Abstract

Changes in people's information consumption behavior in today's digital era require print media outlets like Gorontalo Post to begin implementing adaptive work strategies. To support the implementation of these work adaptation strategies, several key elements are needed to make the necessary changes. One of these essential elements is the readiness of human resources (HR) to adapt to technological developments and the work Environment. This research uses a case study Analys and a qualitative approach to analyze Gorontalo Post's HR readiness to implement the digital transformation process, focusing on digital competency, attitudes toward change, and managerial support. Following participant observation, in-depth interviews, and internal document analysis, data were collected and analyzed using a SWOT analysis. The results indicate that Gorontalo Post's HR has the ability to adapt, but they still face obstacles such as limited digital competency, resistance to change, and a weak internal training strategy.

Abstract

Waqf land registration is essential to the governance of socio-religious assets and requires effective cross-sector collaboration. In Gorontalo Regency, a significant gap between recorded and certified waqf lands indicates structural weaknesses in the governance framework. This study evaluates the design of waqf land registration governance using a collaborative governance perspective and proposes an integrative institutional reconstruction to improve certification outcomes. A qualitative policy case study approach was employed, drawing on waqf and land regulations, technical policy documents, and regional administrative data. The analysis was guided by key dimensions of collaborative governance: starting conditions, institutional design, facilitative leadership, and collaborative processes. The findings show that although formal authority is clearly defined, governance remains fragmented and largely procedural. The absence of a permanent coordination forum, uneven actor capacities, limited information integration, and weak facilitative leadership constrain the development of sustained collaboration. To address these issues, the study recommends institutionalizing deliberative coordination mechanisms, strengthening participatory capacities, integrating information systems, and embedding collective accountability. The research extends the application of collaborative governance to regionally implemented, religion-based public policies.

Abstract

Tourism is a strategic sector for driving regional economic growth, especially in areas with rich natural and cultural resources. Bone Bolango Regency in Gorontalo Province is home to Pantai Kurenai, a marine tourism destination with great potential to be developed as a leading tourist attraction. This study employed a descriptive qualitative method using data collection techniques such as field observations, in-depth interviews with key informants — including tourism managers, tourism office representatives, local business actors — and documentation from official sources. The findings revealed that Pantai Kurenai possesses strong tourism potential, particularly in terms of natural beauty and marine biodiversity. However, its development faces challenges such as limited supporting facilities, inadequate infrastructure, restricted accessibility, and insufficient community involvement and stakeholder collaboration. The study recommends enhancing collaboration between local government, private sector, and local communities to promote sustainable tourism development in Pantai Kurenai. A collaborative approach is considered essential to ensure sustainable tourism management that positively contributes to the local economy.

Abstract

This study aims to describe the following two aspects. (1) the implementation of the restaurant tax policy in increasing local own-source revenue in Gorontalo Regency, and (2) the factors that support the successful implementation of the restaurant tax policy in Gorontalo Regency. This study employs a descriptive qualitative approach. The data collection techniques include observation, interviews, and documentation. The conclusion of the findings is as follows: (1) The implementation of the restaurant tax policy in Gorontalo Regency has shown progress in planning. implementation, and supervision. However, the findings reveal that the main challenges lie in the lack of active participation from restaurant owners in policy formulation and the difficulties in adopting a more modern system; (2) Concerning the supporting factors for successful policy implementation, the findings indicate that the implementation of the restaurant tax policy in Gorontalo Regency requires attention to various interrelated factors, including clear communication, adequate resource availability, professional attitudes among policy implementers, and an efficient bureaucratic structure. Although the local government has made efforts to improve tax collection through various programs and training, deficiencies in any of these factors can reduce the effectiveness of the policy implementation.

Abstract

This study discusses the implementation of the Family Hope Program (PKH) policy in Banggai District, Banggai Laut Regency, which is one of the government's conditional social protection programs to reduce poverty and improve the quality of human resources through access to education, health, and social welfare. PKH provides cash assistance to very poor families who meet certain criteria, including pregnant women, toddlers, school children, people with severe disabilities, and the elderly. This study uses a descriptive qualitative approach with data collection techniques through observation, interviews, and documentation, involving informants from the Social Service, PKH facilitators, village officials, and beneficiary families. The results show “that, in general,” the implementation of PKH in Banggai District is in accordance with Permensos No. 1 of 2018, which includes planning, determining prospective participants, data validation, distribution of non-cash assistance, assistance through family capacity building meetings (P2K2), commitment verification, data updating, and participant transformation. However, obstacles remain, such as the lack of involvement of non-recipient communities in outreach, misuse of aid for inappropriate purposes, limited communication, and weak coordination between stakeholders. The program's positive impacts are seen in increased access to education for children from poor families, improved health services, and reduced household economic burdens. Although the program's success still depends on strengthening the role of facilitators, increasing supervision, and raising awareness among recipient families to utilize aid appropriately. Thus, the implementation of PKH in Banggai District has contributed significantly to poverty alleviation, but still requires strategic improvements to be more effective and sustainable.
