Abstract

This study was conducted to find factors that influence the Merit System Index Value in State Civil Apparatus Management at the Witness and Victim Protection Agency (LPSK), and to find strategies to increase the Merit System Index Value in State Civil Apparatus Management at the Witness and Victim Protection Agency. The research methodology used is descriptive qualitative. Data were obtained from in-depth interviews with key informants, books, journals, laws and regulations, and other related documents. The results of the study are that the factors that influence the Merit System Index Value in State Civil Apparatus Management at the Witness and Victim Protection Agency include laws and regulations, leadership, diversity, digital transformation, organizational culture, and politics. Therefore, the strategies that need to be carried out by the Witness and Victim Protection Agency to be able to increase the Merit System Index Value in State Civil Apparatus Management include 1) short-term strategies include aspects of socialization and training, determination of policies and regulations, appointment of a Merit System Index improvement work team, development of the Personnel Information System; 2) medium-term strategies include aspects of Merit System evaluation, Talent Management, transparency and accountability, and awards; and 3) long-term strategies include aspects of bureaucratic cultural transformation, career development programs, collaboration, and sustainable innovation.

Abstract

The number of scientific publications produced by Indonesian Collaborating Partners is still not optimal. When comparing the number of international research partnerships with the indicator of the number of Research Permits issued, the overall performance of international scientific publications resulted by Indonesian Partners, especially joint publications (co-authorship) Indonesian researchers and foreign researchers, is still very low. This study examines the research management undertaken by Indonesian partner institutions in international collaborative research and its positive impact on scientific publication performance. The research adopts a qualitative approach. Primary data were collected through structured in-depth interviews with 31 key informen selected using purposive method. Risk management analysis has been applied as theoretical framework to explain the implementation of research partnership carried out by Indonesian partner institutions in international research collaboration. The performance of scientific publications is more an achievement of strengthening management undertaken by Indonesian partner institutions formulated into mutually agreed clauses in collaborative research agreements with foreign institutions, rather than being the outcome of foreign research permit policy.

Abstract

The business structure in Bogor Regency, according to Online Single Submission (OSS) data, is dominated by Micro, Small and Medium Enterprises (MSMEs). This should provide quite a large opportunity to increase the contribution of Gross Regional Domestic Product (GRDP) in West Java. However, the contribution of MSMEs in Bogor Regency to GRDP is still lower than that of MSMEs in Bekasi Regency, Bandung City, and Karawang Regency, which have fewer MSMEs than Bogor Regency. This research aims to identify traditional collaborations that have been carried out and plan collaborative action strategies that can be implemented by the Bogor Regency Government. The research method used by the author is a qualitative approach. The qualitative approach places more emphasis on observing phenomena that exist in the research subject, namely the collaborative governance strategy of Bogor Regency MSMEs. Data was collected through in-depth interviews and literature studies. The findings from this research are that there has been no evaluation regarding the effectiveness of traditional forms of cooperation in developing MSMEs in Bogor Regency. Collaborative governance in the development of post-COVID-19 MSMEs in Bogor Regency can be carried out through the Ansell & Gash stage approach, which involves government, private, community, and academic stakeholders.

Abstract

This study aims to analyze the implementation of the Future ASN Competency Development Information System (SIABANG TAMPAN) at the Bogor Regency Human Resources Development and Personnel Agency (BPKSDM). This research uses a descriptive method with a qualitative approach. Data collection was conducted by structured observation, documentation, literature study, and in-depth interviews. The conclusion of this study is that the implementation of the SIABANG TAMPAN application at the BKPSDM of Bogor Regency has gone well, but still needs improvement. The disposition factor has gone quite well, and has a positive influence on the application of SIABANG TAMPAN. Likewise, 3 other factors, namely communication, resources and bureaucratic structure contributed significantly to the successful implementation of SIABANG TAMPAN in Bogor Regency. However, there are several aspects that certainly need to be developed and improved in order to implement SIABANG TAMPAN. These aspects are the information clarity aspect which is a sub-factor of communication factors, the facility aspect in resource factors and the SOP aspect in bureaucratic structure factors.

Abstract

This study aims to identify factors that influence nurse turnover and formulate strategies to reduce it at Hospital X, Depok City. Turnover intention is defined as an employee's desire to find a better job than before, which requires the agency's attention in understanding the reasons behind an employee's decision to leave their job. Hospital X, Depok City was recorded to have a high turnover rate in 2022, which was 12% compared to the previous year. This study uses a qualitative method with a descriptive approach, where data is collected through interviews and documentation, then analyzed using triangulation techniques through the stages of data reduction, data presentation, and drawing conclusions. The results of the study indicate that the main factors influencing turnover intention are workload, job satisfaction, and salary satisfaction. The proposed strategies include implementing performance evaluations, increasing work comfort, and increasing the number of necessary medical devices.This study makes significant contributions to the theory and practice of hospital management, particularly in understanding and addressing the factors that influence nurse turnover. By identifying the effects of workload, job satisfaction, and salary satisfaction on turnover intention, this study broadens the horizons in human resource management in the healthcare sector. In addition, the recommendations provided are not only relevant to Hospital X, but also have broad policy implications for other healthcare institutions. The proposed strategies, such as structured performance evaluation and improving employee welfare, can be adapted by other hospitals to reduce turnover and increase nurse retention. Thus, the results of this study contribute to creating a more stable and productive work environment, which ultimately supports improving the quality of healthcare services in various institutions.

Abstract

Operasional haji tahun 1445 H/ 2024M masih mengusung Tema Haji Ramah Lansia. Sebagai bentuk optimalisasi layanan kepada jemaah khususnya jemaah lansia diterbitkan Kepdirjen PHU 185/2023 yang mengamanatkan pelaksanaan pelayanan satu atap pada penerimaan jemaah haji. untuk pelaksanaan regulasi tersebut dibutuhkan kolaborasi dari berbagai lembaga diantaranya Kantor Kementerian Agama Provinsi Jawa Barat, Balai Kekarantinaan Kesehatan (BKK) Kelas I Bandung, Petugas imigrasi, UPT Asrama Haji Embarkasi Bekasi, dan Kantor Kementerian Agama Kab/ Kota. Penelitian ini dilakukan untuk menganalisis dinamika kolaborasi yang ada. Hasil penelitian menunjukkan bahwa dinamika kolaborasi dimulai dari kajian yang diinisiasi Kepala Subdirektorat Asrama Haji. Setiap unit memiliki peran yang terdefinisi dengan jelas dengan terbitnya SOP, Juklak, Juknis dari semua bidang PPIH. Kepemimpinan yang konstruktif dalam menyelesaikan konflik serta sistem pelatihan yang komprehensif membantu dalam membangun sinergi yang kuat antar pihak. Abstract

Indonesia is one of the largest gold producing countries in the world. Based on mineral commodity data, Indonesia’s gold reserves reached 2,600 tons. In addition, the mining production reached 66 metric tons in 2021 and 70 metric tons in 2022. However, there are various problems and challenges related to efforts to utilize gold minerals, one of which is the limited availability and validity data. Therefore, this research aims to analyze how a collaboration model related to the gold industry’s single data policy for tax purposes can be implemented using a Multi Helix approach. In the Multi Helix concept, the role of each actor has very close participation to create success in creating quality data in the gold industry sector and sustainable development. Furthermore, it is expected to contribute significantly to tax revenues. Aside from that, the existence of the SDI policy is intended to provide benefits for sustainable economic development by maintaining a good quality of environmental ecosystems. Additionally, SDI data is expected to have a hand in state revenues both in the form of taxes and royalties to the state optimally, thereby creating competitive and growing businesses.

Abstract

Single Submission Perizinan Impor Vaksin suatu keberhasilan pada masa krisis, sehingga mampu mendukung tersedianya vaksin virus Corona secara cepat. Perizinan impor vaksin yang telah diatur oleh Kementerian Kesehatan, Kementerian Keuangan, dan Badan Pengawas Obat dan Makanan, tidak dapat dilakukan di masa pandemic. Berdasarkan Peraturan Presiden Nomor 58 Tahun 2020 tentang Pengaturan dan Penyederhanaan Perizinan Impor, ketiga instansi tersebut telah menyusun prosedur impor melalui Single Submission. Mekanisme Single Submission membuat importir hanya perlu mengajukan satu permohonan untuk beberapa proses izin terkait impor. Penelitian ini membahas tentang analisis inovasi penyederhanaan proses dan faktor keberhasilan dari single submission perizinan impor vaksin virus Corona. Menggunakan pendekatan kualitatif, pengumpulan data dilakukan melalui dokumentasi dan wawancara terhadap informan kunci dari Kementerian Kesehatan, Kementerian Keuangan, Badan Pengawas Obat dan Makanan, Lembaga Nasional Single Window, serta importir vaksin. Penelitian ini melihat adanya jenis inovasi proses, dengan menggunakan enam faktor kunci inovasi sektor publik, yaitu: (i) Tata kelola dan inovasi; (ii) Sumber ide untuk inovasi; (iii) Budaya inovasi; (iv) Kemampuan dan alat; (v) Tujuan, hasil, pendorong, dan hambatan; dan (vi) Mengumpulkan data inovasi untuk inovasi tunggal. Melalui inovasi penyederhanaan kebijakan berbasis teknologi, implementasi Single Submission sangat mempercepat dan memastikan ketersediaan vaksin virus Corona, sehingga penanganan pandemi menjadi lebih optimal.

Abstract

This study aims to examine the collaboration undertaken by the Tangerang City Government in waste management through waste banks. The waste problem in Tangerang City is evident from the annual increase in waste production. This is reflected in the significant volume of waste disposed of at the Rawa Kucing landfillin Neglasari District, which reached 494,176,281.08 tons/year in 2021. As of 2024, the volume of waste sent to the landfill has reached 412,514,564.64 tons/year (data as of September 6, 2023). The Tangerang City Government has collaborated with several waste banks in different areas to manage inorganic waste. The actors involved in this collaboration include the Tangerang City Government, represented by the Environmental Agency, which acts as the leader and initiator of the collaboration for waste management through waste banks. In accordance with Regional Regulation No. 02 of 2021, the government is obligated to establish a central waste bank as a coordinator and facilitator linking the Tangerang City Government with unit waste banks. This research adopts a qualitative method and employs the theory of Emerson and Nabatchi (2015), which posits that local governments are not the sole primary actors initiating collaboration. Furthermore, collaborative governance is understood as the process, structure, and implementation of policies involving government institutions, the private sector, and the community to meet public needs and interests. Field research revealedseveral challenges in collaboration, including procedural and institutional arrangements, leadership, knowledge, and resources.

Abstract

Electronic Signatures are a form of e-Government implementation in government, influenced by various factors that have a crucial role in this policy. This research aims to analyze the implementation of the Electronic Signature policy based on Bogor Regent Regulation Number 77 of 2021 concerning the Management of the Use of Electronic Certificates within the Bogor Regency Government. Based on the theory of George C. Edward III (1980), four variables determine the success of implementing the policy in question. The method used is a qualitative method through in-depth interviews with several sources, including the Bogor Regency Diskominfo Encryption Section, Bogor Regency BPKAD Treasury Officials, and the General and Personnel Subdivision (Umpeg) at the Bogor Regency Disdukcapil. The research results show that the four variables influence the success of implementing the policy. This policy has been communicated to all regional officials in Bogor Regency, ensuring that resources such as the number of employees and server facilities play a vital role in the successful implementation of the policy. Employees who understand the use of Electronic Signatures, supported by adequate server facilities, are the key to the smooth implementation of this policy. The regional head, through a regent's regulation, explained that the main aim of implementing this policy is to achieve time and cost efficiency, hoping to increase work effectiveness and efficiency. This research uses qualitative methods with data collection through in-depth interviews as the primary source of information.
