Abstract

Women hold the key and are strategic in engraving the next generation, so the protection of women is very important. The Semarang City Government in carrying out safeguards is assisted by various stakeholders, as a form of seriousness, the Government of Semarang City established Regional Regulation No. 5 of 2016 concerning the protection of women and children from acts of violence, this is done to suppress cases of violence. This is a descriptive qualitative research which aims to identify stakeholders as well as to analyze roles and factors that hinder stakeholders in the implementation of women's protection policies in Semarang City. The result of this research shows that the internal stakeholders are the Office of Women’s Empowerment and Child Protection, SERUNI PPT, District PPT, Semarang City PKK which acts as a policy creator, facilitator, implementer and coordinator. Whereas the external stakeholders consists of NGOs, Community Care for Women, related offices, hospitals, academics, security and courts. There are inhibiting factors for the role of stakeholders, namely the low commitment of members who are a part of integrated service center, the lack of available human and financial resources, overlapping tasks and functions of the agency, bureaucratic structures that are prone to victim information leakage, regulations that hinder the handling process, law enforcement processes related to proving difficult cases of violence and the patriarchal culture in the community is still thick. To overcome this problem, the government needs to establish a new regulation related to handling violence, making SOP for women’s protection, increasing cooperation with other parties, outsourcing as well as educating related government offices and the society.

Abstract

Rembang is an area located on the north coast of Central Java. The potential of coastal and marine areas in Rembang considerable, but so far there is damage to the environment and utilization is not optimal. Based on this background problem that arises is How pengeolaan policy impact coastal and marine areas in Rembang? How to constraints in the policy management of coastal areas and the sea in Rembang. The purpose of this study was to evaluate the impact of the policy management of coastal and marine areas in Rembang. In addition to knowing the constraints in the policy management of coastal and marine areas in Rembang. Based on the research that the policy management of coastal and marine areas in Rembang having an impact on people's lives, but not optimal and equitable perceived by the public. Not optimal goal and the impact felt by the target group due to some constraints in the implementation of policies such as kuragnya coordination and collaboration among relevant agencies, lack of understanding of personnel, lack of dissemination of relevant SKPD or of society such as the low level of education of coastal communities, the lack of awareness and the community's participation. Under these conditions, the authors provide suggestions for the government to undertake intensive socialization, improved understanding of the content of the policy apparatus, increasing the level of education of coastal communities. Then for the community to increase participation and to change the mindset that tends to badly in the costal management and marine.

Abstract

Abundant potential of oil and gas in Bojonegoro Regency East Java is expected to provide benefits to the Bojonegoro society, especially for the local labor. Bojonegoro district government through Bojonegoro district regulation No.23 of 2011 about the acceleration of region economic growth in the implementation of exploration exploitation and processing oil and gas provide liability to oil and gas companies that run mining activities in Bojonegoro to use local labor. This research aims to describe the implementation of local regulation, especially regarding use of local labor based on five indicators, namely policy accuracy, implementer, target, environment, and process. This research uses descriptive qualitative research methods. Based on the research results, these regulations have been implemented since 2012, but the implementation still not maximum. The main resistor factor this local regulation still not maximum implemented is qualification of local labor in Bojonegoro, nowadays most of the labor in Bojonegoro is un-skilled, semi skill to professional skills is very limited number and unable meet the need of the oil and gass company. To improve local labor qualifications do training funded by CSR of oil and gas companies. Thus, recomendation that can be given is to be implementation of more intensive training for local labor, reformulated clear indicator of the success of implementation of local regulations, and punishment for companies that do not run properly the Regulation must be completely executed, as long as this punihment have not been implemented by the firm.

Abstract

Indonesian Government Regulation No. 15 Year 2005 on the highway there is a setting highways, highway conditions, the implementation of the toll road authority, setting highways, highway construction, toll road, highway monitoring, land acquisition, and minimum service standards highway. In the minimum service standards according to the highway Minister of Public Works No. 2005 includes some substance 392/PRT/M ministry that highway conditions, the average travel speed, accessibility, mobility, safety, and rescue units / rescue and relief services. This study aims to determine how the implementation of minimum service standards policy in Semarang toll road by the Minister of Public Works No. 392/PRT/M 2005 and what factors are affecting the implementation of the policy. The method used in this research is descriptive qualitative research type with in-depth interviews to the informant. In qualitative research, the authors determined the informant using the snowball technique (snowball). The data source using the primary data source and secondary data source. Collecting data with interview techniques, and documentation. Data analysis techniques using data reduction (data reduction), presenting data (data display), and verification (conclution drawing). Based on these results, it can be concluded as follows: First, implementing policies that the accuracy of existing programs currently running less effective, this policy instrument of policy and lack of socialization SPM highways to toll road users, the current policy actors less responsive in addressing barriers and traffic, and not all highway users do not get the benefits of those policies. Second, the factors that affect the implementation of policies that communication can not be run effectively, resources has yet to realize the programs that will be developed, and the disposition / attitude highways officers less assertive in action against toll road users who break the rules. The authors suggestion to this problem is to Semarang toll road management should provide clarity about the programs that will be implemented to improve the quality of service that the public toll road toll road users can experience the benefits of the program to be developed. Besides highways officers should be more responsive in handling traffic constraints and barriers that occur. On the other hand the toll road users should be able to obey traffic rules and especially against traffic signs about the do's and don'ts as well as the instructions.

Abstract

Administration Information System (SIAK) is a system of information and communication technologies that facilitating the management of information on population administration in the Operator level and the Department of Population and Civil Registration as a single unit with the hope to improve the quality of population data that can be utilized to the maximum. The purpose of this study was to evaluate the implementation of SIAK in the Department of Population and Civil Registration of Semarang district along with the obstacles in its implementation. This study uses the approach of measuring the policy evaluation with four indicators: Input, Process, Output, and Outcome. This study uses descriptive qualitative research. Data collection techniques used in this study by the method of field studies (interviews, observation and documentation). The results showed that the assessment of the implementation of the policy in terms of Process Input, Output, and the outcome was appropriate and running well. Barriers contained in the implementation SIAK in the Department of Population and Civil Registration of Semarang district related to the amount of human resources are lacking, the adequacy of the network bandwidth is limited, the budget absorption is still low, the data anomalies and duplicate data in the database is large enough, to socialize in the community do not routinely do

Abstract

Retribution Policy Control Telecommunication Tower aims to control the utilization of space in the area reserved for the implementation of telecommunication towers in order to be borne in accordance with the spatial regularity and the environment and meet the aesthetics and increase regional revenue. This study was conducted to describe and analyze the factors that stimulate and inhibit, and how levies Control Policy Implementation Telecommunication Tower in Wonogiri. The research method used is to observe the accuracy policy, the accuracy of the implementation, the target accuracy, precision environmental and policy implementation model of George C. Edwards III. The process of policy implementation Levy Control Telecommunication Tower At Department of Communication and Information in Wonogiri practice there are inhibiting factors and supporting its implementation. The author recommends: (1) co-coordinating and awareness tower providers in terms of transfer of ownership of the tower immediately communicated to the Department so that appropriate billing and payment processes and fast, (2) Provide sanctions on providers that tower over the time of payment.

Abstract

Developing Indonesia’s rular area is one of Indonesia’s priorities agenda. The goal is to improve rular communities economy and overcome the gap of national development. This can be realized by establish a BUMDes.In the reformation era, policy formulation should be based on governance. The problem is how the governance role actors in the policy formulation of BUMDes establisment process? This study purposeto determine role of state, society and private actor in the policy formulation of BUMDes establishment and create stategies of third actor. This research used a descriptive type-qualitative aproach. The result found that the actors in in policy formulation of BUMDes establisment show its role according with the governance perspective, altough not as ideal as expected. The village goverment role is to accountability every decision by a clear proof, design a concept of business unit and mobilize society and private actors. The role of society is participate and supervise every process of policy formulation process. The private role is attending a forum of policy formulation and cooperate with village goverment of BUMDes establishment.

Abstract

The purpose of this research is to analyse the implementation of program of green public areas arrangement in Cnadisari Sub District of Semarang and to know the factors that affect this implementation. To solve the the problems and to gain the aims of this research, the researcher used green open space utilization community, compatibility with the planning of program and the control of the implementation program itself. The researcher focused on the subject of the program on how the program is implemented. The researcher also pay attention to some factors that influence this research. The factors are communication, bureaucratic structure, resource and predisposition. This research used qualitative research and descriptive method. The result of this study shows that the implementation program of green open space in Candisari sub district, Semarang have not done well. The minimum percentage of green open space have not achieved yet. Some of causes are the advantages of green open space itself are not used maximally by the public, the lack of public participation to support this program, the lack of human resources who take in charge in this program, the funds which is not provided sufficiently and the lack of control from government.

Abstract

BOS program is education program from government for poor society to facing the mark-up price of gasoline on 2005. Basically, BOS is non-personal operating fund supplying program from government to access nine years elementary school of national educational system. This research, will observe how far BOS Program that almost ten years works, can give benefit and impact for the targets. Qualitative – descriptive method will used to explain the impact evaluation research by in-depth interview.The results of impact evaluation of School Operational Assistance Program (Program BOS) on junior high school grade in Banyumanik Sub district, Semarang City conclude that the targets give positive effects, despite there are some problems about fund managing. Positive effect not only for the pupils and schools, but also for the parents of pupil in there. Impacts for the pupils are motivation to study, because there isn’t pay to fee and increasing the instruments for study and extracurricular activities. So that, they optimist to steps on next grade after junior high school. Impacts for parents are helping them about school fee, and then parents can fulfilled another requirement that can support their child education. Impacts for the schools are can completely the school requirements for educational activities. The schools applying and managing of the BOS funds following by the BOS rules that regulate about the fee components up to the prohibitions. Over all, BOS program earns good response for decrease the school fees and support school activities. Until now, BOS program can push down the drop out cases in nine years elementary school grade. But, the school has other problems, like the funds was delayed to transfer and limited to accomplish the school requirements.

Abstract

Traffic problems facing today is the high number of traffic accidents on the highway. Through the Light On to turn on the headlights for motorcycles during the day, is expected to reduce the number of traffic accidents, especially in the Semarang City. The purpose of the study to describe and analyze the implementation of the Light On program (turn on the headlights for motorcycles during the day) in the city of Semarang. In answer to the problem and the purpose of this study, used the theory of George C. Edwarsds III combined with the theory of Donald S. Van Metter and Carl E. Van Horn in analyzing the factors that affect the implementation of the Light On program by using descriptive qualitative research methods to describe the actual implementation. In data collection, use the way through interviews, documentation, and observations relating to the title taken. The informants were selected include : Kasatlantas Polrestabes Semarang, Kanit Laka Satlantas Polrestabes Semarang, Kanit Dikyasa Satlantas Polrestabes of Semarang City, and 28 students of Diponegoro University who use motorcycle in Semarang City. The results showed that the implementation of the Light On is not optimal. There are many findings that actual discrepancy is not in accordance with what the goals of the Light Programme. It is recommended that a large commitment of each implementer to support the implementation of Light On program in Semarang City both in the budget provision and awareness in the applicationof the Light On program on field. It takes good communication coordination in order to support the success of the Light On program.
