Abstract

The purpose of this study is to analyze the Management of the Children in the Tourism Area of the Children in the Tribe and to find out the obstacles in the management of the Children in the Tourism Area in the Bukit Duabelas National Park, the Sorolangun Regency, the Jambi Regency. The theory uses the opinion of Cox (1985) in Pitana (2009) on tourism management must pay attention to principles such as Development, Preservation, Development, Service and Regulation / legal certainty. The research method uses a descriptive qualitative approach. This research was carried out in the settlement of the Children of the Tribe in the Sorolangun Regency, Jambi Province. Data collection uses observation, interviews (FGD), and Documentation / Similar Research. The results of research on the management of the Suku Anak Dalam tourism area (SAD) have provided comfort to visitors without disturbing or disturbing the ecosystem or the authenticity of the tourist attractions. With the existence of this educational tourism management will increase the original income of the region in the field of tourism. This must be maintained so that later other tourism objects will emerge. It's just that there is a need for a regional regulation for the development of special tourism areas for children in the tribe so that treatment can be felt directly to the community.

Abstract

Unlicensed Gold Mining in Bungo District caused prolonged conflict between the government and the community. This research is intended to analyze and describe the conflict resolution between the government and the community in the Unlicensed Gold Mining Area in Bungo District. In conducting research the Galtung Conflict Resolution theory is used with qualitative descriptive methods and Milles and Huberman data analysis techniques. The results showed that the process of resolving conflicts of gold mining without permission between the government and the community in Bungo District was carried out in several stages, namely: 1. Peacekeeping at this stage did not provide a deterrent effect for illegal gold miners, this is because during a joint operation of the TNI-POLRI and SatPOLPP occurred , gold miners have already escaped, 2. Peacemaking at this stage the Regional Government has coordinated with Rio or the village head together with the community to find solutions to the PETI problem. The solution offered by the community is the determination of a people's mining area (WPR), 3. Peacebuilding Bungo regency Regional Government through an integrated team to supervise the implementation of the PETI problem in its implementation is still constrained by social factors where the existence of changes in livelihoods that occur from generation to generation demanded on economic needs, and political factors in which there is a pattern of relations between law enforcement officials and cukong or people who facilitate gold mining without permission. To respond to the PETI problem in Bungo Regency: 1). The Bungo District Government needs to crack down on gold miners without permission, 2). Outreach will take place on the impacts of gold mining without permission, 3). Need to make a Regional Regulation (PERDA) in the management of community mining.

Abstract

The high number of domestic violence in the city of Semarang is a problem that must be dealt with immediately. This is because domestic violence is the most common type of violence in Semarang from 2016-2020. In order to prevent the increasing number of domestic violence, the role of various government stakeholders, public and private institutions is needed. The implementation of these roles consists of roles as policy creator, coordinator, facilitator, implementor & accelerator. The method in this research is descriptive qualitative with data collection techniques through interviews and documentation. Determination of the subject using purposive sampling, data quality using source triangulation. The results of the research show that the implementation of the role of stakeholders has been running quite well, but it is not optimal, this can be seen from the discovery of problems 1) the high number of domestic violence in Semarang 2) lack of community commitment & DP3A to prevent domestic violence 3) lack of funds in carrying out socialization at below level. The results of the identification of stakeholders are divided into a) government stakeholders who carry out the roles of policy creator, coordinator, facilitator & implementor. In carrying out this role, it was found that the cause of the high number of domestic violence was due to economic factors, patriarchal culture, Semarang City as a complex city. b) community institutional stakeholders as facilitators & implementors found the cause of the high number of domestic violence due to the awareness factor of Semarang City residents to report c) private stakeholders as accelerators have carried out their roles well through CSR. The advice given is to strengthen mutual commitment between stakeholders, APSAI through corporate CSR can channel funds to other stakeholders who lack funds to carry out the program, the still high number of domestic violence can be suppressed by digital economic training, build a gender fair perspective, encourage the community to be brave to report accompanied by fast & appropriate handling, building awareness of Semarang City residents to care about domestic violence issues.

Abstract

Kebijakan retribusi pelayanan pasar merupakan kebijakan yang tertuang dalam UU Nomor 28 Tahun 2009 Tentang Pajak Daerah dan Retribusi Daerah yang memiliki tujuan untuk mengatur pelaksanaan pajak daerah dan retibusi daerah, memberikan kewenangan yang besar kepada daerah untuk mengurus dan mengatur pengelolaan pajak dan retribusi didaerahnya. Adapun tujuan penelitian ini adalah mendeskripsikan dan menganalisis bagaimana implementasi kebijakan retribusi pelayanan pasar di Pasar Adiwerna Kabupaten Tegal dan untuk mendeskripsikan dan menganalisis faktor pendukung dan penghambat implementasi kebijakan retribusi pelayanan pasar di Pasar Adiwerna Kabupaten Tegal. Metode penelitian yang digunakan adalah metode kualitatif. Berdasarkan hambatan didalam Implementasi kebijaka retribusi pelayanan pasar di Pasar Adiwerna Kabupaten Tegal, penulis memberikan rekomendasi berupa : Penambahan jumlah staf pada bidang pengelolaan pasar di Dinas Perdagangan, Koperasi, dan UKM Kabupaten Tegal, Sanksi yang tegas kepada para pedagang yang tidak membayar retribusi tepat waktu, Penyediaan fasilitas pasar haru lebih dioptimalkan. Berdasarkan hasil penelitian, ternyata masih ada banyak hal yang perlu untuk diperbaiki apabila dilihat dari keefektivan proses implementasi kebijakan retribusi pelayanan pasar dan faktor-faktor yang mempengaruhinya. Implementasi Kebijakan Retribusi Pelayanan Pasar di Pasar Adiwerna Kabupaten Tegal apabila dilihat dari  proses pelaksanaannya dapat dikatakan cukup baik.

Abstract

The Indonesian government has implemented several policies in dealing with COVID-19 cases in Indonesia. One of the policies implemented is PPKM level 1-4. The level in this policy is adjusted to the conditions of each region. The research method used is descriptive qualitative.  This research comes from data sources in the form of scientific journals, book literature, official websites which are described through descriptive analysis that describes the implementation of PPKM policies level 1-4 in Indonesia. The results of this study show that the leveled PPKM policy is the most effective policy in reducing the number of COVID-19 in Indonesia, as evidenced by the decrease in levels in various regions in Indonesia. The involvement of various parties, both the government and the community, is the key to success in implementing this policy

Abstract

Education in the 4.0 revolution era is an innovation (student centered) to strengthen creativity and mentality in facing challenges. The challenges during the Covid-19 pandemic require education to use technology assistance. Therefore, the Minister of Education and Culture, Nadiem Makarim, established the Merdeka Campus program policy as a strategic plan for the development of national education. In an effort to implement the Merdeka Campus program, of course, there are challenges during the Covid-19 pandemic. The method used in writing this article is a qualitative approach with the library method. Therefore, the author wants to examine more deeply about the analysis of the challenges of implementing the Merdeka Campus program policy during the Covid-19 pandemic

Abstract

Tourism is one of the development sectors that received government attention to continue to be developed until now, because this sector is considered quite potential for the development of people's economy. The problem is that the number of foreign tourists who enter the city of Pekanbaru tend to decrease in 2011-2016. The lack of tourist attractions in Pekanbaru especially nature tourism, forcing the government of Pekanbaru City to think of new and interesting sights worth developing. The purpose of this study is to identify the potential and condition of tourism, analyzing Planning, Organizing, Actuating and Controlling, and analyzing the supporting and inhibiting factors from the development of regional tourism potential in the Okura Village of Pekanbaru City of Riau Province. The method to be used is qualitative descriptive research. Management of tourism development potential of the region in the Village Tourism Okura Pekanbaru Riau Province has not run optimally. We can see from the lack of supporting infrastructure, resources and finance also become obstacles. And the absence of participation of stakeholders or other tourism developers in Pekanbaru. The recommendation of this research is to provide special fund to focus on development in Okura Tourism Village. Empowering human resources in Okura Tourism Village by providing various coaching and training, upcoming experts to provide special knowledge to the community in Okura Village. Increase cooperation with private parties or parties that would help the development of Okura Tourism Village so that it can create good coordination between the parties.

Abstract

Permasalahan yang diangkat dalam penelitian ini adalah bagaimana inovasi “New Sakpole” sebagai strategi pelayanan publik berbasis e-government untuk pembayaran pajak kendaraan bermotor di Jawa Tengah. Berdasarkan rumusan masalah tersebut, penelitian ini bertujuan untuk mendeskripsikan inovasi “New Sakpole” sebagai strategi pelayanan publik berbasis e-government untuk pembayaran pajak kendaraan bermotor oleh Pemerintah Jawa Tengah. Teori yang digunakan dalam penelitian ini adalah teori kebijakan publik dan inovasi. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik analisis data yang digunakan yaitu analisis kualitatif (reduksi data, sajian dan penarikan kesimpulan). Hasil penelitian menunjukkan bahwa “New Sakpole” sebagai inovasi kebijakan publik pemerintah Jawa Tengah dalam hal mendorong masyarakat untuk taat dan disiplin dalam membayar pajak kendaraan bermotor. Kebijakan tersebut sangat efektif karena dapat memangkas waktu dan tenaga masyarakat, serta tidak menimbulkan kerumunan orang. Kebijakan publik “New Sakpole” sebagai salah satu inovasi pemerintah Jawa Tengah merupakan terobosan yang belum pernah dilakukan oleh pemerintah lainnya. Kebijakan tersebut dapat ditiru oleh pemerintah lainnya dalam rangka untuk mendongkrak pemasukan sektor perpajakan, khususnya sektor pajak kendaraan bermotor.

Abstract

This article aims to analyze the response of the people in Tanah Papua regarding Special Autonomy. Special autonomy in Papua both in Papua Province and West Papua Province is part of the realization of the 1945 constitution and Pancasila. Whereas with equitable justice and the level of welfare of the people in Indonesia, it must become a shared responsibility, both from the central government to the regional governments. The problem was focused on the influence of Special Autonomy in the land of Papua which had an impact on conflict and its development towards improving the welfare of the people in Papua through the responses of the people in assessing this special autonomy. In order to approach this problem, the theory of implementation of public policy by Abdul Wahab Solichin was used. The data were collected through a literature method or approach and were analyzed qualitatively. This study concludes that with the response from the people in Tanah Papua, it will make this Special Autonomy better with autocritics from every element of Papuan society with an appropriate implementation pattern so that it has an impact on the level of prosperity and quality of the indigenous Papuan people.

Abstract

The Semarang Police, as a form of bureaucratic reform in services, uses a Tour Driver's Licenseservice. However, in its implementation, there are still many obstacles, namely inadequate infrastructure for Tour Driver’s License services and lack of human resources. The purpose of this study was to analyze the service quality of a Tour Driver’s License in Semarang Regency and the factors inhibiting and supporting it. This research uses a descriptive qualitative approach. The data analysis technique used is qualitative analysis (data condensation, data presentation and conclusion drawing). Based on the results of data analysis, it can be seen that the service quality of Tour Driver’s Licenses in Semarang Regency is good. Service implementers have the ability and are able to act professionally. It's just that in its implementation it is constrained by a lack of infrastructure, namely there is only one Tour Driver’s License unit, waiting chairs and tents are still not available, and a lack of human resources. There is a need for additional facilities, infrastructure and human resources to support the implementation of Tour Driver’s License services so that they are able to reach all areas in Semarang Regency.
