Abstract

Harmonizing the Basic Agrarian Law (UUPA) and the Omnibus Law is crucial for protecting indigenous rights in Indonesia. The UUPA emphasizes people’s sovereignty over land and recognizes customary land rights, whereas the Omnibus Law focuses on liberalizing land management to accelerate investment and national projects. As a rule of law country, Indonesia must balance economic growth with human rights protection, including those of indigenous communities. Law No. 6 of 2023 on Job Creation has intensified challenges, as the Omnibus Law’s streamlined land permits grant the government broad powers often overlooking customary rights. To address this, the Free, Prior, and Informed Consent (FPIC) mechanism should be implemented to align development with indigenous rights. Additionally, revising the Omnibus Law’s derivative regulations to explicitly recognize customary land rights and establishing a dedicated agency to resolve related disputes are necessary. A holistic policy reform reflecting the UUPA’s principles while accommodating the Omnibus Law will ensure development that is both just and sustainable. Improved harmonization will allow Indonesia to pursue economic progress without sacrificing social justice and indigenous rights.

Abstract

This research was motivated by the low ability of students to write words when learning Indonesian. This is because teachers in teaching how to write do not use learning media that is interesting to students so it tends to be boring and seems monotonous. In connection with this, research was conducted using image media to improve students' word writing skills. This research aims to improve the ability of Class 2 students at SDN Kedaung Wetan 1 Tangerang City in writing words using image media. This research uses a Classroom Action Research design which is carried out in two cycles through the same stages, namely planning, implementation, observation and reflection. This research was carried out in Class 2 of SDN Kedaung Wetan 1 Tangerang City with a total of 27 students consisting of 16 male students and 11 female students. The data collection techniques used were observation and evaluation. The collected data was analyzed using qualitative and quantitative analysis techniques. The results of the research show that with image media, the results from cycle I to cycle II have increased. In the pre-cycle the average score obtained by students was 64.33 with a classical completion level of 45%, the incomplete score in cycle I was 55%, while in cycle II the average score obtained by students was 85.67 with the classical completeness level being 90%, resulting in an increase in classical completeness of 50%. Abstract

The existence of land is an important natural resource for the Republic of Indonesia, which is regulated in Law Number 5 of 1960 concerning Basic Agrarian Regulations, in Article 1 paragraph (1). Article 6 of the UUPA states, "All land rights have a social function. The land referred to here is not only related to land on land but also land in waters, as regulated in the UUPA. Land rights are not only limited to land but also include water areas or coastal borders. This is also in accordance with Government Regulation Number 18 of 2021, the function of legal norms to be binding must be based on legal principles. Legal principles shape the content of legal norms formulated in legal regulations. Without understanding legal principles, it is impossible to understand the essence of law. Therefore, to understand a nation's law, it is necessary to explore its legal principles. The issuance of land title certificates over maritime areas has given rise to conflicts of authority between various government institutions. The Ombudsman of the Republic of Indonesia highlighted the potential for malpractice in the issuance of Building Use Rights Certificates in maritime areas that should not be considered private property. Issuing land title certificates in maritime areas has the potential to violate the law and create conflicts of interest. WALHI is investigating indications of affiliation between companies that obtain Land Title Certificates and large property development corporations, which could lead to the privatization of marine space and threaten sustainability. ecosystems and the livelihoods of coastal communities. The objectives of this study include finding answers and developing previous research regarding the granting of building use rights where the issuance of certificates does not correspond to the nature and purpose of the granting of rights in relation to the principle of the social function of land rights; In this research, the researcher used a normative juridical data analysis method, Regarding the issuance of building use rights certificates in the waters of Tangerang and Bekasi related to illegal sea fences, this problem is suspected to reflect a lack of synchronization between land and maritime regulations. This is because land regulations in Article 65 paragraph (2) of Government Regulation No. 18/2021 allow the granting of land rights in waters for certain activities, such as the construction of ports or other facilities. However, regulations in the maritime sector do not explicitly regulate this. The Ministry of Maritime Affairs and Fisheries emphasized that the installation of sea fences is unlawful and disrupts the activities of thousands of fishermen. The issuance of land rights certificates above maritime areas has given rise to conflicts of authority between various government agencies. Cross-agency collaboration is needed to address this issue and ensure that administrative procedures are carried out in accordance with applicable laws and regulations

Abstract

This study investigates the adoption of Electronic Medical Records (EMR) by registration staff at Tangkiling Health Center, Palangka Raya, using the Technology Acceptance Model (TAM) framework. Out of 61 total healthcare workers, five medical record staff with educational backgrounds in midwifery, nursing, dental nursing, and non-medical high school were purposively selected as research participants. The study employed a qualitative descriptive method, combining in-depth interviews and direct field observations. Results indicate that while the staff acknowledged the usefulness of EMR in improving service efficiency and data accessibility, several barriers hindered its effective use—primarily a lack of training, limited digital literacy, unstable internet connectivity, and inadequate hardware such as computers and printers. Observations showed that only the registration unit had a single shared computer, while other units like outpatient clinics, pharmacy, and cashier still relied on manual documentation. This fragmentation has led to duplicate workloads and disrupted patient data continuity. Despite these challenges, the staff demonstrated a positive attitude and strong behavioral intention to adopt EMR if provided with sufficient infrastructure and regular training. The study concludes that successful EMR implementation in primary healthcare requires not only user acceptance but also institutional readiness, adequate resources, and integrated systems across all service units.

Abstract

Background Henoch-Schönlein purpura (HSP) is the most common systemic vasculitis in children and is usually self-limited with a favorable prognosis. However, recurrence in children is associated with a poorer prognosis, i.e., a higher risk of progressing to chronic kidney disease (CKD) as a long-term complication. In Indonesia, the recurrence rate of HSP and its predictors in children have not been well established . Objective To estimate the incidence of recurrent HSP and determine its predictors in children at Dr. Cipto Mangunkusumo National General Hospital (RSCM). Methods A retrospective cohort review of medical records followed children aged <18 years at RSCM for 6 months after HSP diagnosis based on the the European League Against Rheumatism (EULAR)/ Paediatric Rheumatology European Society (PRESS)/Paediatric Rheumatology International Trials Organization (PRINTO) criteria. Multivariate, Cox logistic regression, and Kaplan-Meier analyses were performed. Results This study included 116 children aged 2–17 years with HSP. Twenty-six (22.4%) of the subjects experienced recurrence, with an incidence of 3.56 per 100,000 person-years. The only statistically significant predictor for recurrence was  the presence of infection after the first episode of HSP (HR 11.301; 95%CI 4.327 to 29.519; P<0.001). The cumulative survival of subjects with infection for recurrence over 6 months  was  51%, with mean 5.3 months survival duration (95%CI 4.76 to 5.99; P< 0.0001). Chronic kidney disease, a long-term complication of HSP, was noted in 22 (19%) participants. Conclusion Recurrence of HSP was  observed in 22.4% of our subjects within 6 months follow up. However, subjects with a history of infection after their first episode of HSP resolution should be notified about the possibility of recurrence. Chronic kidney disease occurred in 22 participants (19%), possibly becoming a long-term complication of HSP.
