Abstract

Kata Kunci: Sistem Informasi Geografis, Banjir, K-Medoids, Clustering, Aceh Utara Abstract Flooding is a frequent natural disaster in Indonesia, including in Lhoksukon Subdistrict, North Aceh Regency. The lack of spatial information regarding flood-prone areas hampers effective disaster mitigation and response. This research aims to develop a web-based Geographic Information System (GIS) to map flood-prone areas using the K-Medoids clustering method. The data used were obtained from the North Aceh Regional Disaster Management Agency (BPBD) for the years 2017–2021 and interviews with local residents. The system classifies regions based on flood vulnerability levels using parameters such as soil structure, land slope, and land use. The K-Medoids method was chosen for its superior resilience to outliers compared to other methods such as K-Means. The results are visualized through a web-accessible digital map to help BPBD and the public understand the spatial distribution of flood risk. This system is expected to support quicker and more accurate decision-making for future flood disaster management. Keywords: Geographic Information System, Flood, K-Medoids, Clustering, North Aceh

Abstract

This study focuses on the application of the Support Vector Machine (SVM) algorithm for classifying recipients who are eligible to receive Direct Cash Assistance from the Village Fund (BLT-DD) in Nurussalam District, East Aceh Regency. The background of this research is the difficulty in identifying households eligible for BLT-DD due to increasing poverty and economic inequality exacerbated by the COVID-19 pandemic. This study aims to address this issue by utilizing the SVM algorithm, which can separate household data into two categories: "Eligible" and "Not Eligible." A total of 550 data points from Nurussalam District were used in this study, with 400 data points for training and 150 data points for testing. In the training data, 322 households (80.5%) were classified as "Eligible," while 78 households (19.5%) were categorized as "Not Eligible." The data collected includes variables such as household income, type of employment, education level, history of chronic disease, and home ownership status. After preprocessing the data, such as normalization and encoding, the SVM model was trained to classify BLT-DD recipients. In the testing data, 128 data points (85.33%) were classified as "Eligible," while 22 data points (14.67%) were classified as "Not Eligible." Further analysis of village distribution in Nurussalam District shows that some villages have a high percentage of eligible recipients, such as Blang Rambong and Alue Jagat, with 100% of recipients classified as "Eligible." Other villages, such as Arul Pinang and Alue Dua Muka O, show more varied eligibility rates, with 71.43% and 72.73% classified as "Eligible," respectively. In conclusion, the SVM algorithm provides an effective approach in determining the eligibility of BLT-DD recipients, helping the government to distribute assistance more accurately and efficiently in Nurussalam District.

Abstract

This study assesses the socio-economic effects of productive zakat initiatives on mustahik empowerment in Indonesia through a quasi-experimental methodology employing Propensity Score Matching (PSM). Data from 160 participants across various Zakat Management Organizations were gathered April 2025. The study utilized a multifaceted empowerment paradigm encompassing economic, social, human capital, and psychological components to address gaps in Islamic social finance literature. Results indicate significant empowerment enhancements, evidenced by a 63.1% increase in the composite empowerment index (effect size d=2.29). Economic empowerment showed substantial benefits (72.7% rise, d=2.37), followed by human capital development (82.7% increase, d=2.54). Psychological well-being indicators demonstrated notable improvements in self-confidence (26.9%), life satisfaction (39.7%), and stress management (100%). Correlation analysis revealed mentorship quality as the strongest predictor of comprehensive empowerment (r=0.478, p<0.001). The research confirms the efficacy of integrating financial assistance with capacity-building initiatives, reinforcing theoretical models emphasizing holistic Islamic development. High participant satisfaction rates (92.5% rating ≥8/10) indicate program acceptance and sustainability potential. These findings strengthen strategies for achieving Sustainable Development Goals and provide evidence for effective zakat allocation policies. This research advances Islamic social finance methodology by demonstrating PSM's relevance in evaluating faith-based development interventions, establishing a robust framework for future impact assessments in Muslim-majority contexts.
