan adalah ruas Jalan Danau, Jalan Merapi Raya, Jalan Flamboyan, Jalan Seruni, Jalan Indragiri dan Jalan Pembangunan. Abstract

The success of a construction project is determined by the suitability of time, cost and quality specified in the contract documents. However, construction project implementation sometimes experiences delays caused by various factors. Road projects are one of the construction projects that often experience delays in their implementation. Therefore, this research aims to identify the factors that cause delays in the implementation of city road projects in West Sumatra. The research objectives were achieved by conducting a questionnaire survey on 30 respondents who came from owners of the City Road project in West Sumatra who had work experience as Satker, Assistant, KPA, PPK, and PPTK. The data obtained was processed using descriptive statistical analysis. The results of the research show that the factors causing delays that often occur are four factors in the workforce indicator, with the highest frequency being the lack of skills of the workforce involved in road projects.

Abstract

Pengembangan agroindustri kelapa terintegrasi yang selaras dengan kebijakan daerah berbasis sumber daya alam, tenaga kerja dan teknologi yang memadai akan terus dilakukan guna mewujudkan keberlanjutan rantai pasok agroindustri kelapa. Tujuan penelitian ini adalah merumuskan model konseptual sistem kemitraan petani kelapa dan agroindustri santan kelapa di Kabupaten Padang Pariaman. Tahapan penelitian ini terdiri dari wawancara ke petani kelapa dan pelaku agroindustri santan kelapa di Kabupaten Padang Pariaman dan pengisian kuesioner oleh pakar akademisi tentang keterkaitan antar elemen yang dibandingkan. Total responden yang diperlukan pada penelitian adalah 30 orang. Pengembangan sistem kemitraan menggunakan metode Interpretive Structural Modelling (ISM) untuk mendapatkan model struktur yang mengambarkan kompleksitas sistem kemitraan antara petani kelapa dan agroindustri santan kelapa. Berdasarkan hasil penelitian diperoleh strukturisasi sistem pengembangan kemitraan yang terdiri dari tumbuhnya kepercayaan dan kerjasama agroindustri dan petani kelapa, ketersediaan dana, terbatasnya fasilitas dan infrastruktur, pelaksanaan peraturan daerah terkait kemitraan belum optimal, konsistensi petani dalam menanam kelapa, penyiapan lahan dan bibit unggul kelapa, pelatihan teknologi budidaya, pola bercocok taman kelapa melalui Good Agriculture practise (GAP) dan kegiatan produksi santan kelapa melalui Good Manufacture Practise (GMP).

Abstract

A Systematic Review of Sustainable Higher Education Assessment System: Indicators, Models, and Future Directions. Objective: Evaluation of the sustainability of higher education institutions (HEIs) has become a major focus in academia, especially as evaluation and ranking systems have evolved into increasingly complex ones. This study aims to provide a set of simple indicators for national policy makers to facilitate the measurement of progress towards sustainability in the higher education sector. Methods: Using a qualitative descriptive approach and a Systematic Literature Review (SLR) method, this study examines 16 types of higher education ranking systems and 16 previous research findings based on the UNEP sustainable higher education framework policy, in order to develop a set of indicators specific to the sustainable higher education sector. Articles were selected using the keywords "sustainable higher education" OR "Sustainable performance measurement" and "Performance indicator AND sustainable HEIs" through a systematic screening process that was in line with the inclusion criteria, including relevance to indicators for assessing sustainable higher education performance. Findings: The results of this study revealed areas that were not yet filled, especially in the criteria that combine all pillars holistically. Previous researchers assessed higher education using only part of the four pillars of sustainability identified by the UN, based on the reviewed literature, it was found that 37.5% of researchers used 3 pillars, 25% of researchers used 2 pillars and 37.5% of researchers used 1 pillar of sustainable higher education. This shows that there is an opportunity for further research that can integrate all aspects of higher education sustainability holistically. This multidimensional approach is important to provide a more complete and comprehensive picture of the performance and contribution of higher education in the context of sustainability. Conclusion: It is necessary to develop a comprehensive and integrative evaluation method, as well as identify performance indicators that measure the impact of interactions between pillars to provide a more comprehensive picture of higher education sustainability. Further research is also needed to bridge the gap in the literature and strengthen the multidimensional approach in assessing sustainable higher education performance. Keywords: model, sustainability indicators, higher education, sustainability.

Abstract

Pengembangan industri hilir CPO melalui penerapan konsep klaster di Kota Dumai menjadi harapan pemerintah untuk meningkatkan nilai tambah dan daya saing produk. Hal ini terutama terkait dengan kondisi keragaman para pelaku dalam rantai pasokan industrinya serta adanya tuntutan persaingan usaha dalam pasar global yang mengikutkan aspek kualitas. Oleh karena itu, analisis klaster industri yang dilihat dari perspektif rantai pasokan industri pengolahan CPO menjadi menarik. Penelitian ini menggunakan pendekatan kualitatif eksploratif dan memperoleh data primer dari wawancara mendalam dengan para pelaku dalam rantai pasokan industri pengolahan CPO di Kota Dumai. Metode penelitian yang digunakan berupa identifikasi rantai nilai, hub and spoke, 3PL dan mengkaji nilai tambah dari tahapan hilirisasi sawit yang telah berlangsung. Pada akhirnya, hilirisasi industri sawit juga perlu mengedepankan peran perusahaan-perusahaan anchor sebagai lokomotif pengembangan industri sawit ke depannya. Hasil penelitian ini juga menunjukkan bahwa masih perlu didorong peningkatan strategi dan distribusi, agar manfaat rantai pasokan semkin optimal.

Abstract

Indonesia is a major producer and exporter of CPO (Crude Palm Oil) in the world with a dominance of 56% of total CPO production in the world and 57% of the total exports of countries in the world. According to GAPKI data the volume of CPO oil exports and derivatives during 2018 reached 32.02 million tons. The Sumatra region has the largest oil palm center in Indonesia, West Sumatra is one of the developing provinces and has potential in oil palm plantations with a total production of 568 680.4 tons / year (West Sumatra in Figures, 2019). However, there are sustainability issues that cover environmental, social and economic aspects which are strategic issues globally. This ongoing issue triggers various risks that can harm various parties and must be managed properly. One way to manage this problem is to supply chain efficiency. With the supply chain efficiency, success factors and palm oil supply chain strategies in the Province of West Sumatra can be determined. This research uses descriptive qualitative analysis method through interviews with related respondents and SWOT matrix. The results showed that success factors were found in the garden chain system, transportation from the garden to the factory, factory and transportation to the storage tank and consumers. The palm oil supply chain strategy obtained is the SO, WO, ST, WT strategy. To meet the integrated supply chain system and sustainable development of palm oil in addressing the existing issues, success factors and strategies for the palm oil supply chain in West Sumatra Province are needed in order to compete in the local and foreign markets.

Abstract

West Sumatra has great potential in developing biomass based on palm oil waste. This is because the largest plantation production in West Sumatra comes from the oil palm commodity of 1,082,820 tons in 2014. Therefore, it is necessary to design a model of supply chain biomass network for the distribution of Empty Fruit Bunches (EFB) from CPO factory suppliers located in West Sumatra and distributed to Depot Pertamina Teluk Kabung. Stages performed in the implementation of this study began with a preliminary study to determine the potential of biomass in West Sumatra. Furthermore, the design of chain supply chain optimization model by identifying supply chain activity, knowing the characteristics of supply chain system and make the formulation of mathematical model. The design of supply chain biomass from Empty Fruit Bunches (EFB) in West Sumatera, starting from raw material Tandan Kosong Kelapa Sawit (TKKS) sourced from Crude Palm Oil (CPO) factory in West Pasaman Regency and surrounding. This is because Pasaman Barat Regency is the central agroindustry of oil palm plantation which has 17 most palm oil factories in West Sumatra. The potential of bioethanol derived from CPO waste can be done by establishing bioethanol plant located with the same CPO factory so that it is adjacent to the source of the raw material. The result of the mathematical model mixed integer linear programming is placement of bioethanol plant location at PT Pasaman Marama Sejahtera with medium scale and total cost of IDR 251,563,700,000.00.
