Abstract

Today the bureaucracy is experiencing triple disruption, namely the development of information technology, pandemics and environmental changes. One form of adaptation carried out by the bureaucracy is through the transformation of its business processes. This research looks at how the implementation of digital bureaucracy is carried out, by taking a case study of the Implementation of Electronic Signatures (TTE) in the Provincial Government of West Java, by looking at the institutional framework in implementation, opportunities and challenges, as well as the impact of TTE implementation. The research method used is a qualitative research method that combines data obtained from interviews with secondary data from related literature. The results of the study show that the impact of implementing TTE in the West Java Provincial Government includes time efficiency; distance efficiency.; file transfer efficiency; reducing the potential for human error; and HR efficiency.ABSTRAKSIDewasa ini birokrasi mengalami triple distrupsi, yakni perkembangan teknologi infomasi, pandemi dan perubahan lingkungan. Salah satu bentuk adaptasi yang dilakukan birokrasi adalah melalui transformasi proses bisnisnya. Penelitian ini melihat bagaimana implementasi birokrasi digital dilakukan, dengan mengambil studi kasus Implementasi Tanda Tangan Elektronik (TTE) di Pemerintah Provinsi Jawa Barat, dengan melihat kerangka kelembagaan dalam implementasi, peluang dan tantangan, serta dampak dari implementasi TTE ini. Metode penelitian yang digunakan adalah metode penelitian kualitatif yang memadukan antara data yang didapatkan dari wawancara dengan data sekunder dari literatur terkait. Hasil penelitian menunjukkan bahwa dampak dari implementasi TTE di Pemerintah Provinsi Jawa Barat diantaranya adalah terjadi efisiensi waktu; efisiensi jarak.; efisiensi pengiriman berkas; reduksi potensi human error; dan efisiensi SDM.

Abstract

Bureaucratic reform in Indonesia has been proceeding for many years. However, persisting problems concerning bureaucracy have yet to be resolved. This snag may arise due to the lack of the creativity and innovation culture within government bureaucracy. Therefore, bureaucratic reform should be directed more to innovation culture and programs in order to enhance the governmentbureaucracy’s innovation capability.

Abstract

Implementing guidelines for the elimination of equipment and machinery assets through auction sales at Class II Auction Halls/Auction Officials is the latest breakthrough for UI as a Legal Entity State University (PTN-BH). This guide not only guarantees transparency, integrity, and regulatory compliance when delisting assets, but also becomes an important part of UI's asset management strategy. Having equipment and machinery asset write-off guidelines that set time limits is a very important step. However, in reality, the absence of guidelines related to the elimination of special assets of equipment and machinery and the absence of standards for the time or duration of implementation related to the asset write-off flow process make asset managers tend to be reluctant to write off assets. The reason for this is because of the lengthy administrative procedures and considerable time required for each asset write-off process. Qualitative research has been conducted to understand the implementation mechanism of the removal of equipment and machinery assets in UI through auction sales that are already underway. The results showed that this process took significant time. Therefore, it is very important to develop specific guidelines that are in accordance with Rector's Regulation no.11 of 2020, as well as set realistic time standards. The approach is carried out with three methods in making standard time / duration of activities (PMBOK guide 5, 2013), namely with Analogue Estimating, Group Decision Making Technique and Reserve Analysis with the main aim of ensuring that the process of removing equipment and machinery assets owned by UI through auction does not exceed six months. Through this research, we emphasize the need for a focused and efficient flow in the elimination of equipment and machinery assets through auction sales at Class II Auction Halls/Auction Officials. Thus, UI can improve process effectiveness, ensure regulatory compliance, and achieve Good University Governance optimally.

Abstract

The Supreme Court is a judicial institution vested with authority to exercise judicial power in four separate branches of the judiciary, namely the General Courts, Religious Courts, Administrative Courts, and Military Courts. The Military Court, in particular, serves as the judicial body responsible for upholding the law and justice for members of the Indonesian National Armed Forces (TNI). Unlike the other three branches of the judiciary, the Military Court system consists of three appellate courts and one main court. The existence of these four courts is governed by Law Number 31 of 1997 on Military Judiciary and the Chief Justice of the Supreme Court Regulation Number 125 of 2009 on the Delegation of Authority to High-Ranking Officials and Chief Justices of Appellate Courts within the Supreme Court for Signing in the Field of Personnel. However, the implementation of these regulations has still resulted in varying interpretations and paradigm differences, especially in understanding the phrase "appellate court," which has been perceived as somewhat biased and not fully implemented. This is particularly evident in the coordination and management of Civil Servants (ASN), as the Supreme Court places the Main Military Court on par with the appellate courts, although in practice, the Main Military Court resembles a "court above the appellate courts." This research employs a qualitative approach with a specific Case Study research method, focusing on the differential treatment of ASN members who represent a minority within the Military Judiciary. Ultimately, the study recognizes the need to bring together perspectives and unify understandings regarding the implementation of the Chief Justice of the Supreme Court Regulation Number 125 of 2009, analyzed through the Equal Employment Opportunity (EEO) theory, in order to harmonize the management and governance of appellate courts. This would help eliminate disparities between the High Military Court and the Main Military Court, serving as a bridge of understanding within the Military Judiciary in Indonesia.

Abstract

Sistem Pengelolaan Pengaduan Pelayanan Publik Nasional atau SP4N yang merupakan sistem yang terintegrasi dalam pengelolaan pengaduan nasional secara berjenjang dalam upaya mewujudkan konsep “No Wrong Door Policy” yang merupakan pengelolaan pengaduan yang mengutamakan menerima pengaduan dari mana saja dan jenis apapun serta memastikan pengaduan tersebut dapat ditangani oleh penyelenggara pelayanan publik yang berwenang. dalam penerapannya SP4N memanfaatkan teknologi informasi melalui portal layanan aspirasi dan pengaduan online rakyat atau dikenal dengan lapor!, dalam Implementasinya Lembaga Administrasi Negara (LAN) belum mengoptimalkan portal tersebut sebagai kanal pengaduan utama sedangkan PerMenPANRB 62/2018 mengamanatkan penggunaan portal lapor! Sebagai kanal utama layanan pengaduan instansi pemerintah.Penelitian ini bertujuan untuk mengetahui dan menganalisis implementasi kebijakan pengelolaan pengaduan yang dilakukan oleh LAN. Penelitian ini menggunakan pendekatan kualitatif dengan penelitian bersifat deskriptif eksploratif, dengan menggunakan teori implementasi kebijakan menurut George Edward III yang terdiri dari 4 (empat) faktor yaitu : komunikasi, sumberdaya, disposisi dan struktur birokrasi. Teknik pengumpulan data menggunakan metode wawancara semi terstruktur dengan melibatkan key informan yang berwenang dalam pengelolaan pengaduan di LAN. Hal yang diharapkan dari penelitian ini adalah mengoptimalisasikan penggunaan portal lapor! dalam seluruh pengelolaan pengaduan di lingkungan LAN.

Abstract

The application of the e-government system is carried out to facilitate and speed up services to the community. This research focuses on answering the implementation of the regulations of the Head of the DPR RI Expertise Agency regarding the management of public participation in drafting laws that have not run optimally. A descriptive qualitative approach is used in research that takes place at the Center for Drafting of Laws, the Expertise Body of the DPR RI. Van Meter and Van Horn's theory focuses on policy standards and objectives, resources, communication between implementing agencies, implementing organizational characteristics, implementing attitudes, and the social, economic, and political environment that can be linked to the external environment. The results of this study are that all aspects of the policy implementation model from Van Meter and Van Horn have not been achieved as a measure of the success of implementing the SIMAS PUU application due to minimal human resources, financial support, and enthusiasm from the external environment. Therefore, it can be concluded that the implementation of the SIMAS PUU application has not run optimally.

Abstract

Stunting is a crucial problem in Indonesia and requires collaborative action by multiple stakeholders. The policy to accelerate stunting reduction was designed with a convergence strategy involving ministries and government officials at the village level. The purpose of this study is to analyze the intervention of the Ministry of Villages, Development of Disadvantaged Regions, and Transmigration in implementing stunting reduction policies in villages. The research paradigm used is post-positivist with qualitative methods. The data collection process was carried out by interviews and analysis of policy documents. The results of this research show that the intervention carried out by the village ministry took the form of a facilitation program and regulatory support. The interventions carried out are still on track and quite effective in achieving policy targets. Recommendations from the research include strengthening communication between central agencies to village parties with intensive coordination, expanding funding networks, and carrying out collaborative actions to increase the impact of policies.

Abstract

The concept of a smart city is not only implemented in developed countries but is also being adopted in developing nations. It is not limited to large cities, as even smaller cities are starting to embrace it, including Binjai City in North Sumatra Province. However, not all smart city innovations implemented in Binjai City have been successful, and some applications are found to be unsustainable. This research aims to analyze the factors influencing the sustainability of smart city innovations in Binjai City, which was chosen as the first city in North Sumatra to implement the smart city concept in its medium-term development agenda. The research method used in this study is a mixed-method sequential exploratory approach, combining qualitative methods to formulate hypotheses and quantitative methods to analyze them. The qualitative informants consist of policymakers in Binjai City, while the quantitative respondents are civil servants involved in smart city innovations. The findings reveal three factors—political support, resources, and institutions—that have a positive and significant impact on innovation sustainability. In contrast, the other two hypotheses, community participation, and effects/impacts, are rejected as they show a negative and insignificant influence on innovation sustainability. The research results are expected to provide policy recommendations for local governments, especially in small cities with various limitations that are currently implementing smart city initiatives.

Abstract

This research aimed to develop the competence of animal handlers at Ditpolsatwa Korsabhara Baharkam Polri in animal care and to recommend a training design model for enhancing this competence. Using a qualitative research approach, the study found that while Ditpolsatwa is well-recognized and has improved in personnel, material, and facilities, the competence of animal handlers in providing first aid for animal health is minimal, relying heavily on veterinarians. Current knowledge of animal care among handlers is basic and passed down generationally. To improve performance, it is essential to enhance animal handlers' skills through targeted training. The study suggests using the ADDIE model to design training programs that enable handlers to provide first aid, manage animal health, and perform post-treatment and physical care independently.

Abstract

The purpose of this research is to improve the role and function of the Directorate of Development of Cultural Personnel and Institutions in supporting the development of cultural personnel and institutions that are right on target for Museum Curator technical personnel at Government Museums in DKI Jakarta Province, to find out the targeted coaching model for Museum Curator technical personnel at Government Museums in DKI Jakarta Province, and to increase the effectiveness of coaching programs for Museum Curator technical personnel at Government Museums in DKI Jakarta Province. The research method used is descriptive research with a qualitative approach. The results showed that the technical guidance activities for museum curators facilitated by the Directorate of Personnel Development and Cultural Institutions are activities that will equip museum curators in increasing their competence. The evaluation of technical guidance is carried out with the CIPP model which identifies the background of the activity, objectives, facilitators/organizers, instructors, participants, activity schedules, evaluation reports, and museum curator certification.
