Abstract

This literature review delves into the intricate dynamics of higher education institutions' research and community service programs and their impact on local economic empowerment in Indonesia. By synthesizing a diverse array of scholarly articles, case studies, and reports, this study comprehensively examines the multifaceted contributions made by higher education to the economic development of local communities. Key themes explored encompass knowledge transfer, technology diffusion, and the holistic engagement of community service initiatives. The review underscores the transformative potential of collaborative efforts between academia, local governments, and businesses. However, it also identifies critical gaps, including geographical biases and limited assessments of long-term sustainability. This synthesis contributes valuable insights for policymakers and academia, offering recommendations to enhance the effectiveness of higher education programs in fostering sustainable economic empowerment at the local level in the Indonesian context.

Abstract

This study aims to design an auxiliary tool called the Innovative Hose Washer Nozzle as a solution for maintaining fire hoses within the Aircraft Rescue and Firefighting (ARFF) Study Program at the Indonesian Aviation Polytechnic Curug. The main problem addressed is the manual cleaning of fire hoses, which requires considerable time and effort and may reduce the hose’s lifespan. Using a Research and Development (R&D) method based on a simplified Borg & Gall model comprising six stages, the tool was designed, validated by experts and users, and tested in an operational setting. The test results show that the Innovative Hose Washer Nozzle significantly improves the effectiveness and efficiency of hose cleaning, achieving an 80% cleanliness level, reducing cleaning time to only 5 minutes, and reduced cleaning time to 5 minutes with fewer personnel, achieving 80% cleanliness and 77.5% feasibility score. This innovation contributes to the improvement of safety equipment maintenance, operational readiness, and work efficiency for cadets during both training and emergency operations.

Abstract

Keselamatan penerbangan tidak hanya bergantung pada operasional udara, tetapi juga pada kesiapsiagaan unit penyelamatan di darat, khususnya Airport Rescue and Firefighting (ARFF) yang memiliki peran penting dalam menangani berbagai keadaan darurat seperti kecelakaan kendaraan, kebakaran struktural, penyelamatan di ketinggian, serta insiden yang melibatkan kendaraan listrik. Tujuan kegiatan ini adalah untuk meningkatkan kompetensi, kesiapsiagaan, dan keterampilan teknis personel ARFF melalui workshop terpadu yang mencakup Vehicle Accident Rescue, High Angle Rescue, Structural Firefighting, dan Electrical Vehicle Rescue. Metode pelaksanaan meliputi ceramah, diskusi, simulasi, dan praktik lapangan untuk memberikan pengalaman belajar komprehensif. Hasil kegiatan menunjukkan adanya peningkatan signifikan pada pemahaman serta kemampuan peserta dalam melakukan penanganan keadaan darurat secara cepat, tepat, dan aman, yang tercermin dari tingkat kepuasan mitra yang sangat tinggi pada seluruh indikator evaluasi. Kegiatan ini menyimpulkan bahwa pelatihan berbasis praktik langsung sangat efektif dalam meningkatkan kapasitas personel ARFF dalam menghadapi tantangan keselamatan di bandara. Selanjutnya, kegiatan serupa direkomendasikan untuk dilaksanakan secara berkala guna memastikan kesinambungan peningkatan kompetensi serta mendukung upaya memperkuat keselamatan penerbangan nasional.

Abstract

Ensuring security in airports is essential, especially in overseeing passenger luggage. However, at Kalimarau Airport, the current manual method of reporting seized items increases the risk of inaccuracies and processing delays. This research focuses on designing a reconciliation reporting system for confiscated items based on the AppSheet application connected to an online database. The methodology includes needs analysis, digital reporting system design, and field testing. The application supports real-time recording, data visualization, and report automation. Testing results indicate improved efficiency and accuracy in recording, with a system feasibility rating above 90% based on expert evaluation and user trials. In conclusion, this reporting system is deemed suitable as a digital solution for managing confiscated items at airports, enhancing transparency, speed, and data security.

Abstract

Juanda International Airport operates within a 5-mile (±8 km) radius from its reference point, which includes surrounding water areas. As part of its operational responsibility, the airport must ensure the safety and security of passengers, particularly in emergency situations occurring in or near water. The Airport Rescue and Fire Fighting (ARFF) unit is tasked with conducting rescue operations during such emergencies, making it essential for its personnel to possess proper qualifications, knowledge, and practical skills in water and sea rescue procedures.This study aims to assess the level of understanding among ARFF personnel regarding water and sea rescue and to identify the efforts that have been made by the ARFF unit in responding to water-based emergencies around the airport. The research was conducted using observation, interviews, and literature review. Findings indicate that the overall knowledge and preparedness of ARFF personnel regarding water rescue operations remain relatively low.By using the Gap Analysis method, the study found a noticeable difference between the current capabilities of personnel and the standards expected by relevant aviation safety regulations. Therefore, it is recommended that the ARFF unit design and implement structured, ongoing training, incorporating both theoretical and practical sessions, to enhance personnel competence and readiness for water-related emergencies.

Abstract

Aviation safety serves as the fundamental pillar of the global aviation industry, with Aircraft Rescue and Fire Fighting (ARFF) personnel playing a critical role in managing emergency situations. Although the International Civil Aviation Organization (ICAO) has established global training standards, their implementation in Indonesia continues to face various challenges related to advancing aircraft technologies and increasing operational complexity. This study aims to formulate a holistic conceptual model to enhance the effectiveness of ARFF training programs in Indonesia by integrating international best practices and contextualizing them within national realities. Through a systematic literature review of scholarly publications, regulatory frameworks, and technical reports from 2015–2025, four key components of training effectiveness were identified: (1) Training Input, encompassing competency standards, psychologically based participant selection, and the availability of modern facilities; (2) Training Process, emphasizing the application of Competency-Based Training and Assessment (CBTA), simulation technology, and cross-functional exercises; (3) Training Output, assessing improvements in technical competence, stress management, and team coordination; and (4) Long-Term Outcomes, oriented toward enhanced emergency preparedness and reduced incident response time. The proposed model is expected to strengthen ARFF human resource capacity while reinforcing the national aviation safety ecosystem in a sustainable manner

Abstract

Fire incidents may occur suddenly, including residential areas, workplaces, and public spaces. Understanding fire characteristics, potential ignition sources, and appropriate fire handling and extinguishing methods is essential, as improper actions may increase risks and worsen emergency situations. For instance, using water to extinguish fires caused by oil or electrical sources can result in more severe hazards. This community training program was conducted to enhance public capacity and awareness in managing fire risks in residential and workplace environments. The program aimed to strengthen participants’ theoretical understanding and practical skills related to fire prevention and initial fire response. The implementation methods included educational sessions, demonstrations, and direct hands-on fire extinguishing practices conducted both manually and using portable fire extinguishers (APAR). The purpose of this activity are expected to increase community awareness of the importance of safety culture, reduce the number of fire incidents, and improve community preparedness in fire prevention and initial response. Ultimately, participants are expected to be able to respond quickly, appropriately, and safely during emergency situations.
