Abstract

The digital era has brought significant changes to various aspects of life, including the public sector. These changes demand adaptation in human resource management, particularly in talent management. This journal conducts a literature review to examine the challenges and opportunities in talent management in the digital era within the public sector. The aim of this study is to identify the main challenges faced in recruiting, developing, and retaining talent, as well as the opportunities that can be leveraged to enhance the effectiveness of talent management in the public sector. The methodology used is a literature review by searching various leading academic databases, such as Google Scholar, to collect and analyze relevant articles. The findings show that the main challenges include changing skill requirements, competition in acquiring digital talent, and the need for adaptive development and retention strategies. On the other hand, significant opportunities arise through the utilization of digital technologies in recruitment, training, and development, as well as improved employee engagement. The conclusion of this study is that digital transformation requires the public sector to adopt a more strategic and technology-oriented approach to talent management. Recommendations for future research include in-depth exploration of the implementation of digital-based talent management strategies and evaluation of the impacts of various initiatives.

Abstract

Single Submission Perizinan Impor Vaksin suatu keberhasilan pada masa krisis, sehingga mampu mendukung tersedianya vaksin virus Corona secara cepat. Perizinan impor vaksin yang telah diatur oleh Kementerian Kesehatan, Kementerian Keuangan, dan Badan Pengawas Obat dan Makanan, tidak dapat dilakukan di masa pandemic. Berdasarkan Peraturan Presiden Nomor 58 Tahun 2020 tentang Pengaturan dan Penyederhanaan Perizinan Impor, ketiga instansi tersebut telah menyusun prosedur impor melalui Single Submission. Mekanisme Single Submission membuat importir hanya perlu mengajukan satu permohonan untuk beberapa proses izin terkait impor. Penelitian ini membahas tentang analisis inovasi penyederhanaan proses dan faktor keberhasilan dari single submission perizinan impor vaksin virus Corona. Menggunakan pendekatan kualitatif, pengumpulan data dilakukan melalui dokumentasi dan wawancara terhadap informan kunci dari Kementerian Kesehatan, Kementerian Keuangan, Badan Pengawas Obat dan Makanan, Lembaga Nasional Single Window, serta importir vaksin. Penelitian ini melihat adanya jenis inovasi proses, dengan menggunakan enam faktor kunci inovasi sektor publik, yaitu: (i) Tata kelola dan inovasi; (ii) Sumber ide untuk inovasi; (iii) Budaya inovasi; (iv) Kemampuan dan alat; (v) Tujuan, hasil, pendorong, dan hambatan; dan (vi) Mengumpulkan data inovasi untuk inovasi tunggal. Melalui inovasi penyederhanaan kebijakan berbasis teknologi, implementasi Single Submission sangat mempercepat dan memastikan ketersediaan vaksin virus Corona, sehingga penanganan pandemi menjadi lebih optimal.

Abstract

This study was conducted to look factors that influence and look for strategy of self-development and continuous learning culture in fulfilling the competency development of Civil Servants in. Tangerang City Government. The method used with qualitative methods is a descriptive approach. Primary data were obtained from in-depth interviews with key-informants and secondary data from books, journals and related regulations. The results of the research establishing a systemized learning organization such as a Corporate University that can set development goals and track learning progress are important to strengthen the organization roles in Tangerang City Government. The organization also needs to encourage supervisor roles and shape individual characteristics. In addition to the 3 aspects of the London and Smither model, there are also opportunities and challenges for self-development and continuous learning culture in the form of regulation, collaboration with other organizations, demands for public trust and adaptation of society era 5.0.

Abstract

This research was conducted to determine the conditions for the implementation of Local Government Transaction Electronification (ETPD), supporting and inhibiting factors for implementation, identifying strategies can be implemented to optimize ETPD in the revenue of waste/cleaning retribution levies in Tangerang City. The research results were obtained using qualitative methods. This research shows that the implementation of ETPD in the revenue of waste/cleaning retribution levies in Tangerang City is still not optimal, there are 4 (four) aspects that are factors in efforts to implement ETPD, bureaucratic structure, disposition, resources and communication. There were 5 (five) strategy formulations for optimization efforts, (1) Continuing outreach activities, (2) Expanding cooperation, (3) Providing technical guidance/training, (4) Developing infrastructure, and (5) Providing public complaint services.

Abstract

The implementation of Satu Data Indonesia (SDI) is currently considered not to have reached the optimal levels of success. The primary focus of the research is on the Analysis of Collaborative Governance theory by Ansell and Gash in the implementation of SDI, with details divided into four sub-chapters of study aspects: (1) starting conditions, (2) facilitative leadership, (3) institutional design, and (4) the collaboration process. The research findings show that at the initial stage, the limitation of roles cause an imbalance of influence and power, which hinders commitment and participation between parties. Facilitative leadership in SDI is considered too narrow and not yet effective. This is due to the limited involvement between SDI sectors, restricted to intergovernmental collaboration without involving the private sector and universities. The institutional design shows that the implementation of SDI has been supported by various regulations. However, in practice, regulatory obstacles still exist in data exchange, especially to individual data, thus it is necessary to strengthening the SDI regulatory framework through legislation.  the involvement of the non-government sector in the collaboration process enhances the role of the private sector and universities in producing and processing data. This reduces the exclusivity of the role that the government has in SDI so that there is a balance of influence and increased participation between parties.

Abstract

This study aims to examine how significantly Flexible Work Arrangements (FWA) contribute to the improvement of civil service inter-organizational networks by looking at various factors, including trust, adaptability, information technology readiness, and other control variables. This study uses a mixed-methods design. The quantitative approach uses an online survey of 675 civil servants’ respondents from central and regional agencies. A qualitative approach with in-depth interviews and focus group discussions with local civil service in West Java Province, Central Java Province, and Semarang City. The collected data is then analyzed Path Analysis using SPSS version 25. The research revealed that Flexible Work Arrangements contributed to increasing the influence of the level of trust on the work network. Meanwhile, FWA do not contribute to the effect of adaptability and readiness of information technology on the work network. This is supported by qualitative data which shows that Trust is the main factor to increase the network when implementing FWA in order to create a good network, with high and solid trust, both trust in leaders, colleagues, and stakeholders, then any instruction as soon as possible is realized into a good cooperation network when FWA is realized by developing a Flexible Work Arrangement system

Abstract

This research aims to describe a general overview of red chili farming in Kayu Aro Sub-district and Kerinci Regency generally, analyze the cost structure and income and the feasibility of red chili farming, and to analysis implementation to rural goverment. This research was conducted in Kayu Aro Sub-district, specifically in Batang Sangir and Sungai Tanduk villages. The number sampled in this study was 54 farmers. Both primary and secondary data were utilized. The data analysis methods used were descriptive analysis and quantitative analysis. The research shows that red chili farming in the research area is a traditional practice that has been passed down through generations and remains deeply rooted in the culture. Consequently, all basic farming activities are based on traditional experiences. The first step in red chili farming is seed preparation, where farmers use local seeds known as LOKER (Local Kerinci), obtained from previous harvests, eliminating the need to purchase seeds. Generally, red chili farmers in the research location have small land holdings where they own on average 0.18 hectares. The red chili farming maintenance activities include transplanting, staking, weeding, fertilization, as well as pest and disease control.  The cost structure consists of fixed costs amounting to IDR 1,413,000/MT/year and variable costs amounting to IDR 27,985,000/MT/year. The income obtained from red chili farming is IDR 18,963,400/farmer/MT. The R/C ratio for red chili farming is 1.70, indicating that the farming activity in the research area is profitable and viable to pursue.

Abstract

This study aims to analyse the implementation of the I-Mut system in the mutation management of the State Civil apparatus (ASN) and to identify factors that affect its success, particularly in terms of technology, organisational capacity, and digital governance. The study used a descriptive qualitative approach, with data collected through semi-structured interviews and document analysis. The study participants were six purposively selected individuals, comprising employees of the State Civil Service Agency (BKN), users of the I-Mut system in government agencies, and those who understand SPBE policy and ASN management. The results showed that implementing I-Mut can improve efficiency, transparency, and process simplification by digitising services. However, it has not run optimally due to limited human resource capacity, inconsistent system performance, and suboptimal data integration and interoperability across institutions. Therefore, this study recommends strengthening human resource capacity through continuous training, improving data integration and quality, and ensuring policy consistency to optimise the implementation of I-Mut in supporting the digital transformation of ASN management.

Abstract

Perdagangan ilegal satwa liar di Indonesia masih tinggi sehingga pemerintah melakukan penyelamatan melalui penegakan hukum dan mendirikan Lembaga Konservasi Ex-Situ sebagai tempat penitipan sementara. Namun, upaya ini belum sepenuhnya berhasil karena angka kematian satwa masih tinggi. Kematian burung mencapai 90% pada 2023 dan 56% pada 2024 di Pusat Penyelamatan Satwa Tegal Alur Jakarta. Burung kakaktua, sebagai satwa dilindungi yang sering diperdagangkan secara ilegal, menjadi prioritas perlindungan. Upaya penyelamatan satwa liar memerlukan kompetensi khusus agar dapat menekan angka kematian. Kompetensi pengelola merupakan salah satu hambatan dalam pengelolaan satwa liar di instansi pemerintah. Penelitian ini menganalisis lima kompetensi yaitu kompetensi taksonomi, medis, perilaku, hukum dan logistik. Tujuan penelitian adalah menganalisis penyebab belum optimalnya kompetensi pengelola burung kakaktua, dan merumuskan strategi pengembangan kompetensi pengelola burung kakaktua. Penelitian menggunakan metode kualitatif dengan wawancara mendalam untuk mengidentifikasi kesenjangan kompetensi pengelola dan merumuskan strategi pengembangan kompetensi pengelola melalui analisis SOAR. Hasil penelitian menunjukkan bahwa kompetensi pengelola satwa liar belum mencapai tingkat optimal disebabkan belum adanya pelatihan taksonomi, medis, perilaku, dan logistik dan terbatasnya pelatihan hukum terbaru dan turunan, serta belum adanya desain pengembangan kompetensi yang berkelanjutan. Strategi mengembangkan kompetensi pengelola satwa liar dilakukan melalui magang dan benchmarking ke lembaga konservasi yang telah berhasil dalam pengelolaan satwa liar, koordinasi dengan Pusat Pendidikan dan Pelatihan guna mendesain dan menyelenggarakan program pelatihan secara berkelanjutan serta melakukan kegiatan sosialisasi, seminar, dan workshop melalui kerja sama lintas instansi. Illegal wildlife trade in Indonesia remains a high-level threat, placing responsibility on the government to conduct wildlife rescue operations through law enforcement mechanisms. One such effort involves the establishment of Ex-Situ Conservation Institutions, which function as temporary shelters for confiscated wildlife. However, these rescue initiatives have not achieved optimal outcomes, as mortality rates remain high. Data from the Tegal Alur Wildlife Rescue Center in Jakarta indicate that bird mortality reached 90% in 2023 and 56% in 2024, highlighting persistent management challenges. Cockatoos, as protected species frequently targeted in illegal trade, are a priority for conservation efforts. Effective wildlife management requires specialized competencies, yet managerial capacity within government institutions remains a critical constraint. This study examines five key competencies of wildlife managers: taxonomy, medical, behavioral, legal, and logistical. The research aims to identify the underlying causes of suboptimal competency among cockatoo managers and to formulate strategies for improvement. A qualitative approach was employed, using in-depth interviews to assess competency gaps and explore practical solutions. The SOAR (Strengths, Opportunities, Aspirations, Results) framework was applied to develop strategic recommendations. Findings reveal that competencies among wildlife managers remain insufficient, particularly in taxonomy, medical care, animal behavior, and logistics. In addition, legal knowledge is limited and not consistently updated, while structured and sustainable competency development programs are lacking. To address these challenges, the study recommends implementing internship and benchmarking programs with successful conservation institutions, strengthening collaboration with training centers to design continuous professional development programs, and enhancing cross-agency coordination through outreach, seminars, and workshops.
