Bureaucratic reforms launched by the government it is still not able to fix the bureaucratic culture, is particularly pressing bureaucracy tends to corrupt behavior. Source bureaucratic disease can basically identified two loci, namely internal and external (Irawati, 2012). Internally, the incidence of corrupt behavior within the bureaucracy is also due to weak internal control systems. Therefore the necessary tools to change the bureaucratic apparatus spirituality as the prevention and eradication of corruption. This is where the future will be a mystic governance tools to Overcome corruption. Sufi governance solution offered is to rely on a true monotheism. Because of monotheism is true then the bureaucrats in charge of serving the community will carry out their duties in a comprehensive manner; as which ones have been listed in the code of ethics of the bureaucracy, and he will always see the task as a trust rather than a means to accumulate wealth and depriving the people it serves.

Abstract

Information communication technology (ICT) continues to increase human activities. Higher Education Institutions around the world have used this technology to enhance learning experiences and overcome geographic barriers in the creation and delivery of educational knowledge. In this context, online distance education (PJJ) has become popular in Higher Education as an educational process that can help them achieve international prestige as well as increase their student numbers through ICT-based learning. Including in the current Covid-19 pandemic era, the PJJ method is the only solution in this pandemic. However, the successful implementation of PJJ using ICT presents a number of challenges. This paper explores institutional, technological, cultural and learner challenges, the manifestation of which can vary from country to country using Checkland's Soft System Methodology (SSM) as a learning methodology. We present an empirical examination of the challenges of PJJ in the context of Saudi culture during the COVID-19 pandemic.

Abstract

This research is motivated by the fading of oral traditions amid modernization, particularly the mantras of the Pandeglang community, which have been viewed solely as ritual texts without literary value. The main problem this research addresses is how the representation of cultural values, power relations, and ideology is manifested in mantras, and how these texts can serve as a medium for critical literacy in secondary education. The purpose of this research is to uncover the linguistic structures, discursive practices, and social contexts that shape the discourse of mantras, while also proposing their use in strengthening cultural literacy in schools. The research uses a critical constructivist paradigm with an interpretive, qualitative approach, drawing on Norman Fairclough's Critical Discourse Analysis model and discourse ethnography. Data in the form of 11 Sundanese-Banten mantra texts were collected through participant observation, in-depth interviews, and field documentation. The analysis shows that mantras function not only as spiritual means but also as ideological discourses that reproduce the moral, spiritual, and social values of the Pandeglang community. Socially, mantras become a cultural literacy practice that strengthens local identity and power relations. At the same time, pedagogically, they have the potential to become a source of critical literacy learning in high schools. The research conclusion confirms that mantras are performative texts that contain educational, spiritual, and ideological power—a form of local literacy that remains relevant for fostering reflective awareness and cultural identity among the younger generation.

Abstract

Background. Public health systems worldwide are increasingly challenged by the accelerating impacts of climate change, including extreme weather events, shifting disease patterns, and growing health inequities. These challenges expose structural vulnerabilities in existing healthcare systems and highlight the urgent need for policy frameworks that integrate sustainability, resilience, and long-term population health considerations. Purpose. This study aims to examine how public health policy can be reoriented to support the development of sustainable healthcare systems capable of protecting future generations in the context of climate change. Method. The research employed a qualitative–analytical approach based on a systematic review of international policy documents, peer-reviewed journal articles, and reports from global health and environmental organizations published between 2015 and 2024. The analysis focused on policy strategies linking climate adaptation, health system strengthening, and sustainability principles. Results. The findings indicate that effective public health policies increasingly emphasize cross-sector collaboration, climate-resilient health infrastructure, low-carbon healthcare delivery, and preventive, community-based interventions. Countries that integrate environmental considerations into health governance demonstrate greater capacity to manage climate-related health risks and reduce long-term system costs. Conclusion. The study concludes that sustainable healthcare systems require transformative public health policies that move beyond short-term crisis responses toward integrated, forward-looking strategies. Embedding climate resilience and sustainability into public health policy is essential for safeguarding health equity and ensuring the viability of healthcare systems for future generations.
