Abstract

This article analyzes the strategies of Pro-Poor Tourism (PPT), i.e. the strategies to increase the benefits for poor people from tourism development. It explained the view that tourism, on a small or large scale, has a positive contribution to increased sources of income, creation of employment opportunities, and community development. However, there are still problems in developing the potentialities of the local labor force to contribute in the tourism sector. The development of tourism in Karimunjawa over the past ten years has undergone good progress, but the poverty rate in Karimunjawa is still fairly high. The problem of poverty is a complex one and is linked to a decrease in the main sources of earnings, i.e. fisheries and agriculture. The underlying concern is the fact that the growth of tourism in Karimunjawa has fostered the growth of resorts, hotels or the service sector owned and run by big investors, vis-à-vis the scant participation of the poor. The dominant types of job that the local community does are as employees or hired workers, and they are rarely involved directly in the planning and development of tourism, thereby restricting the potential role of the poor in the tourism sector in Karimunjawa. This study recommends strategies for the empowerment of the local community to enable them to make a considerable contribution to tourism in Karimunjawa in an endeavor to alleviate poverty and enhance the quality of human resources. One strategy recommended in this article is the adoption of a pro-poor policy through vocational training in tourism for the local community of Karimunjawa. Keywords: Karimunjawa, poverty, Pro-Poor Tourism, tourism, vocational training.

Abstract

The magnitude of the risk due to a disaster depends on several factors, namely the hazard (natural hazard), vulnerability, and capacity. The earthquake that occurred in 2006 in Bantul District caused the death toll, damage to the building, and the victim who suffered severe injuries to become people with disability. The purpose of this study is to analyze the factors causing earthquake victims to be people with disability. Questionnaires were distributed to 130 respondents, using simple random sampling technique. Based on the result of the research, the factors causing difable daksa are (1) threats: all difable daksa live in earthquake prone areas, (2) vulnerability: house building made from material that easily collapsed, (3) capacity: have knowledge and means of disaster mitigation, (4) community behavior during earthquake disaster: people do not know how to safely handle earthquake disaster. Key Word: Earthquake, Difabel, Capability and Ri

Abstract

Agriculture-based policies for rural development and food sufficiency lead to the welfare of farmers. However, the implementation of these policies often cannot address these issues. This study examines the impact of implementing agropolitan area and Sustainable Food Agricultural Land (LP2B) policies on paddy field farmers in the Ciwidey Agricultural Area. A review of the literature on regulations related to these two policies was conducted to identify their application in the Ciwidey area. Furthermore, a phenomenological qualitative approach was carried out to observe rice field farmers as the object of these policies. Agropolitan policies can create capital flows in agricultural areas that open opportunities to diverse farmers' livelihood portfolios. This capital inflow would be followed by activities of primitive accumulation that changed paddy field land tenure. In a strategic location, this change will increase the risk of the paddy field's conversion to non-agriculture. The LP2B policy is used to control this transfer of function. Unfortunately, the policy puts farmers with small land at risk of being in the survival strategy because their livelihood portfolio is limited. Their cultivated rice fields have less economic value compared to horticultural commodities. Although the LP2B policy can generally control land use conversion, paddy field farmers retain their identity. The primitive accumulation that follows the capital inflow due to agropolitan policy raises the risk of LP2B farmers become vulnerable in land ownership, changed from land owners to agricultural laborers. In general, this impact keeps the welfare of farmers below expectations.

Abstract

Linkages between rural and urban areas assist numerous regions in a variety of ways. As a meeting place for villages and cities, a small town with hinterlands of agricultural areas acts as a market for village commodities, intermediary markets in larger markets, places for agricultural processing, places for production facilities, and a center for other activities. The construction of the Trans Sumatra Toll Road (JTTS), which crosses Kalianda District as a small town connecting several big cities, allows Kalianda alters its role. This study aims to examine the flow of agricultural commodities in a small town and its hinterlands and analyzed the role of small towns before and after the construction of JTTS. The data analysis was carried out by creating an Origin-Destination Map and providing the description. The results showed that seven agricultural commodities sold in Kalianda Market came from seven sources (origin), while commodities in rural areas had four selling destinations area. The small town illustrates its proper function as an intermediary market for larger markets, centers of health activities, administrative services, and banking services. However, the small town has not been able to play much of a role as an intermediary market for larger markets, rural commodity processing places, and places to find high-order goods. The small town is also incapable of being a destination for the identification of agricultural production facilities. In general, the existence of JTTS does not significantly change the role of small towns.
