Jampersal is one of the breakthroughs a government that help to drive down AKI and AKB to reach the targets of MDG’s. Jampersal, covering the examination of pregnancy help births, service parturition including KB service after childbirth and for newborn infants done by health workers in a health facility. Reichsarzt through regulation minister for health (Permenkes) No.2562/menkes/per/12/2011 about the technical guidelines childbirth insurance signed and formally held per 1 january 2012. Now that is a problem, namely the delay of the process of a claim limited information, uneven services in the whole area and still lack of completeness advice and infrastructure support. And that becomes an objective in this research is to find out the process and to evaluate the implementation of the Program Jampersal in Puskesmas Ngesrep the city of Semarang. This research using a technique research qualitative with purposive and continued with the technique of snowball. An informer be sorted as many as seven men administrator, namely a midwife financial management and participants Jampersal. Done an interview as well as deep on the process of referring to the theory of William Dunn covering; the effectiveness, efficiency, sufficiency, flattening, responsiveness and precision. The result showed that evaluation of the jampersal is still relatively good. Still lack of supporting facilities and infrastructures into factors less at the results achieved by Puskesmas Ngesrep. The recommendations on program is to optimize the use of the media for the implementation of publications, the strengthening of the strategy and the program commitmen of an executor cooperate with private sector and the need for sensitivity and public awareness of government program for the sake of together.

Semarang city as a capital of Central Java Province is located in a strategic location and supported by the availability of facilities and infrastructures. Therefore Semarang became the center of economic growth in the region of Central Java, especially in the procurement of goods and services. Increased of Community’s needs resulted in the promotion of goods and services competition with variuos kinds of media one of which is advertisement. A lot of billboards constructed not according to the rules in any places so that interfere public order. To manage the growth of billboard in Semarang, government makes Regulation No 14 Year 2012 about Implementation of Advertising, which aims to improve the control and oversight of the advertisements and improve services to the public openly and fairly. The research method used is desciptive qualitative, The data collected with interview literature review and observation. This research subject is department PJPR, Satpol PP Semarang and advertisement agency. The Purpose of this research is to evaluate implementation of advertisement policy in Semarang City and reveal supporting and obstacle factor of advertisement policy. This research is connecting between Perda No 14 Tahun 2012 about Implementation of Advertising with evaluation criteria according to William N. Dunn which is effectiveness, efficiency, adequacy, grading, responsiveness and accuracy. The results of this research indicate that implementation of advertisement in Semarang that have not been implemented optimally. There were many abuses by advertising agency that the placement of billboard was not according to the rules and interfere the public facilities. Limited human resources. Less intensity of coordination between the implementers.

Kebijakan ruang terbuka hijau dilatarbelakangi oleh berbagai hal diantaranya dorongan kebutuhan ruang publik dan terjaganya ekosistem lingkungan perkotaan. Ruang terbuka hijau juga merupakan fasilitas umum yang mengandung banyak fungsi kehidupan masyarakat kota seperti hebutuhan tempat untuk interaksi sosial, sarana olahraga, dan ruang rekreasi. Tujuan dari penelian ini untuk mengetahui proses implementasi kebijakan penyediaan ruang terbuka hijau di Kota Tegal dengan menggunakan landasan Perda No. 4 Tahun 2012 tentang Rencana Tata Ruang Wilayah Kota Tegal. Hasil penelitian ini bertujuan untuk menemukan faktor-faktor yang mendukung dan menghambat yang dihadapi oleh pemerintah daerah Kota Tegal untuk meningkatkan jumlah luasan ruang terbuka hijau di Kota Tegal. Dalam penelitian ini, peneliti menggunakan teori implementasi Van Meter dan Van Horn untuk mengetahui faktor yang mendorong dan menghambat implementasi kebijakan. Penelitian ini menggunakan metode kualitatif, dengan menggunakan informasi dari Dinas Permukiman dan Tata Ruang, Bappeda dan Kantor Lingkungan Hidup. Hasil penelitian ini menunjukkan bahwa implementasi kebijakan penyediaan ruang terbuka hijau di Kota Tegal dimulai dari tahap perencanaan, pelaksanaan dan evaluasi. Luas ruang terbuka hijau publik di Kota Tegal hingga tahun 2015 adalah sebesar 6,38% dari luas wilayah. Faktor yang mendorong dan menghambat kebijakan ini adalah ukuran dan tujuan kebijakan, sumberdaya, karakteristik agen pelaksana, sikap/ kecenderungan para pelaksana, komunikasi antar organisasi, dan lingkungan ekonomi, sosial dan politik. Dengan penelitian ini dirumuskan beberapa rekomendiasi yang diharapkan dapat membantu pemerintah daerah Kota Tegal dalam implementasi kebijakan penyediaan ruang terbuka hijau di Kota Tegal.

In managing village funds, the Tamanagung Village Government, Muntilan District, Magelang Regency must be able to give trust to the community and good management. However, there is still accountability and budget transparency that is not widely known by the community, as well as several village fund management functions that are not carried out properly, such as improving village infrastructure, which is not balanced with the annual increase in the village fund budget. The purpose of this study was to determine the relationship of accountability to the management of village funds, transparency to the management of village funds, and simultaneously accountability and transparency to the management of village funds. The methodology of this research is qualitative using primary and secondary data. The analytical technique used is field observation, and comparing with theory, as well as previous research. The results of the study show that accountability has a relationship with the management of village funds, also transparency has a relationship with the management of village funds, and together accountability and transparency have a relationship with the management of village funds.

Eco-Friendly Village program is the goverment’s efforts to manage and use space in order to improve health and society wealth to bring the city of Semarang clean , healthy , and green. Banyumanik as one of the programs target is one of the largest garbage contributor, this is because the district of Banyumanik located on the main road that caused the rapid development. This study aims to analyze the role of actors in the implementation of Eco-Friendly Village programme and to knows the determinants of the role of actors in the implementation of Eco-Friendly Village programme.This study is an qualitative descriptive study. Data was collected through observation, documentation, and in-depth interviews to informans who played a role in the program. The result of this study is there are some actors are involved in this program that is the goverments (Environment Agency, Banyumanik District, Srondol Kulon Village), NGO’s (PKK, Trash Bank “Resik Apik”), and society. Each actor have an important role that can help to achieve the objective of the program, although there were also actor with less contribution or their role are not maximum because of several factors that determine their role.Based on these results, the researcher suggest that of an improvement in the context of the role of each actors that involved, as well as improvement in the context of the determinants of the role of actors which are considered still unwell., so that the implementation of Eco-Friendly Village programme can run optimally.

Infant’s Family Development (Bina Keluarga Balita/BKB) is part of the Family Planning (Keluarga Berencana/KB) program which aims to improve parents’ and other family members’ knowledge and skills in fostering the growth and development of infants through physical, motor, intellectual, emotional, and socio-economic stimulation as well as possible so as to optimize family functions. The BKB program includes activities such as extension meetings, playing with educational play equipment, and recording the children’s development results on the child development charts (Kartu Kembang Anak/KKA). Data of this research were processed using key performance indicators for government agencies.This research used a qualitative-descriptive method. Research findings were obtained by interviewing the actors involved in the program, including the Semarang city Family Planning, Women and Community Empowerment Agency (Bapermasper & KB), Technical Implementation Unit of Bapermasper & KB (UPTB), and BKB group Mekar Sari 2 in Pedurungan Kidul administrative village, Pedurungan subdistrict, to determine the extension meetings activity and the achievement of the BKB program.From the analysis, it can be concluded that BKB group Mekar Sari 2 still found constraints to cadre training and regeneration as well as BKB Kit disbursement. The level of achievement of the BKB Program for the 2-to-3-year Age Group at BKB group Mekar Sari 2 on the program performance evaluation form (EK-2) fell under the category of “Quite Successful” with the total value of 77.33.

HIV disease has complexity and differences in the calculation of the number of findings of cases with other diseases. Supposedly like an iceberg, the task of the government is to find exposure to cases that are not visible from the surface, such as at risk populations. The more cases of findings, the better the performance of the government. This statement is in line with the increasing number of findings and is the proof of the success of Regional Regulation No.4 of 2013 concerning HIV / AIDS Prevention in the City of Semarang in revealing the iceberg tragedy. This research is a descriptive qualitative study that aims to describe and analyze the results of policy achievements and related factors that hinder the achievement of Regional Regulation No.4 of 2013. It is hoped that this policy can be a model for other policies in terms of their effectiveness, efficiency and responsiveness. The results of the study indicate that the level of HIV / AIDS diagnosis, fulfillment of information and health services, and the quality of human resources achieved have been effective. Policy efficiency can be seen from the implementation of KTHIV and ARVs, government cooperation with NGOs, and routine meetings. Responsiveness is reflected in people's participation and enthusiasm, client’s satisfaction of service, and enthusiasm for HR in attending regular meetings. There are several inhibiting factors, namely communication, resources, and disposition. The suggestions in this study are to hold a cooperation contract of Working Group as a form of firmness on absence at coordination meetings; the need to avoid inequal service quality by gathering all health care workers; and the provision of service to address complaints, critics, and suggestions from the community to improve countermeasure services by becoming more responsive to the community needs.

PNPM Mandiri is a national program run by all citizens to reduce poverty and expanding employment opportunities through efforts to improve community empowerment and independency in the purpose of enhancing the quality of life and the level of public welfare. The community itself is the main player. This evaluation is needed to see the results of this policy, as well as the supporting and inhibiting factors of the implementation by using William Dunn’s policy evaluation indicators and community empowerment according to mardikanto, it is the effectiveness of, sufficiency , the accuracy of , participatory , transparency and accountability . Evaluation of PNPM in Sub Rowosari that in the evaluation indicators, three of which are still considered not a maximum that is based on the effectiveness, adequacy and participatory.Meanwhile, the assessment of the evaluation indicators which is considered as good are in the accuracy, transparency and accountability. However, the obstacle of this program is the lack of participation and knowledge of the community to the PNPM Mandiri which make the unsatisfying outcomes of the program itself. Modernization and the existence of self-inteest are also the inhibiting factors of this program. The results of these studies indicate that the program has been successful in Sub Roworasi but not maximal. The recommendation for this program like socializing more evenly, programs do not always on physical development, attempt to follow the development, sanction for community groups who have certain interests, the need for monitoring and assisting in community groups routinely.

The level of education that both can be meant that human resources in a country can be classed quality. The problem about the quality of education has long been questioned of various perspective and a way of seeing. One attention namely against low the quality of education in Indonesia. With low quality in indonesia this means the purpose of our country cannot be achieved with good. This is related to the professionalism of teachers. This research was conducted on SMPN 21 Surakarta. The purpose of this research is to know the influence of motivation and employee perceptions about the principal’s leadership on the teacher performance on SMPN 21 surakarta. But there are things that can weaken and hinder the performance of the job less challenging, the motive to get attention, the least responsibility of leadership and leadership of humanitarian relations with employees. The research method used is a quantitative research eksplanatori. Data obtained in this study using questionnaire. Analysis of data used is a correlation coefficient kendall and coefficients concordance kendall.Data processing using program spss 16.0. The research by using program spss this can be known that motivation ( x1 ) against the employee performance ( y ) with a correlation coefficient kendall know of 0.487 with figures probability 0.006 and the value of KD 23,71%; There is an influence that perception employees about leadership ( x2 ) against the employee performance ( y ) with a correlation coefficient kendall know as much as 0.395 with a probability 0.026 and the value of KD 15,60%; while the employee performance ( y ) with a correlation coefficient kendall know as much as 0.487 with a probability 0.006; Determination to the coefficient ( KD ) indicated on coefficients kendall’s W of 0.290 and the value of the coefficient of determination (KD) by 8,41% With respect to the existence of things that can undermine performance, then it needs to be done to fix the problems found in the indicator, that is the leadership giving praise and attention to the employees of his work that has been done as often as possible, the Chairman gave the task could be more skills, initiative and creativity so that employees can also develop themselves, the need for the improvement of the relationship between leadership and employees so that chick nearness and familiarity. It takes self awareness of leadership for responsible for everything that happens in the scope of work. With the aim to repair can improve the performance of teachers get better, so education in Surakarta to become better.

The sprawl covid-19 pandemic that is spreading and difficult to control has made college in the red zone covid-19 and affected areas mandatory online lecture. Diponegoro university rector issued a bill of rector number 20 / un.7. P/ se /2020 asa basis for the implementation of online college and subsequent release of letter number 23/ un7. P/ se /2020 as standard operating procedure (SOP) in implementing online lectures at diponegoro (undip). In the online college implementation using two platforms Ms. Brushes and undip. The purpose of the study is to analyze the implementation of online lectures at diponegoro university and analyze the host factors from the implementation of online lectures at diponegoro university. The study employed a decadent qualitative study method, attributing the informer to the custodian method of sampling and snowball sampling. Although the implementation of online lectures at diponegoro university is consistent with the established standard procedure (SOP), it is not going to be a success, because student LPS is not offset by student competence by its scientific discipline. That is because in the implementation of online lectures at diponegoro university, they still meet some obstacles that are a hindrance to learning achievement.
