Kekerasan pada anak dilaporkan terjadi hampir di seluruh dunia dengan prevalens yang cenderung meningkat dari tahun ke tahun. Indonesia berada pada kondisi gawat darurat anak disebabkan kasus kekerasan terhadap anak-anak Indonesia meningkat dengan sangat tajam. Jumlah kekerasan pada anak di Kota Makassar cukup tinggi pada tahun 2017 hingga pada tahun 2020.Penelitian ini bertujuan untuk menganalisis kekerasan pada anak di Kota Makassar ditinjau dari sosio yuridis. Penelitian dilakukan pada bulan Nopember tahun 2020 hingga bulan Januari tahun 2021. Pengumpulan data dilakukan melalui wawancara dan dokumentasi dengan pengambilan sampel secara purposive. Jenis data yang digunakan yaitu data primer dan data sekunder. Sumber data penelitian yaitu dari literature dan data lapangan. Teknik pengambilan data yaitu dengan wawancara dan studi dokumentasi. Analisis data yang digunakan yaitu secara normative. Hasil penelitian menunjukkan bahwa penangangan terhadap anak korban kekerasan di Kota Makassar melibatkan beberapa insitusi yang terkait yaitu P2TP2A (Pusat Pelayanan Terpadu Pemberdayaan Perempuan dan Anak), Dinas Sosial, Dinas Kesehatan, Dinas Pendidikan, Kepolisian, Pengadilan. Akibat hukum terhadap kekerasan anak di Kota Makassar yaitu penanganan secara langsung oleh P2TP2A yaitu dengan cara pembinaan di rumah aman sehingga kegiatan preventif lebih diutamakan. Faktor-faktor yang menyebabkan kekerasan pada anak yaitu factor keluarga, faktor lingkungan dan factor anak itu sendiri.. Violence in children is reported in almost all over the world with a prevalence that tends to increase from year to year. Indonesia is in a state of emergency for children because cases of violence against Indonesian children have increased very sharply. The number of violence against children in Makassar City is quite high from 2017 to 2020. This study aimed to analyze violence against children in Makassar City in terms of socio-juridical terms. The research was conducted in November 2020 to January 2021. The data was collected through interviews and documentation with purposive sampling. The types of data used were primary data and secondary data. Sources of research data were literature and field data. The data collection techniques were interview and documentation study. The data analysis used was normative. The data analysis used was normative. The results showed that the handling of child victims of violence in Makassar City involved several related institutions, namely P2TP2A (Integrated Service Center for the Empowerment of Women and Children), Social Service, Health Service, Education Service, Police, Court. The legal consequence of child abuse in Makassar City is direct handling by P2TP2A, namely by means of guidance at a safe home so that preventive activities are prioritized. Perlindungan hukum yang diberikan kepada setiap subjek hukum menjadi salah satu hak yang diberikan kepada setiap orang dan hak tersebut dilindungi oleh hukum, hak yang melekat pada setiap manusia harus mendapat perlindungan hukum. Perlindungan hukum juga dijadikan sebagai sarana untuk melindungi hah-hak subjek hukum. Perlindungan hukum disini tentu saja perlindungan hukum terhadap masyarakat, teori ini merupakan teori penting dalam fokus kajiannya terutama sasarannya pada masyarakat yang berada pada posisi lemah. Dalam memberikan perlindungan dilakukan oleh para penegak hukum, dalam hal ini pihak kepolisian pada proses penyidikan memberikan perlindungan terhadap korban, memberikan hak-hak korban. Legal protection given to every subject is one of the rights given to everyone and these rights are protected by law. The rights inherent in every human being must receive legal protection. Legal protection is also used as a means to protect the rights of legal subjects. Legal protection here is of course legal protection for the community. This theory is an important theory in the focus of this study, especially its target on people who are in a weak position. In providing protection, it is carried out by law enforcers, in this case the police in the investigation process to provide protection to victims and to provide victims' rights.

Penelitian ini menggunakan penelitian empiris dengan mendiskripsikan pelaksanaan fungsi badan pembentukan peraturan daerah dalam praktik yang dihubungkan dengan peraturan perundang-undangan yang terkait dengan pembentukan peraturan daerah. Data penelitian yang digunakan adalah data primer melalui hasil wawancara dan data sekunder melalui pengumpulan artikel yang relevan dengan tata cara pelaksanaan fungsifungsi badan pembentukan peraturan daerah. Selanjutnya, analisis data menggunakan analisis data kualitatif dengan memaparkan secara faktual pelaksanaan fungsi badan pembentukan peraturan daerah dalam hubungannya dengan regulasi pembentukan peraturan daerah. Hasil penelitian ini menunjukkan bahwa pelaksanaan fungsi badan pembentukan Peraturan Daerah belum efektif karena dalam proses pengajuan usulan Peraturan Daerah tidak cermat dalam mewujudkan perintah perundang-undangan yang lebih tinggi dan pada tahapan seleksi Usulan Peraturan Daerah tidak memperhatikan skala prioritas yang didasarkan pada Rencana Kerja Pemerintah Daerah. Tidak berjalannya secara efektif pelaksanaan fungsi Badan Pembentukan Peraturan Daerah di Kabupaten Pangkajene dan Kepulauan disebabkan oleh faktor substansi hukum, struktur hukum, sarana atau fasilitas dan kultur hukum. This study uses empirical research by describing the implementation of the functions of regional regulatory bodies in practice associated with statutory regulations related to the formation of regional regulations. The research data used is primary data through interviews and secondary data through the collection of articles relevant to the procedures for implementing the functions of regional regulatory bodies. Furthermore, data analysis uses qualitative data analysis by describing in fact the implementation of the function of the regional regulation formation body in relation to regulations on the formation of regional regulations. The results of this study indicate that the implementation of the function of the regional regulation formation agency has not been effective because in the process of submitting a proposal for a regional regulation, it is not careful in realizing a higher level statutory order and in the selection stage the proposed regional regulation does not consider the priority scale based on the Regional Government Work Plan. The ineffective implementation of the functions of the Regional Regulation Formation Bodies in Pangkajene and Islands Regencies is caused by factors of legal substance, legal structure, facilities and legal culture

The Constitution of 1945 NRI mandates the protection and constitutional protection of the unity of indigenous peoples. However, the constitutional protection of indigenous peoples has not realized justice for the unity of indigenous peoples themselves. This study uses socio-legal approaches, in order to answer the problems studied. The causal factors for the realization of justice for the unity of indigenous peoples are: (1) The absence of a special law governing the unity of indigenous peoples and the diversity of the term used to mention the unity of indigenous peoples, (2) Recognition of the existence of indigenous peoples unity has not all been outlined in the regional regulations. Both reasons have an impact on conflicts that often occur between the government and the unity of indigenous peoples.

Penelitian ini bertujuan untuk mengetahui faktor-faktor penyebab terjadinya tindak pidana perusakan pos polisi lalu lintas di Kota Makassar dan mengetahui bagaimana penegakan hukum pidana terhadap perusakan pos polisi lalu lintas. Penelitian ini menggunakan pendekatan kualitatif yang dilakukan di Kepolisian Resort Kota Besar Makassar (Polrestabes). Penelitian ini menggunakan Metode kualitatif, jenis dan sumber data yang di gunakan adalah data primer dan data sekunder. Data primer adalah data yang diperoleh langsung dari lapangan penelitian, seperti data yang diperoleh dari wawancara dengan pihak kepolisian polrestabes makassar dan masyarakat di kecamatan tamalate, sedangkan data sekunder adalah data yang diperoleh tidak langsung dari lapangan, seperti membaca referensi hukum, perundang-undangan dan bacaan lainnya. Hasil penelitian ini menunjukkan bahwa faktor-faktor penyebab terjadinya tindak pidana perusakan pos polantas di karenakan melampiaskan rasa kekecewaan kepada kepolisian atas kejadian yang terjadi di stadion kanjuruhan bahwa kepolisian melakukan perlawanan terhadap masyarakat yang berdampak ke pos polantas di pertigaan Jl. AP Pettarani-Jl. Alauddin Kota Makassar sehingga terjadi perusakan yang di lakukan oleh oknum yang tidak bertanggung jawab. Penegakan hukum pidana terhadap perusakan pos polantas bahwa kepolisian telah melaksanakan tugas sesuai yang diatur dalam undang-undang. This research aims to determine the factors that cause criminal acts of vandalism to traffic police posts in Makassar City and to find out how criminal law is enforced against vandalism of traffic police posts. This research used a qualitative approach carried out at the Makassar City Resort Police (Polrestabes). This research uses qualitative methods, the types and sources of data used are primary data and secondary data. Primary data is data obtained directly from the research field, such as data obtained from interviews with the Makassar Police and the community in Tamalate sub-district, while secondary data is data obtained indirectly from the field, such as reading legal references, legislation and literature. other. The results of this research show that the factors causing the criminal act of vandalizing the traffic police post were due to venting their feelings of disappointment with the police over the incident that occurred at the Kanjuruhan stadium, that the police took action against the community which had an impact on the traffic police post at the T-junction on Jl. AP Pettarani-Jl. Alauddin, Makassar City, resulting in damage carried out by irresponsible individuals. Tujuan dari penelitian ini adalah untuk mengkaji dan menganalisis bagaimanakah pelaksaan pendaftaran tanah untuk perumahan, serta untuk mengkaji dan menganalisis apa kendala-kedala yang dihadapi dalam pelaksanaan pendaftaran tanah untuk perumahan dan bagaimana penyelesainnya. Metode analisis yang digunakan adalan analisis deskriptif kualitatif. Hasil penelitian menunjukkan pendaftaran tanah dilakukan untuk memberikan kepastian hukum dan perlindungan kepada pemegang hak atas suatu bidang tanah, satuan rumah susun dan hak-hak lain yang terdaftar agar dengan mudah dapat membuktikan dirinya sebagai pemegang hak yang bersangkutan. Pelaksanaan kegiatan pendaftaran tanah untuk perumahan di Kecamatan Tanralili Kabupaten Maros sesuai dengan aturan Peraturan Pemerintah No 24 Tahun 1997. Proses pendaftaran tanah meliputi pengumpulan dan penetapan kebenaran data fisik dan data yuridis untuk keperluan pendaftarannya, dalam pelaksanaannya tidak terlepas dari kendala yang harus dihadapi. Kendala-kendala tersebut berupa kewajiban perpajakan, kurang memahami fungsi dan kegunaan sertifikat, serta biaya yang mahal untuk melakukan pendaftaran tanah. Kewajiban perpajakan sebagai pembebanan pajak atas tanah berupa BPHTB sehingga pendaftaran tanah berjalan lancar. Kurangnya pemahaman masyarakat terkait dengan sertifikat yang merupakan surat tanda bukti hak atas tanah atau lahan. Selanjutnya biaya, kebanyakan developer di Kecamatan Tanralili tidak begitu terkendala terkait biaya pembuatan Sertipikat, karena mereka membeli tanah dari warga setempat tidak begitu mahal The purpose of this study is to study and analyze how land registration is carried out for housing, as well as to examine and analyze what obstacles are encountered in implementing land registration for housing and how to solve them. The analytical method used is descriptive qualitative analysis. The results of the study show that land registration is carried out to provide legal certainty and protection to rights holders over a parcel of land, apartment units and other registered rights so that they can easily prove themselves as the holder of the rights in question. The implementation of land registration activities for housing in Tanralili District, Maros Regency is in accordance with Government Regulation No. 24 of 1997. The process of land registration includes the collection and determination of the correctness of physical data and juridical data for registration purposes, in its implementation it is inseparable from the obstacles that must be faced. These obstacles are in the form of tax obligations, lack of understanding of the function and use of certificates, and the high cost of registering land. Taxation obligations as a tax burden on land in the form of BPHTB so that land registration runs smoothly. Lack of understanding of the community related to certificates which are proof of land or land rights. Furthermore, costs, most developers in Tanralili Sub-District are not so constrained by the cost of making certificates, because they buy land from local residents not so expensive

Penelitian ini bertujuan untuk menganalisis efektifitas perlindungan hukum terhadap saksi pelapor dalam tindak pidana kekerasan seksual di Kabupaten Pangkajene dan Kepulauan dan menganalisis faktor yang mempengaruhi terjadinya tindak pidana kekerasan seksual di Kabupaten Pangkajene dan Kepulauan. Penelitian ini merupakan penelitian normatif-empiris dengan pendekatan kualitatif yang dilakukan di Kantor Kepolisan Resort Pangkajene dan Kepulauan. Metode yang gunakan adalah wawancara, dan studi kepustakaan. Hasil penelitian menunjukkan bahwa: 1) efektifitas perlindungan hukum terhadap saksi pelapor dalam tindak pidana kekerasan seksual di Kabupaten Pangkajene dan Kepulauan dilakukan dengan memberikan perlindungan berupa: (a) perlindungan identitas, (b) perlindungan fisik, meski demikian perlindungan belum berjalan dengan efektif; 2) faktor yang mempengaruhi perlindungan hukum terhadap saksi pelapor dalam tindak pidana kekerasan seksual di Kabupaten Pangkajene dan Kep yaitu: (a) faktor internal yang terdiri dari (1) pelaku dan (2) korban, (b) faktor eksternal yang terdiri dari: (1) keluarga, (2) lingkungan, (3) hukuman, (4) Kebudayaan This study aims to: 1) identify and analyze the effectiveness of legal protection for reporting witnesses in crimes of sexual violence in Pangkajene and Islands districts; 2) to find out and analyze the factors that influence the occurrence of crimes of sexual violence in Pangkajene and Islands districts. This research is a normative-empirical research with a qualitative approach conducted at the Pangkajene and Islands Resort Police Office. The methods used are interviews and literature studies. The results of the study show that: 1) the effectiveness of legal protection for reporting witnesses in the crime of sexual violence in Pangkajene and Islands districts is carried out by providing protection in the form of: (a) identity protection, (b) physical protection, although this protection has not been effective; 2) factors that influence legal protection for reporting witnesses in the crime of sexual violence in Pangkajene and Kep Regencies, namely: (a) internal factors consisting of (1) perpetrators and (2) victims, (b) external factors consisting of: ( 1) family, (2) environment, (3) punishment, (4) culture

Penelitian ini bertujuan untuk mengetahui penertiban tanah terlantar di Kabupaten Maros dan untuk mengetahui hambatan dalan penertiban tanah terlantar. Penelitian ini adalah jenis penelitian hukum yuridis empiris. Pengumpulan data dilakukan dengan metode wawancara. Selain itu, penulis juga melakukan penelitian kepustakaan untuk mendapatkan data yang berkaitan dengan topik penelitian tanah terlantar. Peneliti mengambil lokasi di Kantor Pertanahan Maros Kabupaten Maros Sulawesi Selatan. Berdasarkan hasil penelitian yang diperoleh dari penulisan ini dapat disimpulkan yakni: 1) Penertiban Tanah Terlantar Oleh Badan Pertanahan Kabupaten Maros dengan cara antara lain dengan Inventarisasi, identifikasi dan penelitian tanah terindikasi terlantar serta memberikan peringatan untuk kemudian ditetapkan sebagai tanah terlantar oleh Kepala Badan Pertanahan Republik Indonesia yang saat ini belum terealisasi. ) kendala dalam penertiban dan pendayagunaan tanah terlantar, yaitu: Subyek hak sulit untuk ditemui dan sering tidak diketahui keberadaannya. Sering dikuasakan oleh pihak lain, obyek hak atas tanah seringkali digunakan/dijaminkan, kurangnya kepedulian subyek hak terhadap tanah yang dikuasai, kurangnya modal pemegang hak untuk memanfaatakan tanahanya dan obyek hak sering dijadikan spekulasi This study aims to determine the control of abandoned land in Maros Regency and to find out the obstacles in controlling abandoned land. This research is a type of empirical juridical research. Data collection was carried out by interview method. In addition, the authors also conduct library research to obtain data related to abandoned land research topics. The researcher took the location at the Maros Land Office, Maros Regency, South Sulawesi. Based on the research results obtained from this writing, it can be concluded that: 1) Ordering of Abandoned Land by the Maros Regency Land Agency by means of, among other things, inventory, identification and research of abandoned land indications and giving warnings to then be designated as abandoned land by the Head of the Land Agency of the Republic of Indonesia which has not yet been realized. ) obstacles in controlling and utilizing abandoned land, namely: Subjects of rights are difficult to find and their whereabouts are often unknown. Often authorized by other parties, the object of land rights is often used/guaranteed, the lack of concern for the subject of rights to the land that is controlled, the lack of capital for the right holder to utilize the land and the object of rights is often used as speculation.
