Abstract

Tulisan ini mengkaji modal politik yang dimiliki oleh Tjhai Chui Mie pada Pemilihan Walikota Singkawang tahun2017. Pengendalian modal adalah salah satu masalah yang sering dihadapi oleh perempuan yang terlibat dalampolitik. Secara luas terdapat anggapan bahwa wanita yang terjun ke politik berkorelasi dengan norma-norma tradisional.Tulisan ini menggunakan metode deskriptif kualitatif dengan menggunakan data yang dikumpulkanmelalui wawancara mendalam dan studi dokumen selama periode April-Juni 2018. Hasil penelitian ini menunjukkanbahwa Tjhai Chui Mie mampu mengelola modal politiknya, yang saling terkait dengan modal sosial danmodal ekonomi. Dengan dukungan partai dan pengalaman politik sebagai legislator, Tjhai Chui Mie berhasil memanfaatkanjaringan sosial etnis dan agama yang kemudian berpengaruh dalam mendapatkan dana kampanyen.Dengan kemampuannya untuk mengelola modalitas tersebut, ia berhasil menjadi walikota perempuan keturunanCina pertama di Indonesia.

Abstract

 Abstract. This research is located in Kuantan Singingi Regency which is motivated by the busy activities of gold mining without permits (PETI) carried out by the local community. This is driven by promising income so that these activities are used as a livelihood and a lack of public awareness of the dangers of PETI. In addition, the low level of involvement of government actors and community participation has an impact on the weakness of regulations that form the legal basis for mining activities. This study looks at the relationship between government units that work together in managing gold mining based on their authority. The informants of this study were employees of the Riau Province ESDM Service, members of the Riau DPRD, Kuantan Singingi District Polres staff, DLH employees of Kuantan Singingi Regency and the community. The technique of determining the informants was carried out by purposive method by digging in-depth information according to the characteristics of the study. The data collection technique is done by interview, observation and documentation. The data analysis technique was used by applying a qualitative narrative approach that conveyed the results of the analysis related to PETI. The results of the study found that the importance of local regulations on community mining that involves both provincial and district governments. The weakness of the legal regarding the implementation of gold mining activities must be strengthened by coordinative efforts and cooperation between the provincial government, DPRD and district governments by sharing the perceptions, ideas of each actor.Keywords: All Units, Authority, MiningAbstrak.  Penelitian ini bertempat di Kabupaten Kuantan Singingi yang dilatarbelakangi oleh ramainya aktivitas pertambangan emas tanpa izin (PETI) yang dilakukan oleh masyarakat setempat. Hal ini didorong oleh penghasilan yang menjanjikan sehingga kegiatan tersebut dijadikan sebagai mata pencaharian dan kurangnya kesadaran masyarakat akan bahaya PETI. Selain itu, rendahnya tingkat keterlibatan aktor pemerintah dan partisipasi masyarakat, berdampak terhadap lemahnya aturan yang menjadi dasar hukum kegiatan pertambangan. Penelitian ini melihat bagaimana hubungan antar unit pemerintah yang bekerjasama dalam mengelola pertambangan emas berdasarkan kewenangan yang dimiliki. Informan penelitian ini yakni meliputi pegawai Dinas ESDM Provinsi Riau, anggota DPRD Riau, Pegawai Polres Kabupaten Kuantan Singingi, Pegawai DLH Kabupaten Kuantan Singingi serta masyarakat. Teknik penentuan informan dilakukan dengan cara purposive dengan menggali informasi secara mendalam sesuai dengan karakteristik penelitian. Teknik pengumpulan data dilakukan dengan wawancara, observasi dan dokumentasi. Teknik analisis data yang digunakan dengan menerapkan pendekatan narasi kualitatif yang menyampaikan hasil analisis berkaitan dengan PETI. Hasil penelitian mendapati bahwa pentingnya peraturan daerah tentang pertambangan rakyat yang melibatkan pemerintah baik provinsi maupun kabupaten. Lemahnya payung hukum tentang pelaksanaan kegiatan pertambangan emas harus diperkuat dengan upaya koordinatif dan kerjasama antara pemerintah provinsi, DPRD dan pemerintah kabupaten melalui penyamaan persepsi, ide dari masing-masing aktor.Kata Kunci: All Units, Kewenangan, Pertambangan

Abstract

Partai politik dalam Pemilu merupakan salah satu atribut negara demokrasi modern, salah satunya adalah Partai Solidaritas Indonesia. Permasalahan yang diangkat, yaitu 1) bagaimana pola rekrutmen politik yang diterapkan oleh Partai Solidaritas Indonesia pada tahapan pencalonan anggota legislatif Pemilu 2019? dan  2) seberapa besar hasil pola rekrutmen politik yang diterapkan Partai Solidaritas Indonesia terhadap hasil pemungutan suara pada Dapil Jawa Barat I? Rancangan penelitian yang digunakan adalah metode penelitian kualitatif dengan tipe eksplanatori dengan data primer dan sekunder.  Penentuan informan melalui teknik purposive sampling, pengumpulan data melalui wawancara, pustaka, dan dokumentasi. Instrumen utama penelitian adalah penulis sendiri, unit analisis berupa proses rekrutmen politik pada tahapan pencalonan anggota legislatif pada Pemilu 2019 yang dilakukan oleh PSI dan teknik analisis data melalui reduksi data, sajian data, analisis verifikasi, dan penarikan kesimpulan, serta teknik validasi menggunakan teknik triangulasi. Temuan penelitian ini adalah pola rekrutmen politik yang diterapkan oleh PSI, meliputi, sifat pola rekrutmen dilaksanakan PSI mengunakan sifat pola rekrutmen terbuka, kecenderungan pola rekrutmen civil service reform, dan metode pola rekrutmen berupa metode ilmiah. Pola rekrutmen politik yang diterapkan PSI berakibat pada hasil pemungutan suara pada Dapil Jawa Barat I.

Abstract

In village development, the availability of accurate village profile data has an impact on its consistency policy direction.  However, there are some problems that are encountered to be able to update it including the quality of human resources, finance and infrastructure. Therefore, Community Service Program (PKM) activity is intended to provide knowledge about the importance of updating data in planning village development and helping the government update profile data and potential of their villages. The method used is training in updating basic data based on family data which is carried out by providing material and its implementation in the field. Community Service Program can be carried out according to the planned schedule, especially in the provision of training materials. Meanwhile, implementation of material in the training could not be carried out because it was constrained because lack of information technology. However, in general the Community Service Program in Neglasari Village was going well, marked by an increasing participant knowledge and an acceleration of online data updating assisted by students who were doing Community Service Program. Indirectly, this achievement at the same time show that the obstacles faced by Neglasari Village were not only on its human resources but rather on aspects of financial support and infrastructure. The actual presence from the government is needed to support the updating of the profile and potential data of this village because it is not only the village institution that requires it, but rather the central and regional governments.

Abstract

Penelitian ini dilatarbelakangi tingginya angka pengangguran di Kabupaten Karawang yang mencapai 9,55 persen, berada di atas angka pengangguran nasional, keadaan tersebut berbanding terbalik dengan citra Kabupaten Karawang sebagai daerah dengan kawasan industri terbesar se-Asia Tenggara dan sebagai proyek percontohan Program Pemagangan Nasional. Tujuan penulisan ini adalah menganalisis collaborative governance antara pemerintah Kabupaten Karawang bersama APINDO, KADIN, dan masyarakat dalam penyelenggaraan Program Pemagangan Nasional. Penelitian ini menggunakan teori collaborative governance dari Ansell dan Gash (2007) yang berfokus pada aspek trust building dan commitment tp process. Hasil penelitian menunjukkan lemahnya kepercayaan dan komitmen antar aktor dalam penyelenggaraan Program Pemagangan Nasional di Kabupaten Karawang berdampak pada penolakan dari unsur serikat pekerja, yang menganggap pemagangan sebagai media dalam eksploitasi buruh murah, dan kaya celah pelanggaran terhadap komitmen dalam pelaksanannya, di samping memunculkan aktor free rider dalam mengais keuntungan pribadi.Kata Kunci: Membangun kepercayaan, Kolaborasi pemerintahan, Program Pemagangan.

Abstract

Artikel ini bertujuan untuk mendeskripsikan dan menganalisis bagaimana Dinamika Pemerintahan Kota Tasikmalaya dalam penyelenggaraan kearifan lokal nilai-nilai religius yang ditinjau dari teori Dynamic Governance dari penelitian Boon Siong Neo dan Geraldine Chen (2007). Metode penelitian yang digunakan adalah metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dilaksanakan dengan melalui studi pustaka, observasi, wawancara, dan dokumentasi. Teknik penentuan informan dilakukan secara purposive. Hasil penelitian menunjukan bahwa berdasarkan tiga elemen utama Dynamic Governance, terdapat beberapa hal yang perlu diperbaiki seperti dekadensi moral yang setiap tahun meningkat, tidak efektifnya peraturan daerah tata nilai religius beserta program-program turunannya, serta masih adanya kelompok masyarakat yang merasa terdiskriminasi di Kota Tasikmalaya. Penulis menyarankan agar Pemerintah Kota Tasikmalaya untuk mengevaluasi peraturan daerah tata nilai religus dan program-program turunannya, mengoptimalkan semua elemen dalam pemerintah dan masyarakat, serta mencari alternatif pendekatan lain selain pendekatan keagamaan dalam mengatasi permasalahan peningkatan dekadensi moral di Kota Tasikmalaya.

Abstract

This research is motivated by Lake Toba tourism which has not been managed optimally, resulting in low interest in tourist visits. In addition to overlapping central and regional government authority arrangements, this condition is exacerbated by the lack of public understanding regarding tourism, the lack of information disclosure, and the lack of involvement of indigenous peoples which have implications for the rise of community land acquisition conflicts. The purpose of this study is to explain how BPODT develops Lake Toba tourist destinations based on the principles of good governance proposed by Sedarmayanti (2007) based on aspects of transparency, accountability, and participation. The research is qualitative, primary data obtained through observation and interviews, data analysis and validation using triangulation. The results show that the development of Lake Toba tourism objects by BPODT is still not optimal, it can be seen that there is a lack of openness, information, and coordination. Based on the accountability aspect, BPODT is trying its best to make the Lake Toba tourist area a world-class tourism area that is superior and supported by adequate infrastructure. As well as implementing ecosystem maintenance policies through the prevention and management of the Lake Toba tourist attraction area. Regarding the participation of BPODT and stakeholders, it is currently running, although there are still land acquisition conflicts. Abstract

During the Covid-19 pandemic, technology played an important role in keeping community activities running as they should. The practice of using information technology for the community is directed at increasing the reliability of community service technology, the effectiveness and efficiency of receiving services by the community. This study uses descriptive qualitative, where in data collection using secondary data in the form of documentation at the research location. The data analysis technique is a descriptive analysis technique, in which the analysis is carried out to be able to explain the Application of All In One Information Technology in Improving Public Services in Indramayu Regency. The results of the research show that the application of All In One Information Technology in Indramayu Regency. There are several inhibiting factors both in the socialization and implementation of these applications including internal and external factors, internal factors are inhibiting factors from within, namely the lack of IT experts as system operational controllers and not yet maximal training specifically in the field of IT, limited budgets, lack of supporting facilities such as Inadequate buildings and also the absence of special IT media buildings and tools.

Abstract

The policy process cannot be separated from democracy because in the policy process there is an aggregation of interests and accommodation of interests, where the existing needs of the community will be tied in one package, namely public opinion. The original village democracy was characterized by deliberation in decision-making and involved gotong royong in all implementations related to joint achievement efforts. Meanwhile, traditional rural democracy has undergone a change towards a decline where the implementation of democracy in independent villages (Village Development Index) has no substance. This paper tries to analyze the Policy Process in the Perspective of Original Village Democracy which changes according to and depends on political culture variables and socio-economic variables. This study uses a qualitative method with purposive sampling in determining the informants and interview techniques, observation and documentation. The rest of the data sources are obtained through literature study of concepts and theories about the policy process and democracy that occurs in the village contained in books and several articles that have been published. The data used by the author are primary data and secondary data.

Abstract

The Palestinian conflict with Israel has been going on for centuries, beginning in the mid-1800s/ Tensions rose with Jewish migration to Palestine and the 1917 Balfour Declaration in favor of establishing a "national home for the Jewish people" in Palestine, exacerbating land and identity conflicts. Israel's annexation in 1980 also added to political tensions and territorial struggles. The conflict has become an international issue since the end of the World War, leading to a protracted humanitarian crisis that has drawn global attention, including from Indonesia and Kuwait. The governments of Indonesia and Kuwait oppose violence in Palestine and are committed to providing humanitarian assistance through foreign policy. This paper explains how the comparison of the implementation of the results of diplomacy and foreign policy related to humanitarian assistance to the Palestinian-Israeli polemic carried out by Indonesia and Kuwait is connected through Holsti's public policy theory, namely foreign policy as a cluster of orientations, foreign policy as a set of commitments to and a plan for actions, foreign policy as a form of behavior to see the extent to which the effectiveness of assistance from these countries to Palestine is researched through the literature study research method.
