Abstract

Pandemi Corona Virus Disease membawa dampak signifikan terhadap semua aspek kehidupan, hingga terhadap pelayanan publik. Sehigga mengakibatkan pemerintah harus mengeluarkan berbagai kebijakan, antara lain dengan membatasi hubungan sosial, menghimbau untuk bekerja di rumah bagi sebagian besar Aparatur Sipil Negara. Artikel ini fokus pada implementasi kebijakan social distancing dengan penerapan work from home dalam pelayanan publik di Disdukcapil, dengan mengacu kepada himbauan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi melalui Surat Edaran nomor 19 Tahun 2020 tentang Penyesuaian Sistem Kerja Aparatur Sipil Negara dalam Upaya Pencegahan Covid-19 di Lingkungan Instansi Pemerintah, yang kemudian ditindaklanjuti dengan terbitnya Surat Edaran Bupati Kotawaringin Barat tentang Penyesuaian Sistem Jam Kerja Aparatur Sipil Negara dalam Upaya Pencegahan Penyebaran COVID-19 di Lingkungan Pemerintah Kabupaten Kotawaringin Barat yang dikeluarkan pada 24 Maret 2020. Artikel menggunakan metodologi studi kepustakaan. Hasilnya menunjukkan bahwa berlakunya work from home bagi Aparatur Sipil Negara yang bergerak dalam pelayanan publik menyebabkan pelayanan publik menjadi terhambat, karena beberapa bidang pelayanan tidak dapat melayani masyarakat secara langsung. Akan tetapi, penyelenggara pelayanan publik akhirnya membuat inovasi-inovasi dalam pemberian pelayanan seperti memberikan pelayanan melalui “Whatsapp”. Selain itu, Disdukcapil juga menjalankan program “menyapa masyarakat” untuk meningkatkan layanan publik di Kotawaringin Barat.

Abstract

Indonesia, salah satu negara yang memiliki hutan tropis terbesar di dunia dengan keanekaragaman jenis vegetasi yang sangat tinggi. Kawasan Hutan Dengan Tujuan Khusus (KHDTK) Wanadipa yaitu hutan pendidikan yang dikelola oleh Universitas Diponegoro dengan luas sebesar 99,65 Ha. Konflik penguasaan lahan antara pengelola kawasan tersebut dengan masyarakat yang tinggal di sekitar hutan, perubahan kebijakan pengelola hutan, serta minimnya partisipasi aktif masyarakat dalam proses pengelolaan KHDTK menjadi masalah yang sering kali terjadi di kawasan tersebut. Tujuan dari penelitian ini yaitu untuk menganalisis faktor internal dan eksternal dalam konservasi dan pengelolaan KHDTK Wanadipa berbasis peran serta masyarakat untuk meningkatkan simpanan karbon. Penelitian ini dilakukan di KHDTK Wanadipa, Kecamatan Ungaran Timur, Kabupaten Semarang. Metode yang digunakan pada penelitian ini dengan wawancara dan studi dengan Dokumen Rencana Pengelolaan Jangka Panjang KHDTK Universitas Diponegoro Tahun 2023-2043. Secara umum, proses pengelolaan KHTDK Wanadipa dipengaruhi faktor internal berupa program kegiatan KHDTK Wanadipa, serta manajemen kelembagaan. Selain itu, faktor eksternal berupa komunikasi dan koordinasi KHDTK Wanadipa dengan berbagai pihak, serta faktor alam. Berdasarkan hasil analisis SWOT, menunjukkan bahwa salah satu strategi pengelolaan KHDTK Wanadipa berbasis partisipasi masyarakat guna meningkatkan potensi simpanan karbon yaitu berupa melakukan kegiatan penanaman, khususnya mahoni yang bekerja sama dengan mitra serta melibatkan petani pesanggem di dalam pelaksanaannya.

Abstract

This article discusses the digitalization of performance services for State Civil Apparatus employees at the Regional Personnel Education and Training Agency of Grobogan Regency. Digitalization of performance services is needed to follow up on Grobogan Regent Regulation Number 40 of 2019 concerning Electronic-Based Government System Governance (SPBE). In implementing the digitalization of performance services for State Civil Apparatus employees in the Grobogan Regency, problems are still found in performance assessments that are less objective and not in line with organizational assessments. The theory used is the successful elements of digitalization from Indrajit (2006), which consists of Support, Capacity and Value with qualitative research methods to obtain data. The results of the study show that the support of the Grobogan Regency Government is not optimal because it does not yet have a Regent Regulation that regulates performance assessments using the e-Kinerja application. In addition, from the capacity aspect, there is still a lack of supporting devices in the form of computers in the field of apparatus performance assessments and awards at the Regional Personnel Education and Training Agency of Grobogan Regency. From the Value aspect, the benefits felt by the government and State Civil Apparatus at the Regional Education and Training Personnel Agency have been widely felt, especially for employees with functional positions who have been facilitated in managing their credit score assessments through the e-Kinerja application. Based on these findings, it can be concluded that the implementation of digitalization of State Civil Apparatus employee performance services at the Regional Education and Training Personnel Agency in Grobogan Regency is not yet optimal in terms of support and capacity because problems related to the legal basis and lack of information technology infrastructure are still found.

Abstract

One important factor that determines the successful implementation of mother and child policy is support from community especially the community whose be the target of the polices (clients) and also certain parties (coalitions) who have an interest in the policy. This paper aims to find clients and coalitions in the implementation of health mothers and children in Kupang Regency, which is one of the regions in Indonesia with the highest infant mortality cases. The method used is descriptive qualitative, by using one indicator in Najam implementation models, namely client and coalitions for analysis. The results of the study show that the implementation of Perda No 3 of 2016 as maternal and child health policy in Kupang Regency has not received support from the community, especially those who are the client of the policy. Therefore, it is recommended that the Kupang Regencial Government increase the socialization to the people in particular who are the clients of this policy

Abstract

The number of sexual violence against children in Batang Regency is quite high, so the Batang Government formed a collaboration with a special team consisting of the Women's Empowerment, Child Protection and Population Control Family Planning Service (DP3AP2KB), the Women and Children Protection Task Force (PPA), the Regional Leadership Coordination Forum (Forkopimda), the Indonesian Ulema Council (MUI), Community Leaders, and Regional Apparatus Organizations (OPD) in Batang Regency. The Batang Police also provides a Call Center 110 or directly visit the Criminal Investigation Unit of the Women and Children Protection Unit. The purpose of this article is to explain the collaboration process in handling sexual violence against children and the factors that influence it. This article uses the collaboration theory of Ansell & Gash and DeSave. The method used is descriptive qualitative with analysis of secondary sources such as journals, newspapers, and news websites. The results of the study indicate that the collaboration process in handling sexual violence against children in Batang Regency is good but not ideal and effective. There are inhibiting factors in the collaboration process, namely low commitment from several stakeholders, unclear procedures and inadequate resources.

Abstract

Apart from having educational and development goals, the management of Diponegoro University's Wanadipa Special Purpose Forest Area (KHDTK) also aims to carry out sustainable forest use activities. The management carries out efforts to achieve these goals through a deliberative governance approach, including public consultation. However, the management is not yet satisfied with the results, considering that the community around the forest has not participated well in managing the KHDTK. Therefore, this research aims to analyze deliberative governance in KHDTK forest management by testing three deliberative governance criteria: representation, participation, and deliberation process. This approach is a collaborative effort between managers of Special Purpose Forest Areas (KHDTK) and farming communities around the forest. Mixed research methods were used in this research, with a concurrent embedded model. The qualitative research approach uses key informants as data sources, while quantitative research uses respondents consisting of forest farmers. The results of the research show that KHDTK forest management based on aspects of representation, participation, and deliberation has not run optimally. Therefore, it is recommended that intensive and open communication between KHDTK managers and forest farming communities be improved in KHDT forest management, which will provide benefits to both parties.

Abstract

Efforts to prevent the transmission of the Covid-19 pandemic in primary schools are to issue a Distance Learning (PJJ) policy. The purpose of this study was to see the responses of parents to distance learning policies in North Sumatra. The research method is descriptive with a qualitative approach. The data collection technique is in the form of a questionnaire that is distributed online via google form. Respondents of this study were parents at the SD / MI and SMP / MTs levels in 6 districts / cities partnering the Tanoto Foundation in North Sumatra Province. The data analysis used is descriptive percentage using pivoting. The total respondents were 278 people who were selected by simple random. The conclusion of this study is that 99.64% of parents stated that children had implemented the PJJ program; 94% of parents stated that they participated in guiding their children at home; 96% stated that they had been given instructions by the teacher in guiding the PJJ program; 65% of parents stated that they felt comfortable with PJJ activities.

Abstract

Economic empowerment of rural communities is a global issue which has once again become an important program implemented in Indonesia, especially in the village fund program. There are many obstacles faced by villages, including villages in Pidie Regency, Aceh Province, in its implementation. This research explores the factors that influence the supporting and inhibiting factors for the economic empowerment of village communities in Pidie Regency. This research uses a qualitative method with a descriptive approach, which aims to understand the phenomena experienced by research subjects, such as behavior, perceptions, motivations, actions, completely and explicitly, using a natural approach in a natural context. The research results show that the supporting factors for information access are the use of information and communication technology and freedom of information. On the other hand, the inhibiting factor is that information from the community and the information media available in the village still need to be increased. Supporting factors for participation are the opportunities to participate provided by the government. Meanwhile, the inhibiting factors are the low ability and desire or willingness to participate in society as well as the need for more awareness from village communities regarding village community economic empowerment activities. The limitation of this research is that it only uses two factors to look at the factors that influence the economic development of village communities, so it is hoped that there will be other research that uses several other influencing factors. The village government in Pidie Regency is expected to pay attention to these influencing factors in carrying out economic empowerment of village communities.

Abstract

Tujuan dari penelitian ini untuk mengetahui apa saja strategi pemerintah yang dilakukan untuk membangkitkan Usaha mikro, kecil, dan menengah (UMKM) beserta dampaknya. UMKM berperan penting bagi rakyat terutama membantu mengatasi pandemi Covid-19. Permasalahan yang dialami bisa berupa modal yang kurang, gulung tikar, pemecatan karyawan, dan lain sebagainya. Metode penelitian menggunakan kualitatif yang didapat berdasarkan hasil pengisian kuesioner melewati googleform yang diisi oleh pemilik UMKM di Semarang, serta pencarian data dari Bappenas dan LPI. Hasil yang didapat berupa penurunan tingkat penjualan UMKM yang begitu drastis serta banyaknya kerugian yang diterima oleh pihak usaha. Hal ini membutuhkan strategi pemerintah yang bijak agar dapat mengurangi dampak dari pandemi Covid-19 yang ada terhadap UMKM, seperti intensif pajak yang bijak, modal kerja, rekontruksi kredit, bantuan sosial, dan lain sebagainya. Tak lupa pemerintah juga dengan memberikan edukasi mengenai marketing untuk menghadapi era pandemi ini. Strategi pemerintah yang dilakukan cukup membantu UMKM bangkit dari dampak pandemi Covid-19.

Abstract

There are ups and downs, obstacles, challenges, and problems during the implementation and enforcement of Islamic sharia in North Aceh. The legal basis for enforcing Islamic sharia in Aceh is based on Qanun Number 5 of 2000 concerning the Implementation of Islamic Sharia as the foundation for the implementation of Islamic law. The supervision and control of the Qanun implementation belong to the Wilayatul Hisbah (Shari'a Police) as the authorized and legal agency. This study aims to analyze the actors’ communication strategy in enforcing Islamic shari’a in North Aceh, Indonesia. This study used a qualitative descriptive analysis. Observation, interviews, documentation were used to collect data. This study revealed that there was a fluctuation in the number of violations during the implementation of Islamic law in North Aceh. As its communication strategy, Wilayatul Hisbah of North Aceh conducted the following programs: (1) Enhancing understanding towards Islamic values; (2) Enhancing understanding and practice of the Koran; (3) Enhancing the quality of religious life and tolerance; (4) Fostering da’wah and Islamic sharia; (5) Deepening, developing and fostering sharia; and (6) Strengthening, developing, empowering and enhancing Islamic Sharia Court Cooperation. These six programs required immense and intense communication strategy. However, not all these programs have been implemented optimally due to factors such as a lack of budget, human resources, and the reluctance of actors. Such phenomenon occurred because of weak communication among actors resulting in the occurrence of many obstacles during the programs implementation.
