Abstract

The village Partnertship Development Diagram (PPDB) is a second year activities focusing fordevelopment of guidefish. Problem focus by a partner. (1) MIlk fish processing is still in small scaleand not using modern technology of milk fish processed, (2) Milk fish process produced was not meetstandard issued by the healthy ministry, (3) partner can not yet compete with other competitors, (4)partner have not yet home production in accordance with SNI. The activities of PPDM on second yearnamely: first stage, meeting with the government of Keera District, fishing trainer, partner and PPDMteam. Second stage, meeting for discussing location of house production for partner. Third stage,training about processing of milk fish product. Production house developed 8 X 4 m in size. There aretwo types of product milk fish processing teached namely milk fish boneless and fish bond crackers.Another activity was packing of product by using vacuum scleare.

Abstract

This research analyzes the implementation of the Regent of Cirebon Regulation Number 66 of 2021 concerning the Talent Management System for Civil Servants (Aparatur Sipil Negara, ASN) within the Cirebon Regency Government. The policy aims to create a professional, accountable, and competitive bureaucracy through the systematic development of human resources based on merit principles. However, in practice, several challenges emerge, including inadequate understanding of talent management concepts, uneven competence mapping, and limited digital integration in the implementation process. This study applies a qualitative descriptive approach, focusing on the analysis of policy implementation according to the model proposed by Edward III (1980), which emphasizes four key variables: communication, resources, disposition, and bureaucratic structure. Data were collected through interviews with officials from the Regional Civil Service and Human Resource Development Agency (BKPSDM), document analysis, and field observation. The research also employed secondary data from official government reports, performance evaluations, and local regulations related to human resource management. The findings show that the implementation of talent management in Cirebon Regency has been initiated structurally through the issuance of regulatory instruments and the formation of a task force. However, at the operational level, the process has not been fully optimal. The main constraints include limited understanding of talent management among civil servants, absence of standardized performance evaluation systems, and weak inter-departmental coordination in identifying and developing potential talents. In addition, technological support systems such as the digital database and information integration between agencies remain inadequate. The study concludes that successful implementation of talent management requires not only regulatory support but also organizational commitment, leadership, and systematic competence development. The Cirebon Regency Government is advised to strengthen institutional capacity, improve human resource planning, and integrate information systems to support evidence-based and meritocratic personnel management.

Abstract

The low level of students’ higher-order thinking skills (HOTS) in solving abstract mathematics problems highlights the need for active and collaborative learning. The Student Teams Achievement Division (STAD) cooperative learning model combined with Hands On Mathematics emphasizes direct student engagement.This study aimed to improve HOTS on exponents and logarithms in grade X at SMAN 4 Kota Jambi using STAD with Hands-On Mathematics. A true experimental design with a Pretest-Posttest Control Group involved three groups: experimental class I (STAD with Hands-On Mathematics), experimental class II (STAD), and a control class (Direct Instruction). Descriptive analysis showed an increase in average HOTS scores: 77.86 become 82.00 (class I), 73.67 become 75.33 (class II), and 68.11 become 71.56 (control). Normality and homogeneity tests confirmed assumptions were met. ANOVA indicated significant differences among groups (F = 10.233, p < 0.001). Post hoc Tukey tests revealed significant differences between class I and II (p = 0.016) and class I and control (p < 0.001), while class II and control showed no significant difference (p = 0.327). The study demonstrates that STAD with Hands-On Mathematics is effective in enhancing students’ HOTS in mathematics.

Abstract

This study aims to analyze the influence of supervision on employee work discipline at the Cirebon Regency Housing, Residential Areas, and Land Agency. Supervision is understood as an organizational control mechanism that includes direct and indirect supervision, while work discipline includes preventive and corrective discipline. The study used a quantitative approach with a saturated sampling technique with all 79 employees as respondents. Data were collected through questionnaires and analyzed using descriptive statistics and path analysis. The results showed that supervision was in the "good" category with an average value of 3.70, while work discipline showed an average value of 3.85. The path analysis showed that supervision had a positive and significant influence on employee work discipline. These results confirm that strengthening supervision—both direct and indirect—plays an important role in improving employee work discipline. These findings contribute to the development of internal supervision policies in regional apparatus organizations.

Abstract

Leadership is a key factor determining the success of public organizations in achieving goals, carrying out government functions, and providing effective public services. In local government bureaucracies, the role of leaders is not only related to strategic decision-making but also to mobilizing and motivating staff to maintain work commitment, discipline, and high performance. Employee performance issues remain a common issue in government agencies, including the Cirebon Regency Education Office. Initial observations indicate suboptimal performance indicators, such as a lack of employee initiative, low task completion rates, and ineffective implementation of superior instructions. This situation suggests the need for a study on how the Head of Office's leadership contributes to improving overall employee performance. This study aims to analyze the influence of the Head of Office's leadership on employee performance at the Cirebon Regency Education Office. The research method used was a quantitative method with an explanatory survey approach. The study population consisted of 54 employees of the Cirebon Regency Education Office, all of whom served as respondents. The research instrument was a Likert-based questionnaire that underwent validity and reliability testing. Data analysis techniques used simple linear regression, t-test, F-test, and coefficient of determination (R²) to examine the influence of leadership on employee performance. The results showed that the leadership of the Department Head had a positive and significant influence on employee performance at the Cirebon Regency Education Department. The coefficient of determination (R²) was 0.638, meaning that the leadership variable explained 63.8% of the variation in employee performance, while other factors such as motivation, work culture, and reward systems contributed 36.2%. This research provides theoretical contributions to the development of public administration science regarding the relationship between leadership and employee performance, as well as practical implications for government agencies to strengthen participatory leadership styles, strategic supervision, and employee development to increase the productivity of public organizations..

Abstract

Service quality is a crucial factor determining participant satisfaction with social security institutions. This study aims to examine the direct and indirect influence of service quality on participant satisfaction of the Independent Sector BPJS Ketenagakerjaan (BPJS Ketenagakerjaan) at the Serang Branch Office, Banten Province. The analysis was conducted using multiple regression and path analysis. Various indicators of participant dissatisfaction—such as lengthy service processes, unclear information provided, and low staff responsiveness—demonstrate the need for an empirical assessment of service quality elements based on the five dimensions of SERVQUAL: tangibles, reliability, responsiveness, assurance, and empathy. This study employed a quantitative approach, involving 100 respondents from the independent sector selected through purposive sampling. The research instrument was a structured questionnaire that was tested for validity and reliability to ensure data accuracy and consistency. The results of the multiple regression analysis indicate that each dimension of service quality has a positive and significant influence on participant satisfaction, both individually and collectively. The path analysis found that the dimensions of reliability and responsiveness had the strongest direct contribution to satisfaction. Meanwhile, the empathy dimension has an indirect influence through participant perceptions of service assurance. The coefficient of determination indicates that service quality explains most of the variation in participant satisfaction, with the remainder influenced by other factors such as perceptions of service costs, the organizational culture of the provider, and participants' previous experiences receiving services. Overall, this study confirms that improving overall service quality is a strategic step to strengthen the satisfaction and trust of BPJS Ketenagakerjaan participants in the independent sector. Recommendations resulting from this study include improving the effectiveness of the service information system, developing staff competencies, and establishing consistent and easily accessible service time standards for participants.

Abstract

Penelitian ini bertujuan menganalisis pengaruh implementasi Peraturan Menteri Dalam Negeri (Permendagri) Nomor 7 Tahun 2024 tentang Pedoman Pengelolaan Barang Milik Daerah (BMD) terhadap efektivitas kerja serta kontribusinya dalam meningkatkan Pendapatan Asli Daerah (PAD) di Kabupaten Indramayu. Penelitian menggunakan pendekatan kuantitatif dengan metode survei terhadap aparatur Badan Keuangan dan Aset Daerah (BKAD). Instrumen penelitian berupa kuesioner skala Likert yang telah diuji validitas dan reliabilitasnya. Analisis data dilakukan melalui regresi linier berganda dan uji parsial serta simultan untuk mengetahui pengaruh implementasi kebijakan terhadap efektivitas dan kinerja peningkatan PAD. Hasil penelitian menunjukkan bahwa implementasi Permendagri No. 7/2024 berpengaruh positif dan signifikan terhadap efektivitas kerja aparatur, terutama pada aspek kepatuhan prosedur, ketepatan waktu pengelolaan aset, serta transparansi administrasi. Selain itu, implementasi kebijakan berkontribusi terhadap peningkatan PAD melalui optimalisasi pencatatan aset, pemanfaatan aset idle, dan peningkatan nilai aset daerah. Koefisien determinasi menunjukkan bahwa variabel implementasi kebijakan menjelaskan sebagian besar variasi efektivitas kerja, sementara faktor lain seperti kompetensi aparatur, teknologi informasi, dan budaya organisasi juga turut memengaruhi. Secara keseluruhan, penelitian ini menegaskan bahwa implementasi Permendagri No. 7/2024 menjadi instrumen yang penting dalam memperkuat tata kelola aset daerah, meningkatkan efektivitas kinerja aparatur, serta mendorong optimalisasi pendapatan daerah.

Abstract

Perkembangan teknologi yang pesat dan adanya persaingan rumah sakit dituntut untuk memberikan dan meningkatkan pelayanannya. Pasien akan merasa puas apabila pelayanan kesehatan yang diperoleh sesuai dengan harapaanya, maka sudah selayaknya Rumah Sakit Ciremai Kota Cirebon memperhatikan kualitas pelayanan guna meningkatkan kepuasaan pasien. Penelitian ini bertujuan untuk mengetahui bagaimana kualitas pelayanan terhadap kepuasan pasien rawat inap pada masa pandemi covid-19 di rumah sakit ciremai kota Cirebon. Penelitian ini menggunakan metode penelitian deskriptif analisis. Pengambilan sampel dilakukan menggunakan teknik accidental sampling melalui penyebaran angket/kuesioner dengan jumlah responden sebanyak 100 orang. Teknik analisis data menggunakan analisis deskriptif. Hasil analisis data terkait variabel Kualitas Pelayanan (X) yang memperoleh nilai skor total sebesar 4.821 atau 88% dengan kategori sangat baik . Selain itu, variabel Kepuasaan (Y) juga memperoleh nilai skor total sebesar 3.474 atau 87% dengan kategori sangat setuju.

Abstract

This research analyzes the influence of transformational leadership style and organizational culture on Organizational Citizenship Behavior (OCB) among employees of the Makassar City Education Office. A quantitative approach with explanatory research design was applied to 152 respondents (civil servants and PPPK) using Likert scale questionnaires and multiple linear regression analysis through SPSS 26. The results show: (1) Transformational leadership has a positive and significant effect on OCB (β₁ = 0.387, t = 5.234, p = 0.000); (2) Organizational culture has a positive and significant effect on OCB as the dominant factor (β₂ = 0.512, t = 7.891, p = 0.000); (3) Both variables simultaneously have a significant effect on OCB (F = 52.673, p = 0.000) with R² = 52.3%. Organizational culture has a stronger influence than transformational leadership in shaping extra-role behavior among public sector education employees. The combination of both factors explains 52.3% of OCB variation, with the remainder influenced by other variables. MLQ leadership training, CORE culture internalization program, and OCB indicator integration into ASN performance assessment (SKP). Future research is suggested to test organizational commitment mediation using SEM.
