Abstract

This study aims to analyze key issues of open government in Kaduna State. Kaduna State plays a major role in Nigeria as the only local government pilot program of the Open Government Partnership. A qualitative approach and bibliometric analysis method were used in this study. The research data were obtained from the official website of the Kaduna State Government and sourced from the Google Scholar database. The findings of this study indicate that the study of open government in Kaduna State is not popular. The topics that dominate the study of open government in Kaduna State are farming, education, transparency, health, conflict, information resources, and information and communication technology. Meanwhile, the current and potential topics in the study of open government in Kaduna State include cybersecurity, e-government systems, health insurance, food security, electoral systems, democratic governance, and independent electoral commissions. Kaduna State is currently focusing on five main commitments, namely strengthening the participatory budget process, the Open Contracting Data Standard and Open Contracting 4 Infrastructure Data Standard, access to information for citizen engagement, strengthening social protection systems, and improving service delivery in education and health sectors. These commitments have the potential to create a more open government in Kaduna State.

Abstract

This article aims to explore and analyze the implementation of the managerial values of Prophet Muhammad SAW within the framework of contemporary Islamic education management. The Prophet is recognized not only as a messenger of Allah but also as an exemplary leader and manager who successfully established a civilized society based on divine guidance and universal humanitarian values. This study adopts a qualitative-descriptive approach through a literature review of both classical and modern references, including works by George R. Terry, Imam Machali, and Mujamil Qomar. The findings indicate that the leadership principles of Prophet Muhammad SAW—such as shiddiq (truthfulness), amanah (trustworthiness), tabligh (communication), fathanah (wisdom), as well as musyawarah (consultation) and istiqamah (consistency)—greatly contribute to building effective and ethical Islamic educational leadership. These values remain highly relevant for today’s educational leadership in facing globalization, moral decline, and the challenges of digital transformation. By adopting the Prophet’s prophetic values as a managerial and educational role model, Islamic educational institutions can achieve governance that is both professional and spiritual. Therefore, mainstreaming these prophetic managerial values is a strategic necessity for navigating contemporary educational dynamics.

Abstract

This study aims to analyze key issues of open government in Austin. Austin plays a major role in the United States as the only local government pilot program established by the Open Government Partnership. Qualitative approaches and bibliometric analysis methods are used in this study. The research data were obtained from the official website of the Austin Government and sourced from the Google Scholar database. The findings of this study indicate that the study of Austin's open government is not popular. The topics that dominate the study of Austin's open government are information, collaboration, transparency, communication, development, community, access, framework, service, and communication model. Meanwhile, the latest and potential topics in the study of Austin's open government include network, media, online information, consultative process, implementation, data sovereignty, governance, monitoring, assessment, deployment, infrastructure, data sharing, digital intervention, and innovation strategy. Austin is currently focusing on four main commitments, namely the community climate resilience pilot, inclusion in court contracting, public participation in city anti-displacement efforts, and public safety data analysis. These commitments have the potential to create a more open Austin government.

Abstract

The Riau Government is committed to preserving the Riau Malay Culture as stated in the Riau Vision 2025. The current facts show that there is a severe weakening of the Malay Culture in Riau Province. This can be seen from the ethics, grammar, fashion, culinary, art, and Malay traditions that the Riau Malay community is starting to leave. The purpose of this study was to determine collaborative governance in the effort to preserve the Riau Malay Culture. The research method used is qualitative. The results of this study indicated that the Riau Government is not committed to achieving its vision, which is reflected in government policies. Lack of a roadmap for a cultural vision so that a network structure between stakeholders was not formed, the master plan owned by each stakeholder was not integrated, and was not interdependent, did not have a standard measure that describes procedures and authority in action, there was no function of joint decision-making and sharing of responsibilities, and there was no communication and flow of information between stakeholders so that collaborative governance in the preservation of Riau Malay culture was not carried out.

Abstract

Penelitian ini bertujuan untuk menganalisis bentuk-bentuk kesulitan belajar yang dialami oleh siswa di SMPN Tahfidz Madani Pasir Pengaraian, serta mengidentifikasi faktor-faktor penyebab dan strategi intervensi yang diterapkan sekolah. Dengan pendekatan kualitatif deskriptif, data dikumpulkan melalui teknik observasi, wawancara mendalam, dan dokumentasi terhadap delapan siswa yang telah teridentifikasi mengalami kesulitan belajar, serta terhadap guru, wali kelas, dan pembina tahfidz sebagai informan pendukung. Hasil penelitian menunjukkan bahwa bentuk kesulitan belajar yang ditemukan meliputi lambat membaca dan memahami teks, kesulitan mengungkapkan ide tertulis, gangguan perhatian, ketidakmampuan memahami konsep abstrak, serta kecenderungan pasif dan menghindari tugas. Faktor penyebabnya terdiri atas faktor internal seperti keterbatasan kognitif dan rendahnya motivasi belajar, serta faktor eksternal seperti metode pengajaran yang monoton, beban hafalan tahfidz yang tinggi, dan minimnya dukungan belajar dari lingkungan rumah. Strategi diagnosis dan intervensi yang diterapkan meliputi observasi langsung, wawancara informal, program bimbingan belajar, serta kolaborasi antara guru dan pembina tahfidz. Simpulan dari penelitian ini menekankan pentingnya sistem diagnosis kesulitan belajar yang terstruktur, kolaboratif, dan berkelanjutan di lingkungan sekolah agar peserta didik memperoleh layanan pendidikan yang sesuai dengan kebutuhan individual mereka.

Abstract

This study aims to analyze key issues of open government in the Philippines. This country is one of the eight initiators of the Open Government Partnership. Qualitative approaches and bibliometric analysis methods are used in this study. Data are sourced from Google Scholar and collected using Publish or Perish (using keywords: Philippines transparency, Philippines public participation, and Philippines collaboration). The keywords are based on the main principles of open government. The data selection process and data completion are done using Mendelay, while the bibliometric map is obtained using VOSviewer. This study found 116 relevant articles, 87 topics, 437 total link strengths, and 270 occurrences. The dominant issues are: collaboration, transparency, public participation, accountability, local government, education, governance, economics, health, and extractive industries. At the same time, the latest and potential topics include: democracy, legitimacy, public service, financial reporting, information disclosure, government projects, public bidding, communication, capacity, climate change, health, public work management, disaster management, supply network, women count, sustainable development goals, and judicial consequences. Since its leading role in the OGP, the Philippines has made 75 of its open government commitments and is currently focusing on ten commitments. These commitments have the potential to create a more open Philippine government.

Abstract

Artikel ini membahas kesulitan belajar pada siswa yang berasal dari keluarga broken home. Berdasarkan studi dan wawancara, ditemukan bahwa siswa yang tumbuh dalam lingkungan keluarga yang tidak harmonis seringkali mengalami masalah konsentrasi, motivasi yang rendah, dan ketidakmampuan untuk fokus dalam belajar. Faktor-faktor seperti kurangnya perhatian dari orang tua, kondisi emosional yang tidak stabil, dan perubahan mendadak dalam struktur keluarga memperburuk kesulitan belajar ini. Selain itu, dukungan dari lingkungan sekolah dan keluarga sangat penting untuk membantu siswa menghadapi tantangan ini.

Abstract

Artikel ini menyajikan tentang reformasi pendidikan Islam pada masa Sultan Mahmud II tahun 1808-1839. Tujuan penelitian ini adalah untuk mengetahui tentang reformasi pendidikan Islam pada masa Sultan Mahmud II. Penelitian ini menggunakan metode penelitian kepustakaan atau library research, yaitu penelitian yang memperoleh data menggunakan hasil bacaan yang bersumber dari kepustakaan seperti buku, artikel jurnal, dan bacaan lainnya. Hasil penelitian dan pembahasan artikel ini menunjukkan bahwa Reformasi pendidikan yang dilakukan oleh Sultan Mahmud II adalah terfokus pada perbaikan Kurikulum madrasah. Sultan Mahmud melakukan sosialisasi mengenai pendidikan yang dimulai dari perubahan sistem kurikulum serta kurikulum baru dan diterapkan untuk pendidikan umum. Pada sistem pendidikan kurikulum madrasah dan universitas, Mekteb-i Ma'arif atau Sekolah Pengetahuan Umum dan Mekteb-i Ulum-u Edebiye atau Sekolah Sastra, telah dimodifikasi untuk memasukkan mata pelajaran umum selain bahasa Arab, seperti bahasa Prancis, Bumi. Ilmu pengetahuan, ilmu pengukuran, sejarah, dan ilmu politik.

Abstract

This activity aims to improve the ability of students of Universitas Islam Negeri Sultan Syarif Kasim Riau to publish scientific papers in reputable journals. This activity is the result of collaboration between the service team and the Research, Development, and Community Service Institute. The main problem that is the basis for this service activity is the low Sinta score of Universitas Islam Negeri Sultan Syarif Kasim Riau. This is caused by the low ability of students to publish scientific papers resulting from their collaboration with lecturers due to limited knowledge about reputable journals and standards for writing scientific articles in reputable journals. To overcome this problem, education was carried out on the use of the Sinta portal to obtain reputable journals that are relevant to the research topic, and education was also carried out on the standards for writing scientific articles in reputable journals. Based on the results of the evaluation carried out, there was an increase in participants' understanding of the use of Sinta as well as an increase in understanding of writing scientific articles in reputable journals. By increasing the two basic skills of publication in reputable journals, it is hoped that it can improve the quality of scientific papers of students at the Universitas Islam Negeri Sultan Syarif Kasim Riau, so that they can be published in reputable journals and have a positive impact on their Sinta scores.

Abstract

This study aims to analyze key issues of open government in South Africa. Qualitative approaches and bibliometric analysis methods are used in this study. Data are sourced from the Google Scholar database collected using Publish or Perish (using keywords: South Africa transparency, South Africa participation, and South Africa public collaboration). These keywords are based on the main principles of open government. Data selection and completion using Mendelay, while obtaining a bibliometric map using VOSviewer. This study found 161 relevant South African open government articles, 618 total link strengths, 331 occurrences, and 113 topics. The dominant topics include public participation, transparency, local government, accountability, governance, participation, and regulation. While the latest and potential topics are social dialogues, public procurement, budgeting, integrated reporting, fiscal transparency, community participation, and legislation. South Africa has made 26 open government commitments and is currently focusing on 3 commitments (open data, transformative fiscal transparency, and beneficial ownership transparency). The commitment to open data and transformative fiscal transparency has great potential results to create a more open South Africa.
