Abstract

The rapid digitalization of maritime bridge operations demands comprehensive transformation in nautical deck officer education and maritime training management systems. This qualitative design-based research investigates the development, implementation, and management effectiveness of AI-powered adaptive learning media integrating ECDIS simulators, virtual reality navigation scenarios, and intelligent tutoring systems across seven Indonesian maritime academies under Ministry of Transportation governance. Guided by four objectives spanning platform design, organizational management analysis, competency evaluation, and framework development the study employed purposeful multi-stakeholder sampling involving 520 nautical students, 95 maritime technology instructors, 68 shipping company officers, and 42 educational specialists across three iterative development cycles. Data were generated through in-depth semi-structured interviews, focus group discussions, classroom observations, document analysis, and thematic analysis, with trustworthiness ensured through member checking and multi-source triangulation. Findings reveal substantial navigational competency enhancements in ECDIS operational proficiency, spatial awareness, and technology integration skills, while simultaneously demonstrating that these gains are contingent upon systemic organizational management conditions including strategic leadership commitment, dedicated resource allocation, sustained instructor professional development, and robust sustainability mechanisms. Addressing a gap in existing literature on technology implementation within non-university, sector-ministry-governed maritime education, this study contributes the Maritime Technology-Enhanced Learning (M-TEL) Framework: an evidence-based implementation model offering actionable guidelines for maritime institutions and Ministry of Transportation policy officials pursuing pedagogically effective, organizationally feasible, and institutionally sustainable technology-enhanced education.

Abstract

Digital transformation fundamentally reshapes academic work environments, yet maritime education institutions under Ministry of Transportation governance face distinctive challenges implementing technology-based management systems while maintaining lecturer wellbeing and institutional effectiveness. This convergent parallel mixed-methods research investigates how digital performance monitoring platforms, administrative systems, learning analytics, and e-leadership practices influence lecturer job satisfaction, organizational commitment, technostress, research productivity, and teaching effectiveness across fourteen Indonesian maritime higher education institutions. Through in-depth interviews with 425 lecturers, 58 administrators, 42 policy officials, and 35 technology specialists, combined with focus groups, organizational ethnography, and thematic analysis, this study reveals paradoxical technology impacts: while certain systems enhanced efficiency and pedagogical innovation, poorly implemented digital tools increased administrative burden (91% reporting), reduced perceived autonomy (87%), elevated technostress (64%), and negatively affected job satisfaction (71% negative intrinsic satisfaction). Critical moderating factors emerged including e-leadership effectiveness (91% successful implementations), participatory implementation approaches (88%), comprehensive professional development (87%), user-centered system design (94%), and robust technical support (84%). The research contributes the Maritime Academic Technology Impact Framework (MATIF) providing evidence-based implementation guidelines for administrators and policy officials pursuing digital transformation while protecting academic workforce sustainability within Ministry of Transportation governance contexts.

Abstract

Maritime supply chains are increasingly under pressure to improve operational efficiency, reduce environmental impact, and adapt to fluctuating global trade conditions. However, existing frameworks for optimization often fall short in integrating network-level analysis with sustainability goals and process improvement initiatives. This study explores the optimization of maritime supply chains through a comprehensive analysis of network structure, operational efficiency, process innovation, and sustainable logistics practices. Using a qualitative research approach that includes thematic analysis, cross-group comparisons, and narrative synthesis, the research draws on insights from maritime logistics operators, supply chain strategists, sustainability experts, and academics. Key findings highlight four main themes: the multi-layered structure of maritime supply chain networks and the factors influencing their efficiency, the role of process innovation and digital transformation in enhancing logistics operations, the challenges of incorporating sustainability into supply chain optimization, and the governance mechanisms needed to balance efficiency with resilience and environmental responsibility. This study presents an integrated framework for optimizing maritime supply chains, linking network efficiency, process innovation, and sustainability governance, providing valuable theoretical insights and actionable recommendations for maritime stakeholders navigating the complexities of modern global sea transportation logistics.

Abstract

Maritime communication failures remain a critical contributor to navigational accidents globally, yet the extent to which the IMO Standard Marine Communication Phrases (SMCP) are effectively implemented within maritime education institutions — particularly in major seafarer-supplying nations — remains underexplored. This study examines SMCP proficiency among deck officers and cadets at Indonesian maritime institutions through a competency-based assessment aligned with the STCW Manila Amendments. Using a mixed-methods design incorporating a validated four-domain proficiency rubric, structured questionnaires, and semi-structured interviews with 120 participants drawn from maritime educators, deck officer cadets, and certified officers, the study identifies a systematic proficiency gap between institutional training outcomes and STCW-mandated communicative standards. Results indicate that the majority of cadets perform at the Developing level, with particularly pronounced deficiencies in Distress and VTS Communication domains. Qualitative findings attribute this gap to the dominance of declarative instructional approaches, limited simulator access, and insufficient integration of communicative simulation in curriculum design. The study contributes a validated assessment framework and contextually grounded findings with direct implications for maritime curriculum reform, STCW quality assurance, and seafarer safety in Indonesia.

Abstract

The engine room represents one of the most technically demanding and communicatively complex environments in maritime operations, yet engineering communication among marine engine officers remains substantially underexplored relative to the well-documented study of bridge communication. This study investigates technical language barriers and engineering communication challenges among marine engine officers within Indonesian maritime institutions, examining their implications for STCW certification outcomes and onboard safety performance. Using a mixed-methods design incorporating a validated technical communication assessment rubric, structured questionnaires, and semi-structured interviews with 115 participants comprising marine engineering educators, engineering cadets, and certified engine officers, the study identifies a pronounced proficiency deficit in machinery-related technical language, particularly in watch handover protocols and emergency engineering communication. Quantitative findings reveal that engineering cadets achieve an overall mean proficiency score of 2.05 on a four-point scale aligned with STCW Chapter III competency standards, falling within the Developing range across all four communication domains assessed. Qualitative analysis attributes this deficit to the dominance of Bahasa Indonesia as the medium of technical instruction, the absence of engineering-specific communication simulation, and a systemic disconnect between language training and technical training programs. The study contributes a theoretically grounded assessment framework specific to engine room communication and advances evidence-based recommendations for curriculum integration, simulator-based pedagogy, and regulatory quality assurance in Indonesian maritime engineering education.
