Abstract

This study aims to analyze the role of organizing functions in improving the timeliness of Village Revenue and Expenditure Budget (APBDes) report submission at the Community and Village Empowerment Office (PMD) of Gunungsitoli City. A descriptive qualitative method was employed, using in-depth interviews with five key informants, consisting of structural officials and technical staff in village administration and finance. The findings reveal that the organizing function covering task division, delegation of authority, coordination, and supervision has not been effectively implemented. Work overload, centralized delegation of authority, weak interdepartmental coordination, and lack of strict sanctions in supervision contribute to delays in report submission. Internal organizational challenges and limited village capacity further exacerbate these issues. Improvement strategies include digitalization, technical training, and workflow restructuring, though their implementation remains partial. This research highlights the importance of optimizing organizing functions to enhance timeliness in administrative reporting. The study provides practical insights for strengthening public organizational management and village financial accountability.

Abstract

Penelitian ini bertujuan untuk mengetahui pengaruh perubahan kurikulum dari k13 ke kurikulum merdeka terhadap kinerja guru di uptd smp negeri 1 gunungsitoli barat. Metode penelitian yang digunakan yaitu pendekatan kuantitatif. Sampel pada penelitian ini berjumlah 30 responden. Teknik pengumpulan data dilakukan melalui penyebaran kuesioner dan dokumentasi. Teknik analisis data menggunakan analisis regresi linier sederhana, uji asumsi klasik, uji koefisien determinasi dan uji t dengan bantuan aplikasi statistic SPSS versi 25. Uji Daterminasi R2 yang telah dilakukan diperoleh hasil bahwa nilai R2 sebesar 0,996. Hal ini menunjukkan bahwa variabel Perubahan Kurikulum (X) dapat menjelaskan Kinerja Guru (Y) sebesar 99,6%, Sementara itu sisanya 0,4% di jelaskan oleh factor-faktor lain yang tidak tercakup dalam penelitian ini. Berdasarkan analisis data menunjukkan bahwa secara simultan variabel perubahan kurikulum berpengaruh positif dan signifikan terhadap kinerja gurudengan signifikansi 0,000 < 0,05 dan perolehan nilai t hitung sebesar 89,126 > 2,042 sehingga dapat disimpulakan bahwa Ha diterima dan berpengaruh terhadap variabel dependen Kinerja Guru (Y). Kesimpulan dari penelitian ini yaitu bahwa variabel perubahan kurikulum secara parsial maupun simultan berpengaruh terhadap kinerja guru sebesar 99,6% dan disarankan supaya UPTD SMP Negeri 1 Gunungsitoli Barat untuk dapat Mendorong dan memberikan dukungan yang lebih kuat kepada guru dalam penerapan Kurikulum Merdeka, terutama dalam pengembangan pembelajaran berbasis proyek dan pemanfaatan teknologi sebagai media pembelajaran.

Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh kompensasi terhadap kinerja pegawai di Dinas Perumahan dan Kawasan Permukiman Kota Gunungsitoli. Kinerja pegawai merupakan aspek penting dalam pencapaian tujuan organisasi, khususnya dalam institusi pemerintahan yang bertanggung jawab terhadap pelayanan publik. Kompensasi sebagai bentuk apresiasi organisasi kepada pegawai memiliki peran strategis dalam mempengaruhi motivasi dan produktivitas kerja.Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan dokumentasi. Informan penelitian terdiri dari Kepala Bidang Perumahan, Prasarana, Sarana, dan Utilitas Umum, Kepala Sub Bagian Tata Usaha, serta tiga orang Penata Kelola Bangunan Gedung dan Kawasan Permukiman Ahli Muda. Analisis data menggunakan model interaktif Miles dan Huberman yang meliputi pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan.Hasil penelitian menunjukkan bahwa sistem kompensasi di Dinas Perumahan dan Kawasan Permukiman Kota Gunungsitoli telah sesuai dengan ketentuan pemerintah, meliputi gaji pokok, tunjangan, dan insentif. Namun, terdapat ketimpangan signifikan antara beban kerja dan kompensasi yang diterima pegawai. Pegawai dengan intensitas kerja tinggi, termasuk yang sering lembur hingga dini hari, menerima kompensasi yang sama dengan pegawai yang memiliki beban kerja lebih ringan. Ketidakadilan dalam pemberian insentif dan fasilitas kerja yang kurang memadai turut menghambat optimalisasi kinerja pegawai. Penelitian ini menyimpulkan bahwa meskipun kompensasi telah diberikan sesuai regulasi, efektivitasnya dalam meningkatkan kinerja pegawai belum optimal karena tidak mencerminkan proporsionalitas beban kerja dan tanggung jawab yang diemban.

Abstract

This study analyzes the factors causing delays in the submission of Village Fund Accountability Reports (LPJ) at the Community and Village Empowerment Agency (PMD) of Gunungsitoli City. The research employs a qualitative descriptive approach by conducting interviews, observations, and documentation with eight key informants consisting of agency staff and village officials. The findings reveal that the delays are influenced by both internal and external factors. Internal factors include limited human resource capacity, inadequate understanding of reporting regulations, poor time management, and insufficient technical training. External factors consist of limited access to technology and internet networks, complex administrative verification processes, geographical constraints, and inconsistent regulatory changes. These challenges often result in postponed disbursement of subsequent funds, disruption of development programs, and declining public trust in village governance. The study recommends strengthening technical guidance, enhancing administrative efficiency, expanding the use of digital reporting systems, and implementing sanctions and incentives to improve accountability and timeliness. The results highlight the urgent need for integrated solutions to improve transparency, efficiency, and governance in the village financial reporting process.

Abstract

This study explores the evolution of digital bureaucracy as a catalyst for enhancing efficiency within public sector institutions through a comprehensive literature review. Drawing upon recent academic contributions from 2018 to 2024, the paper examines how digital transformation reshapes administrative structures, decision-making processes, and service delivery mechanisms in government operations. The review identifies key factors influencing successful digital bureaucratic implementation, including leadership commitment, regulatory adaptability, technological infrastructure, and human capital readiness. It also highlights the persistent challenges of data governance, resistance to change, and digital inequality that hinder efficiency gains. By synthesizing empirical and theoretical insights, the study demonstrates that digital bureaucracy not only streamlines administrative procedures but also strengthens transparency, accountability, and citizen engagement. The findings underscore the necessity for integrated policy frameworks that align digital innovation with institutional reform. Furthermore, the paper discusses emerging models of digital governance and their implications for sustainable public sector performance. Ultimately, this review contributes to the growing discourse on e-governance by proposing a conceptual understanding of efficiency in digitally enabled bureaucracies.

Abstract

This thesis research aims to determine and test the influence of organizational culture on employee performance at the regional public company Tirta umbu drinking water company, Nias district, using quantitative research methods and the data analysis technique used is linear regression analysis. The population in the study were employees of the regional public drinking water company Tirta umbu, Nias district, totaling 60 people and a sample of 60 respondents. The results of the t test show (calculation) that organizational culture (X) is 8,465 and the significance is 0.000. Hypothesis decision-making conditions are accepted or rejected based on their level of significance. If the significance is less than or equal to 0.05 then the hypothesis is accepted. The research results obtained a significance value of 0.000 <0.05. Thus, it can be concluded that variable X (Organizational Culture) has a significant influence on variable Y (employee performance). From the results of the coefficient of determination (R Square), the coefficient of determination obtained from the correlation of variable X and variable Y is 0.553. Thus, it can be concluded that the size of the influence of variable X (Organizational Culture) on variable Y (employee performance) is 55.3%.

Abstract

This study aims to examine the role of the Village Consultative Body (BPD) in monitoring and evaluation (Monev) to improve the performance of Sihare'o Siwahili Village government. The research method used is qualitative with primary and secondary data sources. Data were collected through observation, interviews, and documentation. The results showed that the BPD has carried out the monitoring indicators well, including setting standards, measuring, and comparing. In addition, evaluation by the BPD has also been conducted, measuring the effectiveness, adequacy, and quality of village government work. However, there are several inhibiting factors faced by the BPD, such as the lack of welfare of BPD members, limited decision-making authority, and bias in the monitoring and evaluation process. Thus, this study provides a comprehensive overview of the BPD's role in M&E to improve village government performance.

Abstract

This research aimed to investigate the impact of entrepreneurial dedication on the success of trade enterprises in Alasa District. The research methodology used is quantitative with a focus on causal relationships (cause and effect). The data was collected from trade enterprises in Alasa District using a questionnaire. The research included a total of 32 respondents, representing the population and sample. Data collecting techniques include interview and questionnaire methods. The data was analyzed using basic regression analysis. With a tcount value of 7,600 above the ttable value of 1.697, researchers may confidently infer that there is a considerable impact of entrepreneurial dedication on the development of trade enterprises in Alasa District. The study suggests that entrepreneurs need to maintain high commitment to consumers in order to build trust and a good reputation. This commitment requires personal strength, patience, togetherness, mental and physical endurance, and critical thinking skills. Without serious effort and high commitment, entrepreneurs may face failure and struggle to succeed. Therefore, commitment is crucial for entrepreneurs to achieve their goals. High commitment leads to success in entrepreneurship by increasing consumer trust and boosting staff performance via fostering a culture of dedication. Therefore, it will provide optimal business outcomes and accomplish all company and organizational objectives.

Abstract

Berdasarkan hasil uji t yaitu Variabel Kepemimpinan Transformasional (X) menunjukkan nilai t hitung sebesar 12,130 dengan tingkat probabilitas (Sig) < 0,000, yang lebih kecil dari batas signifikansi 0,05. Selain itu, nilai t hitung lebih besar dibandingkan dengan nilai t tabel (12,130 > 1,7822). Dengan demikian, dapat disimpulkan bahwa Kepemimpinan Transformasional (X) memberikan dampak positif dan signifikan terhadap Kinerja Karyawan (Y). Ini menunjukkan bahwa variabel Kepemimpinan Transformasional memiliki pengaruh yang signifikan terhadap kinerja pegawai. Latar belakang: Menurut Sudarwan Danim (Shalahuddin) dalam penelitian (Sofiah Sinaga; 2021) menjelaskan bahwa “kepemimpinan transformasional berasal dari kata “to transform” yang artinya mentransformasikan atau mengubah sesuatu menjadi bentuk yang berbeda. Seperti mendransformasikan visi menjadi sebuah realita, potensi yang menjadi actual, laten yang menjadi manifest dan lain-lain.” Metode: metode penelitian yang di gunakan dalam penelitian ini adalah penelitian kuantitatif Hasil pembahasa : Menurut Viethzal Rivai Zainal (2017:44) dalam penelitian (Iwah et al., 2023) “kepemimpinan diartikan sebagai seni mempengaruhi serta mengarahkan individu lain dengan menggunakan unsur-unsur kepatuhan, kepercayaan, penghormatan serta kerjasama yang penuh semangat dengan tujuan mencapai tujuan bersama.” Kata kunci: Kepemimpinan Transformasional, Kinerja Pegawai

Abstract

Penelitian ini bertujuan untuk mengetahui pengaruh teknologi informasi terhadap kinerja pegawai pada Kantor Camat Hiliduho Kabupaten Nias. Metode yang digunakan dalam penelitian ini adalah metode kuantitatif dengan pengumpulan data melalui kuesioner yang dibagikan kepada pegawai di Kantor Camat Hiliduho. Data yang terkumpul dianalisis menggunakan analisis regresi linier sederhana untuk mengukur seberapa besar pengaruh teknologi informasi terhadap kinerja pegawai. Hasil penelitian menunjukkan bahwa teknologi informasi memiliki pengaruh positif dan signifikan terhadap kinerja pegawai. Hal ini dibuktikan dengan nilai Koefisien Determinasi (Adjusted R Square) sebesar 0,756, yang menunjukkan bahwa teknologi informasi mampu menjelaskan variasi kinerja pegawai sebesar 75,6% setelah disesuaikan dengan jumlah sampel dan variabel independen yang digunakan dalam penelitian. Sisa sebesar 24,4% dijelaskan oleh variabel lain yang tidak termasuk dalam penelitian ini. Dengan demikian, dapat disimpulkan bahwa peningkatan penggunaan teknologi informasi secara efektif berperan penting dalam meningkatkan kinerja pegawai di Kantor Camat Hiliduho Kabupaten Nias. Hasil penelitian ini diharapkan dapat menjadi acuan bagi pengambil kebijakan dalam mengoptimalkan pemanfaatan teknologi informasi untuk meningkatkan kinerja pegawai di sektor pemerintahan.
