Aim of this research is to explore extent which relationship between state and zakah in realizing ideals of zakah legal Islamic low. Examined from al-maqashid ash-sharia, jurisprudence, historical, and application in three countries, in order to search for a formula that is most conducive to optimizing the role of zakah. This research use qualitative methods. Begin extracting the information of zakah payment pattern in society, involving 200 respondents randomly which is then combined with a literature study of the book of previous scholars, contemporary, and fatwa. The research also parses comparison zakah management in three countries that run through the zakah management system of the country, namely Brunei Darussalam, Malaysia, and Pakistan. Results of research revealed that zakah can be explored optimally if supported by active role of the State and its rules that support the passage whole system of zakat. To realizing al-maqashid ash- shariah, so zakah should not be separated from the institutional context. Over the leader of a Muslim country still distribute zakat to needy people, and then zakah management that is integrated into state system will bring mashlahah more for people than separate managing.

The basic reason why does the writer choose this title is because of the writer is so interested in Buya Hamka’s Interpretation of Ali Imran Surah: 92. Buya Hamka in this Interpretation was giving an example of Waqf practice by the Dzurry (Waqf Expert). It’s has been done by the prophet Muhammad’s friend. The pointed focus of this thesis is want to know which one is the verse of Al-qur’an that explained about waqf especially, about “How to Interpretate?” and “How to Identify” the waqf, and the last one is what the Buya Hamka opinion about it? The method of this thesis is a quality method (library research) through al-Azhar translation by Buya Hamka. Beside by add the literate, the writer using other waqf books as references. The result that there is two surahs that support the waqf. They are Surah Al-Baqarah ayah 177, 26, 267 and Surah Ali Imran ayah 92, 133,134, Buya Hamka told that there are two kinds of waqf; they are Dzurry Waqf and Khairy Waqf. From both of them, waqf can be the same meaning of shodaqoh, which means shodaqoh thatawwu (man charity). Shodaqoh thatawwu the shodaqoh that some one who wants to giving their property, they can give it in any time and any where. They give it without any time limitation and without discrimination (indiscriminate) even they rich or poor. Finally, the people who are giving waqf (waqif) will receive their akhirat reward until they died, as long as the goods are represented for many kindnesses.

Zakat is the third pillar of Islam after syahadat and prayers, since zakat is a pillar of the faith which is very important and strategic. The reseach analysis that conducted in this discussion on fiqh of zakat of treasure is qiyas or analogical method. In the era of digitalization, the development of information and technology is increasing so that we cannot deny the rapid developments in the trade sector. So that the emergence of online trading competition in various markets. E-commerce players must be able to take the initiative to be able to compete, especially in the quality of products offered to consumers, which greatly influences consumer buying interest, good product quality in terms of performance, durability, benefits and others. besides that, the peak of success of a company's progress is in terms of promotions that must be carried out to attract more consumer buying interest. In carrying out promotions to get attention, there are four indicators that are carried out, namely: advertising, sales promotion, publication, and personal selling. As done by the Shopee marketplace, it is very attractive to consumers so that it becomes a marketplace that is in great demand. The purpose of this research is to find out whether there is an effect of the promotion mix and product quality if it is done simultaneously. Meanwhile, in conducting this research, the quantitative method is used, where the data is collected by distributing questionnaires to students at the Ibn Khaldun University, Bogor. The tool used in processing the data is the SPSS 26 application program. The results show that the promotion mix affects purchasing decisions by looking at t-count > t-table looking at the significance value on X1 which is 0.000 <0.05 and the t-count value > t -table (3,568 > 1,984). Meanwhile, product quality has an effect on purchasing decisions with a significance value of 0.000 <0.05, and a t-count value (3.950) > t-table (1.984). Promotional mix and product quality have an effect on purchasing decisions, while in statements such as honesty in promotions it is still minimal so it needs to be improved again. The rise of binary options trading, especially the OctaFX application, in carrying out buying and selling financial assets. Whether it's buying and selling foreign currency (forex), stocks, derivatives, to cryptocurrencies (cryptocurrency). practice money game and the views of Islamic law by using three sharia rule guidelines (AAOIFI Standards, MUI Fatwa, and POJK). Thus, it can determine the suitability of binary options trading with sharia law. In this study, the author uses a descriptive qualitative method of content analysis in which the data source is taken from news related to the object of research, namely the case of phenomena that occur in the OctaFX application from the period 2021 to early 2022. The data will be analyzed using content analysis , namely by adjusting the data obtained with the basic guidelines of sharia rules. The extent of compliance with sharia law on binary options trading on the OctaFX application. Based on the results of research conducted and explained by the author that trading practices on the OctaFX application are still far from conforming to sharia rules, as well as the existence of elements of money game which are characterized by the absence of legality in the application, the presence of gharar elements, and not in accordance with the rules of muamalah law. The LSP of the Indonesian Waqf Board has been carrying out nazhir competency training and certification since November 2, 2021. So it is necessary to research the impact of nazhir competency training and certification on participant performance and participation. The purpose of this study: 1. To find out that nazhir certification affects the performance of the management and development of waqf assets in nazir institutions; 2. To find out how the nazhir certificate involves the participation of non-nazir participants in the waqf movement; 3. To determine the value of increasing the management and development of waqf assets in nazhir institutions after participating in competency training and certification; 4. To find out the value of the distribution of benefits in Nazhir institutions has increased after participating in competency training and certification; and 5. To find out the competency-based deals , this certification influences reporting through BWI e-reporting. Respondents in this study were participants in competency training and certification, both those who work as nazhir and non-nazhir. The data analysis method in this study is Partial Least Square (PLS). The study results show that nazhir competency certification has a positive and significant effect on nazhir performance and non-nazhir participation in the waqf movement. The element of the competency certification assessment that has a high score is the attitude element. The component of Nazhir's performance, which has a high value, is from increasing the collection of waqf, while from non-Nazhir's participation which has a high value, is participation in the form of disseminating information to relatives, friends, and the work environment. The results of this study imply that it is necessary to make changes in the assessment of nazhir competence so that elements of knowledge and skills can have the same value as attitude.
