Abstract

This study aims to analyze key issues of open government in Austin. Austin plays a major role in the United States as the only local government pilot program established by the Open Government Partnership. Qualitative approaches and bibliometric analysis methods are used in this study. The research data were obtained from the official website of the Austin Government and sourced from the Google Scholar database. The findings of this study indicate that the study of Austin's open government is not popular. The topics that dominate the study of Austin's open government are information, collaboration, transparency, communication, development, community, access, framework, service, and communication model. Meanwhile, the latest and potential topics in the study of Austin's open government include network, media, online information, consultative process, implementation, data sovereignty, governance, monitoring, assessment, deployment, infrastructure, data sharing, digital intervention, and innovation strategy. Austin is currently focusing on four main commitments, namely the community climate resilience pilot, inclusion in court contracting, public participation in city anti-displacement efforts, and public safety data analysis. These commitments have the potential to create a more open Austin government.

Abstract

Community interactions within the buffer zone of the KGPAA Mangkunagoro I Grand Forest Park (TAHURA) reflect deep interdependence between forest ecosystems and local livelihoods. Grounded in the ecosystem services framework, this study aims to map forest resource governance in Wonorejo Village, Jatiyoso Sub-district, Karanganyar Regency, which has undergone a land-use transition from Perhutani to TAHURA jurisdiction. Using a Participatory Learning and Action (PLA) approach, data were collected through Participatory Rural Appraisal (PRA) techniques—including seasonal calendars, trend-and-change analysis, social mapping, and daily expenditure surveys. Results indicate that the forest's primary environmental services encompass freshwater provision, landscape-based tourism, and carbon sequestration, with an estimated total economic value of Rp 540,620,000 per year. Key challenges identified include declining spring water discharge due to inadequate conservation measures, reduced agricultural productivity, and underdeveloped tourism governance. Stakeholder analysis reveals that effective multi-actor collaboration spanning TAHURA management, community groups (LMDH, P3A, POKDARWIS), and local government is essential for sustainable natural resource management. These findings underscore the need for an integrated approach that reconciles ecological conservation with community economic well-being.

Abstract

Learning psychology is a branch of science that plays a crucial role in understanding students' learning processes. In educational practice, some learning approaches still do not fully consider psychological aspects, resulting in suboptimal learning outcomes. Therefore, understanding the scope of learning psychology is crucial, particularly in the context of Islamic Religious Education. This study aims to describe and analyze the scope of learning psychology, including its definition, methods, and benefits in improving learning effectiveness. This study employed a qualitative approach with library research, using books, scientific journal articles, and relevant previous research as data sources. Data collection was conducted through documentation studies, while data analysis employed descriptive qualitative analysis techniques. The results show that learning psychology addresses not only changes in individual behavior during the learning process but also encompasses cognitive, affective, and psychomotor aspects influenced by various internal and external factors. Furthermore, learning psychology employs a variety of methods, such as clinical methods, questionnaires, experiments, case studies, and tests, that can be used to gain a deeper understanding of students' conditions. An understanding of learning psychology also provides significant benefits for educators in designing effective learning, creating a conducive learning environment, and optimally developing students' potential

Abstract

Abstract

Spiritual intelligence is increasingly recognized as a crucial dimension in contemporary education, particularly amid rapid social change and technological advancement that may shift students’ value orientations. The phenomenon of moral degradation and the dominance of cognitively oriented instruction underscore the urgency of pedagogical transformation capable of integrating affective and spiritual dimensions in a more meaningful way. This study aims to examine the role of Islamic Religious Education learning strategies based on humanistic psychology in fostering students’ spiritual intelligence through a qualitative approach employing a library research design. Data were collected through an extensive review of relevant literature, encompassing diverse theoretical and conceptual perspectives that reflect pedagogical experiences within Islamic education contexts. Data analysis was conducted thematically by identifying patterns of meaning, conceptual relationships, and recurring trends across sources. The findings indicate that the integration of a humanistic approach with strategies such as student-centered learning, contextual learning, problem-based learning, and reflective practices facilitates deeper internalization of values, characterized by active engagement, self-awareness, and authentic spiritual meaning-making among students. These findings suggest that learning processes grounded in subjective experience and empathetic relationships significantly contribute to the development of adaptive spiritual intelligence in response to contemporary challenges. Theoretically, this study reinforces the humanistic paradigm in Islamic education, while practically it offers implications for designing more reflective, contextual, and transformative learning models, as well as opening avenues for further exploration on the integration of technology and spirituality in education.

Abstract

This study examines the evolution of open government in Tunisia by mapping scholarly literature published between 2011 and 2025, following the country’s accession to the Open Government Partnership. Using bibliometric analysis with VOSviewer, the study analyzes review articles retrieved through Publish or Perish and indexed in Google Scholar, focusing on transparency, public participation, and accountability as core dimensions of open government. The findings identify three dominant thematic clusters—fiscal transparency and access to information, public participation and democratic innovation, and institutional accountability and digital governance—reflecting both global discourse and Tunisia’s post-revolution governance trajectory. The results reveal a shift from exploratory research toward more consolidated analyses of implementation and institutionalization. However, the study highlights a persistent gap between normative commitments and practical outcomes, as transparency and participation have not consistently produced accountability. To address this, the study proposes the Integrated Open Government Nexus, which conceptualizes these dimensions as sequentially and causally linked within an integrated governance system. The study contributes to advancing theoretical understanding and offers policy insights for strengthening open government in transitional contexts.

Abstract

This article explores the constitutional role of Islamic law (Sharia) within contemporary governance frameworks across four Muslim-majority states such as Indonesia, Malaysia, Pakistan, and Egypt. It argues that the interface between Sharia and constitutionalism represents an evolving negotiation of moral legitimacy, institutional design, and political power rather than a fixed dichotomy between secularism and theocracy. Using a comparative qualitative approach grounded in constitutional pluralism and governance legitimacy theory, the study analyzes constitutions, judicial decisions, and legislative instruments from 1945 to 2024. The findings identify three typological models of Islamic constitutional governance. The integrationist model, exemplified by Pakistan, embeds Sharia into the constitutional core through specialized courts and councils, reinforcing religious authority but limiting legislative autonomy. The dualist model, found in Malaysia, institutionalizes parallel jurisdictions between civil and Sharia courts, ensuring religious autonomy but perpetuating jurisdictional uncertainty. The contextual-adaptive model, as in Indonesia, integrates Sharia through decentralization and judicial review, balancing local autonomy and national oversight. Egypt, meanwhile, represents a hybrid statist model, where state institutions monopolize religious interpretation to maintain regime legitimacy. Comparative analysis reveals that constitutional trajectories depend less on religious doctrine than on the interplay of judicial independence, political coalitions, and decentralization. When Sharia interpretation aligns with maqāṣid al-sharī‘ah and human rights principles, it strengthens democratic legitimacy and legal pluralism. The article concludes by proposing a contextual constitutionalism model, offering an institutional framework for reconciling divine authority with constitutional democracy in Muslim-majority societies.
