Abstract

This paper is conducted to analyze the rationalization of career development management through talent management policies. This paper uses qualitative methods and a descriptive approach. This research was conducted at the Ministry of Marine Affairs and Fisheries of the Republic of Indonesia (MMAF RI) which consistently applies talent management in supporting career development. The results showed that managing career development through talent management schemes is very important for personnel apparatus and HR management in achieving organizational and individual career goals. Civil services consider that talent management schemes can help them obtain better and structured career development. Meanwhile, the HR management apparatus views the talent management scheme as a tool to improve organizational performance and develop the competence of civil services. The study also shows that MMAF RI must implement several strategies to ensure the success of talent management schemes. These strategies include involving civil services in the career development process, providing relevant and consistent training and development, and providing constructive and ongoing feedback to civil servants. Career development through talent management schemes is very important for personnel apparatus and HR management in achieving organizational and individual career goals. This paper recommends MMAF RI adopt an integrated apparatus HR management strategy to ensure the success of the talent management scheme and improve overall organizational performance.

Abstract

Coffee is one of the strategic plantation commodities that significantly contributes to the economy in Indonesia. The lack of proper post-harvest handling of coffee has resulted in the low quality of coffee beans produced by farmers affiliated with the Karya Makmur Farmer Group. This activity aims to (1) provide technical guidance on proper post-harvest handling of coffee to partner farmers, (2) modify drying racks and air circulation systems to enhance the capacity of the solar dryer dome, and (3) improve the quality of coffee beans produced in accordance with general coffee quality standards. The implementation of the activity has been successful, yielding the following results: 1) There has been an increase in knowledge and skills among members of the Karya Makmur farmer group in post-harvest coffee handling according to Good Handling Practices (GHP), 2) The Outreach Team has constructed one unit of a stacked-rack solar dryer with a drying capacity of 450 kg as an additional drying tool that can be utilized by the group, 3) The performance of the stacked-rack solar dryer produces better quality coffee beans compared to drying using the solar dryer stackted rak or sun-drying on the ground, and 4) The use of the stacked-rack solar dryer is effectively utilized by the Karya Makmur farmer group in the drying process of fresh coffee beans as well as for other commodities.

Abstract

Implementation of effective talent management at the Ministry of Marine Affairs and Fisheries (MMAF) has an important role in optimizing talent potential and improving organizational performance. This study aims to identify and analyze the factors that influence the implementation of talent management in MMAF focusing on the marine and fisheries sector in Indonesia. The research method used is a qualitative approach by conducting in-depth interviews with high-ranking officials, administrators, and functional officials who are directly involved in managing talent management at the Ministry. The results of the study found that the factors that influence the implementation of talent management in MMAF are (1) top management's commitment to talent management plays an important role in creating an environment that supports effective talent management, (2) clear policies and procedures in talent management facilitate the implementation and monitoring of these programs, (3) structured career development and learning opportunities help motivate employees to work better and stay in the organization and (4) proper rewards and recognition for employee achievements and contributions can increase job satisfaction and talent retention. This research provides recommendations to the Ministry to develop competitive strategies to attract, develop and retain quality talent.

Abstract

Widyaiswara is a training human resource who has a very important role for the training unit in the cycle of education and training. At the Human Resource Development Center for Electricity, New Energy, Renewable Energy and Energy Conservation (PPSDM KEBTKE). Competency development for Widyaiswara in the KEBTKE PPSDM unit is not optimal and still requires increased development. This study aims to analyze the implementation of competency development, competency factors that influence development, and formulate a development strategy that suits the needs of Widyaiswara in supporting the performance of the KEBTKE PPSDM Organization. This study uses descriptive qualitative research methodology by using research instruments in the form of interview guidelines and supporting documents. The results of this study indicate that Widyaiswara PPSDM KEBTKE requires an increase in work experience competencies through non-classical training in the form of internships can increase real experience in the field, develop skills, and improve the quality of work experience.

Abstract

JAKLAPOR is one of the features in the DKI Provincial Government’s JAKI application, which serves as the official complaint channel for DKI residents. The public has lodged complaints after using the JAKI application. However, there are numerous flaws in the JAKI application that can impede public use of the JAKLAPOR feature. The purpose of this study is to ascertain the level of public satisfaction with the JAKLAPOR feature. This study employs a mixed methods approach with an explanatory sequential mixed methods design. The quantitative and qualitative methods are used sequentially in this design to produce a comprehensive study on community satisfaction with the JAKLAPOR feature. The study’s findings indicate that the community is pleased with the JAKLAPOR feature as a channel for public complaints. In this case, the informant felt that the UPTD responded quickly enough to public complaints reported through JAKLAPOR. Rapid response accompanied by reasonably good completion quality. However, JAKPLAPOR service improvement must be continuous, including more intensive public outreach about the existence of the JAKLAPOR feature in the JAKI application.

Abstract

Operasional haji tahun 1445 H/ 2024M masih mengusung Tema Haji Ramah Lansia. Sebagai bentuk optimalisasi layanan kepada jemaah khususnya jemaah lansia diterbitkan Kepdirjen PHU 185/2023 yang mengamanatkan pelaksanaan pelayanan satu atap pada penerimaan jemaah haji. untuk pelaksanaan regulasi tersebut dibutuhkan kolaborasi dari berbagai lembaga diantaranya Kantor Kementerian Agama Provinsi Jawa Barat, Balai Kekarantinaan Kesehatan (BKK) Kelas I Bandung, Petugas imigrasi, UPT Asrama Haji Embarkasi Bekasi, dan Kantor Kementerian Agama Kab/ Kota. Penelitian ini dilakukan untuk menganalisis dinamika kolaborasi yang ada. Hasil penelitian menunjukkan bahwa dinamika kolaborasi dimulai dari kajian yang diinisiasi Kepala Subdirektorat Asrama Haji. Setiap unit memiliki peran yang terdefinisi dengan jelas dengan terbitnya SOP, Juklak, Juknis dari semua bidang PPIH. Kepemimpinan yang konstruktif dalam menyelesaikan konflik serta sistem pelatihan yang komprehensif membantu dalam membangun sinergi yang kuat antar pihak. Abstract

The use of domestic products is a form of commitment to the government's role in supporting and ensuring national economic independence and stability. By using domestic products, it is expected to be able to restore the role of the national economy. One of the efforts made by the government in increasing domestic products by issuing several regulations, such as Law Number 3 of 2014 concerning Industry which encourages the use of domestic products, even in 2022 the government issued INPRES Number 2 of 2022 concerning Accelerating the Use of Domestic Products. Based on these regulations, it emphasizes that the central government and local governments should increase the use of domestic products. This research was conducted at the Ministry of PANRB by looking at three variables in the implementation of the use of domestic products including policy, organization, and environment. This research uses qualitative methods by conducting in-depth interviews, observations, and by using documents to obtain information and data. Although there are still some employees who think that the quality of domestic products is lower than foreign products. In its application, the head of the organization plays a key role in the use of domestic products.

Abstract

This study aims to identify factors that influence nurse turnover and formulate strategies to reduce it at Hospital X, Depok City. Turnover intention is defined as an employee's desire to find a better job than before, which requires the agency's attention in understanding the reasons behind an employee's decision to leave their job. Hospital X, Depok City was recorded to have a high turnover rate in 2022, which was 12% compared to the previous year. This study uses a qualitative method with a descriptive approach, where data is collected through interviews and documentation, then analyzed using triangulation techniques through the stages of data reduction, data presentation, and drawing conclusions. The results of the study indicate that the main factors influencing turnover intention are workload, job satisfaction, and salary satisfaction. The proposed strategies include implementing performance evaluations, increasing work comfort, and increasing the number of necessary medical devices.This study makes significant contributions to the theory and practice of hospital management, particularly in understanding and addressing the factors that influence nurse turnover. By identifying the effects of workload, job satisfaction, and salary satisfaction on turnover intention, this study broadens the horizons in human resource management in the healthcare sector. In addition, the recommendations provided are not only relevant to Hospital X, but also have broad policy implications for other healthcare institutions. The proposed strategies, such as structured performance evaluation and improving employee welfare, can be adapted by other hospitals to reduce turnover and increase nurse retention. Thus, the results of this study contribute to creating a more stable and productive work environment, which ultimately supports improving the quality of healthcare services in various institutions.

Abstract

This study was conducted to find factors that influence the Merit System Index Value in State Civil Apparatus Management at the Witness and Victim Protection Agency (LPSK), and to find strategies to increase the Merit System Index Value in State Civil Apparatus Management at the Witness and Victim Protection Agency. The research methodology used is descriptive qualitative. Data were obtained from in-depth interviews with key informants, books, journals, laws and regulations, and other related documents. The results of the study are that the factors that influence the Merit System Index Value in State Civil Apparatus Management at the Witness and Victim Protection Agency include laws and regulations, leadership, diversity, digital transformation, organizational culture, and politics. Therefore, the strategies that need to be carried out by the Witness and Victim Protection Agency to be able to increase the Merit System Index Value in State Civil Apparatus Management include 1) short-term strategies include aspects of socialization and training, determination of policies and regulations, appointment of a Merit System Index improvement work team, development of the Personnel Information System; 2) medium-term strategies include aspects of Merit System evaluation, Talent Management, transparency and accountability, and awards; and 3) long-term strategies include aspects of bureaucratic cultural transformation, career development programs, collaboration, and sustainable innovation.

Abstract

The number of scientific publications produced by Indonesian Collaborating Partners is still not optimal. When comparing the number of international research partnerships with the indicator of the number of Research Permits issued, the overall performance of international scientific publications resulted by Indonesian Partners, especially joint publications (co-authorship) Indonesian researchers and foreign researchers, is still very low. This study examines the research management undertaken by Indonesian partner institutions in international collaborative research and its positive impact on scientific publication performance. The research adopts a qualitative approach. Primary data were collected through structured in-depth interviews with 31 key informen selected using purposive method. Risk management analysis has been applied as theoretical framework to explain the implementation of research partnership carried out by Indonesian partner institutions in international research collaboration. The performance of scientific publications is more an achievement of strengthening management undertaken by Indonesian partner institutions formulated into mutually agreed clauses in collaborative research agreements with foreign institutions, rather than being the outcome of foreign research permit policy.
