Abstract

Government's commitment to build Indonesia from periphery should be followed by some measures to improve the quality of development planning and budgeting, particularly at the level of village government. The concept of participatory budgeting which has been applied in some countries and in several regions in Indonesia seeks to encourage the active involvement of the community in discussing and prioritizing the local needs and increase the efficiency and effectiveness of budget allocation through a transparent and accountable process. This concept is not intended to replace the Musrenbang process, but it can be done in parallel by different approaches. However, the effectiveness of its implementation depends on the commitment of all parties related to the discussion of the budget at the level of village government.

Abstract

An assessment of local government financial performance can be used as an input in the process of policy improvements in the future. The allocation of villages fund from National budget considered as momentum to review some financial indicator performance. This study measures village government financial ratios namely the ratio of independence, the ratio of revenues effectiveness, ratio of expenditure efficiency, ratio of operational expenditure, capital expenditure ratio, and ratio of revenues growth using secondary data from BPS survery results in 2014 and 2017. The analysis method used is One-way Anova. The purpose of the study was to see whether there was a change in the ratio before and after village funds allocation from National Budget. The results showed a significant difference between those ratios, except the efficiency ratio of village government spending.

Abstract

In order to carry out concurrent government affairs in regional level, thecentral government allocates spending to support investment growth in theregions through capital expenditure, goods expenditure and social assistancespending. This capital accumulation is intended to increase the output of localgovernment goods and services which in turn will increase regional economicgrowth.The purpose of this study is to analyze the Impact of Central GovernmetExpenditure (Capital, Goods, and Social Assistance Expenditures) towards GrossRegional Domestic Product (PDRB) of provincial government for the period of2014-2019. Data used was taken from BPS, the Ministry of Finance, and otherrelevant agencies. Analysis tools using data panel regression with fixed effectmodel. The results of the analysis shows that only capital expenditure haspositive effect on PDRB, and social assistance expenditure has negative effecton PDRB. While goods expenditure variable is excluded from the model, since itnot met the multicollinearity test

Abstract

The development of underdeveloped areas is the government's priority development agenda contained in National Long-Term Development Planning (RPJMN). In the 2015-2019 RPJMN, the government has eradicated 60 underdeveloped districts and in the 2020-2024 RPJMN the target of 35 underdeveloped regions can be achieved by 2024. In the 2020-2024 RPJMN period, the government sets 62 underdeveloped districts as stated in Presidential Regulation No. 63 of 2020 concerning the Determination of Disadvantaged Regions for 2020-2024. This study discusses the growth rate and contribution of sectors forming Gross Regional Domestic Product (GRDP) in underdeveloped districts in East Nusa Tenggara Province for the period 2017-2019. The data used is GRDP data for the period 2016-2019. The data processing uses Klassen typology, Location Quotient (LQ), Growth Ratio Model, and Overlay Analysis to determine sectors that receive development priorities. The results showed that the agriculture, forestry, and fishery sectors; real estate sector; government administration sector, defense, compulsory social security; and the construction sector is the leading sector. Meanwhile, the construction sector, electricity and gas supply, water supply, waste management, waste and recycling, mining and quarrying, and corporate services are potential sectors in several districts.

Abstract

The results of the Open Budget Survey (OBS) in 2023 coducted by the International Budget Partnership (IBP) showed that, the score for the transparency dimension did not change from the 2021 survey, which amounted to 70. The score for the public participation dimension increased from 24 in 2021, to 26 in 2023. The score for the budget oversight dimension decreased from 61 in 2021 to 59 in 2023 due to lack of evidence of session report of the commitees both in areas of budget oversight and audit report from State Audit Institution (SAI). This article aims to discuss the results of OBS related to the Indonesian parliament and relate them to the mechanism of parliamentary work and the laws and regulations governing the implementation of parliamentary duties. The research method used is descriptive qualitative with the results of the 2023 OBS questionnaire as the main document used in this research. The results show that the parliament needs to improve its mechanisms for periodic monitoring of SAI audit reports, monitoring the implementation of the current fiscal year of 2025 and improving public participation mechanism in budget discussions within and outside the APBN cycle.

Abstract

Life expectancy (LE) represents a core dimension of human development and is a strategic benchmark for realizing Indonesia’s Golden Vision 2045, which aims to raise the national average to over 80 years. Yet, progress toward this goal continues to face obstacles such as inadequate access to clean water, disparities in the distribution of health facilities and personnel, persistent poverty, and high smoking prevalence. This research applies a quantitative design with provincial panel data to examine how several key factors—including safe drinking water access, public health spending, health infrastructure, poverty levels, average years of schooling, smoking prevalence, and health workforce availability—affect LE in Indonesia. The study seeks to identify the most influential determinants of longevity while offering policy-oriented insights. The results indicate that health infrastructure, education levels, and poverty rates are significant predictors of LE, whereas safe water access, health expenditure, smoking, and health workforce availability show limited statistical influence. These findings suggest that long-term investments in healthcare systems, education, and poverty reduction are vital to accelerate improvements in life expectancy and achieve the 2045 development agenda.
