Abstract

This study conducts a comparative analysis of sustainable tourism dynamics in Bali, Yogyakarta, and Labuan Bajo by examining three interrelated dimensions: environmental sustainability, community participation, and governance arrangements. Using a qualitative comparative case study design and document analysis of 50 policy documents, academic studies, institutional reports, and planning frameworks published between 2018 and 2024, the research identifies significant variations in how sustainability is operationalized across destinations. Bali exhibits advanced tourism development but faces severe ecological pressures, fragmented governance, and unequal benefit distribution. Yogyakarta demonstrates the most coherent sustainability model, characterized by strong community-based tourism institutions, participatory co-governance, and locally grounded environmental stewardship. Labuan Bajo, as a national super-priority destination, shows a tension between conservation imperatives and centralized, investor-driven development that limits substantive local participation. The cross-case synthesis reveals that sustainable tourism outcomes depend on the alignment of environmental practices, community empowerment, and multi-level governance coordination. Theoretically, the study contributes to sustainable tourism governance scholarship by proposing a typology of governance configurations hybrid customary–regulatory, participatory co-governance, and centralized authority-based models. Policy implications emphasize the need to strengthen community institutions, enhance regulatory coherence, and adopt destination-specific strategies to ensure that tourism development supports ecological integrity, cultural resilience, and social equity.

Abstract

Kegiatan ini bertujuan untuk meningkatkan kemampun mahasiswa Universitas Islam Negeri Sultan Syarif Kasim Riau dalam mempublikasikan karya tulis ilmiah pada jurnal bereputasi. Kegiatan ini merupakan hasil kolaborasi antara tim pengabdi dengan Lembaga Pengembangan Riset dan Pengabdian Masyarakat. Masalah utama yang merupakan dasar dilakukannya kegiatan pengabdian ini adalah rendahnya skor Sinta Universitas Islam Negeri Sultan Syarif Kasim Riau. Ini disebabkan oleh rendahnya kemampuan mahasiswa dalam mempublikasikan karya tulis ilmiah hasil kolaborasinya dengan dosen karena keterbatasan pengetahuan mengenai jurnal bereputasi dan standar penulisan artikel ilmiah pada jurnal bereputasi. Untuk mengatasi permasalahan tersebut maka dilakukan edukasi penggunaan portal Sinta untuk memperoleh jurnal-jurnal bereputai yang relevan dengan topik penelitian serta dilakukan juga edukasi mengenai standar penulisan artikel ilmiah pada jurnal bereputasi. Berdasarkan hasil evaluasi yang dilakukan, terdapat peningkatan pemahaman peserta mengenai penggunaan Sinta serta peningkatan pemahaman mengenai penulisan artikel ilmiah pada jurnal bereputasi. Dengan meningkatnya kedua kemampuan dasar publikasi pada jurnal bereputasi tersebut diharapkan dapat meningkatkan kualitas karya tulis ilmiah mahasiswa Univeristas Islam Negeri Sultan Syarif Kasim Riau sehingga dapat dipublikasikan pada jurnal bereputasi dan berdampak positif terhadap skor Sinta yang dimiliki.

Abstract

This study aims to analyse the main issues of the Open Government Partnership in the Basque Country. The Basque Country plays a leading role in the open government campaign in Spain because it is a pilot program of the local government of the Open Government Partnership. Qualitative approaches and bibliometric analysis methods are used in this study. The research data were obtained from the official website of the Basque Country government and sourced from the Google Scholar database. The findings of this study indicate that the Basque Country's open government is not popular. The key issues in the Basque Country's open government include accessibility, e-government, government websites, transparency, and e-services. Meanwhile, the current issues include public service innovation, private-public partnerships, and autonomy. These issues highlight the urgency and potential contribution of the Basque Country's open government going forward. The Basque Country is currently focusing on its five open government commitments. These commitments contribute to the Basque government's strategic vision by developing tools, models, and common guidelines for all levels of government, thereby increasing the value of public action and the standing of its public institutions and officials. The findings of this study serves as recommendations for stakeholders in the Basque Country, including all local governments in Spain and all members of the Open Government Partnership

Abstract

This study examines the dynamics of the Open Government Partnership (OGP) as a global initiative aimed at promoting transparency, participation, and accountability in governance. Employing a qualitative-descriptive approach based on secondary data and guided by Theory Guided Qualitative Analysis (TGQA), the research integrates Independent Reporting Mechanism (IRM) reports, OGP Data Dashboard, and scholarly literature to identify patterns, trends, and variations in OGP implementation. Findings reveal that while OGP has expanded into a multi-level governance platform with 74 member countries and 152 local governments, regional disparities remain evident: Latin America stands out as a laboratory of participatory democracy, whereas Africa and Central Asia face structural and political constraints. Thematic analysis shows that classical issues such as fiscal transparency and public service delivery continue to dominate, yet the agenda has increasingly shifted toward justice, inclusion, climate governance, and lobbying regulation. However, IRM data highlight a persistent gap between ambition (44%), completion (60%), and transformative results (15%), underscoring the enduring implementation gap in governance reforms. These findings reinforce the view that OGP is not merely a technocratic platform but also a contested reform arena, where success largely depends on domestic political context, bureaucratic capacity, and civil society engagement.

Abstract

This study aims to analyze the autonomy policy of education in Indonesia. This study uses a qualitative approach with library research techniques. The results of this study indicate that the increase in the education budget allocation has not been able to increase the competitiveness of national education in the global arena. The implementation of educational autonomy through the establishment of various policies, including school-based management and the independent campus policy aims to give authority to educational institutions to provide flexibility in the management of education. Although the education autonomy policy has been able to increase the national education participation rate, this policy also raises new problems such as policy conflicts between the central government, regional governments, and educational institutions, inefficiency in education management, the occurrence of new corrupt practices, and education policies that tend to be top-down. The conclusion is that although it is in line with the demands of reform, education autonomy in Indonesia does not necessarily improve the quality of national education.

Abstract

This study aims to find out how the management of Sedana Mekar BUMDes applies the principles of village autonomy in Mekarsari village, East Lore sub-district, Poso district. This research was conducted in the village of Mekarsari, East Lore sub-district, Poso district with the theory of village autonomy put forward by Sutoro Eko (2014), which is Impunity and Initiative. The research method uses qualitative with descriptive research type. The technique of determining informants used a purposive sampling technique with 6 informants. Data collection techniques were carried out by means of observation, interviews and documentation. The results of this study concluded that the implementation of the principles of village autonomy in the management of BUMDes Sedana Mekar in Mekarsari village was considered not optimal. This is based on aspects of Sutoro Eko's theory used in this study, namely the principle of impunity and initiatives in the management of BUMDes Sedana Mekar. Inadequate planning often occurs in BUMDes management so that the initiatives implemented are not optimal. And it is also found that there are irregularities in the principle of impunity, namely the appointment of BUMDes administrators from village officials which causes the village oversight function of BUMDes to become village oversight of itself.

Abstract

The purpose of this study is to examine open government practices and policies in South Cotabato. In this study, bibliometric analysis, content analysis, and a qualitative approach were all employed. South Cotabato policy documents, Scopus, Web of Science, Semantic Scholar, Crossref, and other sources provide research data. The South Cotabato open government study has a high effect and productivity, as evidenced by the 127 related publications, 683 citations, 13 h-index, and 24 g-index that this research found. This study comprises 668 occurrences, 103 topics 9 clusters, and 2646 total link strengths. The subjects that predominate are infrastructure, public monitoring, public information, public participation, open legislation, public access, public service, and extractive. Public service, service quality, access, public information, communication, interactivity, openness, accountability, monitoring, and assessment are among possible research subjects in the interim. At the moment, South Cotabato is concentrating on promises related to open legislation, public involvement in extractives, infrastructure monitoring by the public, and information availability. South Cotabato might become more open as a result of these promises.

Abstract

This study aims to examine the phenomenon of learning transfer and forgetting within the context of Islamic Religious Education from the perspective of educational psychology. A qualitative method was employed, utilizing a literature review approach to analyze relevant theories related to learning, memory, and the process of forgetting. The data were analyzed using content analysis techniques based on scientific sources discussing the concepts of learning transfer and forgetting, along with their implications for Islamic Religious Education instruction. The findings indicate that learning transfer often fails due to rote-based, less meaningful, and non-contextual learning approaches. Meanwhile, forgetting occurs due to a lack of reinforcement, the material's minimal relevance to students' real-life experiences, and interference from other information. The study concludes that to enhance the effectiveness of Islamic Religious Education learning, educators should implement strategies that emphasize meaningful comprehension, repeated reinforcement, and contextual linkage between the material and students' daily lives, thereby optimizing learning transfer and minimizing the likelihood of forgetting.

Abstract

This research aims to analyze the bibliometrics of Banggai open government and the policy content of Banggai Regency in implementing open government. This research uses a qualitative approach with bibliometric analysis and content analysis methods. This research uses secondary data sourced from google scholar and Banggai government policy documents. The results of this research show that there are 130 studies, 786 citations, 14 h-index, and 24 g-index. This shows that this study is in demand and has high productivity. There are 1242 total link strengths, 456 occurrences, 104 items, and 12 clusters. Themes that rarely receive attention are standard data, collaboration, the private sector, inclusiveness, and data publication. These themes have the potential to be studied in the future. There is harmony between the dominant themes and Banggai government policies. The themes that dominate are Banggai one data, participatory waste management, integrated agricultural systems, and pregnant women services. Meanwhile, Banggai government policies include online services for pregnant women, participatory waste management, Banggai One Data, and the utilization of yards through an integrated agricultural system. This shows that the role of researchers is very large in implementing open government in Banggai district.

Abstract

This study aims to analyze key issues of open government in Austin. Austin plays a major role in the United States as the only local government pilot program established by the Open Government Partnership. Qualitative approaches and bibliometric analysis methods are used in this study. The research data were obtained from the official website of the Austin Government and sourced from the Google Scholar database. The findings of this study indicate that the study of Austin's open government is not popular. The topics that dominate the study of Austin's open government are information, collaboration, transparency, communication, development, community, access, framework, service, and communication model. Meanwhile, the latest and potential topics in the study of Austin's open government include network, media, online information, consultative process, implementation, data sovereignty, governance, monitoring, assessment, deployment, infrastructure, data sharing, digital intervention, and innovation strategy. Austin is currently focusing on four main commitments, namely the community climate resilience pilot, inclusion in court contracting, public participation in city anti-displacement efforts, and public safety data analysis. These commitments have the potential to create a more open Austin government.
