Abstract

This study aims to find out and explain the Government Strategy Implemented by the Pekanbaru City General Election Commission in Improving the Quality of Election Organizers in the 2019 Presidential and Vice-Presidential Election (Study on Voting Organizing Groups). The concept used in this study is the concept of government strategy put forward by Geoff Mulgan, the indicators in this study include determining goals, analyzing the environment, determining directions, determining actions and analyzing learning. This study uses a qualitative descriptive research method, the data obtained through interviews, observations, and documentation. From the results of this study it can be seen that the strategy adopted by the Pekanbaru City General Election Commission in Improving the Quality of Election Organizers in the 2019 Presidential and Vice Presidential Election, the strategy set by the Pekanbaru City General Election Commission is considered capable of improving the quality of 2019 election organizers. However, there are problems, which in the recruitment process for KPPS organizers are still filled by community leaders who are old, have physical limitations and easily get tired, the timing of delivery of technical guidance is not quite right, the lack of interest in reading the instructions and technical guidelines of election organizers. With a strategy to improve the quality of election organizers in 2019 by the General Election Commission of Pekanbaru City, the authors hope that this strategy will not complicate Adhoc PPK, PPS and KPPS organizers, because the true purpose of improving the quality of election organizers is to provide a sense of security and public trust in the results of the implementation elections.

Abstract

The purpose of this study (1) To analyze the development planning process in the Economic Sector of the Regional Development Planning Agency (Bappeda) of Nabire Regency for 2019-2021; (2) To analyze community participation in the Development Planning Deliberation in the Economic Sector, the Regional Development Planning Agency (Bappeda) of Nabire Regency in 2019-2021. The research uses a qualitative approach through the process of finding, understanding, explaining and obtaining an overview. ResultThe development planning process for the Economic Sector of the Nabire Regency Bappeda for 2019-2021 is carried out with a bootom-up approach, starting from the village-level Musrenbang, followed by the district-level Musrenbang and District, Provincial and National levels. The level of proposed activity programs proposed at the planning stage is quite high, however, budget constraints mean that in the implementation stage many activity programs cannot be accommodated by the Technical Regional Apparatus.Community participation in Musrembang in Nabire Regency is in the form of calculative participation, based onprofit relationship orientation, as in business contracts and taking into account economic values.Suggestion forThe Bappeda team at the Musrenbang at the District Level together with the community must classify all proposed activity programs into their funding sources. Especially those that will be financed by APBD II (Kabupaten). Next, prepare and agree on the program of activities according to the priority needs of the community.

Abstract

The good quality human resource are the hope of old but it is hard to be by. It is associated with the problems in the field of education and a lack of public interests in reading including in rural areas, and means to read it had been prepared with the village library. Related to these problems, this Community Service (PKM) activity is intended to assist the village government in cultivating community interest in reading by revitalizing the village library through the processing of library materials so that it can attract public interest to visit and read its book collection. The method chosen in their activities which were training material is a cognitive process in material and technical. library. PKM can be implemented according to plan and run smoothly with increased knowledge and technical skills of library managers. In addition, the village library can be managed properly, including the processing of library materials. However, the village and the supra village government should supported real action to develop public interest in reading including by increasing the collection of books in the library because the beneficiaries of the growing interest in reading are not only the community itself but also the government, both village, regional and national. Tersedianya sumber daya manusia yang berkualitas merupakan harapan yang sudah lama dicanangkan tetapi sulit untuk diwujudkan. Hal ini terkait dengan adanya permasalahan dalam bidang pendidikan yaitu kurangnya minat baca masyarakat termasuk di perdesaan, padahal sarana untuk membacanya sudah disiapkan dengan adanya perpustakaan desa.  Terkait dengan permasalahan tersebut,  kegiatan Pengabdian Kepada Masyarakat (PKM) ini dimaksudkan untuk membantu pemerintah desa dalam menumbuhkan minat baca masyarakat dengan merevitalisasi perpustakaan desa melalui pengolahan bahan pustakanya agar  dapat menarik minat masyarakat untuk berkunjung dan membaca koleksi bukunya. Metode yang dipilih dalam kegiatannya yaitu pelatihan singkat dengan materi yang bersifat kognitif dan teknis dalam mengolah bahan pustaka. PKM dapat dilaksanakan sesuai rencana dan berjalan lancar dengan bertambahnya pengetahuan dan keterampilan teknis pengelola perpustakaan. Selain itu, perpustakaan desa dapat ditata kelola dengan baik termasuk dalam pengolahan bahan pustakanya. Namun begitu, untuk menumbuhkan minat baca masyarakat perlu didukung tindakan nyata dari pemerintah desa  dan pemerintah supra desa.  Penambahan koleksi buku di perpustakaannya menjadi hal penting untuk segera dilakukan karena penerima manfaat atas tumbuhnya minat baca tidak hanya bagi masyarakat sendiri tetapi juga bagi pemerintah baik desa, daerah maupun nasional.

Abstract

In the midst of increasingly high public demands for quality public services, the government through service officers must be able to serve professionally. Implementation and apllication of the core values of BerAKHLAK is one of the main keys to realizing excellent public services. This study aims to examine the process of internalization and application of the core values of BerAKHLAK carried out in Singkawang City in the implementation of public services and their contribution to improving the performance of quality public services for the community. The research method used is a descriptive research type and qualitative approach. Informants were selected through purposive and snowball sampling techniques. Data analysis techniques included data reduction, data presentation, and conclusion/verification sourced from observation, interviews and documentation. The results showed that the internalization of the core values of BerAKHLAK in Singkawang City has been running well and has had a positive impact on improving public service performance. This is evidenced by the increasing value of the public service index in Singkawang City by the Ministry of PAN-RB with a score of 4.22 in 2022 from previously in 2021 getting a score of 3.57. In addition, public satisfaction with public services in Singkawang City has also increased as seen from the value of the public satisfaction index, and the commitment of UPP in Singkawang City to improving the quality of public services. However, there are still weaknesses in several aspects of service. Therefore, The Singkawang City Government must continue to make sustainable efforts to improve the quality of public services in Singkawang City.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis implementasi kebijakan Program STOP KABUR sebagai upaya pencegahan perkawinan anak di Kabupaten Garut tahun 2021-2022. Penelitian ini dianalisis dengan menggunakan teori Implementasi Kebijakan model Donald Van Meter dan Carl Van Horn. Penelitian ini menggunakan metode kualitatif dengan teknik pengumpulan data melalui studi pustaka, observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa dalam implementasi kebijakan program STOP KABUR berdasarkan model Van Meter dan Van Horn belum berjalan dengan maksimal. Hal tersebut dikarenakan, belum terdapat ukuran keberhasilan yang konkret pada ukuran dan tujuan kebijakan, sumber daya manusia tidak memadai dan finansial terbatas, sosialisasi yang dilaksanakan belum merata, pemanfaatan media sosial sebagai sarana pemberian informasi dan edukasi belum optimal, serta lingkungan ekonomi, sosial, dan politik yang belum mendukung terlaksananya program.

Abstract

Tujuan penelitian ini adalah untuk memahami, mendeskripsikan, dan menganalisis bagaimana pelayanan administrasi kependudukan berbasis e-government melalui website Pindang Cemplung di Kabupaten Jepara tahun 2022-2023 berdasarkan tiga elemen sukses pengembangan e-government menurut hasil kajian dan riset dari Harvard JFK School of Government. Metode penelitian yang digunakan adalah metode penelitian kualitatif dengan pemaparan yang bersifat deskriptif. Pengumpulan data dilakukan melalui studi pustaka dan studi lapangan dengan menggunakan obsevasi, wawanacara, dan dokumentasi. Teknik penentuan informan dilakukan dengan teknik purposive. Hasil penelitian menunjukkan bahwa pelayanan administrasi kependudukan berbasis e-government melalui website Pindang Cemplung di Kabupaten Jepara tahun 2022-2023 masih belum dapat memenuhi elemen sukses secara optimal. Berdasarkan hasil penelitian, masih dibutuhkan sosialisasi yang menyeluruh dan konsisten kepada masyarakat, diperlukan sumber daya manusia yang kompeten, dan manfaat yang dirasakan oleh masyarakat dengan adanya Pindang Cemplung sudah dapat dirasakan meski belum secara optimal.

Abstract

Bureaucracy has an important role in realizing government functions that are correlated with fulfilling the interests of the people. Basically, the bureaucracy carries out policies that have been formulated by the institutions authorized to form these policies. This is in line with Wright's (ed., 1992) statement in Rohyatin (2021) that the bureaucracy is basically the state machine room. In the process there are challenges and changes that require bureaucratic reform with the aim of achieving good governance in responding to these challenges and changes. Indonesia and Malaysia are two countries that both have bureaucratic reform as their main agenda. This encourages a comparison of bureaucratic reform between Indonesia and Malaysia where the differences and similarities can be seen through bureaucratic reform indicators according to Putra, A. P. & Maulana, A (2022). The results show differences and similarities in bureaucratic reform between Indonesia and Malaysia.

Abstract

Penelitian ini memiliki tujuan untuk mengetahui bagaimana perbandingan demokrasi di Indonesia dan Singapura dengan berdasar kepada klasifikasi demokrasi Gould Carol C. Gould. Metode penelitian yang digunakan adalah metode kualitatif pengumpulan data dilakukan dengan teknik studi kepustakaan (library research) yang bersumber dari literatur buku, jurnal ilmiah, peraturan perundang-undangan. Hasil penelitian ini menyimpulkan bahwa dengan melihat regulasi dan karakteristik rezim di kedua negara, Indonesia termasuk ke dalam demokrasi pluralisme, sedangkan Singapura termasuk ke dalam demokrasi sosialisme holistik.

Abstract

Sri Lanka and Indonesia are two countries that have a large debt relationship, the complexity of international debt management. Both must confront a variety of policies and strategies to deal with their debt, including issues such as interest rates, terms, payment structures, and political and economic impacts. Rising debt is often part of ambitious economic development strategies, but can raise concerns about long-term financial sustainability. State debt management is the process of managing the debt owned by a country. The main goal is to ensure the sustainability of state finances and prevent crises that could harm the economy as a whole (Aribowo et al., 2023). The Debt Management Office (DMO) is one approach that the Sri Lankan and Indonesian governments can use to manage debt more effectively. By using DMO, both countries can manage their debt more efficiently, improve financial sustainability and reduce the risks associated with external debt. A comparison between Sri Lanka and Indonesia shows that a strong and independent DMO approach is essential for effective and sustainable debt management.

Abstract

The purpose of this research is to compare Good Government practices between Indonesia and the Philippines using Comparative Government theory. This research uses the literature review method by focusing on literature through books, journals, and published media that are relevant to the issue. The results of this study are seen from 5 indicators of Good Government (The African Development Bank: 1999) which include: Legal and Judicial Reforms, Combating Corruption, Accountability, Transparency, and Participation.
