Abstract

 Provinsi Jawa Barat dikenal sebagai salah satu pusat perekonomian Indonesia dengan kekayaan utama di sektor pertanian dan perternakan. Salah satu daerah di Provinsi Jawa Barat penghasil terbesar dari sektor-sektor tersebut adalah Kabupaten Bandung yang dilintasi oleh jalur kereta api. Sistem transportasi KA di Kabupaten Bandung sudah menjelma sebagai sarana transportasi umum utama, baik untuk pengangkutan barang maupun penumpang. Dengan keunggulan dan potensi moda transportasi KA, terlebih lagi untuk mendukung upaya pemerintah mengoptimalkan perekonomian Kabupaten Bandung, maka pemerintah berencana membangun jalur KA ganda lintas Gedebage-Cicalengka. Untuk mepermudah transportasi dan menambah kapasitas lintas akan dibangun jalur ganda kereta api pada Gedebage - Cicalengka.Analisis yang dilakukan terkait rencana pembangunan kereta ini adalah analisis finansial dengan meninjau NPV (Net Present Value), BCR (Benefit Cost Ratio), dan IRR (Economic Internal Rate of Return) untuk mengetahui layak atau tidaknya kereta ini direalisasikan. Data yang digunakan merupakan data sekunder berupa tarif kereta Rancaekek – Cicalengka, data pengoperasian kereta Bandung-Cicalengka, tarif dry port pada stasiun Gedebage, volume arus petikemas Gedebage, dan data Inflasi Bank Indonesia tahun 2004 sampai 2018.Skenario yang paling menguntungkan terdapat pada skenario 4, 8, dan 12  dengan nilai BCR 2,13 , 1,86 , dan 1,22. Dan nilai NPV berturut-turut sebesar Rp 229.838.227.622, Rp 174.619.472.560, Rp 44.386.116.874. Dan nilai IRR nya dari skenario tertinggi berturut- turut adalah 11,65%, 11,77%, 12,26%.Kata kunci: Analisis Finansial, Kerta Api, Transportasi

Abstract

A traffic accident is an accident on the road that is unintentional. One of them is Jendral Sudirman Street, a location where traffic accidents often occur because this road has a high traffic volume in Metro City. This research uses a qualitative method that is descriptive and tends to use analysis. The data collection is done by direct observation and measurement at the research location and obtained through existing data sources.Based on the analysis of data that has been done the number of accidents that occurred on Jendral Sudirman Street, namely 71 incidents from 2014-2018 of 465 incidents of accident in Metro City. Based on the characteristics of accidents most causes of accidents is due to human factors, the type of vehicle that has the most accidents is two-wheeled vehicles, the dominant type of accident is front-back accidents, the time of accidents that often occurs is the time interval 06.00-12.00 .Keywords: Traffic Accident, Characteristics of Accidents, Jendral Sudirman, Metro City

Abstract

An urban area that has a function as a center of activity in an area certainly affects the high levelof community activity and indirectly causes a high number of movement of people, vehicles andgoods in urban areas.The ability to accommodate traffic flows depends on the physical conditionof a road, both in quality and quantity as well as on the operational characteristics of thetraffic.The purpose of this study is to analyze road characteristics and to determine therelationship between volume, speed and density on the Zainal Abidin Pagar Alam road and theImam Bonjol road in Bandar Lampung. This study uses the Greenshield and Greenberg modelsas a method. This method results that the relationship between velocity and density is linear sothat we can see how the pattern of the relationship between velocity, density and volume is. Theresults of this study obtained the free flow speed for Jalan ZA Pagar Alam for 55 km / hour andfor Jalan Imam Bonjol is 38 km / hour. The actual speed on Jalan ZA Pagar Alam is 28km / hourand on Jalan Imam Bonjol is 30km / hour. Meanwhile, the congestion density found on the ZAPagar Alam road is 931 cur / hour and on Jalan Imam Bonjol is 979 cur / hour. The mostoptimum model is in the Greenberg model for Jalan ZA Pagar Alam because the Greenbergmodel has a determination coefficient value (R2) which is closer to the highest accuracy of 0.98%and the Greenshield model on Jalan Imam Bonjol is because it has a determination coefficientvalue ( R2) which is closer to the highest accuracy of 0.96%.

Abstract

AbstractBicycles are an sustainable mode of transportation because they do not produce exhaust gas. Motor vehicle exhaust gas is one of the causes of global warming. The bicycle lane facilities in Metro City aim to get Metro City as an friendly city to cyclists. This study aims to find out the level of effectiveness of bicycle lanes in Metro City. The research methods used for the effectiveness of bicycle lanes are the BCI (Bicycle Compatibility Index) method which refers to the reference (Harkey et al., 1998), the BLOS (Bicycle Level Of Service) method which refers to the reference (Sprinkle Consulting Inc., 2007) and the Guttman method which refers to the reference (Guttman, 1944). The BCI and BLOS model methods result for bicycle lanes in metro city on average get a C rating which means the road conditions are quite suitable (quite safe and comfortable) for cyclists. The obtained of C rank is inseparable from the high volume of traffic and inadequate road body width in some roads. Guttman's method for bike lanes in Metro City resulted in a percentage of 55,55% which means it is suitable for use. Although it is appropriate, but there is still something that needs to be improved on the facilities and there needs to be a policy related to the use of bicycles and bicycle lanes.Keywords: effectiveness, bicycle lane, Metro City, Bicycle Compatibility Index, Bicycle Level of Service, Guttman

Abstract

High Speed Rail (HSR) is currently regarded as one of the most significant tecnological breakthrought in passenger transportation. Compare to a convensional train, a high speed train will shorten time travel. This study aims to evaluate the viability of high speed rail project based on financial analysis. The parameter used to analyse the financial viability are NPV, BCR, IRR, PP and Break Even Traffic Volume. The analyses also includes sensitivity analysis with a variety of discount rate, annual income and investment cost value. The result of financial viability analysis shows that the project does not meet the financial requirements. It is indicated by negative NPV value, IRR value of 0,27 to 2,28 smaller than the discount rate and PP value much longer than the concession period which are of 50 years. The result of Break Even Traffic Volume shows that the range of total demand number to reach NPV=0 are between 11,27 millions to 11,58 millions. The Number  is very much greater than total passenger number of Argo Parahiyangan train in the year 2018 that is 4,38 millions/ year. Even though based on the financial viability analysis the High speed rail Jakarta-Bandung project is not be feasible. However, based on the economic and social benefits the project is crucial to solve traffic congestion, reduce the pollution rate, and save the time travel.Keywords :High-Speed Train, financial analysis, financial feasibility parameters

Abstract

 Road is an infrastructure of land transportation which is very important for the growth of life because the road is a link between one region to another. In its use, the road always carries heavy loads every time someone crosses it so that it will be vulnerable for damage to occure  at the road surface and pavement structure.One effort to prevent more serious damage to the road is by conducting road rehabilitation such as patching and overlay thickness with the aim of restoring pavement strength so as to provide optimal service to road users. For this reason, a road rehabilitation plan is needed so that it is able to withstand the traffic load that passes through the road and has the as planned age.The purpose of this study was to determine the level of road damage on the Tirtayasa road section. To find out the method of improvement that can be done based on the level of damage and to find out the costs needed to repair the Tirtayasa road.This study begins with data collection and road damage conditions such as groove depth of cracks and holes resulting from visual survey.Analysis of the road conditions based on SDI values, for the Tirtayasa road along 4.8 km, with good conditions (75%), moderate conditions 0.4 km (6.25%), mildly damaged conditions 1.2 km (18, 75%), and 0 km (0%) is severely damaged, so that rehabilitation is done in the form of patching and overlay and the overlay and patching on the Road segment Tirtayasa needs a budget of Rp. 3,254,555,000.00Keywords: planning, technical road rehabilitation

Abstract

Universitas Lampung adalah universitas negeri pertama di propinsi Lampung dan termasuk universitas favorit di Indonesia; jumlah mahasiswa cenderung naik setiap tahunnya. Kenaikan jumlah mahasiswa berpengaruh kepada kenaikan jumlah pengguna kendaraan bermotor yang berimplikasi naiknya kebutuhan petak parkir. Parkir terpadu merupakan sebuah kebijakan jangka panjang Universitas Lampung untuk menata perparkiran menjadi lebih tertib dan teratur.Penelitian ini dilakukan untuk mengetahui persentase pengguna kendaraan bermotor/transportasi umum, karakteristik parkir dan perbandingan perhitungan kebutuhan petak parkir penelitian dengan siteplan parkir terpadu Universitas Lampung. Data primer digunakan untuk menghitung persentase pengguna kendaraan bermotor dan karakteristik parkir diperoleh dengan membagikan 990 lembar kuisioner. Sedangkan kebutuhan petak parkir diperoleh dari data sekunder, yakni jumlah mahasiswa serta tenaga pendidik dan tenaga kependidikan Universitas Lampung tahun 2013-2016.Dari hasil perhitungan diperoleh persentase pengguna kendaraan sebesar 15% mobil, 65% motor dan 20% angkutan umum/sepeda/jalan kaki. Selanjutnya kebutuhan Satuan Ruang Parkir untuk mobil 279 petak dan motor 1256 petak. Perbandingan kebutuhan petak parkir antara perhitungan dan siteplan parkir terpadu Universitas Lampung sebesar 897 petak mobil dan 1550 petak motormaka tidak perlu dilakukan penambahan petak parkir rencana. Analisis karakteristik parkir diperoleh nilai indeks parkir maksimum mobil 61,08% dan motor 97,79%.

Abstract

With the increase in population and increasing the number of private vehicle ownership, it will cause traffic problems due to the many movements of community mobility, one of which is at the intersection. Bandar Lampung is one of the developing cities that experience these problems. One of the intersections in Bandar Lampung to be reviewed is the unsignalized intersection with 4 arms on Jendral Suprapto-S. Parman road. The purpose of this study is to evaluate and compare the performance of the intersection of Jenderal Suprapto-S. Parman road. Then the results of the analysis using KAJI are capacity (C) 2735 pcu / hour, degree of saturation (DS) 1.12, delay deviation (D) 43.01 sec / pcu and queuing probability (QP%) 60% - 122% with level service C. Analysis with the VISSIM program is a delay of 3.35 seconds / pcu (North), 5.4 seconds / pcu (West), 68.29 seconds / pcu (South), 33.89 seconds / pcu (East), while for long queue 31.68 m (North), 23.98 m (East), 190.3 m (South) and 31.13 m (West) with service level B. While the results of the Queue Theory analysis a delay of 49 seconds / pcu ( North), 39.2 seconds / pcu (West), 72.8 seconds / pcu (South) 124 seconds / pcu (East), while the queue length is 50 m (North), 63 m (East), 40 m (South ) and 25 m (West).

Abstract

The construction of the Trans Sumatra Toll Road provides convenience for the public. The distance from the Natar Toll Gate to the intersection of the Lintas Sumatera Road, which is 2,5 km will interfere with toll performance at the peak of holidays if it is not properly regulated. Therefore, it is necessary to do reaserch to determine the performance of toll roads at the Exit of Natar Toll, to know the performance of roads outside the city on Jalan Branti Raya and to find out the performance of signalized intersections at the Natar Toll Exit Intersection. This reaserch use the 2014 Indonesian Road Capacity Guidelines (PKJI) method. The results show that the performance of the toll road at the Natar Toll Exit was still adequate with degree of saturation with direction 1 is 0,09 and direction 2 is 0,13. The performance of roads outside the city on Jalan Branti Raya  was still adequate with degree of saturation with direction 1 is 0,47 and direction 2 is 0,43. The performance of the signalized intersection at the Natar Toll Exit Intersection is almost saturated with the degree of saturation the south approach is 0.67; the east approach is 0.08 and the north approach is 0.82. The queue for the south approach is 30 meters; the east approach is 2 meters and the north approach is 84 meters. The average delay of the intersection is 25 seconds /skr. To improve the performance of the Natar Toll Exit Intersection, it is necessary to rearrange the green time at this intersection.

Abstract

Feasibility Analysis is an appropriate analysis of parameters to determine a successful implemented project or not. Feasibility analysis is divided into two parts economic and financial analysis that both affect the feasibility of a project. The purpose of this study is to determine the costs incurred in a railway shortcut project, to analyze delay times before and after a railway shortcut, and to find out which railway shortcut project meets the economic and financial feasibility requirements. In this study, an analysis of the economic and financial feasibility and summarize the economic viability benefits of the Tegineneng - Tarahan shortcut project was conduct. A project is declared feasible or not by doing comparison with the feasibility method that is NPV> 0, BCR> 1, PP faster than the specified time, IRR> capital cost, and PI> 1. This study uses full occupancy rate with discount rate of 5% , 10%, and 15%, respectively.Based on the results obtained in terms of economic feasibility analysis that investment evaluation does not qualify due to the amount of benefit is too small so that economic analysis is not feasible. The aspect of financial feasibility analysis and analysis by summing the two financial and economic benefits is eligible so that the Tegineneng - Tarahan shortcut project is categorized as feasible. Keyword : Economic Feasibility, Financial Feasibility, Feasibility Method
