Abstract

Digitalisation in the public sector has led to higher demands for transparency, accountability, and accurate reporting. However, many organisations still face obstacles such as unsynchronised data, slow reporting processes, and performance evaluations that are not fully evidence-based. These conditions indicate that the effectiveness of information systems is urgently needed to strengthen organisational governance and performance. This study aims to analyse the influence of Information System Effectiveness on Financial Governance and Performance Evaluation in Regional Apparatus Organisations (OPD) within local government. The study uses a quantitative approach with an explanatory research design. The research population consists of OPD employees involved in the use of information systems, financial management, and/or performance evaluation. The sampling technique used purposive sampling with a sample size of 120 respondents. Data collection was conducted through questionnaires in the period November–December 2025. Abstract

Modern Distributed Denial of Service (DDoS) attacks increasingly evade traditional defenses, and while Machine Learning (ML) has improved detection accuracy, a critical challenge remains in bridging detection with effective automated mitigation. This paper introduces a novel framework centered on a cognitive agent that synergistically combines high-speed ML detection with the advanced reasoning capabilities of a Large Language Model (LLM) for autonomous DDoS mitigation. The proposed architecture operates as a closed-loop security system. Following a data preprocessing phase that includes one-hot encoding and Standard Scaling (z-score normalization), a fine-tuned Random Forest model was identified as the optimal detector with 95.99% accuracy on the UNSW-NB15 dataset, which in turn triggers the LLM-based agent. This agent autonomously generates both human-readable incident explanations and machine-executable mitigation commands. Crucially, all generated commands undergo a syntax and logic validation step before execution to ensure operational integrity. Empirical results demonstrate the framework's efficacy, achieving a complete end-to-end detection-to-mitigation cycle in 24.20 seconds. This work validates that the unified approach presents a viable and transparent paradigm, contributing to the field of cybersecurity by enhancing automated mitigation and analytical processes through responsive and intelligent defense mechanisms.

Abstract

This study aims to examine the effect of financial inclusion on the performance of Micro, Small, and Medium Enterprises (MSMEs), with financial literacy acting as a mediating variable. MSMEs play a vital role in economic growth; however, many business owners face challenges related to limited access to financial services and inadequate financial knowledge. This research employs a quantitative approach using a survey method. Data were collected from MSME owners through structured questionnaires and analyzed using Partial Least Squares–Structural Equation Modeling (PLS-SEM). The results indicate that financial inclusion has a positive and significant effect on MSME performance, demonstrating that access to banking services, credit facilities, and digital financial platforms supports business growth and operational efficiency. Financial inclusion also significantly influences financial literacy, suggesting that greater exposure to financial services enhances business owners’ financial knowledge and skills. Furthermore, financial literacy has a significant positive effect on MSME performance and is proven to mediate the relationship between financial inclusion and performance. These findings imply that financial inclusion alone is insufficient without adequate financial literacy to ensure effective utilization of financial resources. Therefore, improving financial education alongside expanding access to financial services is essential to strengthen MSME sustainability and competitiveness. This study provides valuable insights for policymakers and financial institutions in developing strategies to enhance MSME performance through inclusive and educational financial systems.

Abstract

Interfaith harmony is an important foundation for social cohesion in a pluralistic society, but it does not always occur naturally and requires a planned educational strategy. This study aims to analyze the construction of harmony through a local wisdom-based curriculum at Madrasah Aliyah Bali Bina Insani (MA BBI), a madrasah located in a Muslim minority context in Tabanan Regency, Bali. The research focuses on how local wisdom values are systematically integrated into the curriculum and educational practices to build interfaith harmony. This study used a qualitative case study design. Data were collected through in-depth interviews with eight key informants, including madrasah principals, Muslim and non-Muslim teachers, and community leaders; participant observation of the learning process and socio-religious activities; and documentation of curriculum documents and institutional policies. Data were analyzed using an inductive-interactive analysis model. The results show that MA BBI actively integrates Balinese local wisdom into its learning materials, inclusive pedagogical approaches, and institutional policies, thus creating an educational climate that supports tolerance, mutual respect, and social harmony. The curriculum serves not only as an academic tool but also as a social instrument in building harmony amidst religious diversity. The novelty of this research lies in its emphasis on the madrasah curriculum as a medium for fostering harmony among minority communities. This study confirms that developing a curriculum grounded in local wisdom is a powerful educational strategy for building social harmony in pluralistic societies and recommends further research across diverse socio-cultural contexts.

Abstract

This research aims to examine the application of the tawatu’ concept to enhance the Musharakah Mutanaqishah contract for home ownership financing (KPR), addressing the challenges posed by population growth and housing shortages. Islamic banks offer home ownership financing based on the Musharakah principles, specifically Musharakah Mutanaqishah, which involves a gradual transfer of ownership from the bank to the customer. However, the issue arises from naming the certificate in the customer's name, even though the house remains jointly owned. This study uses field research, collecting data through interviews and document review, and analyzes them using the descriptive qualitative model of Huberman and Miles. The findings indicate that naming the customer on the certificate helps streamline the process with the National Land Agency (BPN), Sharia banks, and the customer. This process is supported by the tawatu’ concept, a secret agreement between two parties aimed at finding a way out of contractual issues within the scope of Sharia law and positive law. The tawatu’ concept provides a harmonious solution for Islamic banking, supporting further growth and development.

Abstract

AbstractExpansive clay soils possess high shrink-swell potential, which often leads to structural failures when used as subgrade material. This study aims to evaluate the effectiveness of a combination of lime (KP) and fly ash treatment (FA) in improving the mechanical and physical properties of expansive clay soil obtained from Quarry Cot Kayee Adang, Lhokseumawe City. The research methods included soil classification (AASHTO), physical properties tests, consolidation, compaction (standard Proctor), Atterberg limits, and direct shear tests with additive variations of 0%, 5%, 9%, and 12% lime, along with 5% fly ash. The results showed that the original soil was classified as A-7-6 (36) according to the AASHTO system, with a plasticity index (PI) of 33.80% and a maximum dry density (γdmax) of 1.28 gr/cm³. Adding 9% lime increased the γdmax to 1.32 gr/cm³, and when combined with 5% fly ash, reduced the PI to 22.06%. The direct shear test indicated an increase in cohesion from 0.571 kg/cm² to 0.748 kg/cm² and internal friction angle from 10.7° to 18.1°, resulting in an increase in shear strength (τ) from 7.439 kg/cm² to 12.365 kg/cm². Stabilization using a combination of 9% lime and 5% fly ash proved to be the most effective in enhancing compaction, shear strength, and volumetric stability. These findings recommend the use of this mixture as an efficient alternative for improving expansive clay soil in civil infrastructure construction. Keywords:Expansive clay; fly ash; lime; shear strength; soil stabilization AbstrakTanah lempung ekspansif memiliki potensi kembang susut tinggi yang menyebabkan kerusakan pada konstruksi, terutama jika digunakan sebagai tanah dasar.
