Abstract

Kualitas sumber daya karyawan yang tinggi akan bermuara pada lahirnya komitmen yang kuat dalam penyelesaian tugas-tugas rutin sesuai tanggung jawab dan fungsinya masingmasing secara lebih efisien, efektif, dan produktif. Oleh sebab itu, upaya meningkatkan kualitas sumber daya manusia dapat diarahkan pada kedua aspek tersebut. Dengan demikian peranan manajemen sumber daya manusia semakin penting terhadap setiap kegiatan kepegawaian untuk membentuk sumber daya manusia yang handal sehingga mampu memberikan kontribusi pengembangan dan kemajuan bagi organisasi kepemerintahan. Penelitian ini bertujuan untuk mengetahui pengaruh pengembangan karir, hubungan kerja dan motivasi kerja berpengaruh terhadap kepuasan kerja karyawan. Tehnik pengumpulan data yang digunakan melibatkan pengiriman kuesioner yang telah menerima sekitar 175 tanggapan responden. Populasi dan sampel dalam penelitian ini adalah karyawan kantoran yang tersebar di Indonesia, dan metode analisisnya menggunakan software SPSS. Hasil penelitian ini telah menemukan bahwa pengembangan karir, hubungan kerja dan motivasi kerja berpengaruh terhadap kepuasan kerja karyawan. Abstract

Abstract: This study aims to describe the recruitment process of honorary teachers at SMA Negeri 1 Tuhemberua and to analyze the impact of student learning outcomes on the recruitment of honorary teachers at SMA Negeri 1 Tuhemberua. This study uses a qualitative method with five informant. The data collection techniques used are observation, interviews and documentation. Researchers use data analysis techniques including data reduction, data presentation and drawing conclusions. The results of the study show that the recruitment process for honorary teachers at SMA Negeri 1 Tuhemberua is guided by law Number 14 of 2005 concerning Teachers and Lecturers Article 9 which states that academic qualifications as referred to in Article 8 are obtained through higher education, undergraduate programs or diploma four programs, prospective honorary teachers submit applications or letters addressed to the principal. The next step is for the application acceptance committee to verify the administrative documents. If the documents meet the administrative honorary teachers will be contacted for an interview. Once the prospective honorary teachers pass the interview, they will be assigned to teach in the classroom. The impact of student learning outcomes at SMA Negeri 1 Tuhemberua after the recruitment of honorary teachers has seen a significant increase in student learning outcomes, as evidenced by the large number of students in the class who are more enthusiastic and active in class. Students at SMA Negeri 1 Tuhemberua have participated in numerous academic activities in the National Science Olympiad (OSN) competitions in Geography, Astronomy, Mathematics, Chemistry and Physics. These students have competed at the Regency and Provincial levels. In addition to academic activities, students of SMA Negeri 1 Tuhemberua are able to participate in no-academic activities such as football, volleyball, martial arts, arts and cultural arts studios, FLS2N and two students of SMA Negeri 1 Tuhemberua won 1st and 3rd place in the 2024 North Nias Regency Tourism Princess event at the sub-district, district and provincial in North Sumatra. This means that the quality of education at SMA Negeri 1 Tuhemberua is very good, this cannot be separated from the quality of the teachers themselves.Keywords: Implementatio, Honorary Teachers, Quality of Education.Abstrak: Penelitian ini bertujuan untuk mendeskripsikan proses rekrutmen guru honorer di SMA Negeri 1 Tuhemberua dan untuk menganalisis dampak hasil belajar siswa terhadap perekrutan guru honor di SMA Negeri 1 Tuhemberua. Penelitian ini menggunakan metode kualitatif dengan jumlah informan lima orang. Tekinik pengumpulan data yang digunakan adalah observasi, wawancara dan dokumentasi. Peneliti menggunakan teknik analisis data antara lain reduksi data, penyajian data dan penarikan kesimpulan.Hasil penelitian menunjukkan bahwa proses perekrutan guru honorer di SMA Negeri 1 Tuhemberua mengikuti peraturan komite sekolah SMA Negeri 1 Tuhemberua dengan berpedoman pada Undang-Undang Nomor 14 Tahun 2005 tentang Guru dan Dosen Pasal 9 yang berbunyi kualifikasi akademik sebagaimana dimaksud dalam Pasal 8 diperoleh melalui pendidikan tinggi program sarjana atau program diploma empat, Para calon guru honor menyerahkan permohonan atau surat yang ditujukan kepada Kepala Sekolah. Dan langkah selanjutnya oleh Panitia penerimaan berkas lamaran akan melakukan verifikasi terhadap berkas administrasi. Apabila berkas memenuhi syarat administrasi maka calon guru honor dihubungi untuk mengikuti tahapan seleksi wawancara. Ketika calon guru honor dinyatakan lulus wawancara maka akan diberikan tugas mengajar dikelas. Dampak hasil belajar siswa di SMA Negeri 1 Tuhemberua setelah perekrutan guru honor terjadi peningkatan hasil belajar siswa signifikan terbukti dengan banyaknya siswa didalam kelas lebih semangat dan giat dalam belajar. Siswa di SMA Negeri 1 Tuhemberua telah banyak mengikuti kegiatan akademik dalam perlombaan Oliampiade Sains Nasional (OSN) bidang mata pelajaran Geografi, Astronomi, Matematika, Kimia dan Fisika. Para siswa yang mengikuti perlombaan tersebut mampu berkompetisi ditingkat Kabupaten dan tingkat Propinsi. Selain kegiatan akademik, para siswa SMA Negeri 1 Tuhemberua mampu mengikuti kegiatan non akademik seperti kegiatan olahraga sepak bola, volly ball, pencak silat, seni dan sanggar budaya, FLS2N dan dua siswa SMA Negeri 1 Tuhemberua mendapat juara 1 dan 3 pada kegiatan Putri Pariwisata Kabupaten Nias Utara tahun 2024 ditingkat Kecamatan, Kabupaten dan Propinsi Sumatera Utara. Artinya, bahwa kualitas pendidikan di SMA Negeri 1 Tuhemberua sangat baik, hal tersebut tidak terlepas dari kualitas guru itu sendiri.Kata kunci: Implementasi, Guru Honor, Kualitas Pendidikan

Abstract

This study aims to analyze human resource policies to improve the quality of employee performance at the Population Control, Women's Empowerment, and Child Protection Service of Gunungsitoli City. The research focuses on three main objectives: (1) to determine the form of human resource policies implemented to improve performance quality, (2) to identify supporting and inhibiting factors in the implementation of these policies, and (3) to formulate appropriate strategies to improve employee performance. The research method used is a qualitative approach with data collection techniques through in-depth interviews, observation, and documentation. The results show that the implemented human resource policies include training and competency development, performance assessment based on work indicators, and a reward system and work discipline. Supporting factors for the implementation of these policies include leadership support, active employee participation, and the availability of a training budget. However, there are also inhibiting factors such as a lack of professional human resources, limited supporting facilities and infrastructure, and low work motivation among some employees. The strategies implemented to improve performance quality include strengthening supervision, developing a collaborative work culture, improving the quality of training, and regular evaluation of policy implementation. This study concludes that appropriate and consistent human resource policies play a crucial role in building more optimal employee performance within the service environment.

Abstract

This community service activity aims to provide socialization about the importance of learning to lead and be responsible from an early age to fifth-grade elementary school students. The socialization was carried out at Sihare'o Public Elementary School in West Gunungsitoli City using interactive lecture methods, group discussions, and role-play simulations designed to instill the values of leadership and responsibility in a fun way. The implementation results showed high student enthusiasm in participating in each session, as well as an increased understanding of the meaning of leadership, cooperation, and responsibility for tasks and groups. In addition, teachers appreciated this activity because it was considered to help support character learning in schools. This activity is expected to be the first step in building students' personalities who are confident, disciplined, and have a sense of responsibility, which ultimately will support the creation of a young generation with good character

Abstract

This study discussed how the implementation of Information Management Systems in support of administrative services at the Department of Population and Civil Registration (Dukcapil) Gunungsitoli. Implementation of the Information Management System in support of administrative services at the Department of Population and Civil Registration (Dukcapil) Gunungsitoli. As well as having uses from various parties, both from the research site and from the author himself. Basically, this study uses descriptive qualitative research methods, using observation guidance instruments, interviews and documentation in data collection. Data analysed using methods of data collection, data reduction, data presentation, and conclusion. This study determines the subject and object of research with reference to the interview guidelines for conducting interviews, observations and and questionnaires as a complement. The results of this study indicate that the implementation of Management Information Systems in support of administrative services at the Department of Population and Civil Registration (Dukcapil) Gunungsitoli has been well implemented by using all facilities/ facilities and infrastructure as well as the application of SIAK as a stepping stone in optimizing the application of Management Information Systems. Efforts to improve the quality of service to the community are increasing because it is supported by a variety of administrative services more quickly and effectively

Abstract

This study aims to examine the effect of the implementation of online attendance on the work discipline of civil servants (PNS) at the Communication and Informatics Office (DISKOMINFO) of North Nias Regency, North Sumatra Province. Work discipline is one of the important aspects in assessing the quality of civil servant performance, which is directly related to the effectiveness of public services provided to the community. Along with technological developments, the manual attendance system previously used has now been replaced with a digital or online-based attendance system, such as the SIMPEG application implemented at DISKOMINFO. This research uses a quantitative method with a survey approach, where data is collected through questionnaires distributed to DISKOMINFO employees. The independent variable studied in this research is the application of online attendance, while the dependent variable is employee work discipline. The data analysis technique used is statistical analysis to test the relationship between the two variables. The results showed that the implementation of online attendance has a significant positive effect on employee work discipline, with a t value of 4.524 (greater than t table 1.746) and a significance level of 0.000 (less than 0.05). In addition, regression analysis shows that the implementation of online attendance contributes 52% to improving employee work discipline. This research is expected to contribute to the development of a more efficient and effective attendance system in improving employee work discipline in the government. The application of online attendance has a positive and significant effect on the work discipline of civil servants.

Abstract

This study was conducted to determine the effect of workload on employee stress levels at the Nias Heritage Museum. The background of this study began with the phenomenon of increasing employee complaints related to work pressure, physical fatigue, health problems, and symptoms of psychological stress that arise due to high and unbalanced workloads. Excessive workloads, whether physical, mental, or emotional, are suspected to be the main factor causing work stress. This study used a quantitative method with a descriptive approach. The population in this study were all 40 employees of the Nias Heritage Museum. Data collection was carried out through distributing questionnaires using a Likert scale, and analyzed by simple linear regression using SPSS version 26. The test results showed that workload had a positive and significant effect on stress levels. The significance value of the t test was 0.000 (<0.05) and the calculated t value was 15.890 > t table 0.304 indicating that the higher the workload received, the higher the employee stress level. The calculation result of the coefficient of determination (Adjusted R²) of 86.5% indicates that workload contributes 86.5% to job stress, while the remaining 13.5% is influenced by other factors outside this study. This study recommends that the management of the Nias Heritage Museum evaluate the distribution of tasks and create a more balanced and supportive work environment to reduce employee stress levels.

Abstract

This study aims to analyze the role of academic leadership in improving student retention at the Faculty of Economics, Nias University. The high number of inactive and absent students indicates serious challenges in the management of academic services and leadership effectiveness within the faculty. The research approach used was descriptive qualitative with a phenomenological method. Data were collected through in-depth interviews, observations, and documentation involving key informants such as the dean, vice dean, head of study program, academic advisors, students, and alumni. The results show that academic leadership at the Faculty of Economics, Nias University, has a significant influence on student retention through three main mechanisms: (1) strengthening academic communication and coordination, (2) personal guidance and mentoring of students through academic advisors, and (3) creating a participatory and supportive academic climate. However, limitations in the intensity of academic guidance and the low capacity of lecturers to provide psychosocial support to students are still found. Factors such as economic constraints, low learning motivation, and limited facilities also worsen the retention rate. This study recommends the application of transformational and visionary leadership styles, strengthening the academic guidance system, and implementing data-based policies to monitor the risk of dropout early. The results of this study are expected to be a basis for faculties in designing academic leadership strategies that are oriented towards increasing student retention and academic success.

Abstract

This research was conducted at the Department of Manpower, Cooperatives and Small and Medium Enterprises of West Nias Regency with the aim of determining the influence of organizational culture on employee performance and how much influence it has in the government agency. This research used a quantitative method by distributing questionnaires to 32 employees at the Department of Manpower, Cooperatives and Small and Medium Enterprises of West Nias Regency. The results of this study indicate that there is an influence of the promotion variable (X) on the employee performance variable (Y) as indicated by the results of the t-test with a significance value (Sig.) of 0.005, which is smaller than the significance level of 0.05. In addition, the t-count value of 3.069 is greater than the t-table value of 1.697. These results indicate that the null hypothesis (Ho) is rejected and the alternative hypothesis (Ha) is accepted, which means there is a positive and significant influence between organizational culture on employee performance at the Department of Manpower, Cooperatives and Small and Medium Enterprises of West Nias Regency. Meanwhile, based on the results of the determination coefficient test (R Square), it was obtained that the organizational culture variable influenced the employee performance variable by 23.9%.

Abstract

The purpose of this study is to analyze how performance management evaluation can contribute to improving employee work motivation in government. The research method used is a qualitative approach, with data collection techniques using interviews, observation, and documentation. The results of the study indicate that performance management evaluation at the Hilisalawa'ahe District Office is conducted routinely based on indicators set out in the Work Plan (Renja) and Minimum Service Standards (SPM). Factors influencing employee work motivation include clarity of objectives, a fair reward system, and effective communication between superiors and subordinates. Regarding performance evaluation, various obstacles were found, such as the lack of a formal and transparent reward system, and minimal constructive feedback for employees. This study recommends the need to develop a more structured reward system and implement Key Performance Indicators (KPI) based indicators to improve the objectivity of performance assessment at the Hilisalawa'ahe District Office.
