Abstract

Serdang Bedagai has successfully developed a literacy program. This success has led to Serdang Bedagai receiving the Literacy Award from the Ministry of Education and Culture in 2017. This success cannot be separated from the leadership role of Ir. H. Soekirman as Regent of Serdang Bedagai. There are two main roles of the Regent's leadership, Ir. H. Soekirman, in developing the literacy program in Serdang Bedagai. First, it acts as a literacy model. Soekirman has set an example by his fondness for reading books, writing books, writing rhymes and poetry. Every year he reads at least 6 books, and has produced 12 of his own. Second, it acts as a policy maker to make programs related to literacy. With his role, Soekirman has established local regulations related to literacy, Decree of the Literacy Program Implementation Team, Library Development Decree, and budget allocation policy for literacy

Abstract

This paper aims to analyze mangrove ecotourism in Sei Nagalawan Village, Perbaungan District, Serdang Bedagai Regency as a manifestation of the utilization of coastal and marine natural resources in terms of social, economic, and cultural institutions. This research was conducted with a qualitative approach, in Sei Nagalawan Village, Perbaungan District, Serdang Bedagai Regency. Data collection techniques with in-depth interviews, and FGD. Data analysis was carried out by descriptive qualitative. The results showed that the fishing community of Sei Nagalawan Village managed mangrove ecotourism in Kampoeng Nipah by forming a cooperative group called Muara Baimbai. Kampoeng Nipah mangrove tourism management group offers mangrove educational tours, processing mangrove plants into food, such as jeruju crackers, mangrove syrup and mangrove tea. The mangrove eco-tourism management group aims to help the economy of the community, especially fishermen, as well as protect the condition of the coast by planting mangroves in coastal areas. Mangrove Ecotourism in Sei Nagalawan Village, Perbaungan District, Serdang Bedagai Regency provides an example of sustainable utilization of coastal resources. Abstract

The objectives of this study are to: Analyze and explain the effectiveness of internet-based online marketing strategies for SME products, Analyze and explain the implementation of internet-based online marketing strategies for SME products, Analyze and describe the supporting factors for the success of internet-based online marketing strategies for SME products, and  Analyze and describe the factors inhibiting the success of the internet-based online marketing strategy for SME products. The results showed that the effectiveness of the internet-based online marketing strategy of the SME products assisted by the Medan City Cooperative Office was still not optimal. The causative factor for this is due to the limited promotional budget owned by the Medan City UKM Cooperative Office in 2020 as well as the refocusing policy. The implementation of an internet-based online marketing strategy for SME products guided by the Medan City UKM Cooperative Office in 2020 in the midst of the Covid-19 pandemic was implemented and complied with the principles of coordination, the idea of cooperation through BRI banks to open easy access to credit, cooperation with online businesses to build digital market place with Grabfood, providing a market place at Bukalapak. Barriers to training distance and high interest in participating in training were seen to be quite dominant.

Abstract

The research objective was to analyze Administration in the general government section of the DPRD Secretariat in North Sumatra Province. Obstacles in administering administration in the general section of the DPRD Provincial Secretariat of North Sumatra. The research method used was descriptive with qualitative analysis. Data collection was obtained from interviews, documentation, and observations. The results of the study are the Secretariat of the Provsu DPRD prepares the target of activities by calculating each type of activity carried out by the Regional Representative Council of North Sumatra Province. Synchronization of these three things greatly determines the success of the Provsu DPRD Secretariat in carrying out the tasks of secretarial administration and financial administration. Provsu DPRD has carried out the general principles of good governance including transparency and participation. In order to improve performance, the DPRD of North Sumatra Province has carried out its duties, functions and authorities to be more efficient and effective. That the role of the Expert Staff and Expert Team / Expert Group in supporting the smooth implementation of the tasks and functions of the Provsu DPRD is very strategic. While the suggestions from this study are  Improving employee work competencies through training. Improving more effective coordination between the Council Secretariat and the DPRD. Secretariat employees are more responsible. The Chairperson of the DPRD Secretariat must be firm and be dealt with if there are those who are lazy to go to work or violate, so that staff or all those who work in the Secretrariat really change their attitude that is not disciplined.

Abstract

Based on this background, the formulation of the problem is What is the performance of the Regional Financial Management Service in the Revenue Sector in Gayo Lues Regency. Barriers to the performance of the Regional Financial Management Service in the Revenue Sector in Gayo Lues Regency. The research objective was to analyze Performance of the Regional Financial Management Service in the Revenue Sector in Gayo Lues District. Obstacles to the performance of the Regional Financial Management Service in the Revenue Sector in Gayo Lues Regency. The research method used was descriptive with qualitative analysis. Data collection was obtained from interviews, documentation, and observations. The results of the study are DPKD productivity is quite productive. This can be seen from the availability of funds for each activity and program to increase PAD. (2) The quality of DPKD services in providing service information regarding PAD is of sufficient quality. This can be seen from the procedure in providing information in accordance with the established SOP. The responsiveness of DPKD both in providing services always maintains satisfaction from taxpayers who need registration services and tax deposits. The DPKD is less responsible, there is an implementation of tasks that are not in accordance with the procedure. The DPKD conducts a mechanism of accountability, vertically to the Gayo Lues Regency Government and to the community. While the suggestions from this study are (1) Good cooperation is needed in the management of PAD between all parties not only the authorities but the community. In the preparation of the APBD a budget for extension programs and outreach programs for the community and better infrastructure are proposed. Special training or education needs to be carried out for employees to increase employee capabilities in technical matters.

Abstract

Penyusunan tesis ini bertujuan untuk mengetahui (1) nilai indeks kepuasan masyarakat terhadap pelayanan kinerja publik di bidang lelang, (2) kepentingan masyarakat terhadap unsur-unsur pelayanan publik di bidang lelang, (3) kekuatan dan kelemahan, dan (4) tingkat kesesuaian antara kinerja pelayanan publik dengan tingkat kepentingan unsur-unsur pelayanan menurut masyarakat pengguna jasa layanan di bidang lelang di Kantor Pelayanan Kekayaan Negara dan Lelang Medan. Metode penelitian yang digunakan dalam penelitian ini deskriptif kuantitatif dengan menggunakan 2 variabel yaitu (1) variabel tingkat kepuasan masyarakat terhadap kinerja pelayanan publik di bidang lelang dan (2) variabel tingkat kepentingan masyarakat terhadap unsur-unsur pelayanan publik di bidang lelang. Berdasarkan hasil penelitian diketahui bahwa mutu pelayanan publik Kantor Pelayanan Kekayaan Negara dan Lelang Medan khususnya dalam hal proses peralihan jual-beli melalui lelang sudah memadai (baik). Adapun kekuatan yang dimiliki berupa (1) ketepatan waktu pelayanan, (2) kompetensi pelaksana, (3) kesesuaian persyaratan pelayanan, (4) kewajaran biaya/tarif, dan (5) kesesuaian produk spesifikasi jenis pelayanan, turut mendukung kepuasan masyarakat dalam mendapatkan pelayanan di Kantor Pelayanan Kekayaan Negara dan Lelang Medan. Adapun kelemahan di bidang pelayanan publik berupa (1) kecepatan penanganan pengaduan, saran dan masukan, (2) perilaku pelaksana, (3) kemudahan prosedur pelayanan, dan (4) maklumat pelayanan, perlu diperbaiki sehingga dapat meningkatkan kualitas pelayanan publik di Kantor Pelayanan Kekayaan Negara dan Lelang Medan.Kata Kunci : Kepuasan, Masyarakat, Pelayanan Publik dan Kantor Pelayanan Kekayaan Negara dan Lelang Medan. SATISFACTION INDEX ANALYSIS OF PUBLIC AUCTION SERVICE PERFORMANCE IN THE STATE PROPERTY OFFICE AND AUCTION (KPKNL) MEDANAbstractThis thesis aims to determine (1) the value of people's satisfaction index of public services in the areas of auction performance, (2) the public interest against the elements of public services in the field of the auction, (3) strengths and weaknesses, and (4) the degree of correspondence between performance of public service to the importance of the elements of the public service by service users in the field of auctions in the State Property Office and Auction Medan. The research method used in this research is descriptive quantitative by using 2 variables: (1) variable level of people's satisfaction with the performance of public services in the field of auctions and (2) a variable rate of interest of the people of the elements of public services in the auction. Based on the survey results revealed that the quality of public services the State Property Office and Auction Medan, especially in terms of the transition process of sale by auction is adequate (good). As for the strength of the form of (1) the timeliness of service, (2) implementing competence, (3) compliance with the requirements of service, (4) the reasonableness of costs / rates, and (5) the suitability of the product specification types of services, contribute to the satisfaction of the public in obtaining services The State Property Office and Auction Medan. Abstract

Penelitian ini bertujuan untuk menganalisis untuk menganalisis implementasi Kebijakan Pengelolaan Lingkungan Hidup Di Sumatera Utara yang dilaksanakan oleh Pada Badan Lingkungan Hidup Provinsi Sumatera Utara, yang dilihat dari aspek komunikasi, sumber-sumber, kecenderungan dan struktur birokrasi . Metode yang digunakan merupakan penelitian deskriftif dengan sumberdata diperoleh melalui kuesioner. Sampel diambil secara purposive sebanyak 39 orang. Analisis data dilakukan dengan analisis deskriptif dengan tabel frekuensi. Hasil penelitian menunjukkan bahwa Implementasi kebijakan Pengelolaan Lingkungan Hidup  pada Pemerintah Provinsi Sumatera Utara dilihat dari factor-faktor: komunikasi kebijakan, sumber-sumber yang digunakan dalam implementasi kebijakan seperti sumber daya manusia dan sumber dana serta prasarana, faktor kecenderungan dan faktor struktur birokrasi, menunjukkan bahwa dalam proses implementasi kebijakan Pengelolaan Lingkungan Hidup  di Sumatera Utara belum berjalan secara efektif. Apabila dilihat dari masing-masing indikator, menunjukkan bahwa dari keempat indikator tersebut hanya indikator komunikasi yang tergolong efektif, sedangkan untuk indikator kecenderungan dan struktur birokrasi, menunjukkan belum efektif dan untuk faktor sumber-sumber yang digunakan dalam implementasi kebijakan seperti sumber daya manusia dan sumber dana serta prasarana menunjukkan tidak efektif.Belum efektifnya implementasi kebijakan Pengelolaan Lingkungan Hidup  pada Pemerintah Provinsi Sumatera Utara, disebabkan karena kurangnya dukungan dana, kurang koordinasi antara pemerintah pusat dan daerah, kualitas sumberdaya manusia pelaksana kebijakan yang masih rendah, sering terjadinya perubahan struktur organisasi dan kebijakan, dan pihak pembuat dan pelaksana kebijakan berada pada instansi yang berbeda.

Abstract

In order to improve the administrative order, on the guidance of civil servants of the Ministry of Religious Affairs, the provision on discipline of Civil Servant attendance at the Ministry of Religious Affairs has been issued Regulation of the Minister of Religious Affairs No. 45 of 2015 on Amendment of Regulation of Minister of Religious Affairs No. 28 of 2013 on Discipline Environment Ministry of Religion. Implementation of Regulation of the Minister of Religious Affairs Number 45 of 2015 on Discipline of Civil Servant Attendance In the Ministry of Religious Affairs in Madrasah Ibtidaiyah Negeri Penanggangan Serdang Bedagai Regency viewed from the aspect of communication, resources, disposition and bureaucracy strutktur in general has been well implemented.

Abstract

Bank Sampah merupakan suatu gerakan nasional untuk kebersihan dan kesehatan lingkungan. Konsep Bank sampah mulai banyak dilakukan di Indonesia, dimana masyarakat dapat membawa sampah tertentu, lalu bisa diolah menjadi bahan bermanfaat. Salah satunya ialah Bank Sampah Mutiara Medan, melalui bank sampah kita menabung sampah dan mendapatkan uang. Selain memberikan keuntungan ekonomi, sudah pasti keberadaan Bank Sampah akan memberikan keuntungan untuk kebersihan lingkungan. Penelitian ini merupakan penelitian deskriptif dengan pendekatan kualitatif menggunakan metode wawancara mendalam untuk mengetahui bagaimana pelaksanaan Peraturan Walikota Medan No. 14 Tahun 2014 tentang Bank Sampah di Bank Sampah Mutiara Kelurahan Binjai Kecamatan Medan Denai Kota Medan tahun 2016. Hasil penelitian menunjukkan bahwa Bank Sampah Mutiara memiliki peran dalam hal ekonomi masyarakat untuk mendapatkan tambahan pendapatan, dalam hal sosial masyarakat sebagai pusat kegiatan masyarakat berbasis lingkungan, dalam hal kebersihan lingkungan untuk dapat menciptakan lingkungan yang bersih, sehat, dan nyaman. Hal-hal yang menjadi hambatan dalam operasional Bank Sampah Mutiara ialah kurangnya partisipasi aktif dari masyarakat, minimnya alat transportasi pengangkut sampah, kurangnya akses pemasaran produk hasil daur ulang sampah, dan kurangnya dukungan dari pemerintah.

Abstract

Tujuan penelitian ini adalah untuk mengetahui pengaruh motivasi terhadap kinerja pegawai di Lingkungan Balai Besar Konservasi Sumber Daya Alam Sumatera Utara, mengetahui pengaruh disiplin kerja terhadap kinerja pegawai di Lingkungan Balai Besar Konservasi Sumber Daya Alam Sumatera Utara, dan mengetahui pengaruh motivasi dan disiplin kerja secara bersama-sama terhadap kinerja pegawai di Lingkungan Balai Besar Konservasi Sumber Daya Alam Sumatera Utara. Tipe penelitian adalah penelitian kuantitatif yang bersifat deskriptif analistis, kuantitatif dalam pengertian bahwa dalam penelitian ini dilakukan pengujian statistik, khususnya untuk mengukur seberapa besar kaitan atau kekuatan pengaruh diantara variabel-variabel yang diteliti. Hasil penelitian menunjukkan bahwa motivasi berpengaruh nyata terhadap kinerja pegawai lingkungan Balai Besar KSDA Sumatera Utara. Besaran pengaruh motivasi terhadap kinerja pegawai adalah sebesar 36,48%, sedangkan sisanya 63,52% ditentukan oleh factor lain. Disiplin kerja berpengaruh nyata terhadap kinerja pegawai lingkungan Balai Besar KSDA Sumatera Utara. Besaran pengaruh disiplin kerja terhadap kinerja pegawai adalah sebesar 15,22%, sedangkan sisanya 84,78% ditentukan oleh faktor lain. Motivasi dan disiplin kerja secara bersama-sama berpengaruh terhadap kinerja pegawai lingkungan Balai Besar KSDA Sumatera Utara. Besaran pengaruh motivasi dan disiplin kerja secara bersama-sama terhadap kinerja pegawai adalah sebesar 36,68%, sedangkan sisanya 63,32% ditentukan oleh faktor lain.
