Abstract

Abstract: The implementation of worship in the time of the COVID-19 pandemic, especially congregational worship, has led to a debatable problem among Muslims, including Muslims in Indonesia. Various Islamic groups in Indonesia share different opinions and views on the practice of worship during the pandemic. On the one hand, some groups reinforce that the COVID-19 pandemic should not become a barrier or hinder the religious practices. On the other hand, some others insisted that the practice of worship during the COVID-19 period must comply with predetermined health protocols. If necessary, it must be temporarily stopped to avoid the spread of the COVID-19 cases. In this regard, the Indonesian Ulama Council (MUI) issued fatwa number 14/2020 concerning the implementation of worship in the COVID-19 outbreak situation. This article examines and explores the basis and considerations of the MUI in establishing a fatwa regarding the implementation of worship during the COVID-19 pandemic. Using qualitative analysis methods and the theory of maqāsīd al-sharīa, this research concludes that restrictions on the implementation of worship during the pandemic - or even prohibiting the practice of congregational worship for prone areas COVID-19 transmission - are based on considerations of benefit,. which is the essence of maqāsīd al-sharīa. The aim is to ensure five primary things (faith, soul,  mind,  offspring, and wealth). Hence, anything that can interfere with or threaten the existence of these five things must be avoided.

Batu Katak has significant potential to be developed as a leading tourist destination. However, despite its uniqueness and natural attractions, tourist visits to Batu Katak remain relatively low compared to other tourist destinations in Bahorok District, such as Bukit Lawang. This highlights the challenges in maximizing Batu Katak’s tourism potential. This study aims to develop a strategic marketing plan to optimize the tourism potential of Batu Katak Bahorok using SWOT analysis supported by IFAS and EFAS matrices. This study uses a mixed methods approach, combining qualitative and quantitative methodologies Employing a mixed-method approach, data were collected from stakeholders through interviews and questionnaires. The findings place Batu Katak in Quadrant I (growth oriented strategy), indicating strong internal strengths and favorable external opportunities. Key strengths include natural biodiversity and pristine environments, while weaknesses involve poor infrastructure and limited promotion. Opportunities lie in tourism promotion through digital marketing, while threats include environmental risks and competition. The integration of Maqashid Syariah principles in Batu Katak’s tourism development emphasizes a balance between economic, social, and environmental preservation aspects, ensuring that tourism remains sustainable and does not harm living beings or nature.

Abstract

The issue of divorce in Aceh is multifaceted, encompassing the interplay between customary law and the Sharia Court in resolving family disputes. While Indonesian national law governs divorce through formal judicial proceedings, many in Aceh opt for settling divorces through customary institutions aligned with Islamic values. This study aims to examine the role of these customary institutions in divorce resolution within Langsa City, Aceh, and to explore the factors influencing the community's choice of either customary law, the Sharia Court, or both. The research adopts a juridical-empirical approach with a legal pluralism framework, combining an analysis of formal legal structures with the practical legal realities in local communities. Data was collected through in-depth interviews with local residents, religious figures, and leaders of customary institutions in Langsa. The results reveal a clear tension between customary practices and the national legal system in divorce matters, with a significant portion of the population preferring customary procedures due to their accessibility and greater social acceptance. However, such customary decisions lack formal legal recognition, leading to uncertainty regarding the post-divorce rights of women and children. This study offers valuable insights into the evolving divorce practices in Aceh, shedding light on the intersection of customary law, Sharia law, and national legislation. It also suggests that greater integration of these legal systems is necessary to ensure a more just and transparent process for divorce resolution in the region.

Abstract

The advancement of information and communication technology has intensified the demand for fast and stable internet services. Consequently, internet service providers (ISPs), particularly those offering WiFi services, must strengthen their operational management readiness to meet customer expectations. This study aims to analyze the extent to which operational management readiness contributes to enhancing customer satisfaction among WiFi internet service users in a private company. The findings indicate that strong operational management readiness significantly improves customer satisfaction by enhancing service quality, reducing waiting times, and improving accessibility. Therefore, ISPs should prioritize operational management readiness as a strategic component to increase customer satisfaction and sustain competitive advantage.

Abstract

This study examines the disparity in court rulings concerning the status of confiscated assets in online trading crime cases. The Banten High Court Decision No. 117/Pid.Sus/2022/PT BTN ordered the return of assets to victims, whereas the Bandung High Court Decision No. 1/Pid.Sus/2023/PT BDG ruled that such assets be confiscated for the state. This divergence generates legal uncertainty and raises fundamental questions of justice. The research aims to critically assess the extent to which these rulings are consistent with the objectives of maqāṣid al-sharīʿah, particularly the principle of ḥifẓ al-māl (protection of property). A normative legal approach is employed, drawing on statutory analysis, judicial decisions, and comparative perspectives. The findings indicate that the Banten ruling more closely reflects ḥifẓ al-māl by safeguarding victims’ property rights, while the Bandung ruling risks undermining justice, as the state did not directly incur losses. Beyond highlighting this jurisprudential inconsistency, the study underscores the urgency of harmonizing regulatory frameworks so that the principle of ḥifẓ al-māl can be systematically integrated into Indonesian criminal justice practice, thereby advancing substantive justice and strengthening public trust in the law.

Abstract

This study examines how Mosques in Medan manage waqf funds to support productive, empowering economic programs for the ummah. Using a qualitative case study approach, data were collected through in-depth interviews with mosque administrators, waqf practitioners, and related stakeholders, and analyzed using NVivo 12 to identify patterns, themes, and Mosque typologies in cash waqf management. The findings reveal that while many mosques in Medan have initiated cash waqf collection, few have successfully channeled these funds into sustainable economic empowerment initiatives. Key determinants of effective management include institutional structure, congregational engagement, collaboration with Islamic financial institutions, and digital support. Theoretically, this study contributes to the development of an integrative framework that positions mosques as socio-economic institutions within the broader discourse of Islamic economics. This study contributes to Islamic social finance literature by formalizing mosque typology as an institutional variable, thereby strengthening the conceptual link between mosque governance and economic empowerment. Practically, it proposes a typology-based Mosque replication model to enhance the sustainability and scalability of cash waqf-driven economic empowerment. This integrative approach offers a pathway for transforming mosques into centers of community-based economic justice and prosperity.

Abstract

This research aims to analyze the productivity of zakat, infak, and ?adaqah (ZIS) in empowering the Muslim community’s economy; assess the effectiveness of its productive management; and examine it through the lens of al-Ma?la?ah al-Mursalah. This study employs a qualitative method with a descriptive–interpretative case study approach conducted at four mosques in Medan City, namely Asy-Syafi‘iyah Mosque, Al-Hidayah Mosque, Haji Maraset Mosque, and Nurul Islam Mosque. The findings reveal that productively managed ZIS can transform from a consumptive-charitable pattern into a sustainable socio-economic investment through the development of community-based enterprises, Islamic cooperatives, and mosque business units. From the perspective of al-Ma?la?ah al-Mursalah, this management model reflects a concrete form of public benefit in terms of ?if? al-m?l (protection of wealth), as it delivers socio-economic utility without contradicting the principles of Sharia. This study offers a theoretical contribution by integrating the concept of al-Ma?la?ah al-Mursalah into mosque-based Islamic philanthropy practices, as well as practical implications for advancing professional and empowerment-oriented governance of communal religious funds.

Abstract

This research aims to analyze conflict management strategies implemented at PTPN IV Terantam Plantation in handling organizational conflicts, specifically those involving oil palm harvesters. Using a qualitative approach with a case study design, this research identifies types of conflicts, their causes, and their impact on productivity and working relationships.  The subjects of this research consist of three main groups: management, supervisors, and harvesters. Data collection methods include direct observation, in-depth interviews, and documentation. Data analysis in this research is conducted through three main stages: data reduction, data presentation, and verification or conclusion drawing. The research results show that conflicts most often occur due to miscommunication between management and workers, workers' unawareness of their rights, and interpersonal tension among workers. The conflict management strategies used include an integrative conflict management approach through improved two-way communication, ongoing education, and a participatory clarification forum. This strategy has proven effective in building trust, increasing work motivation, and creating a conducive work environment.
