Abstract

This study aims to analyze the factors that influence and formulate strategies to meet the needs of functional positions of fisheries supervisors and assistant fisheries supervisors in supporting the Blue Economy Policy of the Ministry of Maritime Affairs and Fisheries to be optimal. The research method used is a qualitative approach. The aspects of analysis include the state of work, the use of working time, and the goals that must be achieved based on the theory of workload indicators and Analytical Hierarchy Process (AHP) method. The results showed that the fulfillment of functional position needs was not optimal due to several factors, namely 1) the level of skills and understanding of some JF Waskan and Assistant Waskan was still quite low; 2) limited formation because there was no determination of latest position map; 3) Standard Operating Procedures (SOP) that differed between the center and UPT PSDKP; 4) fisheries supervision was still carried out manually with physical inspection of fishing vessels. For strategies to fulfill the needs of functional positions, several suggestions were formulated, namely 1) preparation of Human Capital Development Plan (HCDP) as a basis for training and development; 2) determination of the formation of the results of calculating the needs of functional positions in the latest position map; 3) improvement and refinement of SOPs; and 4) development of an independent fisheries monitoring system with risk assessment. Managerial implications are outlined in the priority strategy, while the highest factor is formation through accelerating the determination of the latest position map.

Abstract

This research aims to examine the relevance of collaborative governance in flood disaster management within the smart city frameworks of Surabaya and Jakarta. Both cities are identified as having the highest flood disaster risk, yet disaster risk reduction has not been integrated effectively into their smart city initiatives, and flood management remains sectoral. Using the CORE (Collaborative Resilience) analysis and a qualitative research approach, this study investigates the extent of collaboration in disaster management in these cities. The findings reveal that in Surabaya, where the population is more homogeneous, smart city initiatives function effectively even without significant collaboration between actors. However, in Jakarta, with its more heterogeneous population, the absence of collaboration presents greater challenges. The research also highlights that collaboration is a critical factor in the success of smart city implementation, as seen in both cities. Surabaya's bureaucratic approach to disaster management, though efficient in execution, can be slow in response. Meanwhile, Jakarta’s smart city infrastructure, though more advanced, suffers from a lack of long-term collaborative policies. The study concludes that population homogeneity in cities like Surabaya allows for easier collaboration, while the complexity in Jakarta demands a more integrated and collaborative governance framework for effective flood management. Further research is needed to explore these dynamics in other Indonesian cities.

Abstract

Revolusi Industri 4.0 telah membawa perubahan signifikan dalam manajemen talenta, khususnya melalui pemanfaatan kecerdasan buatan (AI). Dalam konteks pengelolaan sumber daya manusia (SDM), AI memiliki potensi besar dalam meningkatkan efektivitas rekrutmen, evaluasi kinerja, pengembangan keterampilan, serta retensi pegawai. Penelitian ini bertujuan untuk menganalisis peran AI dalam transformasi manajemen talenta di Deputi Bidang Usaha Kecil, Kementerian UMKM.. Studi ini menggunakan pendekatan kualitatif dengan metode deskriptif untuk mengidentifikasi manfaat, tantangan, serta strategi implementasi AI dalam pengelolaan SDM. Hasil penelitian menunjukkan bahwa AI dapat meningkatkan efisiensi manajemen talenta dengan memanfaatkan analisis data untuk penempatan pegawai yang lebih akurat. Dengan sistem berbasis algoritma, AI mampu mengurangi bias dalam rekrutmen, meningkatkan kepuasan kerja, serta memfasilitasi pengembangan karier yang lebih personal. Namun, penerapan AI juga menghadapi tantangan seperti bias algoritma, transparansi sistem, serta kesiapan organisasi dalam mengadopsi teknologi ini. Implikasi dari penelitian ini menekankan pentingnya kebijakan yang mendukung digitalisasi SDM serta perlunya pelatihan bagi pegawai dalam mengoptimalkan teknologi AI. Dengan strategi implementasi yang tepat, AI dapat menjadi alat yang efektif dalam meningkatkan produktivitas, efektivitas kepemimpinan, serta keterlibatan pegawai di sektor publik. Oleh karena itu, pemerintah dan institusi terkait perlu memastikan penerapan AI dilakukan secara etis, transparan, dan berbasis prinsip akuntabilitas.

Abstract

AbstractThe rapid increase in technology has led to the emergence of an era of globalization that creates a world without boundaries, where people can interact with each other without any obstacles. However, in the field of security itself, this has then led to the emergence of transnational crimes in various countries, including Indonesia. This study aims to analyze the role of the Representatives of the Indonesian National Police in the country of assignment in order to realize the international cooperation of the Indonesian National Police. The approach in this research is qualitative with descriptive method. The research data was obtained from the results of research and previous studies, as well as the results of interviews with several sources. The results of this study indicate that in general, the Attache of the Indonesian National Police and the Technical Staff of the State Police of the Republic of Indonesia have understood the purpose of their assignment while abroad. However, unfortunately, the recruitment and selection of candidates for the Attache of the Indonesian National Police and the Technical Staff of the State Police of the Republic of Indonesia is still not good. Then the facilities and infrastructure to be able to support the main tasks are still not adequate. Finally, the strategies and efforts that have been made by the Indonesian National Police to increase the role of the Attache of Indonesian National Police Attaché and the Indonesian National Police Technical Staff are still not optimal.Keywords: Strategy, Indonesian National Police, International Cooperation, Attache and Technical Staff of the Indonesian National Police. AbstrakPeningkatan yang cukup pesat di dalam bidang teknologi menyebabkan munculnya era globalisasi yang menciptakan dunia tanpa batas, di mana orang-orang dapat berinteraksi satu sama lainnya tanpa adanya halangan. Namun dalam bidang keamanan sendiri, hal ini kemudian menyebabkan munculnya kejahatan transnasional di berbagai negara, termasuk Indonesia. Penelitian ini bertujuan untuk menganalisis peran Perwakilan Polri di negara penugasan dalam rangka mewujudkan Kerjasama internasional Polri. Pendekatan dalam penelitian ini adalah kualitatif dengan metode deskriptif. Data penelitian diperoleh dari hasil penelitian dan studi terdahulu, serta hasil wawancara dengan beberapa sumber. Hasil penelitian ini menunukkan bahwa secara umum, Atase Polri dan Staf Teknis Polri telah memahami tujuan penugasan mereka selama di luar negeri. Namun sayangnya pelaksanaan rekrutmen dan seleksi dari calon Atase Polri dan Staf Teknis Polri masih belum baik. Kemudian sarana dan prasarana untuk dapat mendukung tugas pokok masih juga belum memadai. Terakhir strategi dan upaya yang telah dilakukan oleh pihak Polri untuk dapat meningkatkan peranan Atase Polri dan Staf Teknis Polri masih belum maksimal.Kata Kunci: Strategi, Kepolisian Negara Republik Indonesia, Kerja Sama Internasional, Atase dan Staf Teknis Kepolisian Negara Republik Indonesia.

Abstract

Korupsi merupakan salah satu tantangan global yang menghambat transparansi dan akuntabilitas dalam tata kelola pemerintahan. Di Indonesia, Laporan Harta Kekayaan Penyelenggara Negara (LHKPN) menjadi instrumen utama dalam pencegahan dan pengungkapan tindak pidana korupsi. Namun, implementasi kebijakan ini masih menghadapi kendala seperti rendahnya tingkat kepatuhan, validitas data yang kurang akurat, serta minimnya sinergi antar-lembaga dalam pemanfaatan informasi yang tersedia.Penelitian ini bertujuan untuk menganalisis strategi collaborative governance dalam optimalisasi pemanfaatan data LHKPN guna mendukung pengungkapan kasus korupsi. Penelitian ini menggunakan metode kualitatif deskriptif dengan pendekatan kajian literatur, yang mencakup analisis berbagai dokumen kebijakan, laporan kasus korupsi, serta studi empiris yang relevan. Data dikumpulkan melalui studi pustaka dan dianalisis menggunakan metode content analysis untuk mengidentifikasi pola, tantangan, serta peluang dalam implementasi strategi tata kelola kolaboratif dalam pencegahan korupsi.Hasil penelitian menunjukkan bahwa pemanfaatan data LHKPN melalui pendekatan collaborative governance dapat meningkatkan efektivitas pengawasan harta pejabat negara. Namun, implementasi strategi ini masih menghadapi tantangan, seperti keterbatasan akses data antar-lembaga, rendahnya akurasi pelaporan, serta resistensi dari beberapa pihak yang berkepentingan. Penerapan teknologi modern seperti big data analytics dan Artificial Intelligence (AI) dapat membantu dalam mendeteksi anomali laporan kekayaan pejabat negara dan meningkatkan validitas data LHKPN.Implikasi penelitian ini menegaskan pentingnya integrasi data antar-lembaga, penguatan regulasi yang lebih ketat, serta peningkatan peran masyarakat sipil dalam pengawasan kekayaan pejabat negara.

Abstract

The aim of research is to find factors that cause failure local government in providing access to basic types of services for hypertension sufferers according to SPM to all district residents, formulating appropriate regulations and public administration models and being able to mobilize collaboration among all pentahelix components to provide types of hypertension services according to the SPM, compiling and formulating models and strategies for collaborative collaborative governance, understand the role of facilitative leadership in collaborating across all pentahelix nodes , as well as creating breakthrough innovations in hypertension services. Research uses non-experimental qualitative methods with a case study approach, paying attention to the results of pre-eliminary studies , empirical facts and magnitude of public problems. Application of the pentahelix collaborative governance model has proven effective in increasing coverage of SPM for hypertension. Effective regulations consist of a regent's decision letter regarding the implementation of the pentahelix collaborative governance model, determining sub-district locus and a social contract between regent and all champions pentahelix. Cooperation model, roles and technical responsibilities of hypertension services for each pentahelix component at district, sub- district, village and RT/RW regional government levels, are regulated using a conceptual framework and business process standard for governance flow and reporting flow for implementation of pentahelix collaborative governance model. Facilitative and innovative leadership is the key to the success of Pentahelix collaboration in providing types of hypertension services that are easily accessible to all district residents.

Abstract

Oyster mushroom is a commodity that has high nutritional content and is used as an alternative food substitute. This commodity farming is relatively new in Jambi City. Oyster mushroom demand is high with a price range of IDR 17,000/kg to IDR 21,000/kg. However, there are still few farmers who do oyster mushroom farming in Jambi City. This study aims to (1) describe the general description of oyster mushroom farming in Jambi City; (2) Analyzing the income of oyster mushroom farming in Jambi City; (3) Analyzing the feasibility of oyster mushroom farming in Jambi City. The research sample was 18 sample farmers consisting of farmers who made F4 media and farmers who purchased F4 media. The data analysis method used is descriptive quantitative, cost, revenue, and income analysis methods, and uses the R/C Ratio, π/C ratio, and BEP feasibility analysis methods. The results showed that (1) Oyster mushroom farming activities in the study area had an average land area of 105.19 m2 with an average production of 1,260 kg and a harvest frequency of 60-90 times in one growing season. (2) The average income of oyster mushroom farming received by farmers who make F4 media is IDR 27.422.889.21/100m2/MT while farmers who buy F4 media have an average income of IDR 25.443.959.20/100m2/MT. (3) Oyster mushroom farming in the research area is feasible because it has an R/C value greater than one, capital productivity is greater than the prevailing bank interest rate, and production, price, and income received by farmers are above the BEP which counted.

Abstract

Laporan Pendidikan tahun 2022 menunjukkan 20% kabupaten dan kota di Indonesia memiliki tingkat pencapaian kebijakan penguatan karakter yang rendah jika mengacu pada indeks karakter siswa SMP. Salah satunya adalah Kabupaten Lebak, Provinsi Banten. Penelitian ini bertujuan untuk mengidentifikasi permasalahan dalam implementasi penguatan karakter pada tingkat SMP di Kabupaten Lebak dengan menggunakan model implementasi kebijakan Van Meter dan Van Horn serta menyusun strategi untuk mengatasi permasalahan tersebut. Penelitian ini menggunakan metode eksploratif sekuensial dengan subjek penelitian adalah pemangku kepentingan pendidikan pada tingkat SMP di Kabupaten Lebak. Hasil penelitian menunjukkan permasalahan yaitu belum adanya dasar kebijakan penguatan karakter di pemerintah daerah, pemahaman guru terhadap Profil Siswa Pancasila belum merata, rendahnya partisipasi orang tua, dan belum adanya keterlibatan masyarakat. Penguatan karakter tidak dapat terjadi dengan partisipasi yang efektif tanpa seluruh pemangku kepentingan bekerja sama secara aktif. Oleh karena itu, pemerintah pusat, pemerintah daerah, sekolah, orang tua, serta melibatkan mitra pendidikan perlu memainkan perannya dengan baik dan berkolaborasi dalam penguatan karakter siswa.

Abstract

The utilization of State-Owned Assets (BMN) at Bekasi Hajj Dormitory and the broader push for public service digitalization have led to the implementation of an online accommodation reservation system, SIASAH. This application stands as the sole digital system across all Hajj dormitories in Indonesia, developed to uphold Good Governance principles by considering effectiveness, efficiency, and transparency in service management, particularly in optimizing Non-Tax State Revenue (PNBP). This study employs a qualitative approach, using the PESTLE analysis model. Data were gathered through interviews with the application developers, reservation and accommodation staff, and service users, complemented by a review of documents such as accommodation usage reports and official website data from Bekasi Hajj Dormitory. The findings indicate that SIASAH has successfully enhanced financial accountability and transparency. However, the system continues to face significant challenges, including public resistance to technology adoption, limitations in human and physical resources, and a sub-optimal integration of environmentally friendly practices. To address these issues, the report recommends a broader marketing strategy via social media platforms, strengthening resource management, and developing digital archiving features. These measures are crucial for ensuring the system's sustainability, improving its efficiency, and elevating the quality of public services provided.

Abstract

The Secretariat General of The House of Representatives of the Republic of Indonesia (Setjen DPR RI) faces challenges in implementing the digital archive reduction policy by the Archive Retention Schedule. Issues in implementing the digital Archive Retention Schedule reduction have resulted in full data storage servers and increased costs for purchasing new data storage. This writing aims to identify and analyze the factors hindering the optimization of the implementation of the digital archive retention schedule policy at Setjen DPR RI. This research uses a qualitative method. The implementation of the electronic/digital records retention schedule policy at the Secretariat General of the House of Representatives (DPR RI) is not yet optimal due to several factors. These include challenges in human resources/archivists, a lack of communication and coordination between archivists, Pustekinfo, and the archive-managing work units, as well as 249 applications developed with non-integrated data. Additionally, the archivists have very limited time, and there is insufficient oversight from the National Archives (ANRI) in implementing the records retention schedule policy, particularly for electronic/digital records.
