Abstract

Peraturan Pemerintah Republik Indonesia Nomor 15 Tahun 2005 tentang jalan tol berisi tentang pengaturan jalan tol, syarat-syarat jalan tol, wewenang penyelenggaraan jalan tol, pengaturan jalan tol, pembinaan jalan tol, pengusahaan jalan tol, pengawasan jalan tol, pengadaan tanah, dan standar pelayanan minimal jalan tol. Didalam standar pelayanan minimal jalan tol menurut Peraturan Menteri Pekerjaan Umum Nomor 392/PRT/M 2005 mencakup beberapa substansi pelayanan yaitu kondisi jalan tol, kecepatan tempuh rata-rata, aksesibilitas, mobilitas, keselamatan, dan unit pertolongan/ penyelamatan dan bantuan pelayanan.Penelitian ini bertujuan untuk mengetahui bagaimana implementasi kebijakan standar pelayanan minimal jalan tol di Kota Semarang menurut Peraturan Menteri Pekerjaan Umum Nomor 392/PRT/M 2005 dan faktor-faktor apakah yang mempengaruhi implementasi kebijakan tersebut. Metode yang digunakan dalam penelitian adalah tipe penelitian kualitatif bersifat deskriptif dengan wawancara mendalam kepada narasumber. Dalam penelitian kualitatif ini, penulis menentukan informan menggunakan teknik bola salju (snowball). Sumber data menggunakan sumber data primer dan sumber data sekunder. Teknik pengumpul data dengan wawancara, dan dokumentasi. Teknik analisis data menggunakan reduksi data (data reduction), penyajian data (data display), dan verifikasi (conclution drawing).Berdasarkan hasil penelitian, maka dapat ditarik kesimpulan yaitu : Pertama, impelementasi kebijakan yaitu ketepatan program yang ada saat ini berjalan kurang efektif, instrumen kebijakan ini kurang sosialisasi mengenai kebijakan SPM jalan tol kepada pengguna jalan tol, aktor kebijakan saat ini kurang responsif dalam menangani hambatan lalu lintas, dan tidak semua pengguna jalan tol belum mendapatkan manfaat dari adanya kebijakan tersebut. Kedua, faktor-faktor yang mempengaruhi implementasi kebijakan yaitu komunikasi belum dapat berjalan dengan efektif, sumberdaya saat ini belum bisa merealisasikan program-program yang akan dikembangkan, dan disposisi/sikap petugas jalan tol kurang tegas dalam menindak pengguna jalan tol yang melanggar aturan. Adapun saran penulis untuk permasalahan ini adalah Untuk pengelola jalan tol Semarang harus memberikan kejelasan mengenai program-program yang akan direalisasikan untuk meningkatkan kualitas pelayanan jalan tol sehingga masyarakat pengguna jalan tol dapat merasakan manfaat dari program yang akan dikembangkan. Selain itu petugas jalan tol harus lebih responsif dalam menangani kendala dan hambatan lalu lintas yang terjadi. Disisi lain masyarakat pengguna jalan tol harus bisa tertib dan taat lalu lintas terutama terhadap perambuan mengenai perintah dan larangan serta petunjuk.

Abstract

Semarang City Government through Perda No. 8 of 2008 on the medium -term Development Plan (RPJMD ) Semarang for years 2010-2015 regulates the provision of Bus Rapid Transit Trans Semarang number 4 corridor . Bus Rapid Transit service availability Trans Semarang as the responsibility for the fulfillment of the infrastructure by the Government of Semarang in terms of mass transportation in the city of Semarang . Trans Semarang BRT corridor I Mangkang majors - Penggaron already underway in October 2010.Tujuan of BRT Trans Semarang itself which is to parse the numbers congestion and reduce the number of accidents in the city of Semarang . Evaluation is needed in this policy to determine the extent of implementation of the Bus Rapid Transit policy is to provide benefits for the citizens in the city of Semarang by using the criteria of evaluation criteria William M Dunn . Namely : effectiveness , efficiency , adequacy , grading , responsiveness , accuracy . Policy implementation Bus Rapid Transit corridor Trans Semarang I where in the evaluation criteria , 5 of them are still considered not good and the result is not in accordance with the original plan that is based on effectiveness , efficiency , adequacy , grading , responsiveness and accuracy of the activity . There are various obstacles in its implementation such as the quality and quantity of the main means BRT bus fleet itself , then the main means lack of care and support and also the lack of cooperation of compact between parties related too. Overall the number of assessments have not been good in the evaluation criteria , the implementation of the Trans Semarang BRT corridor which I have been running since October 2010 has yet to be declared successful . The recommendation for this program such as increasing the number of bus fleet to improve the quality and quantity of the implementation of the BRT itself , , BLU UPTD Terminal Mangkang and PT Trans Semarang.

Abstract

The implementation of policy of the issuance of fish catching license (SIPI) in Central Java has not been in accordance with the prescribed rules. The implementation of policy of the issuance of fish catching license (SIPI) in Central Java reap many problems so that the background of this research. Research conducted aiming to analyze the implementation of policy of the SIPI issuance in Central Java, analyze the factors supporting and hindering the implementation of the policy, then it can be formulated based on the efforts that need to be done so that the implementation of policy can be effective. This research uses qualitative research by collecting data through observation, interviews, and documents. The results showed the implementation of the issuance of SIPI in Central Java is still there is a mismatch as well as the time and costs in the issuance of the permit. This happens because of the cultural community of fisherman themselves are difficult to understand the requirements and procedure for issuance of SIPI, the role of licensing services or brokers, the issuance of UU No. 23/2014, and the lack of human resources in the implementation of and the lack of human resources in the implementation of the issuance of SIPI in Central Java. Based on these concerns, there should be efforts to minimize the problems start, doing emotional approach with a way to communicate directly to change the paradigm and the culture of fishing communities in providing an understanding related to issuance of SIPI, evaluation of UU No. 23/2014, a watchful eye on the role of brokers, need additional human resources, and simplification of requirements and procedures for issuance of SIPI for effective policy implementation according to predefined rules.

Abstract

Pengelolaan sampah adalah semua kegiatan yang dilakukan dalam menangani sampah sejak ditimbulkan sampai dengan pembuangan akhir. Kebijakan pengelolaan sampah di TPA Bantargebang sebagai tempat pemrosesan akhir yang dikelola oleh Pemerintah Provinsi DKI Jakarta membawa tanggung jawab pemerintah untuk memberikan pelayanan publik dalam pengelolaan sampah. Metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan pendekatan deskriptif. Penelitian ini menggunakan teori instrumen kebijakan milik Howlett & Ramesh serta teori faktor pendukung dan penghambat berjalannya peran oleh Horton & Hunt. Hasil penelitian menunjukkan bahwa peran dari voluntary instruments pada kebijakan pengelolaan sampah di TPA Bantargebang dapat terlihat dari kegiatan berikut: 1) pengurangan sampah, 2) penanganan sampah, 3) pendidikan dan pelatihan 4) penelitian dan pengembangan, 5) sosialisasi, 6) advokasi, 7) kemitraan dan 8) pendanaan. Di dalam menjalankan perannya, voluntary instruments yang terdiri dari family & community, voluntary organizations, dan private market menemui faktor pendukung, yaitu kompetensi, sosialisasi serta perilaku peran dalam pengelolaan sampah. Selain itu, terdapat faktor penghambat yaitu adanya konflik peran, masa peralihan peran dan ketidakcocokan peran dalam menjalankan pengelolaan sampah. Saran yang dapat diberikan adalah pengadaan sarana dan prasarana pengelolaan sampah, inisiasi dan aktivasi beberapa peran yang dimiliki agar turut berkontribusi secara masif dalam pengelolaan sampah, pemahaman terhadap urgensi pengelolaan sampah kepada seluruh pihak yang terlibat.

Abstract

The enactment of Law Number 23 Year 2014 concerning Regional Government has provided various kinds of impacts or consequences that must be had from the existence of this policy. One of the important and interesting things affected is the withdrawal of regional government affairs or authority by the central government, namely in terms of supervision and control of cargo transport on the road through Minister of Transportation No. 134 of 2015 concerning the Implementation of Motor Vehicle Weighing on Roads. The purpose of this study was to determine the condition of the sources of policy and analyze the impact resulting from the policy after the withdrawal of authority to carry out the weighing of motor vehicles in Central Java.This research is a type of qualitative research, with a descriptive approach.The results of this study indicate that the capacity of policy sources for the implementation of motor vehiclesweighing in Central Java has not been fully fulfilled and that is not ready to support the implementation of policies.This can be seen from several indications, including the lack of capacity of staff or implementing personnel, information capacity which not optimal, and the capacity of infrastructure facilities that are still inadequate.There is only one indicator that has been fulfilled well, namely the capacity of authority. While the impact resulting from the policy of withdrawing the authority to carry out the weighing of motorized vehicles in Central Java includes the individual impacts of implementing personnel, organizational impacts, and the impact on policy objects and the social system. The reccomendation from this research is to expect related stakeholders to immediately improve the condition of the capacity of policy resources that are still inadequate and pay attention to the negative impact of the vehicle weighing policy in Central Java

Abstract

Levy of the tourism management under the auspices of the Department of Youth Sport and Tourism of Kendal Regency, and its establishment are arranged in Regional Regulation No. 10 of 2011 of Kendal Regency “the levy of service business in Kendal Regency” which is written in Chapter VII pertaining to the levy of the recreation areas and sports that serve as the legal foundation of an area in Kendal Regency in terms of the handling and management of the Tourism Levy. This research aims to ascertain the development of the levy of the tourism sector in managing three tourist attractions, which are Sendang Sekucing Beach, Curug, Sewu, Boja Swimming Pool as well as to understand the issues faced by Tourism Sector in Kendal Regency in managing the levy. This research is a descriptive research that uses the qualitative approach as the method. Based on the existing types of research, it is acknowledged that there are several issues in regard to the policy of tourism levy, which cover the financial budget funds, addition of the number of the rides or innovation in tourism management, as well as other factors such as human resource in Kendal Regency, which can be seen from the considerably low quality and quantity. The offered solution comprises the government’s action in improving the infrastructure development in many tourist sites being managed by the local government to adequately maintain and enhance the number of human resource in the work environment, regarding both the quality and quantity of the tourist destinations in Kendal Regency that should be well-organized.

Abstract

This study aims to describe the position and role of implementation performance, context and client & coalition in the course of School Literacy Movement Program as well as analyze the effect of policy context and client & coalition on the implementation performance of School Literacy Movement in Semarang City. Method used in this study is quantitative explanatory by collecting data through questionnaires, interviews and docmentation studies. Processing techniques use simple and multiple linear regression data analysis. The results showed that implementation performance, context and client & coalition were quite good according to respondents’ assessments. Partially, context affects implementation performance of School Literacy Movement significantly and positively by 45,1% and client & coalition affect the implementation performance of School Literacy Movement by 49,7%. Simultaneously, policy context and client & coalition affect the implementation performance of School Literacy Movement by 60,4%. In th future, schools need to enrich reading facilities and strengthen collaboration with supporting parties.

Abstract

Circulation and drug abuse in Indonesia is a multidimensional and multisectoral problem, all lines of life can be exposed to the dangers of drugs. Not apart from that students or young people are the main target of drug abuse, given the level of emotions that have not been stable so easily affected to abuse drugs. Based on Act No 35 of 2009, the Government established the National Narcotics Agency to tackle the drug problem that became a problem in Indonesia, BNN was given the authority of investigation and investigation of narcotics crime and narcotics precursor. In the effort to prevent abuse and illicit drug trafficking as well as handling of government drug problem to include all components of society both from campus environment and work environment. Based on the Regulatory Chief of BNN No 16 of 2014, a Community Participation Container was established to implement the policy towards the participation of the Higher Education Environment. Technical analysis to obtain data through interview with informant, observation, and supporting document. This research uses Merilee S. Grindle theory which argues that the driving factors of implementation have three main factors, namely policy content and policy environment, then the implementation result can be seen from the impact and change on society. The results of this study indicate that the Implementation of the Policy of the Role of the Environment of Higher Education with Anti-Drugs is quite successful in reducing the number of abuse in Semarang City, but still less than optimal with the decrease of performance, and the level of service provided, resulting in the decreasing interest of the Students to join the Unit Anti-drug duties. The desired changes to the creation of an Anti-Narcotics Based Higher Education Environment. The recommendations are to improve the performance and quality of training and counseling, innovation in order to provide facilities and infrastructure that are in line with community expectations.

Abstract

The Tangguh Coastal Area Development Program (PKPT) is a National Community Empowerment Program for Marine and Fisheries that is regulated in the Regulation of the Minister of Marine and Fisheries No. 07 / Permen-KP / 2012. Through a qualitative descriptive approach, this study aims to evaluate the impact of the activities carried out in the program. PKPT activities consist of Human Development, Business Development, Community Development or Infrastructure and Disaster Preparedness or Climate Change. From the results of the evaluation, the outputs of the activities were the establishment of socialization of training on the development of small businesses, road construction, rehabilitation of road elevation bridges, road hardening, manufacture of bamboo taluds and concrete breakwaters. The benefit is that the community feels safe that they have not been affected by the tidal flood, the community has become enthusiastic about working and has alternative livelihoods. The impact is that the community has improved the socio-economic conditions of the community but the business development activities have no impact because the community does not want to continue the small business on the grounds that there is no business capital. The PKPT program has an inhibiting factor, namely the absence of cooperation with other agencies, difficult road access, adolescents on behalf of NGOs. This research gives recommendations that the preparation, socialization and training that is mature before the program really runs, the PKPT program needs cooperation with other agencies so that when the implementation of infrastructure development has stages in accordance with the rationality that should be, business training is needed as an alternative livelihood for the Bedono villagers. so that those who get business coaching are not just one hamlet, it requires seriousness and high commitment from all parties to synergize in building the coastal area so that the implementation is not impressed only to pursue budget absorption targets only.

Abstract

The purpose of this research is to analyze the implementation of the Policy on the Fulfillment of the Rights of Persons with Disabilities in the field of employment in Semarang City, as well as the supporting and inhibiting factors of implementing the Policy on the Fulfillment of the Rights of Persons with Disabilities. The method used in this research is descriptive qualitative method, data source used is primary data source and secondary data. The results showed that the fulfillment of Disability Rights in the field of employment in the city of Semarang has not been optimally viewed from 3 aspects of implementation, what happen, and implementation achievement. Viewed from the aspect of the implementation is good because the implementation is done by all agencies with their respective jobs aspects of what happen is not good because the law is still referring to the old law and the city of Semarang still do not have a local law. The aspect of achievement of the implementation has not been achieved as stated in the Regional Regulation of Central Java no. 11 Year 2014 on the Fulfillment of the Rights of Persons with Disabilities. Causes of not yet optimal implementation of this policy is the absence of funds from the APBD, there is no special staff in Dinasker for people with disability and social environment factors -culture and technology in the city of Semarang. The author’s suggestion is allocating funds from APBD, establishing special staff for the implementation of the fulfillment of the rights of people with disability, making SOP for the policy of the fulfillment of the rights of people with disability and make sosialization to change the mindset of the community should not be ashamed of the existence of PwDs and also the mindset of PwDs in order not to always feel pity.
