Abstract

Employee performance refers to the achievement of employee goals and responsibilities in an organization. In carrying out its duties and authority, there are still complaints from the public regarding the services provided by the Pemali Juana River Regional Office. Apart from that, it was also found that there were actual activities that were not in accordance with the proper targets, which indicated that employee performance was still not optimal. Therefore, employee performance must always be improved in order to create good public services for the community. This research aims to analyze the influence of awareness, desire, knowledge, ability, and reinforcement on employee performance. Carried out through explanatory research with a total of 85 respondents, data collection was carried out using a questionnaire with a Likert scale and analyzed through descriptive analysis, validity test, reliability test, classical assumption test and multiple linear regression. The findings show that there is a significant positive influence between the ADKAR model variables and employee performance, with awareness showing the highest influence at 51.9%, desire at 21.5%, knowledge at 35%, ability at 43.7%, and reinforcement at 22% . Suggestions from this research improve the strengthening strategy in the ADKAR model to ensure successful implementation of sustainable change. In addition, it provides training to employees on time management, problem solving, and skills relevant to their duties.

Abstract

The city of Semarang, as an urban area, is not free from the problems of population density, slums and squatter settlements. Rusunawa Kaligawe was built to provide livable and affordable housing for MBR (Low Income Communities). The current condition is no longer suitable for the purpose of providing flats, namely providing adequate housing for MBR. Rusunawa Kaligawe is less than optimal in management, thus leading to a decline in the quality of housing. The aim of this research is to analyze the implementation of Rusunawa management policies and analyze the factors related to the implementation of Rusunawa management policies. The research method used is descriptive qualitative. The management of the Kaligawe Rusunawa has not been effective because it has not created adequate housing. Efficiency has not been achieved, the government has not been able to provide adequate housing from the budget provided, so management has not been able to achieve maximum effectiveness. Based on the physical environmental conditions and the role of institutions, it is not enough to provide adequate housing in Kaligawe Flats. However, judging from its connection with other areas, the location of Rusunawa Kaligawe is a strategic area. Residential units in Rusunawa Kaligawe can be distributed evenly to the target group, but there has been a change of ownership. The responsiveness of Rusunawa management has not been achieved because it has not been able to satisfy the residents and there has never been a social empowerment program from the management.

Abstract

The waste problem in Kudus Regency continues to experience a significant increase in waste generation every year. Population growth, the rapid development of development, and the diversity of community activities are increasingly causing complex and complicated handling of waste management. The Kudus Regency Government also implemented a Zero Waste target in 2030, but this is contrary to the increase in annual waste generation in 2023 to 159,061.34 tons per year. The Kudus Regency Government then issued a waste management policy. The problem that arises is related to how effective the role of DPKPLH Kudus is in managing waste. The purpose of this research is to analyze the effectiveness of waste management in the Kudus Regency Housing, Settlement Areas, and Environment Office and identify inhibiting factors in waste management. This research uses descriptive qualitative research methods using the theory of Effectiveness according to Duncan. The results showed that waste management organized by the Housing, Settlement Areas and Environment Office of Kudus Regency has not been effective. The phenomenon of Goal Achievement, the purpose of waste management is to improve health and environmental quality and turn waste as a resource, but this goal has not been fully achieved in accordance with the waste management regulations. The time period sub-phenomenon has been running well and the target sub-phenomenon requires improvement. In the Integration phenomenon, the agency's ability to communicate with the community or other organizations cannot be said to be effective. In the procedure sub-phenomenon, waste management at DPKPLH is in accordance with the established SOP, while in the socialization process sub-phenomenon there are still problems that require improvement by the agency. The Adaptation phenomenon has been effectively implemented. In the sub-phenomenon of capacity building is carried out by conducting training, public discussion forums, monthly monitoring and evaluation; while in the sub-phenomenon of facilities and infrastructure in waste management organized by DPKPLH there are PDU facilities that are not operating optimally. This study also found problems that become inhibiting factors in waste management, this is related to not all people participating in waste management, a less massive and intensive socialization process, as well as limited budgets and human resources at PDU facilities, which are the cause of the unoptimality of PDU operations which should be able to reduce the amount of waste generation in Kudus Regency.

Abstract

Semarang City Regulation Number 2 of 2014 Article 39 paragraph (1) states that the community participates in the decision-making, implementation, and supervision processes in household waste management activities as well as similar waste management conducted by the Regional Government. Waste management can be realized through waste bank activities which require community participation. Ngudi Lestari Waste Bank is one of the waste banks in Semarang City that requires community participation, ranging from contributions to waste management responsibilities. This study aims to analyze community participation and identify the driving and inhibiting factors of community participation in waste management at Ngudi Lestari Waste Bank. Data collection techniques include observation, interviews, and documentation. The data obtained are analyzed using triangulation techniques. The results show that the community has participated in contributions, organization, roles, actions, and responsibilities, but overall, it has not been maximized due to several waste management stages carried out by waste bank officers. The biggest driving factor for community participation is internal factors such as willingness, ability, and awareness, while external factors are driven by mass media. Internal factors that do not hinder participation include employment, education, and gender, while external factors that hinder participation include mass media. It is hoped that the waste bank can make various efforts to increase community participation in the future so that waste bank activities can run smoothly and maximally.

Abstract

The SI D'nOK (Semarang City Population Online Document Information System) application is an innovation initiated by the Semarang City Population and Civil Registration Office to overcome various problems related to population administration services. This mobile-based innovation can be accessed through smartphones flexibly. This study was conducted with the aim of analyzing the attributes of application-based service innovation in the successful implementation of population administration as well as the inhibiting factors of population administration application based service innovation in Semarang City. This application is analyzed using the theory of innovation attributes with several phenomena such as relative advantage, compability, complexity, triability, and observability. In addition, the inhibiting factors of SI D'nOK innovation were analyzed using phenomena such as reluctance to close failed programs, risk aversion culture, over reliance on high performers, existing technology but hampered by culture and organizational arrangement, inability to face the risk of change, and value congruence. This research was conducted using descriptive qualitative methods, with research subjects taken by purposive sampling, namely several agencies and the community. The results showed that, first, relative benefits, benefits of convenience of use compared to manual counters, cost and time benefits have been fulfilled. Next, the suitability of this service innovation is enough to answer the needs of the community, but it still needs to develop its features. Third, complexity, there are still human resource limitations and network problems found by users. Furthermore, the possibility of being tried and ease of observation has been carried out regularly, but there are still few people who know the existence of the SI D'nOK application. The inhibiting factor of this service innovation lies in the inability to face risks and changes due to network barriers that have not been fully resolved and a culture of risk aversion because adequate human resources have not been maximized.

Abstract

Penelitian ini bertujuan untuk menganalisis tingkat kepuasan pelanggan di Mal Pelayanan Publik (MPP) Kabupaten Rembang, Provinsi Jawa Tengah. Mal Pelayanan Publik merupakan inisiatif pemerintah untuk menyediakan layanan publik yang terpadu dan efisien dalam satu tempat, guna meningkatkan kualitas pelayanan kepada masyarakat. Tujuan penelitian ini adalah menganalisis kepuasan pelanggan Mal Pelayanan Publik di Kabupaten Rembang dan juga menganalisis faktor pendorong kepuasan pelanggan Mal Pelayanan Publik Kabupaten Rembang. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif dengan wawancara dan dokumentasi sebagai alat pengumpulan data. Informan terdiri dari masyarakat yang menggunakan layanan Mal Pelayanan Pubik. Hasil penelitian menunjukkan bahwa masyarakat penerima layanan merasa kurang puas dengan layanan yang diberikan, terutama dalam hal persyaratan, sistem, mekanisme, dan prosedur, waktu dan penyelesaian, produk spesifikasi jenis layanan, perilaku pelaksana, penanganan pengaduan, sarana dan prasarana, faktor kesadaran, faktor aturan, faktor kemampuan, faktor sarana pelayanan. Namun, beberapa aspek seperti biaya / tarif, kompetensi pelaksana, faktor organisai, dan faktor pendapatan menunjukan masukan postif dari masyarakat penerima layanan. Dengan demikian, penelitian ini memberikan rekomendasi kepada pengelola Mal Pelayanan Publik Kabupaten Rembang untuk meningkatkan kualitas pelayanan yang disediakan dan mengevaluasi para pegawai Mal Pelayanan Publik. Peningkatan tersebut diharapkan dapat meningkatkan kepuasan pelanggan secara keseluruhan dan menjadikan Mal Pelayanan Publik sebagai model pelayanan publik yang efisien dan efektif.

Abstract

Tujuan dari penelitian ini adalah untuk menganalisis implementasi kebijakan pencegahan stunting di Kabupaten Rembang dan menganalisis faktor pendukung dan penghambat implementasi kebijakan pencegahan stunting di Kabupaten Rembang. Metode penelitian ini menggunakan metode penelitian deskripstif kualitatif. Teknik pengambilan data melalui observasi, wawancara, dan dokumentasi. Hasil penelitian dapat disimpulkan bahwa pelaksanaan pencegahan stunting di Kabupaten Rembang sudah dilakukan dengan berbagai upaya, namun masih belum mencapai target yang ditentukan karena beberapa hambatan. Selain itu, koordinasi pencegahan stunting di Kabupaten Rembang melibatkan berbagai sektor. Pembiayaan yang dilakukan oleh Pemerintah Kabupaten Rembang sudah dapat mencukupi, tetapi dalam perencanaan anggarannya masih lemah. Selain itu, terdapat faktor pendukung meliputi : transmisi, staf, informasi, wewenang, fasilitas, efek disposisi, dan pengaturan birokrasi. Sedangkan faktor penghambatnya meliputi : kejelasan, konsistensi, insentif, dan fragmentasi. Saran yang dapat peneliti berikan yaitu program-program terkait peningkatan perbaikan gizi pada ibu hamil dan balita supaya dilakukan dari awal tahun, program-program terkait peningkatan peningkatan aksesbilitas air bersih, sanitasi rumah, dan lingkungan harus bisa mengintervensi seluruh masyarakat yang terkena stunting, perlunya peningkatan pemahaman keluarga dan masyarakat, kader-kader harus meningkatkan sosialisasi tentang pola asuh, perlu diterbitkannya Surat Edaran tentang Strategi Perubahan Perilaku dalam Pencegahan Stunting, perlunya penguatan akan perencanaan anggaran, perlu dioptimalkan komunikasi antar OPD dalam TPPS, perlunya konsistensi komunikasi, perlu adanya insentif khusus untuk para kader, dan perlunya kesesuaian tugas dan fungsi oleh pelaksana kebijakan

Abstract

Pelayanan publik merupakan aktivitas pemerintah untuk memenuhi kebutuhan pelayanan seperti pelayanan barang, jasa atau lain sebagainya yang dilakukan oleh penyelenggara layanan publik. Salah satu upaya yang ditetapkan oleh pemerintah pusat dalam penyelenggaraan pelayanan publik adalah membangun sistem Mal Pelayanan Publik (MPP) yang bertujuan untuk mengintegrasikan pelayanan publik pada satu tempat sebagai upaya meningkatkan kecepatan, kemudahan, jangkauan, kenyamanan, dan keamanan pelayanan. Dalam pelayanan publik hal yang perlu diperhatikan yaitu perilaku pemberi layanan yang berperan dalam terciptanya kepuasan bagi pengguna. Penelitian ini bertujuan untuk mengetahui hubungan antara perilaku pemberi layanan dengan kepuasan pengguna Mal Pelayanan Publik di Kabupaten Kudus. Menggunakan metode kuantitatif dengan pengumpulan data menggunakan kuesioner dan studi kepustakaan. Metode analisis data menggunakan analisis rank spearman. Hasil penelitian menunjukkan bahwa mayoritas masyarakat Kabupaten Kudus berpersepsi bahwa perilaku pemberi layanan pada Mal Pelayanan Publik Kabupaten Kudus baik dan masyarakat berpersepsi puas terhadap kinerja pemberi layanan disana. Berdasarkan hasil uji rank spearman 0,241 dan taraf signifikansinya yakni 0,016 hasil koefisien perilaku pemberi layanan mempengaruhi kepuasan pengguna, sehingga semakin baik perilaku pemberi layanan di Mal Pelayanan Publik Kabupaten Kudus akan meningkatkan kepuasan pengguna jasa pelayanan tersebut.

Abstract

Plastic waste has become a problem at the local and international levels. Both directly and indirectly, plastic waste affects ecosystems in the sea, land, and even freshwater sustainability globally. As the amount of plastic waste increases, more and more governments from various regions are banning or imposing levies on single-use plastics. Semarang City through Semarang Mayor Regulation No. 27/2019 has regulated the use of single-use plastics, which aims to control the generation of single-use plastic waste. The public is asked to switch to using environmentally friendly substitute products, including food and beverage businesses. This study aims to analyze the target compliance and factors inhibiting the target compliance of single-use plastic policy in Semarang City. The method in this study uses a mixed method with primary data derived from questionnaires, interviews, and observations. Supported by secondary data from news, social media, and various literatures. The results showed that the target compliance of food and beverage business actors is at a low level, which is equivalent to 46,3%. Meanwhile, based on the target compliance factor, it is found that the compliance of food and beverage business actors is still not optimal due to inhibiting factors, including the lack of information received by the target group, there are no incentives and sanctions, and weak supervision by the government.

Abstract

Permasalahan dalam pengelolaan sampah merupakan salah satu fenomena yang tidak dapat terpisahkan di negara berkembang sebagai akibat dari kepadatan penduduk yang selalu meningkat diiringi dengan kebutuhan manusia yang semakin kompleks sehingga menyebabkan timbunan sampah yang terus meningkat, sehingga diperlukan kolaborasi dari berbagai pemangku kepentingan untuk mengelola permasalahan tersebut. Penelitian ini berfokus pada proses kolaborasi dalam pengelolaan sampah pada bank sampah Jalak Green Collection. Tujuan penelitian ini adalah untuk mendeskripsikan dan menganalisis tata kelola kolaboratif dalam pengelolaan sampah pada bank sampah Jalak Green Collection, serta mengidentifikasi dan menganalisis faktor-faktor yang mempengaruhi tata kelola kolaboratif dalam pengelolaan sampah pada bank sampah Jalak Green Collection. Jenis penelitian yang digunakan adalah penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data yang digunakan adalah wawancara, observasi, dan dokumentasi. Teori yang digunakan dalam penelitian ini adalah teori Ansell dan Gash yang terdiri dari kondisi awal, desain kelembagaan, kepemimpinan fasilitatif, dan proses kolaboratif (dialog tatap muka, membangun kepercayaan, komitmen terhadap proses, pemahaman bersama, dan hasil sementara). Hasil penelitian ini menunjukkan bahwa (1) collaborative governance dalam pengelolaan sampah pada bank sampah Jalak Green Collection telah menerapkan kelima dimensi proses kolaborasi dengan cukup baik. Namun, pada indikator komitmen terhadap proses terdapatnya kendala mengenai keterbatasan sarana dan prasarana dalam pengelolaan sampah serta nilai harga sampah yang tidak stabil menjadi salah satu faktor rendahnya partisipasi masyarakat dalam pengelolaan sampah. (2) Faktor-faktor yang mempengaruhi proses kolaborasi dalam pengelolaan sampah pada bank sampah Jalak Green Collection antara lain kondisi awal, desain kelembagaan, dan kepemimpinan fasilitatif sudah berjalan cukup baik
