Abstract

The level of education that both can be meant that human resources in a country can be classed quality. The problem about the quality of education has long been questioned of various perspective and a way of seeing. One attention namely against low the quality of education in Indonesia. With low quality in indonesia this means the purpose of our country cannot be achieved with good. This is related to the professionalism of teachers. This research was conducted on SMPN 21 Surakarta. The purpose of this research is to know the influence of motivation and employee perceptions about the principal’s leadership on the teacher performance on SMPN 21 surakarta. But there are things that can weaken and hinder the performance of the job less challenging, the motive to get attention, the least responsibility of leadership and leadership of humanitarian relations with employees. The research method used is a quantitative research eksplanatori. Data obtained in this study using questionnaire. Analysis of data used is a correlation coefficient kendall and coefficients concordance kendall.Data processing using program spss 16.0.  The research by using program spss this can be known that motivation ( x1 ) against the employee performance ( y ) with a correlation coefficient kendall know of 0.487 with figures probability 0.006 and the value of KD 23,71%; There is an influence that perception employees about leadership ( x2 ) against the employee performance ( y ) with a correlation coefficient kendall know as much as 0.395 with a probability 0.026 and the value of KD 15,60%; while the employee performance ( y ) with a correlation coefficient kendall know as much as 0.487 with a probability 0.006; Determination to the coefficient ( KD ) indicated on coefficients kendall’s W of 0.290 and the value of the coefficient of determination (KD) by 8,41% With respect to the existence of things that can undermine performance, then it needs to be done to fix the problems found in the indicator, that is the leadership giving praise and attention to the employees of his work that has been done as often as possible, the Chairman gave the task could be more skills, initiative and creativity so that employees can also develop themselves, the need for the improvement of the relationship between leadership and employees so that chick nearness and familiarity. It takes self awareness of leadership for responsible for everything that happens in the scope of work. With the aim to repair can improve the performance of teachers get better, so education in Surakarta to become better.

Abstract

The sprawl covid-19 pandemic that is spreading and difficult to control has made college in the red zone covid-19 and affected areas mandatory online lecture. Diponegoro university rector issued a bill of rector number 20 / un.7. P/ se /2020 asa basis for the implementation of online college and subsequent release of letter number 23/ un7. P/ se /2020 as standard operating procedure (SOP) in implementing online lectures at diponegoro (undip). In the online college implementation using two platforms Ms. Brushes and undip. The purpose of the study is to analyze the implementation of online lectures at diponegoro university and analyze the host factors from the implementation of online lectures at diponegoro university. The study employed a decadent qualitative study method, attributing the informer to the custodian method of sampling and snowball sampling. Although the implementation of online lectures at diponegoro university is consistent with the established standard procedure (SOP), it is not going to be a success, because student LPS is not offset by student competence by its scientific discipline. That is because in the implementation of online lectures at diponegoro university, they still meet some obstacles that are a hindrance to learning achievement. Abstract

Ketimpangan tingkat partisipasi konsumsi beras tanpa adanya dukungan yang seimbang pada konsumsi bahan pangan pelengkap lainnya di Indonesia masih terjadi sampai saat ini. Program P2KP berupaya meningkatkan diversifikasi pangan yang dinyatakan dalam skor PPH (Pola Pangan Harapan) dimana Kabupaten Magelang memiliki skor terendah di Jawa Tengah pada tahun 2017. Tujuan dari penelitian ini untuk menganalisis capaian output dan outcomes serta mengidentifikasi kendala yang dihadapi dalam program P2KP. Metode penelitian yang digunakan adalah deskriptif kualitatif. Hasil penelitian menunjukkan bahwa pada kegiatan KRPL (Kawasan Rumah Pangan Lestari), Pengembangan Olahan Pangan Lokal, dan Lomba Cipta Menu B2SA (Beragam, Bergizi Seimbang dan Aman), terdapat indikasi dari evaluasi output dan outcomes yang sudah tercapai, yang belum tercapai adalah indikasi akses karena keterbatasan sumber daya aparatur dan anggaran serta indikasi attitude karena belum dapat mengakibatkan perubahan perilaku pada kelompok sasaran secara signifikan. Kendala yang dihadapi adalah kurangnya pemahaman masyarakat tentang pentingnya pemanfaatan pekarangan dan konsumsi pangan yang beragam, bergizi seimbang dan aman, serta budaya terbiasa mengonsumsi nasi. Disarankan agar Dinas Pertanian dan Pangan dapat memperluas akses bagi kelompok sasaran terhadap program ini, memperkuat peran kelembagaan dengan instansi atau kelompok terkait serta membuat regulasi yang jelas dan masif.

Abstract

Membership of Jamkesda Program in Semarang Regency that did not increase since the very first time it was out, moreover a big number of decrease of the coverage membership of Jamkesda Program in 2012, has became a background and reason for this research, because in 2013 was the last time the Jamkesda Program is fully implemented. The goal of this research is to explain the output of the Jamkesda Program in Semarang Regency in 2013 and the factors that influence it. The ways to solve this problem and its goal is done by using systematic-analysis theory with using effecttivity. The object of this research is The Health Department as the administrator of the Jamkesda Program, the citizen who get the membership of the program, and Health Service officer. The results show that in the output dimensions related to the effectiveness of membership of Jamkesda Program has not been achieved because there are still some low income citizen who haven’t receive the membership. The dominant factor that because the based of the problem is the incomplete ID (Identity Card) of citizenship. Beside the use of SKTM as a solution to an issue also was not effective. Beside that the services to member of Jamkesda also not been effective because of the imbalance between health care giver. The dominant factor is selected based referral personal wishes. It was suggested that regarding the problem of membership, The Health Department as the administrator of the program to cooperate more with the villager. The limitations of Health Care Providers should be stipulated

Abstract

Rembang is an area located on the north coast of Central Java. The potential of coastal and marine areas in Rembang considerable, but so far there is damage to the environment and utilization is not optimal. Based on this background problem that arises is How pengeolaan policy impact coastal and marine areas in Rembang? How to constraints in the policy management of coastal areas and the sea in Rembang. The purpose of this study was to evaluate the impact of the policy management of coastal and marine areas in Rembang. In addition to knowing the constraints in the policy management of coastal and marine areas in Rembang. Based on the research that the policy management of coastal and marine areas in Rembang having an impact on people's lives, but not optimal and equitable perceived by the public. Not optimal goal and the impact felt by the target group due to some constraints in the implementation of policies such as kuragnya coordination and collaboration among relevant agencies, lack of understanding of personnel, lack of dissemination of relevant SKPD or of society such as the low level of education of coastal communities, the lack of awareness and the community's participation. Under these conditions, the authors provide suggestions for the government to undertake intensive socialization, improved understanding of the content of the policy apparatus, increasing the level of education of coastal communities. Then for the community to increase participation and to change the mindset that tends to badly in the costal management and marine.

Abstract

The sensitive nutrition intervention policy is one of the policies of the Indonesian government as an effort to overcome the stunting problem, the implementation of which involves various parties. The policy is considered capable of overcoming the stunting problem by 70%. In Semarang City, even though this policy has been implemented, the stunting rate in Semarang City still shows an increase. So there is still a question about the role of stakeholders in the implementation of sensitive nutrition intervention policy in the Semarang City. The purpose of this research is to identify stakeholders in implementing sensitive nutrition intervention policy in Semarang City and analyzing its role. This research uses qualitative research methods with data collection techniques through interview and literature study. The theory used in this research is role of stakeholders by Nugoroho. The results showed that the stakeholders in implementing sensitive nutrition intervention policy in Semarang City were the Health Office, Fisheries Service, Education Service, Food Security Service, Population Control and Family Planning Service, DP3A, Bappeda, Puskesmas, Posyandu, IDI, physiotherapist, psychologist, community and private. StakeholdersThese roles are divided into five, namely policy creator, implementor, coordinator, facilitator, and accelerator. The recommendations given are coordination among stakeholders is to be increased, formulate regulations specifically discussing stunting, stakeholders must considered the program objective.

Abstract

The Semarang City Government implemented a residential relocation policy for the Tambakrejo community by preparing Rusunawa Kudu. However, some people choose to stay because Rusunawa Kudu is far from the sea and has the potential to jeopardize the income of fishermen. To that end, the government built row houses. The goal of this research is to assess the relocation policy and examine the elements that support and hinder it. The research method is descriptive qualitative, while the determination of informants uses the purposive sampling method. The findings revealed that an effective relocation policy was defined by a clear knowledge of the objective, as well as clear and easy implementation instructions. The relocation policy in Rusunawa Kudu has been efficient in terms of the ease of the relocation implementation process. However, the relocation of row houses is considered inefficient because additional government efforts are ranging from mediation, communication, to the construction of row houses. The relocation policy of Rusunawa Kudu has the potential to cause population problems even though it has met the need for decent housing. Meanwhile, the relocation of row houses has not provided a maximum solution to the problem seen from the incomplete public facilities. The relocation policy of Rusunawa Kudu and row houses have been considered justice for the people of Tambakrejo. The relocation policy is considered to be appropriate with the distribution of Tambakrejo residents who have been relocated. In the implementation of the settlement relocation policy, there are supporting factors, namely the resources that are used properly, and the powers, interests, and strategies of the actors are applied systematically. The incompatibility of interests that affect the settlement relocation policy is one of the policy's stumbling blocks, as well as the level of compliance and low capture power.

Abstract

Normalization Banjir Kanal Barat dan Kali Garang is one of three components flood control taken government to flood control annually almost always in some areas in the city of Semarang. The purpose of Normalisasi Banjir Kanal Barat dan Kali Garang itself is to increase the capacity to accommodate so as to discharge of water from the river is three times Kreo, Kripik and Garang. The aim of this research is trying to answer questions about Normalisasi Banjir Kanal Barat dan Kali Garang and analyzes factor supporting and inhibitors. Research methods used in this research using a qualitative research with methods of descriptive qualitative, which aims to describe explained and analyzed The work of normalization work is conducted by Balai Besar Wilayah Sungai Pemali-Juana by the contractor would work, Brantas Abipraya and Wijaya Karya Joint Operation and consultan inspectorship CTIE and associated. And departement. of PSDA an ESDM to creating land project. In construction work normalization begins november 2010 and to be completed in november 2013. After normalization Normalisasi Banjir Kanal Barat dan Kali Garang, so far the flood canal the west has been able to improve the capacity of a discharge of water which had been 300-400 m3/second to 730m3/second, flood control, other than a benefit this normalization of benefits in social sector, economy, the environment and for cultural city people Semarang especially. Supporting factors and inhibitors of the implementation of this protocol identified through five Adil Najam that is, namely content, context, commitment, capacity, and client and coalition of stekeholder involved, namely the government, private and public. Of the net content, Normalisasi Banjir Kanal Barat dan Kali Garang perceived capable of being a response to the issue of floods in society. In capacity, implementor of the policy is, who competent as Balai Besar Wilayah Sungai and great contractors. And to the factors of client and coalitions, actually either the government, private, community support each other, but here, public awareness to maintain clean environment is still less so fore requires explicitness the rules of the government in giving sanctions on those who do not pro-activ in keeping clean environment.

Abstract

Various problems in public service often found in its implementation although standards and the regulations have been settled .Various these problems in between other about timeliness of service , the cost of service , and resources supporting the provision of the service .Of the existing problems, the government tried to bring up a innovation in the field of public services through policy. These various problems are about the timeliness of service, the cost of service, and resources supporting the provision of the service. Of the existing problems, the government tried to bring up an innovation in the field of public services through Policy of District Integrated Administration Services that arranged in affairs regulation no. 4 years 2010, that contain changing authority regent to the related sub-district. Follow up the government affairs regulation, District of Kulon Progo through Bupati Regulation no. 64 years 2012 about Standard of Public Service on District, implement the integrated administration services on district in all of the district in Kabupaten Kulon Progo including in Nanggulan District. In its implementation in Nanggulan District, there are various obstacles as deficiency of personnel implementing, facilities and infrastructures , also the target of about the time and the cost of services that have not been in full .Technique of data collection use an depth interview technique and study documents .The results of the study showed that the implementation viewed from the cost of serviceaspect, it was sufficient and from the aspect of service period and resources supporting the provision of the service is inadequate. The purpose of integrated administration services in district has yet to be reached maximally because of changing authority given is not effective and efficient created quality services and the closer to the community. The advice that provided are the government in Kabupaten Kulon Progo and Nanggulan District increase the supporting facilities service and improve the method of service so the time of the service was better; and review of the changing authority given to head to achieve policy aims to be maximum.

Abstract

Musrenbang as a means of development planning shoulde be a deliberative nature in fact not yet as deliberative as expected. This research aims to analyze the implementation of public policy analysis on regional development in Kecamatan Semarang Utara, the factors are supporting and inhibiting implementation, than to formulate for renewed efforts that we need to create Musrenbang in Semarang utara as a one of regional development that showed deliberative values. The result of the research showed that Musrenbang which implemented at Kecamatan Semarang Utara have not fulfilled a deliberative aspects that required, especially on the influence and deliberation aspect. In fact the determination of participants musrenbang has not been implemented through random selection, discussion do not provide comprehensive problems, an escort proposal post-Musrenbang Kecamatan very hard to do, and participation residents who still be on a level apparent participation. Based on that situations, need to efforts starting from increases the budget funds, the provision of socialization and information on time, and hold many activities like “Rembug Warga” to create a Musrenbang as a regional development process that showed the deliberative values.
