Abstract

This study examines the role of the Regional Representative Council of the Republic of Indonesia (DPD RI) in civil security governance and its contribution to mitigating political polarization in the Special Capital Region of Jakarta. Drawing on Collaborative Governance Theory, the study conceptualizes security and political stability as outcomes of coordinated interaction among representative institutions, security actors, and governance processes rather than hierarchical control. Using a qualitative descriptive approach based on document analysis of official records, policy reports, and relevant academic literature, the study analyzes how the DPD RI exercises oversight, coordination, regional representation, and policy advocacy in security-related and politically sensitive contexts. The findings indicate that the DPD RI contributes to civil security governance by institutionalizing non-operational oversight, facilitating inter-institutional coordination, and enhancing democratic accountability within the security sector. In addition, the Council plays a bridging role in mitigating political polarization by articulating regional aspirations, maintaining center–region balance, and advancing non-partisan policy recommendations that address structural sources of political division. The study concludes that representative institutions operating outside party-based competition can significantly support civil security governance and political cohesion through collaborative and facilitative governance mechanisms in plural democratic settings.

Abstract

Densely populated coastal areas face serious threats due to sea level rise and land subsidence, which accelerate the deterioration of mitigation infrastructure. This study aims to formulate the integration of Infrastructure Asset Management (IAM) into sustainable disaster mitigation strategies using the Systematic Literature Review (SLR) method with the PRISMA protocol. From 345 initial documents, 20 leading articles were selected for in-depth analysis. The results of the study show that coastal resilience requires a transformation from reactive maintenance to proactive risk-based management. Key findings identify three pillars of integration: (1) the use of digital technologies (BIM, GIS, Digital Twin) for real-time monitoring; (2) innovation in corrosion-resistant materials and hybrid (green-gray) infrastructure approaches; and (3) the application of Life Cycle Cost Analysis (LCCA) for long-term budget efficiency. The study concludes that synchronizing data governance across agencies is crucial to the success of mitigation efforts. The practical implication emphasizes that adopting an adaptive IAM framework can minimize the risk of structural failure and ensure public safety amid global climate uncertainty.

Abstract

Era digital menghadirkan kompleksitas baru dalam hubungan sipil–militer, di mana disinformasi menjadi salah satu bentuk ancaman non-tradisional terhadap stabilitas nasional. Penelitian ini menganalisis strategi resolusi konflik sipil–militer di era disinformasi dengan studi kasus “Pasukan Garuda Hitam” yang mencatut nama Pusat Misi Pemeliharaan Perdamaian (PMPP) TNI. Pendekatan kualitatif digunakan untuk memahami bagaimana narasi palsu terbentuk, menyebar, serta memengaruhi persepsi publik terhadap lembaga militer. Hasil penelitian menunjukkan bahwa disinformasi digital dapat menimbulkan konflik perseptual, mengikis kepercayaan publik, dan menciptakan ketegangan sipil–militer. Melalui integrasi teori hubungan sipil–militer (Huntington), kekerasan struktural (Galtung), transformasi konflik (Lederach), komunikasi krisis (Coombs), dan ketahanan informasi nasional, penelitian ini menemukan bahwa strategi resolusi yang efektif perlu berbasis kolaborasi multi-aktor, literasi digital, serta komunikasi strategis pertahanan. Selain itu, teori information warfare (Bennett, 2020), cognitive security, dan strategic communication (NATO StratCom, 2022) memperkuat pemahaman bahwa disinformasi merupakan instrumen geopolitik yang dapat dimitigasi melalui diplomasi militer dan pendekatan digital peacebuilding. Penelitian ini berkontribusi pada pengembangan model resolusi konflik adaptif berbasis ketahanan informasi nasional.

Abstract

This study evaluates the policy framework adopted by Indonesia in safeguarding the rights and welfare of its migrant workers through the lens of human rights-based diplomacy. The inquiry is motivated by the persistent vulnerability of Indonesian migrant workers to various forms of exploitation, including labor abuse, wage theft, contract violations, and human trafficking, despite the considerable economic contributions these workers make through remittance flows to national development. Employing a descriptive-analytical literature review methodology, this research draws on peer-reviewed academic journals, official documents from international organizations, national legislation, and relevant studies in the fields of migration governance and protective diplomacy. The analytical framework integrates three theoretical pillars: the rights-based approach, consular and protective diplomacy theory, and the concept of human security. Findings reveal that Indonesia has undergone a significant paradigm shift in its migration governance, most notably through the enactment of Law Number 18 of 2017, which repositions migrant workers as rights-bearing subjects entitled to comprehensive state protection across all phases of the migration cycle. Additionally, Indonesia has engaged in progressively active bilateral, regional, and multilateral diplomacy to elevate the standards of migrant worker protection in destination countries. Nevertheless, structural challenges persist, including interagency coordination deficits, high rates of non-procedural placement, limited protective capacity in overseas diplomatic missions, and an imbalanced bargaining position relative to receiving states. At the regional and global levels, Indonesian diplomacy continues to encounter constraints arising from the predominantly non-binding character of most international instruments. The study concludes that effective migrant worker protection necessitates deeper integration between domestic policy and multi-level, rights-based diplomacy. Strengthening institutional capacity, harmonizing regulatory frameworks, and optimizing coalition-based diplomacy represent the most strategic pathways toward enhancing the effectiveness of Indonesia's international migrant protection regime.

Abstract

Penelitian ini bertujuan untuk merancang dan mengimplementasikan sistem informasi berbasis web untuk pengolahan data teritorial dalam operasi militer dengan menggunakan metode pengembangan sistem Agile Web Development. Sistem ini dimaksudkan untuk mendukung pengelolaan, dan analisis informasi teritorial yang penting bagi suksesnya personel TNI AD dalam melaksanakan tugsa operasi militer. Pendekatan pengembangan sistem melibatkan proses terstruktur dan iteratif, mulai dari perancangan hingga implementasi, dengan pengujian menggunakan metode black box. Sistem yang dihasilkan didesain untuk memenuhi kebutuhan pengguna. Penelitian ini diharapkan dapat memberikan kontribusi penting dalam meningkatkan efisiensi dan efektivitas manajemen data teritorial dalam konteks operasi militer.
