Abstract

Penelitian ini bertujuan untuk mengetahui faktor-faktor yang menentukan pengembangan kompetensi Analis SDM Aparatur Kantor Regional V BKN Jakarta dan merumuskan strategi pengembangan kompetensi melalui analisis alternatif model pengembangan COACHEE. Penelitian ini menggunakan pendekatan kualitatif. Teknik pengumpulan data mempergunakan wawancara beberapa informan kunci dan telaah dokumen. Informan kunci terdiri dari 10 orang Analis SDM Aparatur dengan jenjang jabatan yang berbeda dan para pengelola data kompetensi dan pembinaan jabatan fungsional. Hasil penelitian ini menunjukkan bahwa keyakinan dan nilai-nilai, pengalaman, keterampilan, karakteristik kepribadian, motivasi, emosional dan kemampuan intelektual menjadi faktor yang menentukan pengembangan kompetensi Analis SDM Aparatur Kantor Regional V BKN Jakarta. Alokasi anggaran yang terbatas, zona nyaman, beban dan target kinerja serta minimnya program pelatihan menjadi hambatan dalam pengembangan kompetensi. Kantor Regional V BKN Jakarta telah melaksanakan model pengembangan COACHEE dengan baik, namun untuk menghadap hambatan diperlukan langkah strategis yaitu meningkatkan komitmen pimpinan, melaksanakan perencanaan pengembangan secara transparan, menerapkan pembelajaran melalui pengalaman, fleksibilitas program pelatihan, monitoring evaluasi berkelanjutan dan kolaborasi dengan pihak ketiga untuk menyediakan alternatif pelatihan.

Abstract

This research discusses collaborative governance in the handling of public rallies at the House of Representatives, focusing on the role of collaboration between the Police, Internal Security (Pamdal) of the House of Representatives, Members of the House of Representatives and Action Participants. This study uses Ansel and Gash's theory of collaborative governance which uses a participatory approach to manage rallies peacefully and productively. The study analyzed coordination mechanisms between stakeholders, public communication strategies, and challenges in maintaining openness and security. The results show that effective collaboration can increase the legitimacy of the aspiration process while minimizing the risk of conflict escalation and damage to public facilities.

Abstract

The 2021 Teacher Competency Test results indicate the need to enhance teacher competency. The Novice Teachers Induction Program is designed to address this issue by guiding new teachers in their professional development. This research aims to evaluate the induction program results for Novice Teachers regarding teacher competence development using the Kirkpatrick Levels 2 and 3 training evaluation models. This seeks to determine the impact of the induction program on the development of skills and knowledge and the changes in attitudes and behavior of novice teachers. This research employed a qualitative descriptive research design,with a case study regarding implementing the induction program for Novice Teachers at at one of the public junior high schools in Jakarta, Indonesia. Data collection was done through interviews, document analysis, and observation. Based on the evaluation results using the Kirkpatrick Levels 2 and 3 evaluation model, it was found that the induction program positively impacted competency development, increased knowledge, improved skills, and changed the attitudes and behavior of Novice Teachers. The supervisors also succeeded in overcoming the challenges faced by Novice Teachers. However, the induction programs for Novice Teachersrequired more explicit formative assessment instruments. In evaluating the performance of Novice Teachers, they only relied on observations from supervising teachers, school principals, and supervisors. Recommendations were therefore provided to the Directorate General of Teachers and Education Personnel to reform implementation standards and performance assessment instruments within the PIGP

Abstract

Community participation in supporting technological change is very much needed to run effectively and efficiently. Low community participation will hinder the technological change that is being implemented. The purpose of this study is to increase community participation in utilizing the Hospital Management Information System (SIMRS) at Leuwiliang Hospital. This study uses a qualitative approach. Data were collected through interviews, observations and secondary data, then the data were analyzed qualitatively using the Lawrence Green concept approach (predisposing factors, enabling factors, reinforcing factors) and analyzed with SWOT IFAS and EFAS. The results of the study showed that there were several factors causing low community participation in utilizing SIMRS, namely predisposing factors in the form of knowledge, attitudes, beliefs, culture and community characteristics. Enabling factors consisting of the availability of facilities, accessibility or ease of the system, supportive policies and community commitment and Reinforcing factors consisting of hospital staff, opinions from others, community support, the influence of friends and the environment. The strategy that can be used to increase community participation in utilizing SIMRS is an aggressive strategy, utilizing strengths to capture opportunities, including first increasing the optimization of the use of integrated SIMRS as the main instrument in supporting digital-based services, in line with national policies that require the use of information technology in health services, second encouraging the strengthening of the image of the hospital as a type B referral hospital with superior specialist services to expand the reach of the service area to cover all potential sub-districts, third developing sustainable and promotive and preventive health services based on SIMRS data in responding to the trend of increasing life expectancy and the need for long-term services.

Abstract

Penelitian ini bertujuan untuk mengkaji model kepemimpinan yang diterapkan di lingkungan Kedeputian Bidang Informasi dan Data Komisi Pemberantasan Korupsi (KPK) serta pengaruhnya terhadap peningkatan kinerja pegawai. Menggunakan pendekatan kualitatif dengan teknik observasi, wawancara mendalam, dan studi dokumentasi, hasil penelitian menunjukkan bahwa gaya kepemimpinan transformasional mendominasi praktik manajerial di unit ini. Gaya kepemimpinan tersebut dicirikan oleh komunikasi terbuka, partisipasi aktif pegawai dalam pengambilan keputusan, serta keteladanan pimpinan yang mendorong motivasi, loyalitas, dan kolaborasi lintas unit. Deputi juga memberikan ruang inovasi, pengembangan kompetensi, dan penguatan budaya kerja yang inklusif serta profesional. Dampaknya terlihat dalam peningkatan semangat kerja, produktivitas, dan loyalitas pegawai. Penelitian ini merekomendasikan penguatan konsistensi penerapan kepemimpinan partisipatif di seluruh jenjang organisasi, peningkatan soft skills pimpinan, dan pemetaan pendekatan kepemimpinan situasional. Implikasi praktisnya, kepemimpinan yang inklusif dan transformatif terbukti efektif dalam menciptakan organisasi yang adaptif dan berdaya saing tinggi di sektor publik.

Abstract

The disclosure of public information is a key principle for achieving transparent, participatory, and accountable governance. As a national archival institution, the National Archives of the Republic of Indonesia (ANRI) plays a crucial role in facilitating public information disclosure, particularly through its Information and Documentation Management Officer (PPID). This study analyzes the implementation of the public information disclosure policy by the ANRI PPID, along with the challenges and strategies encountered in reconciling the need for openness with the protection of archives. This qualitative case study employed policy analysis, in-depth interviews, and reviews of internal documentation. Findings indicate that while the ANRI PPID has introduced several innovations, it still faces challenges related to the integration of information systems, categorizations of information types, and public awareness of the right to access information. This study suggests enhancing the institutional capacity of the PPID, improving public information literacy, and aligning information disclosure policies with archival principles. This study aims to contribute to advancing public information governance that effectively balances transparency with safeguarding information.

Abstract

Corruption crimes that often occur in the public sector, both in the form of bribes, gratuities, and extortion, are increasingly massively involving public officials and private parties. Public officials as civil servants/state administrators have the obligation to report if the gratuities received are vulnerable related to their positions and contrary to their duties or authority. However, according to data on the number of gratuity reports from the Corruption Eradication Commission (KPK), the number of civil servants/state administrators who report gratuities is still relatively minimal. This shows that compliance in submitting gratuity reports has not been fully complied with by civil servants/state administrators. This study aims to analyze the implementation of gratuity reporting policies in efforts to prevent corruption. The research method used is qualitatively descriptive, namely explaining the phenomenon of gratuity reporting with a data collection method through literature studies of various journal publications, gratuity report data and other relevant documents.

Abstract

The religious education book assessment (REBA) program is one of the national book governances in Indonesia implemented by the Ministry of Religious Affairs collaboratively. However, this program is considered to have not divided the functions of stakeholders appropriately in accordance with the concept of collaborative governance and national book regulations which are the responsibility of the government, private sector and community. The results show: (1) stakeholder functions are based on variable indicators of collaboration by dividing responsibility among six program implementation teams (verifiers, IT teams, book assessors, supervisors, supervisors, and instrument developers). (2) The collaboration model of this program refers to the principles of collaboration dynamics: face-to-face, motivational sharing, attractive communication, knowledge, and high adaptability. (3) Macro collaboration between the government, private sector, and community needs to be optimized to support REBA programs that are oriented towards producing religious education books that are suitable for use by the community.

Abstract

Resistensi antimikroba adalah merupakan silent pandemic, yang dapat meningkatkan beban biaya kesehatan dan penyebab kematian yang tinggi di dunia. Kementerian Kesehatan mengungkap peningkatan resistensi antimikroba di Indonesia pada tahun 2023, yang disebabkan antara lain karena maraknya apotek yang menjual antibiotik tanpa resep. Penelitian Implementasi Kebijakan Pengendalian Resistensi Antimikroba: Hasil Pengawasan Apotek bertujuan untuk mengidentifikasi penyebab maraknya apotek yang menjual antibiotik tanpa resep dan merumuskan rekomendasi strategi untuk mengatasinya. Penelitian ini menggunakan pendekatan kualitatif dengan teori implementasi kebijakan Richard E. Matland. Pengumpulan data dilakukan melalui library research dengan sumber informasi: 1) peraturan perundang-undangan; 2) dokumen kebijakan pemerintah daerah; 3) artikel jurnal; 4) laman resmi otoritas negara lain; 5) laporan hasil pengawasan Badan POM dan 6) laporan hasil survei kesehatan. Wawancara dilakukan terhadap sejumlah personel apotek untuk mengonfirmasi dan memperkuat temuan dari studi dokumen. Dapat disimpulkan bahwa implementasi kebijakan ini merupakan kategori political implementation. Penyebab maraknya penjualan antibiotik tanpa resep dokter oleh apotek: 1) belum optimalnya pengawasan dan penegakan regulasi; 2) rendahnya pemahaman dan kesadaran masyarakat serta 3) kurangnya kesadaran dan kepatuhan pelaku usaha apotek. Rekomendasi strategi untuk mengatasi permasalahan ini: 1) optimalisasi  pengawasan dan perkuatan regulasi, antara lain mendorong Pemerintah Daerah untuk menerbitkan kebijakan pelarangan penjualan antibiotik tanpa resep dokter; 2) peningkatan edukasi kepada masyarakat serta 3) pengembangan program bimbingan teknis untuk pelaku usaha apotek dan tenaga kesehatan. Koordinasi dean kolaborasi antara Badan POM dengan Pemerintah Daerah, Kementerian Kesehatan, Kementerian Dalam Negeri, Kemenkom info dan Kementerian Pendidikan Tinggi, Sains, dan Teknologi merupakan suatu keharusan.

Abstract

This study aims to analyze the strategy for improving the quality of performance accountability in the Bogor Regency Government through the public accountability approach by Bovens (2007) and the GRIT strategy introduced by Duckworth (2016). Although there have been advancements in implementing electronic-based planning, reporting, and evaluation systems, SAKIP evaluation results indicate performance stagnation in recent years. A qualitative approach was used with a case study method and data collected through in-depth interviews with key actors managing performance. The study findings show that reporting and evaluation aspects have not been fully utilized as a basis for decision-making. The strategy implemented by the Bogor Regency Government contains elements of GRIT: the courage to initiate breakthroughs, resilience in facing limitations, initiative in making improvements, and perseverance in maintaining coordination rhythms. However, this spirit has not yet fully become an organizational culture. Therefore, it is necessary to optimize accountability forums, strengthen objective reward and punishment systems, and systematically internalize GRIT values across all regional apparatuses.
