Abstract

Implementation of the policy of protection children victims of violence is still experiencing obstacles such as the limitations of the resources in this case the source of the budget and labor, then there is still a lack of understanding of the community in the importance of child protection From acts of violence, making the implementation of the policy of protection children not running optimally. This study aims to determine the obstacles that occur in the implementation of the policy of protection of women and children victims of violence in Parigi Moutong Regency. This study uses the theory of the implementation of van meter and van horn policies, namely there are 6 indicators of policy standards and objectives, resources, characteristics of implementing organizations, communication between related organizations, attitudes of implementers, social, economic and political environment. The results of this study indicate that the implementation of the policy of protection  children victims of violence in Parigi Moutong Regency is not optimal due to the limitations of resources, and social and economic environmental factors are also the biggest challenges inimplementation of this policy.

Abstract

This study aims to analyze the quality of complaint services for child abuse cases at the Office of Women’s Empowerment and Child Protection (DP3A) of Palu City in supporting child protection efforts. The study focuses on five dimensions of service quality: responsiveness, assurance, tangibles, empathy, and reliability. This research employs a descriptive qualitative approach. Data collection techniques include in-depth interviews, observations, and documentation. The informants in this study consisted of the Head of the Child Abuse Division, service staff, and data operators, who are directly involved in the process of receiving and handling complaints. Data analysis was conducted through data condensation, data display, and conclusion drawing. The findings reveal that the dimensions of responsiveness, assurance, tangibles, and empathy have been implemented quite effectively. Officers are able to provide initial responses, explain service procedures, and demonstrate concern for complainants and victims. Facilities such as service rooms and counseling rooms are available, although improvements in comfort are still needed. However, reliability has not been optimal due to delays in case follow-up, inconsistent progress information, and cross-sector coordination barriers, which reduce public trust. The study concludes that the quality of complaint services for child abuse cases at DP3A Palu City is not yet optimal.

Abstract

Tuition assistance for students as a form of financial support from the Regional Government through the Kesra section of the Morut Regency Secretariat, to ease the burden of tuition fees, and improve the quality of Human Resources (HR). Problems faced in the implementation of the program policy, namely delays in disbursement of aid funds, lack of adequate socialization and information, and weak coordination between related parties. The research method used is a qualitative method, with data collection techniques namely observation, interviews, and documentation, and data analysis used is an interactive model. The results of the study, namely the communication aspect carried out by the Kesra section of the Morut Regency Secretariat has used various media to convey information, both manually and online, but currently many still use manual methods. In the aspect of Resources, the amount of assistance depends on the size of the APBD, the employees of the Kesra section and the Verification Team, already have good competence but the number of personnel is still minimal. In addition, the disposition aspect between related parties has been neutral, transparent, and accountable but there are limitations in the information system. The aspect of bureaucratic structure, still faces administrative and technical challenges that require serious attention. In conclusion, the implementation of the BBP program for students in Morut Regency has been effective in substance, but not yet fully efficient technically. Therefore, improvements to the funding mechanism are needed to ensure the program's speed, effectiveness, and sustainability.

Abstract

Penelitian ini bertujuan untuk mengetahui kualitas pelayanan yang diberikan Aparatur Sipil Negara (ASN) pada Kantor Kesatuan Bangsa dan Politik Provinsi Sulawesi Tengah. Menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif, yang bertujuan untuk menggambarkan keadaan yang sebenarnya secara sistematik dan aktual. Responden yang digunakan dalam penelitian berjumlah 9 orang, terdiri dari pegawai ASN yang terlibat langsung dalam pelayanan seperti pejabat struktural, serta staf pada setiap bagian pelayanan dari 5 bagian pelayanan yang ada Penelitian menggunakan 5 indikator kualitas pelayanan (tangibles, reliability, responsiveness, assurance, dan emphaty) menggunakan referenis dari Parasuraman dkk. Teknik pengumpulan data yang digunakan berupa observasi, wawancara, dan dokumentasi kepada informan. Hasil penelitian menunjukkan bahwa Aparatur Sipil Negara (ASN) di Kesbangpol Provinsi Sulawesi Tengah menerapkan pelayanan publik yang berkualitas pada pengurusan SKT/SLT partai politik, SKIN nelayan, pembinaan Paskibraka, dan administrasi kepegawaian, dengan lima variabel pelayanan: (1) Bukti Fisik (tangibles), sarana memadai dan teknologi digital mendukung administrasi; (2) Kehandalan (reliabilitys), prosedur konsisten dan efisien; (3) Tanggap (responsiveness), ASN tanggap terhadap keluhan dan kebutuhan masyarakat; (4) Jaminan Kepastian (Assurance), alur pelayanan jelas, akurat, dan tepat waktu; serta (5) Empati (Emphaty) , ASN bersikap ramah, sabar, dan memahami kesulitan penerima layanan. Penerapan variabel ini secara konsisten memperkuat kualitas pelayanan dan membangun kepercayaan publik.

Abstract

This study aims to determine and analyze Management Medication Logistics at the Pharmacy Installation of the Donggala District Health Office. The theory used in this study is Siagian's theory which states that management is an activity of planning, organizing, directing and supervising carried out by each organization coordinating various data sources owned to achieve the goals set effectively and efficiently. This research method uses qualitative research that produces descriptive data through in-depth interviews in the form of written or oral statements from people and their actions that can be observed. The location of this research is at the Donggala District Health Office. The selection of informants was 3 people using the purposive method. Data collection was carried out by interview, observation, and documentation. Based on the results of the study, it was carried out according to the management process starting from planning, organizing, directing and supervising. Planning in terms of procurement, storage and distribution of drugs that have been carried out has not gone well. Procurement of drugs in shipping takes 2-3 weeks because the expedition route from outside Palu City, so there is a shortage of drugs. Drug storage is not optimal with a warehouse space that is not large enough. Drug distribution is not optimal with empty drug stocks. Organization has been done effectively with human resources as expected. Direction is carried out by the head of the pharmacy section who coordinates with the health resources sector in providing direction to employees to work well. In terms of supervision, internal meetings and quarterly meetings are held in coordination with the health resources sector in reporting performance, achievements and obstacles that occur in the field.

Abstract

Penelitian ini bertujuan untuk menganalisis efektivitas penerimaan peserta didik baru (PPDB) di SMP Negeri 2 Petasia Kabupaten Morowali Utara, serta pengaruh implementasi kebijakan PPDB terhadap kualitas pelayanan pendidikan. Penelitian ini menggunakan metode deskriptif kualitatif dengan pendekatan studi kasus, didukung data sekunder berupa dokumen sekolah, data Dapodik, dan laporan resmi PPDB tahun 2022–2024. Hasil penelitian menunjukkan bahwa SMP Negeri 2 Petasia telah melaksanakan seluruh rangkaian proses penerimaan murid baru sesuai dengan standar operasional pelayanan (SOP) yang ditetapkan dalam Permendikdasmen Nomor 3 Tahun 2025. Struktur organisasi sekolah, termasuk panitia penerimaan, guru, dan tenaga kependidikan, telah menunjang efektivitas pelaksanaan PPDB. Data rekapitulasi pendaftar dan daya tampung menunjukkan bahwa jumlah calon siswa yang mendaftar meningkat setiap tahun, namun daya tampung tetap terpenuhi, sehingga seluruh pendaftar diterima sesuai kapasitas. Analisis kasus aduan menunjukkan bahwa meskipun terjadi peningkatan aduan pada tahun 2023, terdapat perbaikan pada tahun 2024 melalui peningkatan transparansi, komunikasi, dan kualitas layanan. Temuan ini mengindikasikan bahwa implementasi kebijakan PPDB online berperan signifikan dalam meningkatkan kualitas pelayanan pendidikan di tingkat SMP. Penelitian ini merekomendasikan sosialisasi yang lebih intensif kepada masyarakat, dan peningkatan kapasitas SDM sekolah untuk menjaga kualitas pelayanan PPDB yang adil, transparan, dan efektif. Studi ini memberikan kontribusi teoritis terkait manajemen pelayanan publik di pendidikan dasar serta praktis bagi pengambil kebijakan dan pihak sekolah dalam meningkatkan kualitas layanan pendidikan.

Abstract

The study purpose was to analyze the implementation of the policy on announcing the General Procurement Plan (RUP) through the Electronic General Procurement Plan Information System (SIRUP) in North Morowali Regency and to identify supporting and inhibiting factors that influence policy effectiveness. The study also aimed to assess the gap between regulatory expectations and actual practices within regional government work units. Materials and methods. This research used a qualitative descriptive approach. Primary data were collected through in-depth interviews with PA, KPA, PPK, RUP operators, and officials at the Procurement of Goods/Services Unit (BPBJ). Secondary data were derived from RUP documents, government regulations (Perpres 16/2018, Perpres 46/2025, and LKPP Regulation No. 11/2021), as well as circular letters issued by the local government. Data were analyzed using the Miles, Huberman, and Saldana model covering data condensation, data display, and conclusion drawing. Data validity was maintained through source triangulation, technical triangulation, and document verification. Results. The findings show that although the implementation of the RUP announcement policy generally aligns with national regulations, its execution in North Morowali Regency has not been fully optimal. Communication from BPBJ was clear yet unevenly distributed. The most dominant obstacle was resource limitations, including unstable internet networks, limited technical competence, multitasking workloads, and frequent operator turnover. Disposition among implementors varied, with some demonstrating strong commitment while others lacked awareness of deadlines. The bureaucratic structure provided SOPs but lacked enforcement mechanisms, particularly local sanctions, resulting in inconsistent compliance. Conclusions. The study concludes that a policy implementation gap exists due to imbalances across four key variables: communication, resources, disposition, and bureaucratic structure. Strengthening operator capacity, improving technological infrastructure, increasing supervision, and establishing local regulatory sanctions are essential steps to ensure more effective and timely implementation of the RUP announcement policy in North Morowali Regency.

Abstract

This study aims to analyze the implementation of the Sabilulungan Application replication policy, a digital grant management platform from Bandung City to Central Mamuju Regency, using George C. Edwards III's policy implementation model, which includes aspects of communication, resources, disposition, and bureaucratic structure. The research method uses a descriptive qualitative approach with data collection techniques in the form of in-depth interviews, observations, and documentation studies. Informants were selected through a purposive sampling technique involving the Regional Development Planning Agency (BPKAD), the Communication and Information and Sandi Agency, the Social Welfare Division, and grant implementation staff. Data analysis was carried out through data reduction, presentation, and drawing conclusions using the Miles, Huberman, and Saldaña model. The results show that the implementation of the application replication policy has not been running optimally. The main obstacles lie in the lack of comprehensive policy communication, limited technical human resources, the lack of alignment between regional regulations and application business processes, and a bureaucratic structure that still relies on manual mechanisms. Although the implementer's disposition shows a positive attitude and high commitment, technical and regulatory readiness is not yet adequate to support the digital transition. These findings indicate a design-reality gap between the application design and the actual conditions of the organization. This study confirms that successful digital application replication requires regulatory harmonization, increased human resource capacity, and business process integration as important prerequisites for electronic-based public service transformation.

Struktur organisasi sekolah, termasuk panitia penerimaan, guru, dan tenaga kependidikan, telah menunjang efektivitas pelaksanaan PPDB. Data rekapitulasi pendaftar dan daya tampung menunjukkan bahwa jumlah calon siswa yang mendaftar meningkat setiap tahun, namun daya tampung tetap terpenuhi, sehingga seluruh pendaftar diterima sesuai kapasitas. Analisis kasus aduan menunjukkan bahwa meskipun terjadi peningkatan aduan pada tahun 2023, terdapat perbaikan pada tahun 2024 melalui peningkatan transparansi, komunikasi, dan kualitas layanan. Temuan ini mengindikasikan bahwa implementasi kebijakan PPDB online berperan signifikan dalam meningkatkan kualitas pelayanan pendidikan di tingkat SMP. Penelitian ini merekomendasikan sosialisasi yang lebih intensif kepada masyarakat, dan peningkatan kapasitas SDM sekolah untuk menjaga kualitas pelayanan PPDB yang adil, transparan, dan efektif. Studi ini memberikan kontribusi teoritis terkait manajemen pelayanan publik di pendidikan dasar serta praktis bagi pengambil kebijakan dan pihak sekolah dalam meningkatkan kualitas layanan pendidikan.
