Abstract

Talent management is a strategic instrument to ensure the availability of competent, high-performing, integrity-driven, adaptive, and future-ready civil servants for strategic positions within the Ministry of Marine Affairs and Fisheries. This study aims to analyze the urgency of talent management at the Ministry of Marine Affairs and Fisheries with a focus on collaboration in talent development. The research applies a qualitative-descriptive approach through literature review and policy document analysis without changing the theoretical framework of talent management, merit systems, strategic human resource management, and public sector collaboration. The findings show that talent management is urgent for strengthening succession planning, reinforcing the merit system, reducing fragmentation in competency development, and improving civil service readiness to respond to the complexity of the marine and fisheries sector. Collaboration is a determining factor because talent development requires the integration of competency, performance, potential, critical-position needs, learning curricula, mentoring, strategic assignments, and placement mechanisms. This study recommends strengthening a collaborative talent development ecosystem through a cross-echelon forum, integration of Corporate University with the talent pool, leadership mentoring, experiential learning, and strategic external partnerships.

Abstract

This study examines the implementation of the State Civil Service Information System (SIASN) as a digital governance innovation in Indonesia's public personnel management system. The study aims to analyze the SIASN implementation from the perspective of Digital Era Governance (DEG), identify its impacts on personnel services, explore implementation challenges, and propose a conceptual framework to improve digital governance practices. This study employed a Systematic Literature Review (SLR) following PRISMA guidelines. Twenty empirical articles indexed in the Sinta and Scopus databases, published between 2022-2026, were systematically selected and analyzed using thematic synthesis techniques. The findings indicate that SIASN contributes significantly to administrative integration, service efficiency, transparency, and the reduction of manual procedures through the principles of Reintegration and Need-based Holism. However, several challenges remain, including data synchronization issues, digital literacy disparities, infrastructure limitations, system instability, and organizational resistance to digital transformation. This study proposes a SIASN Digital Governance Maturity Framework that integrates technological, organizational, and governance dimensions within the DEG perspective. The study contributes theoretically by extending Digital Era Governance concepts into public personnel systems and practically by providing policy recommendations to improve digital public services in Indonesia.

Abstract

This study aims to analyze the factors that influence and formulate strategies to meet the needs of functional positions of fisheries supervisors and assistant fisheries supervisors in supporting the Blue Economy Policy of the Ministry of Maritime Affairs and Fisheries to be optimal. The research method used is a qualitative approach. The aspects of analysis include the state of work, the use of working time, and the goals that must be achieved based on the theory of workload indicators and Analytical Hierarchy Process (AHP) method. The results showed that the fulfillment of functional position needs was not optimal due to several factors, namely 1) the level of skills and understanding of some JF Waskan and Assistant Waskan was still quite low; 2) limited formation because there was no determination of latest position map; 3) Standard Operating Procedures (SOP) that differed between the center and UPT PSDKP; 4) fisheries supervision was still carried out manually with physical inspection of fishing vessels. For strategies to fulfill the needs of functional positions, several suggestions were formulated, namely 1) preparation of Human Capital Development Plan (HCDP) as a basis for training and development; 2) determination of the formation of the results of calculating the needs of functional positions in the latest position map; 3) improvement and refinement of SOPs; and 4) development of an independent fisheries monitoring system with risk assessment. Managerial implications are outlined in the priority strategy, while the highest factor is formation through accelerating the determination of the latest position map.

Abstract

Corruption crimes that often occur in the public sector, both in the form of bribes, gratuities, and extortion, are increasingly massively involving public officials and private parties. Public officials as civil servants/state administrators have the obligation to report if the gratuities received are vulnerable related to their positions and contrary to their duties or authority. However, according to data on the number of gratuity reports from the Corruption Eradication Commission (KPK), the number of civil servants/state administrators who report gratuities is still relatively minimal. This shows that compliance in submitting gratuity reports has not been fully complied with by civil servants/state administrators. This study aims to analyze the implementation of gratuity reporting policies in efforts to prevent corruption. The research method used is qualitatively descriptive, namely explaining the phenomenon of gratuity reporting with a data collection method through literature studies of various journal publications, gratuity report data and other relevant documents.

Abstract

This study aims to analyze strategies for strengthening human resource governance in the disaster sector following organizational restructuring through the optimization of the BNPB Functional Position Development Center (Pusbin JF) in 2025 to support increased capacity of disaster personnel. The research method used was a qualitative study with a Systematic Literature Review (SLR) approach through a literature search in the Google Scholar and ScienceDirect databases. The selection process was conducted based on inclusion and exclusion criteria, resulting in 16 relevant scientific articles for systematic analysis. The results indicate that strengthening human resource governance in disaster management requires four main strategies: the application of Training Needs Analysis (TNA) as the basis for developing a competency-based curriculum; the implementation of Agile Human Resource Management to increase organizational flexibility and talent management; the modernization of the training system through digitalization and tactical simulations based on field needs; and the implementation of dynamic governance supported by the operationalization of Pusbin JF as a development unit responsible for competency standardization, credit score management, performance evaluation, and career development for functional positions. This study also yielded three strategic recommendations: institutional strengthening through accelerated operationalization of the Disaster Management Center (Pusbin JF) and the implementation of knowledge management; modernization of the TNA-based training system and 360-degree evaluation; and synchronization of welfare through accelerated regulation of functional allowances and strengthening the talent retention system. The study's conclusions indicate that the success of strengthening disaster human resource governance at the National Disaster Management Agency (BNPB) depends on the synergy between institutional strengthening, competency development based on organizational needs, and support for staff welfare, thereby achieving a professional, adaptive, and sustainable disaster management system.   Keywords: Agile Human Resource Management, Dynamic Governance, Disaster Functional Positions, Human Resources, Training Needs Analysis

Abstract

This study aims to analyze the influence of competence and motivation on the performance of Non-Civil Servant Government Employees (PPNPN) within the Secretariat General of the House of Representatives of the Republic of Indonesia. It employs a quantitative approach using a survey method and an explanatory research design. The study population consists of 4,432 PPNPN employees, with a sample of 367 respondents determined using Slovin's formula. Data collection was conducted through questionnaires, observation, documentation, and literature review. Data analysis was performed using SPSS version 25, involving validity and reliability tests, classical assumption tests, multiple linear regression, t-tests, F-tests, and the coefficient of determination. The results indicate that competence has a positive and significant effect on employee performance, with a significance value of 0.000 (< 0.05). Motivation also has a positive and significant effect on employee performance, with a significance value of 0.000 (< 0.05). Simultaneously, competence and motivation significantly influence employee performance, contributing 58.6% to the outcome. This study is significant as it provides insight into the factors affecting PPNPN employee performance, thereby serving as a basis for evaluation to enhance human resource quality and work effectiveness.

Abstract

Digital transformation has become a strategic agenda for public sector organizations to improve governance, service quality, and organizational performance. However, technological advancement alone is insufficient to ensure successful digital transformation, as it also requires competent human resources, adaptive leadership, and sustainable employee well-being. Therefore, this study aims to analyze strategies for strengthening public sector human resource capacity and capability by integrating digital upskilling, transformational leadership, and employee well-being within a comprehensive conceptual framework. This study employed a qualitative approach using a literature review method by synthesizing evidence from recent peer-reviewed journal articles, international reports, and relevant policy documents. The findings indicate that digital upskilling enhances civil servants' competencies in digital literacy, artificial intelligence, cybersecurity, data analytics, and evidence-based decision-making. Nevertheless, these competencies can only generate sustainable organizational outcomes when supported by transformational leadership that fosters innovation, continuous learning, and organizational adaptability, alongside employee well-being initiatives that mitigate technostress and maintain workforce engagement. This study concludes by proposing an integrative model that positions digital upskilling, transformational leadership, and employee well-being as complementary strategic capabilities for achieving adaptive, human-centered, and sustainable digital transformation in the public sector.

Abstract

This study examines the placement strategy for officers graduating from Sespimmen Polri education in their first positions in newly formed regional police units (Polda) in Eastern Indonesia, with particular attention to Papua and other areas facing structural, geographical, and socio-cultural complexity. The formation of new Polda is intended to strengthen police services, shorten the span of control, and increase institutional responsiveness. However, personnel data indicate a persistent imbalance between the Personnel Structure List (DSP) and the actual availability of middle-level officers (RILL), especially in newly formed Polda that still require organizational consolidation. Using a qualitative descriptive-analytical approach, this study draws on interviews with human resource officials and Sespimmen graduates, supported by documentation on personnel needs, career development, and placement policy. The analysis shows that placement problems are caused by limited middle-level officer availability, suboptimal implementation of the merit system, weak integration between competency data and position analysis, rigid zoning policies, and the distinctive geographical and socio-cultural characteristics of Eastern Indonesia. The study argues that the first placement of Sespimmen graduates should not be treated as routine administrative rotation but as an institutional strategy based on DSP priority, regional vulnerability, competency mapping, Person-Organization Fit, adaptive zoning, and post-placement evaluation. Such a strategy is expected to improve leadership effectiveness, public service quality, and security governance in newly formed Polda in Eastern Indonesia.

Abstract

This study aims to examine how significantly Flexible Work Arrangements (FWA) contribute to the improvement of civil service inter-organizational networks by looking at various factors, including trust, adaptability, information technology readiness, and other control variables. This study uses a mixed-methods design. The quantitative approach uses an online survey of 675 civil servants’ respondents from central and regional agencies. A qualitative approach with in-depth interviews and focus group discussions with local civil service in West Java Province, Central Java Province, and Semarang City. The collected data is then analyzed Path Analysis using SPSS version 25. The research revealed that Flexible Work Arrangements contributed to increasing the influence of the level of trust on the work network. Meanwhile, FWA do not contribute to the effect of adaptability and readiness of information technology on the work network. This is supported by qualitative data which shows that Trust is the main factor to increase the network when implementing FWA in order to create a good network, with high and solid trust, both trust in leaders, colleagues, and stakeholders, then any instruction as soon as possible is realized into a good cooperation network when FWA is realized by developing a Flexible Work Arrangement system

Abstract

The utilization of State-Owned Assets (BMN) at Bekasi Hajj Dormitory and the broader push for public service digitalization have led to the implementation of an online accommodation reservation system, SIASAH. This application stands as the sole digital system across all Hajj dormitories in Indonesia, developed to uphold Good Governance principles by considering effectiveness, efficiency, and transparency in service management, particularly in optimizing Non-Tax State Revenue (PNBP). This study employs a qualitative approach, using the PESTLE analysis model. Data were gathered through interviews with the application developers, reservation and accommodation staff, and service users, complemented by a review of documents such as accommodation usage reports and official website data from Bekasi Hajj Dormitory. The findings indicate that SIASAH has successfully enhanced financial accountability and transparency. However, the system continues to face significant challenges, including public resistance to technology adoption, limitations in human and physical resources, and a sub-optimal integration of environmentally friendly practices. To address these issues, the report recommends a broader marketing strategy via social media platforms, strengthening resource management, and developing digital archiving features. These measures are crucial for ensuring the system's sustainability, improving its efficiency, and elevating the quality of public services provided.
