Abstract

In Banda Aceh, the public celebration of Chithirai Maha Puja by the Hindu Tamil community takes place within a Muslim-majority city formally shaped by Syariat Islam, or Islamic sharia. This article asks how Muslim residents in Gampong Keudah make sense of this visible minority ritual and how their interpretations shape local religious coexistence. Drawing on Alfred Schutz’s phenomenology, the study uses in-depth interviews, observation, and documentation with seven Muslim informants living around Kuil Palani Andawer, or Palani Andawer Temple. The analysis identifies three patterns of perception. Some residents support the celebration through practical assistance, including food preparation, parking, and public order. Others regard it as an ordinary part of neighborhood life that does not disturb Muslim worship or daily routines. A third group expresses concern about the visibility of Hindu ritual symbols, especially in relation to children’s religious education. These findings show that tolerance in Gampong Keudah is not a simple matter of acceptance or rejection. It is practiced through familiar neighborhood relations, practical coordination, symbolic adjustment, and the careful maintenance of religious boundaries. The article argues that Chithirai Maha Puja remains socially intelligible in Banda Aceh because it is embedded in long-term proximity, Acehnese moral vocabularies, and shared knowledge about how minority ritual expression can occupy public space without openly challenging Muslim-majority sensibilities.

Abstract

Aceh Province has special authority to implement Islamic law based on the 2006 Aceh Government Law. This is then strengthened by regional regulations (qanun), including Aceh Qanun Number 6 of 2014 concerning Jinayat Law. However, the implementation of Qanun Jinayat still faces various institutional and social challenges that affect its effectiveness. This study aims to analyze the implementation of Qanun Jinayat within the framework of special autonomy in Aceh and identify the factors influencing its effectiveness. This research uses a qualitative approach with a literature study method, analyzed using policy implementation theory. Data were collected from various relevant written sources, including laws and regulations, books, and scientific journals, and analyzed using descriptive qualitative techniques through data reduction, data presentation, and conclusion drawing. The findings indicate that the implementation of Qanun Jinayat has been formally supported by a clear institutional structure; however, its implementation has not yet been optimal. This condition is influenced by limited resources, suboptimal coordination among institutions, differences in understanding among implementing officers, and limited legal socialization within society. In addition, the increasingly critical mindset of society also poses challenges to the implementation of Qanun Jinayat. Therefore, strengthening institutional capacity and improving legal socialization strategies are necessary to support more effective and sustainable implementation in Aceh.

Abstract

Coastal communities face challenges in carrying out their fishing activities due to climate variability. The negative impacts of climate variability hinder fishing communities from carrying out their daily routines. This research aims to provide a description of the fishing community's exposure to climate variability and analyze the forms of livelihood strategies implemented by the fishing community in dealing with climate variability. This research was conducted in the coastal area, precisely in Gampong Lhok Lamteungoh, Peukan Bada District, Aceh Besar Regency. Data collection was carried out through direct interviews and observations in the area where the fishing community lived, which was selected using purposive sampling. The research results showed that serious impacts were found due to climate variability on the fishing community in Gampong Lhok Lamteungoh, including: high rainfall, exposure to extreme winds, uncertain fishing seasons and vulnerable settlements due to being prone to flooding. Several forms of climate variability are detrimental to fishing communities in carrying out their activities. Therefore, in order for the fishing community to be able to maintain its existence, several forms of livelihood strategies are needed. The fishing community has developed several forms of livelihood strategies that are developed within the community, namely: intensification and extensification, livelihood diversification, and migration.  The research results show that developing this livelihood strategy is an alternative solution for fishing communities facing climate variability. It is hoped that the government can provide assistance and solutions for fishing communities, especially when climate variability hits them.

Abstract

The development of digital technology has encouraged an increase in entrepreneurial activities among Generation Z by utilizing various e-commerce platforms that are currently widely circulated among the public. However, the use of Facebook's Marketplace is still relatively low compared to other platforms. Even though the Facebook marketplace platform has various advantages, such as no administration fees, transparent bargaining, product transparency, a Cash on Delivery (COD) payment system, and making it easier to reach the local market, this condition shows that efforts are needed so that Generation Z understands the potential of the Facebook Marketplace in supporting digital entrepreneurship. This service activity aims to improve the understanding and skills of Generation Z in utilizing the Facebook Marketplace application as an alternative medium for buying and selling transactions in today's digital age. The method of implementing activities includes: preparation, socialization, training, and practice assistance, as well as evaluation and non-continuation of activities. The number of participants involved in this activity was 20 participants from Generation Z who lived in the city of Banda Aceh. The results of the activity showed that participants were able to understand the various benefits and advantages of using the Facebook Marketplace. Not only that, but participants were also able to quickly operate the Facebook Marketplace application independently and quickly learn about the series of product sales in the application. The evaluation of this activity showed that the participants were very enthusiastic about using this application to support their work as traders. Thus, this service activity has been carried out on target in increasing digital literacy to Generation Z. It is hoped that this understanding can also be passed on to other Generation Z in various regions in Indonesia as a form of supporting economic sustainability in the younger generation.

Abstract

Children's problems in maintaining cleanliness and health still face significant challenges. Therefore, handling is needed, one of which is socialization, to build awareness of clean and healthy living among children (PHBS). PHBS is a crucial step in shaping Indonesia's future golden generation. This service was carried out in November 2024 at Madrasah Ibtidaiyah Negeri 11 Rukoh, Banda Aceh City. The participants in this clean and healthy environment socialization activity are 38 students. The purpose of this socialization is to raise awareness about the importance of maintaining environmental cleanliness in schools by involving students. The materials covered in the socialization are washing hands with soap and clean water, consuming healthy and nutritious food, disposing of waste in designated areas, maintaining toilet cleanliness, and exercising regularly. The results of the service show that the majority of elementary school students already understand and have practiced these positive activities. Two-way communication is well-established. This is demonstrated by the enthusiasm of the students in listening, answering, and providing positive feedback on this activity. Therefore, this service activity was successfully carried out and yielded good results for the students' ability to maintain a healthy and clean lifestyle, both at school and when at their respective homes.

Abstract

The temporary closure of Keuliling Reservoir due to the implementation of the 21st National Sports Week (PON XXI) in Aceh-Sumut has directly impacted the agricultural activities in Gampong Baksukon, Kuta Cot Glie District, Aceh Besar Regency, especially for rice farmers. This study aims to identify the livelihood strategies employed by the rice farming community following the reservoir closure. This research uses a qualitative method with a case study approach. Observation, in-depth interviews, and documentation were used by the researcher as techniques for collecting research data. Informants were selected using purposive sampling totaling 12 people, including the village chief (Keuchik), male farmers, and female farmers who met the research criteria. The findings indicate three main livelihood strategies adopted by the community, based on Scoones’ Livelihood Strategies theory: (1) Livelihood resource engineering (intensification) through the use of water pump machines and additional family labor, which has not been fully effective due to limited facilities and high operational costs, (2) Livelihood diversification involving non-agricultural activities such as livestock farming, trading, daily labor, and laudry services, which proved effective in helping balance household income, and (3) spatial engineering (migration), mainly carried out bye younger family members migrating to cities to work and send remittances home. Diversification and migration strategies have been the most successful in maintaining the economic resilience of farming households during the water crisis. It is anticipated that the results of this study will be useful in developing policies for resilience livelihood and air pollution in the rural area.

Abstract

Graphic design and publication are important competencies students need in the digital era, especially for creating promotional media and self-branding. SMAN 2 Meulaboh has adequate facilities to support this, but they have not been optimized. The lack of competent teaching staff in graphic design and publication is a major obstacle. As an effort to overcome this problem, we from the Communication Science Study Program at Teuku Umar University provided graphic design and publication services, including banner design, using Adobe Photoshop. Socialization, demonstration, discussion, testing, competition, and appreciation were employed as methods in this program, following the Planning, Implementing, and Evaluating (PIE) stages, involving 15 students from class XI at SMAN 2 Meulaboh. The pre-test results showed that only 17% (3 out of 15) of students knew about graphic design and publication. However, after the service was carried out, the team rechecked the post-test, and the results showed that 87% (13 out of 15) students knew about graphics and publication and could even apply their knowledge directly. This shows that the community service carried out increased students' knowledge, skills, art, and interest in graphic design and publication, especially in the use of Adobe Photoshop for creating banners. Furthermore, it is hoped that this service can be carried out continuously and periodically to achieve maximum results.

Abstract

Acehnese wedding traditions place the dowry or jeulame as a symbol of honor, self-respect, and a form of responsibility from the man to the woman. However, in Gampong Ladang Tuha 1, there are no customary rules that specifically regulate the value of the dowry, so its determination is more influenced by family customs, social status, and the education level of the prospective bride. On the other hand, the annual surge in gold prices and differences in community economic conditions create a dilemma between following family customs, unwritten standards in society, or adapting to current social and economic conditions. This study aims to analyze the types of social actions of parents in determining the dowry in Gampong Ladang Tuha I based on Max Weber's theory of social action, which divides actions into four types: instrumental rationality actions, value-based actions, affective actions, and traditional actions. The research method used is a qualitative case study approach. Data were obtained through in-depth interviews, observation, and documentation techniques with ten informants, consisting of the Keuchik, four parents, and six young couples. The results show that there is a diversity of types of social actions of parents in determining the dowry. Some parents exhibit instrumental rationality, for example, setting a dowry based on the family's economic situation. Others base their actions on value rationality, such as setting a dowry based on educational background or religious values. Affective behavior is seen in parents who set a low dowry out of affection for their future daughter-in-law, while traditional behavior occurs when parents follow family customs without considering the family's economic situation.

Abstract

This study aims to analyze the comparative education policies of Indonesia and Finland, focusing on curriculum, teacher autonomy, educational equity, and evaluation systems, and their implications for national education reform. This research uses a qualitative approach with a comparative study method through a review of academic literature. The results indicate that fundamental differences between the two countries lie not only in policy design but also in the paradigm of educational governance. Indonesia tends to adopt a control-based governance approach characterized by reactive curriculum changes, a predominance of standards-based evaluations, and a high administrative burden on teachers. In contrast, Finland implements trust-based governance, emphasizing policy stability, teacher professional autonomy, equity-based equity, and formative evaluation oriented toward student development. These findings reveal a mismatch between Indonesia's educational goals, which focus on developing competencies and character, and policy instruments that are still based on control and standardization. As a contribution, this study offers a hybrid governance model framework that integrates policy accountability with strengthening trust in teacher professionalism. Policy implications include long-term curriculum simplification, reducing teacher administrative burdens, strengthening area-based interventions for educational equity, and transforming the evaluation system toward diagnostic and formative assessments.

Abstract

This study explores the lives of Rohingya women residing in the Minaraya refugee camp, Padang Tiji Subdistrict, Pidie Regency, Aceh, through the lens of the Gender Agency Theory and Resilience Theory. It aims to understand how these women negotiate their roles within a patriarchal social structure and develop resilience amid economic, social, and cultural constraints. The findings reveal that Rohingya women live under a deeply entrenched patriarchal system in which men dominate decision-making processes, while women are confined to domestic responsibilities. However, their compliance should not be interpreted as mere submission; rather, it reflects a form of piety-based agency, a conscious act grounded in religious and moral values to maintain dignity and family harmony. Within the domestic sphere, women play an essential role in managing aid funds, distributing food, and regulating household expenditures. These actions demonstrate adaptive capacity and subtle role negotiation within the limits of gender norms. Spirituality serves as a significant source of strength; religious activities such as Qur'an recitations and collective prayers function as coping mechanisms for dealing with trauma and uncertainty. Furthermore, support from humanitarian organizations helps meet basic needs. However, the core of their resilience stems from family solidarity and deeply held religious values. Rohingya women in Aceh display strength through faith, social adaptation, and resource management, positioning themselves as active agents in sustaining dignity and survival amid adversity.
