Abstract

(Government Coordination to Prevent Traffic Accident On Lembah Anai Road Province of West Sumatera In 2024) Kecelakaan Lalu Lintas merupakan permasalah di jalan raya yang menjadi penyebab kematian terbesar di Indonesia, sehingga pemerintah yang memiliki tanggung jawab untuk mencegah terjadinya kecelakaan lalu lintas untuk melindungi masyarakat, pemerintah harus melakukan tindakan yang dapat menjamin keselamatan lalu lintas khususnya pada Jalan Lembah Anai yang banyak dilalui oleh masyarakat terutama Jalan yang menghubungkan Kota Padang dan Kota Bukittinggi ini rentan terhadap faktor pendorong terjadinya kecelakaan lalu lintas khususnya atas faktor manusia, lingkungan dan jalan. Namun, kewajiban pemerintah untuk mencegah kecelakaan lalu lintas tidak bisa dilakukan oleh satu pihak saja mengingat banyaknya faktor pendorong untuk terjadinya kecelakaan lalu lintas perlu dilakukan koordinasi yang efektif untuk mencegah terjadinya kecelakaan lalu lintas di Jalan Lembah Anai Provinsi Sumatera Barat ini.  Hasil penelitian peneliti menunjukan bahwa koordinasi pemerintahan dalam mencegah terjadinya kecelakaan lalu lintas di Jalan Lembah Anai Provinsi Sumatera Barat pada tahun 2024 berjalan cukup efektif karena lancarnya proses komunikasi yang dilakukan antar instansi dan masyarakat, prosedur yang mengikat, terdapatnya pemberian insentif dan kegiatan timbal balik. Namun, masih perlu dirancangnya kalender pemerintahan yang mengikat seluruh instansi dan kepatuhan dari masyarakat atas prosedur yang telah ditetapkan. Abstract Traffic accidents are a major road problem and the leading cause of death in Indonesia. Therefore, the government, which has the responsibility to prevent traffic accidents and protect the public, must take action to ensure traffic safety, particularly on Lembah Anai Road, which is heavily traveled by the public. This road, which connects Padang City and Bukittinggi City, is vulnerable to factors contributing to traffic accidents, particularly human, environmental, and road factors. However, the government's obligation to prevent traffic accidents cannot be fulfilled by a single party, given the numerous factors contributing to traffic accidents. Effective coordination is necessary to prevent traffic accidents on Lembah Anai Road in West Sumatra Province. The researchers' results indicate that government coordination in preventing traffic accidents on Jalan Lembah Anai, West Sumatra Province, in 2024 was quite effective due to smooth communication between agencies and the public, binding procedures, incentives, and reciprocal activities. However, a government calendar that binds all agencies and ensures public compliance with established procedures remains a need.

Abstract

(The Implementation of E-Government Through the Regional Government Information System (SIPD) in the Administration of Local Government in Lebak Regency in 2024) Penerapan  e-government  melalui  Sistem Informasi Pemerintahan Daerah (SIPD) yang dikelola Kementerian Dalam Negeri digunakan Pemerintah Kabupaten Lebak melalui Badan Perencanaan Pembangunan, Riset, dan Inovasi Daerah (Bapperida) dan Badan Keuangan dan Aset Daerah (BKAD) sebagai instrumen utama dalam perencanaan pembangunan serta pengelolaan keuangan daerah. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan teknik wawancara, dokumentasi, dan studi literatur. Analisis penelitian didasarkan pada teori tiga elemen sukses e-government dari Harvard JFK School of Government yang dikembangkan oleh Indrajit (2006) yaitu support, capacity, dan value. Hasil penelitian menunjukkan bahwa penerapan SIPD telah mendapat dukungan regulasi, alokasi anggaran dari APBN dan APBD, serta komitmen pemerintah daerah melalui penguatan SDM dan koordinasi lintas perangkat daerah. Dari aspek kapasitas, ketersediaan sumber daya manusia dinilai cukup memadai meskipun tetap memerlukan peningkatan pelatihan berkelanjutan. Dari aspek manfaat, SIPD memberikan dampak positif bagi pemerintah dengan meningkatkan transparansi, akuntabilitas, dan efisiensi tata kelola, serta bagi masyarakat melalui kemudahan dalam menyampaikan aspirasi pembangunan meskipun akses partisipasi masih terbatas. Abstract The implementation of e-government through the Regional Government Information System (SIPD managed by the Ministry of Home Affairs, has been adopted by the Regional Development Planning, Research, and Innovation Agency (Bapperida) and the Regional Financial and Asset Agency (BKAD) of Lebak Regency as the main instrument for development planning and financial management. This research employs a qualitative descriptive approach using interviews, documentation, and literature review. The analysis is based on the three elements of successful e-government implementation developed by the Harvard JFK School of Government: support, capacity, and value. The findings indicate that SIPD implementation has received strong regulatory backing, adequate budget allocation from both national and regional sources, and commitment from the local government through cross-agency coordination and human resource allocation. In terms of capacity, the availability of human resources is relatively sufficient, although continuous training remains necessary to adapt to system updates. Regarding value, SIPD has provided significant benefits by improving transparency, accountability, and efficiency in governance, while also enabling public participation through the submission of development proposals, although the level of Lebak Regency has shown promising progress.

Abstract

This study aims to analyze the transformational leadership of the West Bandung Regent for the 2022–2023 period in the context of community economic recovery after the pandemic. Transformational leadership with four main dimensions, namely ideal influence, inspirational motivation, intellectual stimulation, and individual consideration is used as an analytical framework to see the extent to which leadership style can encourage economic recovery in a participatory, innovative, and inclusive manner. The research method used is qualitative with a descriptive-analytical approach. Data collection techniques are carried out through documentation and in-depth interviews with informants from government, academics, business actors, media, and the community. Data analysis techniques are carried out thematically and inductively to trace the meaning of leadership actions and their impact on program implementation. The results of the study show that the Regent's leadership reflects a transformational character. The ideal influence dimension is seen in the courage to directly lead the economic assistance program. Inspirational motivation is reflected in the vision of regional development that drives community participation. Intellectual stimulation is realized through digital-based entrepreneurship training. Individual consideration is seen in dialogue activities with business actors at the local level. This leadership is able to improve bureaucratic performance and community involvement in economic programs. However, equal access to assistance and minimal business assistance are still obstacles. The conclusion of this study is that transformational leadership plays an important role in rebuilding the regional economy and needs to be further developed by strengthening the evaluation system and distributing information evenly throughout the region.

Abstract

The sustainability of traditional markets has a very strategic role in increasing the income of traditional market traders. The reality is that the implementation of local government policies on the protection and empowerment of traditional markets is still not running optimally in Indramayu Regency. Reaping protest reactions from traditional traders in the Regency and a decline in the economic income of traditional market traders in Indramayu Regency. The method used in this research is qualitative. Data collection is done by using interview technique as a tool in qualitative research. information that is not recorded in the document, information from relevant events and personalities. The data analysis technique used in this research is interactive model analysis. Data induction, data presentation, and conclusion drawing are carried out in an interactive form with the data collection process as a cycle. The results showed that the implementation of the protection policy and the empowerment of traditional markets in Indramayu Regency was still not in accordance with the practice in the field, especially the issue of the distance between traditional markets and modern shops which was not in accordance with Perda No. 4 of 2014, and the local government of Indramayu Regency had not been firm in controlling modern shops that do not have permits are in reality still up and operating. Abstract

Pemdes Majasari memiliki Perdes No. 3 tahun 2012 tentang perlindungan PMI Asal Desa Majasari yang bertujuan untuk memberikan perlindungan hukum dan meminimalisir kasus yang dialami oleh PMI serta calon PMI. Penelitian ini menggunakan metode kuallitatif deskriptif dengan teknik pengumpulan data yang digunakan adalah wawancara, observasi dan dokumentasi. Hasil dari penelitian ini adalah masih terdapat kondisi dilapangan dimana hal tersebut tidak sesuai denga napa yang tertuang dalam perdes tersebut.

Abstract

The Indonesian government implements a policy of equalizing position as a simplification of bureaucracy. The policy is seen as the transformation of government management with complex challenges. This article aims to analyze the important aspects of the transformation of government management in equalizing positions in Melawi Regency in 2021-2024. Data is collected from important officials who sit in government and members of parliament, without ignoring the opinions of the public. The results show that (a) reframing aspect is considered good enough in the "Achieve Mobilization" element and needs an increase in the "Creating Vision" and "Build a Measurement System" elements by re-frame programs and fulfillment of performance targets, (b) restructuring aspect in implementation element of "Construction an Economic Model" and "Redesigning The Work Architecture" is good enough and needs an increase in the element of "Configuring the Physical Infrastructure" by immediately forming a public service mall, (c) revitalization aspect is good enough from the three elements described, and (d) renewal aspect is good in the "Create a Reward System" and "Developing The Organization" elements, so it only needs to be improved in "Building Individual Learning" element by adding competency development to the equivalent functional position to improve existing services.

Abstract

This study analyses how the Nusantara Capital Authority (OIKN) conducts government communication during the preparation, development, and relocation stages. The research employs a qualitative case study method through in-depth interviews with OIKN officials, affected communities, and academics, complemented by document analysis and observation of OIKN’s communication media. Data were analysed using Miles and Huberman’s interactive model. The findings show that OIKN communicates through various channels (official website, social media, cultural forums, press releases) but still faces challenges. In openness, access to substantive information remains limited, and public participation in policymaking is minimal. In reliability, inconsistencies occur between the central government and OIKN, especially regarding funding and construction schedules. In intelligibility, the use of technical language hinders public understanding of spatial plans and development impacts. In interactivity, communication is largely one-way, with participatory forums often ceremonial and unresponsive to public concerns. The study suggests that OIKN’s communication should be strengthened through greater data transparency, message consistency, the use of plain language, and the establishment of deliberative public participation mechanisms. These efforts are crucial to reinforce the legitimacy of the capital relocation and foster public trust in the government.

Abstract

This Article aims to explain how the West Java Quick Response position in the West Java regional government system 2018-2020 as an auxiliary institution outside the main government institutions is a new problem in the West Java regional government system. This type of research is qualitative with descriptive type. Data collection techniques are observation, interview, and documentation. The number of informants are 11 people who are determined proportionally. The results showed that the position of West Java Quick Response in the local government system in West Java 2018-2020 by looking at the two principles of independent institution criteria, namely First, the Policy Principle, and second, the Tenure or not-Political Party Principle. It can be concluded that West Java's Quick Response position in the regional government system of West Java 2018-2020 is not only a supporting institution, which helps, and supports humanitarian and social tasks, as well as the political stability of the governor of West Java as the regional head. West Java Quick Response in addition to being an innovation in West Java regional government in an effort to realize Good Governance. Although the position JQR cause problem, but it is also an effective step in the politics of the governor of West Java in carrying out leadership as the regional head in the government of West Java.

Abstract

Waste management in Kupang City continues to face complex challenges that are not only technical but also closely related to issues of equity in environmental governance. This study aims to examine how the principle of equity is implemented in waste management governance in Kupang City using the environmental governance framework proposed by Bennett and Satterfield. A qualitative case study approach was employed to explore the experiences and perspectives of multiple stakeholders, including local government officials, environmental communities, private sector actors, and affected residents. Data were collected through interviews, observations, and document analysis and were analyzed thematically. The findings reveal that the Kupang City Government has demonstrated an initial commitment to inclusive waste governance by involving diverse stakeholders, including vulnerable groups, in waste management initiatives and community surveys. However, participation remains largely concentrated at the implementation stage and is not yet fully integrated into policy planning and evaluation processes. The study also identifies significant inequalities in the distribution of waste management services, particularly in the availability of waste collection facilities and transportation services in suburban areas. Furthermore, communities living near the Alak landfill continue to bear disproportionate environmental and health risks without adequate protection mechanisms. This study contributes to the environmental governance literature by providing empirical evidence on how equity principles operate in urban waste management in developing cities. Strengthening institutional capacity, expanding participatory mechanisms, and improving the protection of vulnerable groups are essential to achieving more inclusive and sustainable waste governance in Kupang City, Indonesia.

Abstract

Digital transformation in population administration services has become a crucial agenda in strengthening regional governance, particularly in death recording. North Kayong Regency developed the SIDATOKKU Application integrated with the Gunung Peramas Program to accelerate and regulate death reporting, especially in coastal and archipelagic areas with limited access. This study aims to evaluate the effectiveness of SIDATOKKU implementation in improving the quality and accuracy of death reporting data. Using a qualitative approach with case study methods, data were collected through interviews, observations, and document and regulatory analysis, then analyzed using thematic coding. The results show that SIDATOKKU contributes to accelerating and regulating death reporting under specific conditions, particularly when supported by adequate village official capacity and digital infrastructure. However, the application has not entirely transformed death reporting practices comprehensively, considering that death certificate ownership achievement was already relatively high before SIDATOKKU implementation. SIDATOKKU's effectiveness is more evident in improving initial reporting processes through strengthening the role of village officials, enhancing coordination, and simplifying service workflows, rather than in improving final administrative outputs. This study affirms that e-government effectiveness at the local level is contextual and adaptive, significantly influenced by geographical conditions, official capacity, and established administrative practices.   Transformasi digital dalam administrasi kependudukan tidak hanya melibatkan adopsi teknologi tetapi juga perubahan dalam praktik administrasi dan hubungan sosial dalam pelaporan peristiwa penting. Di Kabupaten Kayong Utara, aplikasi SIDATOKKU diperkenalkan sebagai bagian dari Program Gunung Peramas untuk mendukung pelaporan kematian, khususnya di daerah pesisir dan kepulauan dengan akses terbatas terhadap layanan publik. Studi ini berfokus pada modifikasi proses, integrasi kelembagaan, dan adaptasi kontekstual untuk menilai efektivitas SIDATOKKU dari sudut pandang pencapaian tujuan. Pendekatan studi kasus kualitatif digunakan, melibatkan 16 partisipan yang terdiri dari pejabat Disdukcapil, operator desa, dan anggota masyarakat. Wawancara mendalam, observasi, dan analisis dokumen digunakan untuk mengumpulkan data, yang kemudian dianalisis secara tematik. Hasil menunjukkan bahwa SIDATOKKU tidak secara signifikan mengubah output administrasi, karena kepemilikan akta kematian telah mencapai tingkat tinggi sebelum implementasi. Namun, partisipan melaporkan perubahan yang terlihat dalam praktik pelaporan, khususnya dalam peningkatan peran pejabat desa sebagai pelapor awal dan penataan alur kerja pelaporan awal. Ketepatan waktu pelaporan masih tidak merata di berbagai wilayah, terutama di daerah dengan konektivitas internet terbatas, di mana pelaporan digital sering dikombinasikan dengan praktik pencatatan manual. Temuan ini mengungkapkan ketegangan utama antara digitalisasi proses dan hasil administrasi yang stabil (modernisasi prosedural tanpa transformasi hasil). Selain itu, implementasi SIDATOKKU mencerminkan pergeseran tanggung jawab pelaporan dari rumah tangga ke aktor tingkat desa, yang menunjukkan perubahan dalam praktik administrasi lokal dan pengaturan sosial. Studi ini menyoroti bahwa efektivitas e-government dalam konteks lokal dibentuk tidak hanya oleh sistem teknologi tetapi juga oleh kondisi infrastruktur, kapasitas aktor, dan praktik sosial-administratif yang ada.
